BOURBOUN COUNTY—Three people were injured in an accident just after 3:30p.m. Thursday in Bourbon County.

The Kansas Highway Patrol reported a 2024 Sportsman 570 ATV driven by Gary M. Foster, 70, Fort Scott, entered Kansas 39 northbound from a field entrance at 1037 K39 Highway.&nbsp; The ATV continued north across the eastbound lane and traveled into the westbound lane. A 2024 Hyundia Elantra driven by Cheryl E. Anderson, 46, Winfield, and the ATV collided near the&nbsp;driveway of 1037 K39 Highway. 

Foster was thrown from the ATV as it rolled into the westbound ditch.

EMS transported Foster to Mercy Hospital in Joplin. EMS also transported&nbsp;Anderson and her 14-year-old female passenger to Freeman Hospital in Fort Scott.&nbsp; Foster was not wearing a helmet at the time of the accident.

WASHINGTON (AP) — President Donald Trump’s social media post featuring former President Barack Obama and his wife, Michelle Obama, as primates in a jungle was deleted after a backlash from both Republicans and Democrats who criticized the video as racist.

The Republican president’s Thursday night post was deleted Friday and blamed on a staffer after widespread backlash, from civil rights leaders to veteran Republican senators, for its treatment of the nation’s first Black president and first lady. The deletion, a rare admission of a misstep by the White House, came hours after press secretary Karoline Leavitt dismissed “fake outrage” over the post. After calls for its removal for being racist -- including by Republicans -- the White House said a staffer had posted the video erroneously and it had been taken down.

The post was part of a flurry of social media activity on Trump's Truth Social account that amplified his false claims that the 2020 election was stolen from him, despite&nbsp;<a href="https://apnews.com/article/trump-2020-election-lies-debunked-4fc26546b07962fdbf9d66e739fbb50d">courts around the country</a>&nbsp;and a Trump attorney general from his first term finding no evidence of fraud that could have affected the outcome.

An Obama spokeswoman said the former president, a Democrat, had no response.

Nearly all of the 62-second clip, which was among dozens of Truth Social posts from Trump overnight, appears to be from a conservative video alleging deliberate tampering with voting machines in battleground states as the 2020 presidential votes were tallied. At the 60-second mark is a quick scene of two primates, with the Obamas' smiling faces imposed on them.

Those frames were taken from a separate video, previously circulated by an influential conservative meme maker. It shows Trump as “King of the Jungle” and depicts a range of Democratic leaders as animals, including Joe Biden, who is white, as a jungle primate eating a banana.

“This is from an internet meme video depicting President Trump as the King of the Jungle and Democrats as characters from the Lion King,” Leavitt said by text, referring to Disney's 1994 feature film, which does not feature the range of jungle primates featured in the original video. “Please stop the fake outrage and report on something today that actually matters to the American public.”

By noon, the post had been taken down with responsibility placed on a Trump subordinate.

Trump did not comment on the video in the post, which comes in the first week of Black History Month and days after&nbsp;<a href="https://www.whitehouse.gov/presidential-actions/2026/02/national-black-history-month-2026/">a presidential proclamation</a>&nbsp;that cited “the contributions of black Americans to our national greatness and their enduring commitment to the American principles of liberty, justice, and equality.”

Condemnation across the political spectrum

While it was still up, Trump's post drew condemnation from across the political and ideological spectrum.

The Rev. Bernice King, daughter of the assassinated civil rights icon Martin Luther King Jr., resurfaced her father's words: “Yes. I'm Black. I'm proud of it. I'm Black and beautiful.” She praised Black Americans as “diverse, innovative, industrious, inventive” and added, “We are beloved of God as postal workers and professors, as a former first lady and president. We are not apes.”

The U.S. Senate's lone Black Republican, Tim Scott of South Carolina, called on Trump to take down the post. “Praying it was fake because it’s the most racist thing I’ve seen out of this White House,” Scott, who chairs Senate Republicans' midterm campaign arm, said on social media.

Another Republican, Sen. Roger Wicker of Mississippi, is white but represents the state with the largest percentage of Black residents. Wicker called the post “totally unacceptable” and said the president should apologize.

NAACP President Derrick Johnson said in a statement, “Donald Trump’s video is blatantly racist, disgusting, and utterly despicable.”

Johnson asserted that Trump is trying anything to distract from economic conditions and attention on the Jeffrey Epstein case files.

“You know who isn’t in the Epstein files? Barack Obama,” Johnson said. "You know who actually improved the economy as president? Barack Obama.”

Trump and the official White House social media accounts frequently&nbsp;<a href="https://apnews.com/article/ai-videos-trump-ice-artificial-intelligence-08d91fa44f3146ec1f8ee4d213cdad31">repost memes and artificial intelligence-generated videos</a>. As Leavitt did Friