JOHNSON COUNTY — A man has been found guilty of murdering a teen in Overland Park in 2019.

A Kansas jury found 28-year-old Raymond Traevon Cherry guilty of first-degree murder, aggravated robbery, conspiracy to commit aggravated robbery, two counts of aggravated assault, and firearm possession by a felon.

The charges came after 17-year-old Benjamen Workman-Greco was killed in January of 2019 in his Overland Park apartment. He had just moved into the apartment two weeks earlier. Cherry is set of be sentenced on April 6, 2023.

NAIROBI, Kenya (AP) — U.S. first lady Jill Biden gave one of the clearest indications yet that President Joe Biden will run for a second term, telling The Associated Press in an exclusive interview on Friday that there's “pretty much” nothing left to do but figure out the time and place for the announcement.

Although Biden has long said that it's his intention to seek reelection, he has yet to make it official, and he's struggled to dispel questions about whether he's too old to continue serving as president. Biden would be 86 at the end of a second term.

“How many times does he have to say it for you to believe it?” the first lady said in Nairobi, the second and final stop of&nbsp;<a href="https://apnews.com/article/biden-politics-droughts-united-states-government-jill-066f51bc0043efb57b6584ad9503e629">her five-day trip to Africa.</a>

She added, “He says he’s not done. He’s not finished what he’s started. And that’s what’s important.”

Granddaughter Naomi Biden, who is on the trip, cheered the first lady's comments after the interview.

“Preach nana,” she said on&nbsp;<a href="https://twitter.com/NaomiBiden/status/1629190339327041536">Twitter.</a>

The president himself was asked about his wife's comments just hours later in an interview with ABC News, and laughed when told of her remarks, adding, "God love her. Look, I meant what I said, I’ve got other things to finish before I get into a full-blown campaign.”

Biden aides have said an announcement is likely to come in April, after the first fundraising quarter ends, which is around the time that President Barack Obama officially launched his reelection campaign.

The first lady has long been described as a key figure in Biden's orbit as he plans his future.

She brushed off the question about whether she has the deciding vote on whether the president runs for reelection.

“Of course he'll listen to me, because we're a married couple," she said. But, she added later, “he makes up his own mind, believe me.”

The wide-ranging interview took place on&nbsp;<a href="https://apnews.com/article/russia-ukraine-war-one-year-index-dc5ee4b342ce80742c471e19258a2046?utm_source=homepage&amp;utm_medium=RelatedStories&amp;utm_campaign=position_01">the anniversary</a>&nbsp;of the Russian invasion of Ukraine, and Jill Biden recalled&nbsp;<a href="https://apnews.com/article/russia-ukraine-europe-jill-biden-migration-slovakia-d22b406bd735c1899a55ba656cbbc317">her trip into the country last May</a>&nbsp;to meet the besieged country's first lady, Olena Zelenska.

They visited a school that was being used to help migrants who fled the fighting. Some of the families, Jill Biden said, had hid underground for weeks before making their escape.

“We thought then, how long can this go on? And here we are, a year later,” she said. “And look at what the Ukrainian people have done. I mean, they are so strong and resilient, and they are fighting for their country.”

“We're all hoping that this war is over soon, because we see, every day, the damage, the violence, the horror on our televisions,” the first lady added. “And we just can't believe it.”

Jill Biden also spoke extensively for the first time about her skin cancer diagnosis, which led doctors to&nbsp;<a href="https://apnews.com/article/biden-health-maryland-mexico-city-surgery-545cac7c3ddca1f095e84383fdf8cd2d">remove multiple basal cell lesions</a>&nbsp;in January.

“I thought, oh, it’s just something on my eye, you know," she said. "But then they said, no, we think it’s basal cell.”

Then doctors checked her chest, she said, and they said “that's definitely basal cell."

“So I’m lucky,” the first lady said. "Believe me, I am so lucky that they caught it, they removed it, and I’m healthy.”

<a href="https://apnews.com/article/health-cancer-skin-brain-5a441b53e825895d029d0255c10816d3">Raising awareness about cancer screening</a>&nbsp;has been a cornerstone of her advocacy efforts for years, even before her son, Beau, died from a brain tumor almost a decade ago. When it was her turn to hear a doctor say that, Jill Biden said, “it was a little harder than I thought.”

Now, she said, she's “extra careful” about sunscreen, especially when she's at the beach, which she described as "one of my favorite places in the world."

Jill Biden is&nbsp;<a href="https://apnews.com/article/business-jill-biden-6a025ecc48cd6efed9c99ce578fb7fb4">the only first lady to continue her career</a>&nbsp;in addition to her ceremonial duties, teaching writing and English to community college students. At 71 years old, she said she's not ready to think about retirement.

“I know that I will know when it’s enough," she said. "But it’s not yet.”

She said she left detailed lesson plans for a substitute teacher while she was on her trip, and she's been texting with students as she was traveling. She plans to be back in the classroom at 8 a.m. on Tuesday morning, after arriving home from Africa around 3 a.m. Monday.

Education has been a flashpoint in American politics, especially with conservative activists and politicians trying to limit discussion of race and sexuality in classrooms.

“I don't believe in banning books,” she said.

She added: “I think the teachers and the parents can work together and decide what the kids should be taught.”

During the interview, Jill Biden reflected on the legacy of former President Jimmy Carter,&nbsp;<a href="https://apnews.com/article/politics-united-states-government-gerald-ford-ronald-reagan-hospice-care-f4e26c10a7b366f14e62f690da403b0a">who recently began home hospice care.</a>&nbsp;The Carter Center, which the former president founded after leaving the White House, was key in helping to eliminate the Guinea worm parasite in African countries.

“That's the perfect example,” she said. “He's such a humble man. He didn't go out and shout, 'Look what I've done.' He just did the work.”

Jill Biden recalled Carter and his wife, Rosalynn, reaching out on the eve of Joe Biden's inauguration two years ago.

“They called and said congratulations," she said. "And it meant so much to me and to Joe.”

She also talked about visiting the Carters at their home in Plains, Georgia, early in Biden's presidency.

"It’s not just that here are two presidents. It’s here are two friends," she said. "Actually four friends, who have really supported one another over the years.”

 First lady says President Biden ready to run for second term

TOPEKA — The Kansas Senate voted to remove all&nbsp;state and local sales taxes on food next year, in a last-minute reversal of an&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/02/20/kansas-senate-president-roll-back-food-tax-relief-so-state-can-afford-flat-tax-plan/">earlier proposal</a>&nbsp;to curtail sales tax reductions for unhealthy food.&nbsp;

Senators voted to eliminate the food sales tax Thursday during a Senate debate, advancing an amended version of&nbsp;<a target="_blank" href="http://www.kslegislature.org/li/b2023_24/measures/sb248/">Senate Bill 248</a>&nbsp;by a 22-16 vote. The original form of the bill would have rolled back tax relief on food, except for staples deemed healthy by legislators.&nbsp;

Senate President Ty Masterson originally proposed the legislation as a way to pay for other tax cuts. The idea was to leave the food sales tax partly in place, which is currently set to be fully eliminated in 2025,&nbsp;so that the state could afford a&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/02/23/kansas-senators-pass-sweeping-4-75-flat-income-tax/">massive flat tax proposal</a>, one that would benefit Kansas’ wealthiest residents.&nbsp;

But senators on both sides of the aisle voted to change the bill and eliminate the food sales tax, despite concern that getting rid of the local food sales tax would hurt local economies.&nbsp;

Proponents of the change said the elimination would help Kansans statewide and do more good than Gov. Laura Kelly’s “ax the tax,” plan, which originally proposed the gradual elimination of the state food sales tax.

Sen. Virgil Peck, a Havana Republican, said getting rid of both taxes would bring in revenue from other states and create widespread, positive change.&nbsp;

“We swing a big ax, we’re not going to have just a little hatchet,” Peck said. “We gotta swing a big ax that takes two hands.”&nbsp;

The financial effect of the revised bill is unknown.

Kansas Senate supports elimination of state, local food sales tax

CASS COUNTY —The search for one of two inmates who escaped Dec. 5 from&nbsp;the jail in Cass County, Missouri south of Kansas City continues.

Authorities took 33-year-0ld Trevor Sparks of Kansas City into custody Dec. 30, in the 400 Block of Olive Street, according to the FBI.

The U.S. Marshals Service continues to offer a reward of up to $5,000 for information that leads directly to the capture of 43-year-old Sergio Perez- Martinez of Panorama City, Calif.&nbsp; The FBI is also offering $10k for anyone who can provide information leading to his capture.&nbsp;

Perez Mertinez&nbsp; was being held for possession of dangerous drugs. Sparks was jailed on money laundering charges, according to the Cass County sheriff's office.

A third individual, Steven Lydell Williams, Sr., 64, Kansas City, has been charged&nbsp; with aiding or assisting in the escape.

Search continues for inmate who escaped KC-area jail in December

SEDGWICK COUNTY —A murder suspect captured by the U.S. Border Patrol and extradited to Kansas has been sentenced.

This week, 32-year-old Patricio Gomez was sentenced to life in prison&nbsp;the&nbsp;fatal shooting&nbsp;of&nbsp; 42-year-old Michael Martinez at a Wichita hotel in 2021, according to the Sedgwick County District Attorney's office.

In January, a jury found Gomez guilty of first degree murder and attempted distribution of methamphetamine.&nbsp;

In March of 2022, U.S. Border Patrol Agents&nbsp;in the El Paso&nbsp;Sector&nbsp;arrested Gomez who was wanted for&nbsp;murder in Wichita.

The El Paso Station&nbsp;Border Patrol Agent encountered Gomez walking along&nbsp;the south side of the Border Barrier&nbsp;near Fonseca Drive&nbsp;and Cesar E. Chavez/Border Highway, according to a media release from U.S. Customs and Border Protection.

When agents questioned Gomez as to his citizenship, he stated that he was a U.S.&nbsp;citizen and that he had&nbsp;just&nbsp;entered the United States&nbsp;from Mexico, illegally,&nbsp;by attempting to drive his truck across the Rio Grande.&nbsp;

&nbsp;Gomez, was taken into custody, for the illegal entry,&nbsp;and transported to a Border Patrol station for further investigation.&nbsp;Record checks revealed that he had an extensive criminal history&nbsp;and an&nbsp;active&nbsp;warrant&nbsp;out of&nbsp;Wichita for&nbsp;murder.

Gomez was&nbsp;remanded to the&nbsp;custody of the&nbsp;El Paso County Sheriff’s&nbsp;Office until his extradition to Wichita.&nbsp;&nbsp;

On Sept. 30, 2021. police responded to a shooting call at a hotel in the 9400 block of East Corporate Hills, according to Officer Charley Davidson.&nbsp; Upon arrival, officers located Martinez who had been shot.&nbsp; He was pronounced deceased on the scene.

 </figure>SEDGWICK COUNTY —A murder suspect captured by the U.S. Border Patrol and extradited to Kansas has been sentenced.This week, 32-year-old Patricio Gomez was sentenced to life in prison&nbsp;the&nbsp;fatal shooting&nbsp;of&nbsp; 42-year-old Michael Martinez at a Wichita hotel in 2021, according to the Sedgwick County District Attorney's office.In January, a jury found Gomez guilty of first degree murder and attempted distribution of methamphetamine.&nbsp;In March of 2022, U.S. Border Patrol Agents&nbsp;in the El Paso&nbsp;Sector&nbsp;arrested Gomez who was wanted for&nbsp;murder in Wichita.The El Paso Station&nbsp;Border Patrol Agent encountered Gomez walking along&nbsp;the south side of the Border Barrier&nbsp;near Fonseca Drive&nbsp;and Cesar E. Chavez/Border Highway, according to a media release from U.S. Customs and Border Protection.When agents questioned Gomez as to his citizenship, he stated that he was a U.S.&nbsp;citizen and that he had&nbsp;just&nbsp;entered the United States&nbsp;from Mexico, illegally,&nbsp;by attempting to drive his truck across the Rio Grande.&nbsp;&nbsp;Gomez, was taken into custody, for the illegal entry,&nbsp;and transported to a Border Patrol station for further investigation.&nbsp;Record checks revealed that he had an extensive criminal history&nbsp;and an&nbsp;active&nbsp;warrant&nbsp;out of&nbsp;Wichita for&nbsp;murder.Gomez was&nbsp;remanded to the&nbsp;custody of the&nbsp;El Paso County Sheriff’s&nbsp;Office until his extradition to Wichita.&nbsp;&nbsp;On Sept. 30, 2021. police responded to a shooting call at a hotel in the 9400 block of East Corporate Hills, according to Officer Charley Davidson.&nbsp; Upon arrival, officers located Martinez who had been shot.&nbsp; He was pronounced deceased on the scene.

Just after 4a.m. Thursday, the Cass County Sheriff’s Office received an alarm call from a gas station in Archie, Missouri, south of Kansas City, according to a media release from the sheriff's office.

Deputies located a vehicle and a pursuit ensued. Deputies stopped the suspect vehicle on Interstate 49 just south of J Highway using the Grappler Device.

 Two men fled the vehicle on foot. Deputies recovered a handgun and ATM from the scene. They also eventually located and took both suspects&nbsp; into custody and transported them to the Cass County Jail. Names of the suspects have not been released.

During the pursuit, law enforcement used a tactical vehicle maneuver. It caused the pickup to enter the ditch and roll.

EMS transported Flanagan to the Ellsworth County Hospital. He was not wearing a seat belt, according to the KHP.&nbsp; Authorities did not released additional details on what prompted the pursuit.

Driver hospitalized after rollover crash during I-70 chase

SEDGWICK COUNTY—Law enforcement authorities are investigating a violent altercation that injured an inmate at the Sedgwick County Detention Facility.

Just after 9a.m. Friday, an inmate assaulted another inmate with a makeshift weapon, in a housing unit of the Sedgwick County Detention Facility, according to Sheriff Jeff Easter. Jail staff recovered the makeshift weapon&nbsp;

EMS transported the victim to a local area hospital for treatment and he was released back to the Detention Facility. The Sheriff’s Office Investigation Division processed the scene.

The victim in this incident is a 37-year-old black male from Wichita. He has been in custody since November 3, 2022, booked on theft and possession w/ intent to use drug paraphernalia.

The suspect in this incident is a 41-year-old black male from Wichita. He has been in custody since January 13, 2021, booked on two counts of 1st Degree Murder.

This is the only inmate-on-inmate improvised weapon assault of 2023 for the Sedgwick County Detention Facility. The motive for the assault is unknown. It is unknown at this time if the incident was gang-related.

&nbsp;This incident is under investigation for criminal conduct as well as a review of the circumstances surrounding the manufacturing of the improvised cutting device. The sheriff's office did not release the name's of the inmates involved.

Murder suspect accused of violent attack on inmate at Kan. jail

DECATUR COUNTY —Authorities investigating a fatal northwest Kansas crash that occurred just after 3a.m. February 18, released the identity of the victim as 26-year-old&nbsp; <a href="https://www.paulsfh.com/obituaries/Katlyn-Marie-Klima?obId=27316083#/celebrationWall">Katlyn Klima of Oberlin.</a>

On Friday, the Kansas Highway Patrol reported a 2012 Chevy Equinox driven by&nbsp;Klima was southbound on Kansas 383 seven miles northeast of the Kansas 123 junction at Dresden.

The road curves to the left and the vehicle traveled off the road to the right. The driver overcorrected and caused the vehicle to slide sideways into the east ditch. 

The vehicle spun 180 degrees in the ditch, rolled one time and came to rest on its wheels facing north. The driver was ejected when the vehicle rolled.

Website launched ahead of new KCI Airport terminal opening

The richest <a target="_blank" href="https://kansasreflector.com/2023/02/22/kansas-senate-flat-tax-would-cut-1-for-low-wage-earners-hand-windfall-to-top/">Kansans would receive thousands of dollars in income tax cuts</a> while the poorest residents would save just a few under a bill Kansas senators passed Thursday.

After a debate that turned bitter when a Democratic senator proposed a graduated income tax system, the Kansas Senate voted <a target="_blank" href="http://kslegislature.org/li/b2023_24/measures/vote_view/je_20230223221426_415306/">22-17</a> for a 4.75% flat income tax rate on a voice vote. It now goes to the Kansas House of Representatives for consideration.

<a target="_blank" href="https://kansasreflector.com/2023/02/20/kansas-senate-president-roll-back-food-tax-relief-so-state-can-afford-flat-tax-plan/">The flat tax has been championed by Senate President Ty Masterson</a>, R-Andover, and carried on the floor by Sen. Caryn Tyson, R-Parker, who chairs the Senate Assessment and Taxation Committee.&nbsp;

“What we’re doing here is we are 
lowering state income tax for almost every single income taxpayer in the
 state,” Tyson said, “and it is absolutely not an increase. It 
simplifies the policy.”

Tyson and Masterson claimed states 
with no income tax or single-rate systems are better off than those with
 progressive or graduated income tax brackets.

<a target="_blank" href="http://kslegislature.org/li/b2023_24/measures/sb169/">Senate Bill 169</a>
 would do away with the state’s current tiered income tax system in 
favor of one rate for all individuals earning more than $5,225 or 
couples earning more than $10,450. It would cost the state $568.5 
million in the first full fiscal year after it takes effect, according 
to the state’s estimate.

The Washington, D.C.-based Institute on Taxation and Economic Policy estimates it will cost the state $764 million.&nbsp;

Sen. Tom Holland, D-Baldwin City, 
tried to amend the bill to add more tiers to the existing tax structure,
 saving low-income filers money and increasing taxes on the wealthiest 
Kansans. He said the proposal would result in a net cut of $43 million 
in state income tax revenue, but it failed.&nbsp;

While Holland came up with his 
alternative off-the-cuff, he said a progressive income tax structure 
would be better than the regressive flat tax.

Holland said with the possibility of a recession looming, now is not the time for a major cut in revenue.&nbsp;

He invoked former Gov. Sam 
Brownback’s tax “experiment,” which threw the state’s budget out of 
balance for years and made it difficult for the Legislature to fund 
schools to satisfy the requirements of the Kansas Constitution and 
perform state governmental services.

“And so what I’m trying to avoid … is
 Brownback 2.0, train wreck 2.0, and get us back on course,” Holland 
said, noting that since the Legislature abandoned the Brownback tax 
scheme, it had been able to put money back into its rainy day fund and 
stabilize the budget.

Holland said he was excited by some 
of the other tax policies the Senate discussed Thursday, including 
exempting Social Security income from state income taxes for some 
filers.

“If you’re voting for the flat tax 
because you really feel sorry for high-income individuals and all you 
care about is what their effective tax rate is, then just tune me out 
for the next couple of minutes,” Holland said before laying out his 
proposed brackets.&nbsp;

Masterson, who has proposed partially
 rolling back the planned sales tax cut on food to pay for the flat tax,
 called Holland’s amendment unserious and destructive.&nbsp;

“I know it’s getting late, so I’m not
 sure debating something that was kind of pulled out of your rear end at
 the last minute and thrown on the floor is really influencing a lot of 
people or winning friends,” Masterson said.&nbsp;

He went on to say places with high 
state income taxes, including California, are losing residents as a 
result. He called California “a case study in how you destroy a divinely
 blessed piece of dirt.”

Masterson said balancing the budget 
wasn’t a huge accomplishment given the influx in federal money, but he 
took credit for it on behalf of Republicans.&nbsp;

“You’re welcome,” he said. “Got money in the rainy day fund — you’re welcome. Right, it’s a red state, Republican Legislature.”

The vote came as part of a parade of 
tax bills a day before a deadline for legislation to be voted out of its
 chamber of origin. With some exceptions, a House bill must pass the 
House, or a Senate bill pass the Senate, by Friday.

Kansas senators pass sweeping 4.75% flat income tax

SHAWNEE COUNTY —The Office of the Kansas State Fire Marshal is investigating a fatal fire in a detached garage converted to a living space in Topeka and have identified the victim as&nbsp;Jennifer G. Bowers, 56, of Meriden.&nbsp;

Just after 2a.m. Thursday, fire crews were dispatched to a fire at in a detached garage behind a home at 1435 NW Jackson Street in Topeka, according to city spokesperson Gretchen Spiker.&nbsp;

Crews found heavy fire and smoke coming from the garage and while&nbsp;performing an offensive fire attack, found an adult victim inside the garage who was deceased.

 The fire was quickly contained and no other structures were damaged.

The garage was converted into a make shift residence and Bowers was living in the space.&nbsp; The cause of the fire is still under investigation, according to Topeka Fire Department spokesperson Rosie Nichols.

TOPEKA, Kan. (AP) — Kansas' GOP-controlled Legislature showed Thursday that it's likely to pass a bill eliminating the three extra days state voters get to return mail-in ballots after an election, highlighting the influence election conspiracy theories still hold over Republicans' thinking.

But the vote totals in the Kansas House and Senate strongly suggested conspiracy theory backers don't have the clout to overcome Democratic Gov. Laura Kelly's possible opposition. Each chamber approved its own, separate version of&nbsp;<a href="http://www.kslegislature.org/li/b2023_24/measures/documents/hb2056_01_0000.pdf">the bill</a>&nbsp;but each fell short of the two-thirds majority needed to override any possible veto.

GOP lawmakers voted unanimously in 2017 to create the three-day grace period. That came amid concerns a restructuring of the U.S. Postal Service's mail-sorting operations had slowed the delivery of ballots.

On Thursday, 34 of the 44 Republicans still serving in either the House or the Senate voted to eliminate the grace period, including House Speaker Dan Hawkins and Senate President Ty Masterson, both Wichita-area Republicans.

Supporters of eliminating the grace period also suggested that Kansas is out of step with most other states. Thirty-one states require a mail ballot to arrive by Election Day to be counted,&nbsp;<a href="https://www.ncsl.org/elections-and-campaigns/table-11-receipt-and-postmark-deadlines-for-absentee-mail-ballots">according to the National Conference of State Legislatures.</a>&nbsp;Kansas, Massachusetts and Virginia have three-day grace periods.

While Kelly hasn't said publicly that she would veto such a measure, her office said she is worried that the bill would prevent some voters serving in the military from having their ballots counted, disenfranchising them.

Conspiracies fuel GOP switch on Kansas' ballot grace period

RUSSELL COUNTY —Law enforcement authorities are investigating two suspects on multiple charges after a traffic stop in Russell County.

Just after 7 a.m. Thursday, Kansas Bureau of Investigation agents and investigators executed search warrants at two properties in Russell, Kansas, and on a vehicle that KHP stopped along I-70, around 3 miles east of Dorrance, according to a media release from the KBI.

The vehicle was occupied by Richard Kerns, 63, of Russell, and Beverly Driscoll, 65, of Russell.

During the searches, law enforcement located over 2.5 pounds of methamphetamine, and approximately 15 firearms.

Kerns and Driscoll were arrested on requested charges that include distribution of methamphetamine, possession of drug paraphernalia, possession with the intent to distribute on or within 1,000 feet of a school, and several weapons violations. They were booked into the Russell County Jail.

KBI finds meth, 15 firearms after investigation 

WASHINGTON —Feb. 24, 2023, marks the first anniversary of Russia's latest invasion of Ukraine that has killed thousands, forced millions of people from their homes, destroyed infrastructure, and upended international norms, world economy and alliances.

Russia's invasion was a test of Ukraine’s commitment to freedom, and a test for America and the world.&nbsp;Putin sought to subjugate Ukraine, but the free people of Ukraine stood strong—bravely defending their sovereignty and democracy. The United States, alongside allies and partners, did not hesitate to stand with them.&nbsp;

Over the last year, the United States has provided critical support to the people of Ukraine, working in close coordination with the government of Ukraine to get them what they need. President Biden has spoken regularly with President Zelenskyy, hosting him at the White House and visiting Kyiv to send powerful messages of the United States’ unwavering support. We have led the world in providing security assistance—from the Javelins that halted the Russian tanks assaulting Kyiv, to the air defense systems that have intercepted Russian strikes against Ukraine’s critical infrastructure, to the armored vehicles that Ukraine needs for the next phase of this conflict. We also stepped up to provide financial and humanitarian assistance—helping Ukrainians maintain access to fundamental services, like healthcare and heat, as they fight for their liberty and sovereignty.

The United States has not acted alone. Since first exposing Russia’s plans to launch this invasion, we ensured that Ukraine’s resilience has been matched with global resolve. We rallied the international community to speak out and stand against Russia’s brutal war, including at the United Nations, where the world has repeatedly and overwhelmingly voted to condemn Russia’s aggression. We have led unprecedented efforts to isolate and impose costs on Russia—including the largest coordinated sanctions and export control actions taken against a major economy. In response to the global economic disruptions caused by the Kremlin, we have launched initiatives that have stabilized energy markets and food supplies. And we supported our partners as they opened their homes and communities to millions of Ukrainians seeking refuge.

One year ago, Putin thought he could quickly topple Ukraine. He thought he could divide our allies and partners. He was wrong. Ukraine still stands. The international coalition in support of Ukraine is stronger and more united than ever. And President Biden’s visit to Kyiv yesterday sent a clear and powerful message to the world: we remain committed to standing with the people of Ukraine for as long as it takes.

According to a statement from the White House, actions the United States has taken to support Ukraine and hold Russia accountable over the last year include:

The&nbsp;United States&nbsp;has disbursed $13 billion in&nbsp;grant financing&nbsp;for&nbsp;budget support&nbsp;for Ukraine&nbsp;—and will soon begin disbursing&nbsp;another&nbsp;$9.9 billion&nbsp;that Congress recently approved — to&nbsp;ensure the Ukrainian government can&nbsp;continue to&nbsp;meet&nbsp;the critical needs of its citizens&nbsp;and provide basic services&nbsp;as it&nbsp;confronts&nbsp;Russia’s&nbsp;continued&nbsp;aggression. Through the World Bank’s Public Expenditures for Administrative Capacity Endurance mechanism, the United States has used it to provide budget support on a reimbursement basis — ensuring funding is disbursed to Ukraine only after expenses have been verified.

In its leadership role in international financial institutions, the United States has also worked closely with the International Monetary Fund, the World Bank Group, and the European Bank for Reconstruction and Development to support Ukraine — including to strengthen energy security, food security, and support for vulnerable populations and internally displaced persons across the country. Together with the G7, we have launched the Multi-agency Donor Coordination Platform for Ukraine, to enhance our coordination of economic support for Ukraine’s immediate financing needs and future economic recovery and reconstruction efforts.

Over the past year, the United States and our allies and partners provided critical security assistance that made a real difference on the battlefield, and helped the people of Ukraine defend their country from Russian attacks and advances.

At the start of the war, the anti-armor and anti-air systems we provided—like the 8,000 Javelin and 1,600 Stingers—enabled Ukraine to win the Battle for Kyiv. The artillery and ammunition we have sent—such as the 160 howitzers and 38 High Mobility Artillery Rocket systems—enhanced Ukraine’s ability to defend its territory in the Donbas region and launch successful counteroffensives in Kharkiv and Kherson, reclaiming hundreds of kilometers of territory and liberating towns and villages subjected to unimaginable Russian brutality. The air defense systems and counter-drone capabilities that we provided help Ukraine protect its people and infrastructure against continued Russian attacks.&nbsp; The armored capabilities we are sending—including 109 Bradley infantry fighting vehicles and tanks—will prepare Ukraine for future counteroffensives and help Ukraine adapt to changing conditions on the ground and defend against future Russian assaults.

We have provided more than one million rounds of artillery ammunition; more than 100,000 rounds of 125mm tank ammunition; and 100,000 rounds of small arms ammunition. We have provided helicopters; Unmanned Coastal Defense Vessels, and counter-UAV systems and equipment. And the Departments of Defense and State have released a&nbsp;<a href="https://www.state.gov/u-s-plan-to-counter-illicit-diversion-of-certain-advanced-conventional-weapons-in-eastern-europe/">plan</a>&nbsp;to prevent and counter the potential of illicit diversion of weapons and equipment.

Working with European partners and Ukraine, the United States also launched the Ukraine Defense Contact Group—a coalition of 50 partner nations that has enhanced our coordination of security assistance deliveries to help the people of Ukraine as they continue to defend themselves against Russia’s unjust and unprovoked assault. Together, members of this group already committed $50 billion security assistance, including nearly 700&nbsp;tanks and&nbsp;thousands of&nbsp;other armored vehicles, more than 1000 artillery systems, more than two million rounds of artillery ammunition, more than 50 advanced multiple rocket launch systems, and anti-ship and air defense systems.&nbsp;

When Russia launched its invasion, the United States responded quickly to the humanitarian crisis in Ukraine—providing more than $1.9 billion to Ukrainians in need of assistance, including more than 13 million people forced to flee their homes.

We brought together partners across the United Nations agencies and non-governmental organizations to address Ukrainian’s critical needs—including food, safe drinking water, shelter, and emergency health care. When winter approached and Putin turned his assault to critical infrastructure, a U.S.-led coalition provided supplies to restore emergency power and heat across the country. In addition to welcoming over 267,000 Ukrainians who have been forced to flee their homes to the United States and creating the&nbsp;Uniting for Ukraine&nbsp;program, we have provided $340 million in refugee assistance to our European partners who continue to host millions of Ukrainians, representing the largest population outflow in Europe since World War II.

Democracy, Human Rights, and Anti-Corruption Assistance

To defend human rights in Ukraine and its neighbors, President Biden launched the&nbsp;<a href="https://www.whitehouse.gov/briefing-room/statements-releases/2022/03/24/fact-sheet-the-biden-administration-announces-new-humanitarian-development-and-democracy-assistance-to-ukraine-and-the-surrounding-region/">European Democratic Resilience Initiative (EDRI)</a>&nbsp;in March 2022. Through EDRI, we have provided nearly $220 million for Ukraine to support media freedom and enable Ukrainian media outlets to continue operating during the war,&nbsp;to counter disinformation, increase the safety and security of activists and vulnerable groups, strengthen democratic and anti-corruption institutions, and support accountability for human rights abuses and violations of international law.&nbsp;

Justice and accountability are central pillars of the United States’ policy on Ukraine.&nbsp; Russia chose this war, and the United States and our partners are holding it&nbsp;<a href="https://www.state.gov/supporting-justice-and-accountability-in-ukraine/">accountable</a>&nbsp;for its attacks and atrocities against the people of Ukraine — ensuring that perpetrators, human rights violators, and war criminals are brought to justice.

Based on a careful analysis of the law and available facts, the Secretary of State recently determined that members of Russia’s forces and other Russian officials have committed crimes against humanity in Ukraine.&nbsp;&nbsp;

Working with partners, we have supported Ukrainian domestic authorities, international efforts, and strategic litigation to ensure that Russia’s crimes do not go unpunished. Along with many of our allies and partners, we imposed new sanctions on those engaged in human rights abuses and exercising illegitimate authority in occupied areas of Ukraine, including proxy authorities, military units, and those involved in the forced deportation of children.

The United States has also imposed expansive visa restrictions on members of the Russian military and others committing human rights abuses related to Russia’s war.&nbsp; The United States continues to support a range of international accountability mechanisms—including the UN Independent International Commission of Inquiry on Ukraine, the UN Human Rights Monitoring Mission in Ukraine, the Organization for Security and Cooperation in Europe’s Moscow Mechanism, and the Joint Investigative Team on Ukraine.&nbsp;

The United States and over 30 allies and partners developed the largest set of sanctions and export control actions ever imposed on a major economy. These actions are disrupting Russia from accessing critical inputs and advanced technologies — undercutting its ability to fund and fight its unjust war.

The United States has implemented or expanded more than 2,000 sanctions listings and more than 375 export control Entity Listings, including major state-owned enterprises and third-country actors supporting Russia’s war machine. We imposed sanctions on Russia’s largest financial institutions and imposed increasingly expansive restrictions on military and industrial goods that could support Russia’s defense industrial base. As a result, Russia has been forced to turn to rogue regimes to try to source weapons and equipment because of their inability to make enough parts to resupply Putin’s war at home. Additionally, Congress has revoked Russia’s permanent normal trade relations status — removing Russia’s privileges in international trade and increasing tariffs on hundreds of Russia products imported into the United States.

These sanctions and export controls will cut even deeper into Russia’s economy as time progresses. And at the same time, our economic measures have been specifically designed to shield low- and middle-income countries from their impact — including protecting the exports of food, allowing the provision of humanitarian assistance, and carving out agriculture, medicine, and energy payments from our sanctions.

When Russia attacked Ukraine’s energy infrastructure, trying to use winter as a weapon against the Ukrainian people, the United States and its allies and partners provided energy assistance: restoring power, heating homes, and enabling the people of Ukraine to focus on the defense of their sovereignty.

Together with our allies and partners, we provided critical electricity equipment to help Ukraine make emergency repairs to its power system and strengthen the stability of Ukraine’s grid in the face of Russia’s targeted attacks. We also worked with Ukraine to advance its energy transition and build a system decoupled from Russian energy. And we worked to stabilize global energy markets, limit Russia’s revenue, and blunt the impacts of Russia’s war on energy security. Through the U.S.-EU Task Force on Energy Security, we ensured Europe had enough gas for the winter. The United States also released 180 million barrels of oil from the Strategic Petroleum Reserve, ensured international energy payments continue to flow under our sanctions, and implemented a G7+ price cap on seaborne Russian oil and petroleum products.

We also took steps to reduce nuclear risks posed by Russia’s reckless actions at and around Ukraine’s nuclear power plants to support energy infrastructure, including through training for emergency responders, radiation sensor monitoring, and the provision of emergency diesel fuel and other nuclear safety supplies.

And President Biden’s visit to Kyiv yesterday sent a clear and powerful message to the world: we remain committed to standing with the people of Ukraine for as long as it takes.According to a statement from the White House, actions the United States has taken to support Ukraine and hold Russia accountable over the last year include:Economic AssistanceThe&nbsp;United States&nbsp;has disbursed $13 billion in&nbsp;grant financing&nbsp;for&nbsp;budget support&nbsp;for Ukraine&nbsp;—and will soon begin disbursing&nbsp;another&nbsp;$9.9 billion&nbsp;that Congress recently approved — to&nbsp;ensure the Ukrainian government can&nbsp;continue to&nbsp;meet&nbsp;the critical needs of its citizens&nbsp;and provide basic services&nbsp;as it&nbsp;confronts&nbsp;Russia’s&nbsp;continued&nbsp;aggression. Through the World Bank’s Public Expenditures for Administrative Capacity Endurance mechanism, the United States has used it to provide budget support on a reimbursement basis — ensuring funding is disbursed to Ukraine only after expenses have been verified.In its leadership role in international financial institutions, the United States has also worked closely with the International Monetary Fund, the World Bank Group, and the European Bank for Reconstruction and Development to support Ukraine — including to strengthen energy security, food security, and support for vulnerable populations and internally displaced persons across the country. Together with the G7, we have launched the Multi-agency Donor Coordination Platform for Ukraine, to enhance our coordination of economic support for Ukraine’s immediate financing needs and future economic recovery and reconstruction efforts.Security Assistance&nbsp;Over the past year, the United States and our allies and partners provided critical security assistance that made a real difference on the battlefield, and helped the people of Ukraine defend their country from Russian attacks and advances.At the start of the war, the anti-armor and anti-air systems we provided—like the 8,000 Javelin and 1,600 Stingers—enabled Ukraine to win the Battle for Kyiv. The artillery and ammunition we have sent—such as the 160 howitzers and 38 High Mobility Artillery Rocket systems—enhanced Ukraine’s ability to defend its territory in the Donbas region and launch successful counteroffensives in Kharkiv and Kherson, reclaiming hundreds of kilometers of territory and liberating towns and villages subjected to unimaginable Russian brutality. The air defense systems and counter-drone capabilities that we provided help Ukraine protect its people and infrastructure against continued Russian attacks.&nbsp; The armored capabilities we are sending—including 109 Bradley infantry fighting vehicles and tanks—will prepare Ukraine for future counteroffensives and help Ukraine adapt to changing conditions on the ground and defend against future Russian assaults.We have provided more than one million rounds of artillery ammunition; more than 100,000 rounds of 125mm tank ammunition; and 100,000 rounds of small arms ammunition. We have provided helicopters; Unmanned Coastal Defense Vessels, and counter-UAV systems and equipment. And the Departments of Defense and State have released a&nbsp;<a href="https://www.state.gov/u-s-plan-to-counter-illicit-diversion-of-certain-advanced-conventional-weapons-in-eastern-europe/">plan</a>&nbsp;to prevent and counter the potential of illicit diversion of weapons and equipment.Working with European partners and Ukraine, the United States also launched the Ukraine Defense Contact Group—a coalition of 50 partner nations that has enhanced our coordination of security assistance deliveries to help the people of Ukraine as they continue to defend themselves against Russia’s unjust and unprovoked assault. When winter approached and Putin turned his assault to critical infrastructure, a U.S.-led coalition provided supplies to restore emergency power and heat across the country. Through EDRI, we have provided nearly $220 million for Ukraine to support media freedom and enable Ukrainian media outlets to continue operating during the war,&nbsp;to counter disinformation, increase the safety and security of activists and vulnerable groups, strengthen democratic and anti-corruption institutions, and support accountability for human rights abuses and violations of international law.&nbsp;Holding Russia AccountableJustice and accountability are central pillars of the United States’ policy on Ukraine.&nbsp; Russia chose this war, and the United States and our partners are holding it&nbsp;<a href="https://www.state.gov/supporting-justice-and-accountability-in-ukraine/">accountable</a>&nbsp;for its attacks and atrocities against the people of Ukraine — ensuring that perpetrators, human rights violators, and war criminals are brought to justice.Based on a careful analysis of the law and available facts, the Secretary of State recently determined that members of Russia’s forces and other Russian officials have committed crimes against humanity in Ukraine.&nbsp;&nbsp;Working with partners, we have supported Ukrainian domestic authorities, international efforts, and strategic litigation to ensure that Russia’s crimes do not go unpunished. These actions are disrupting Russia from accessing critical inputs and advanced technologies — undercutting its ability to fund and fight its unjust war.The United States has implemented or expanded more than 2,000 sanctions listings and more than 375 export control Entity Listings, including major state-owned enterprises and third-country actors supporting Russia’s war machine. We imposed sanctions on Russia’s largest financial institutions and imposed increasingly expansive restrictions on military and industrial goods that could support Russia’s defense industrial base. As a result, Russia has been forced to turn to rogue regimes to try to source weapons and equipment because of their inability to make enough parts to resupply Putin’s war at home. Additionally, Congress has revoked Russia’s permanent normal trade relations status — removing Russia’s privileges in international trade and increasing tariffs on hundreds of Russia products imported into the United States.These sanctions and export controls will cut even deeper into Russia’s economy as time progresses. And at the same time, our economic measures have been specifically designed to shield low- and middle-income countries from their impact — including protecting the exports of food, allowing the provision of humanitarian assistance, and carving out agriculture, medicine, and energy payments from our sanctions.Energy Assistance and SecurityWhen Russia attacked Ukraine’s energy infrastructure, trying to use winter as a weapon against the Ukrainian people, the United States and its allies and partners provided energy assistance: restoring power, heating homes, and enabling the people of Ukraine to focus on the defense of their sovereignty.Together with our allies and partners, we provided critical electricity equipment to help Ukraine make emergency repairs to its power system and strengthen the stability of Ukraine’s grid in the face of Russia’s targeted attacks. We also worked with Ukraine to advance its energy transition and build a system decoupled from Russian energy. And we worked to stabilize global energy markets, limit Russia’s revenue, and blunt the impacts of Russia’s war on energy security. Through the U.S.-EU Task Force on Energy Security, we ensured Europe had enough gas for the winter. The United States also released 180 million barrels of oil from the Strategic Petroleum Reserve, ensured international energy payments continue to flow under our sanctions, and implemented a G7+ price cap on seaborne Russian oil and petroleum products.We also took steps to reduce nuclear risks posed by Russia’s reckless actions at and around Ukraine’s nuclear power plants to support energy infrastructure, including through training for emergency responders, radiation sensor monitoring, and the provision of emergency diesel fuel and other nuclear safety supplies.

White House: A review after 1 year of supporting Ukraine

SHAWNEE COUNTY —Law enforcement authorities are investigating a series of burglaries and made an arrest.

Just after 12:15a.m. Feb. 21, a vigilant citizen observed a white 2013 Kia Optima driving through a neighborhood in the 5000 block of NW Sterling Chase Drive in Topeka, according to Deputy Abigail Christian.

The two men inside the vehicle were wearing masks and continuously turning the vehicle lights on and off. Deputies responded to the area and located the vehicle in the 4200 block of NW Dondee Lane. The vehicle had a tag that was reported stolen through the City of Topeka.

Deputies took the two men into custody on scene.

Ashton L. Huffstutler, 20, and Parker L. Larson, 19, both of Topeka, were booked into the Shawnee County Department of Corrections. Huffstutler was held on requested charges of burglary, theft, criminal damage to property, possession of stolen property, no vehicle liability insurance and improper turn. Larson was booked on requested charges that include multiple counts of burglary, theft and possession of stolen property.

During the investigation, information was gathered regarding multiple vehicle burglaries that occurred on NW 52nd Terrace, NW 53rd Terrace, NW Sterling Chase Drive, NW Geronimo Trail and NW Kendall Drive.

The suspects are no longer in custody, according to online jail records.

JOHNSON COUNTY —Law enforcement authorities including the FBI are investigating a bank robbery have made an arrest.

 </figure>JOHNSON COUNTY —Law enforcement authorities including the FBI are investigating a bank robbery have made an arrest.Just before 4:30p.m.&nbsp; Thursday, the Chase Bank branch at 4700 W 119th Street was robbed, according to a media release from Leawood Police.Within two hours, police took the suspect into custody. Police have not released the suspect's name or possible charges.
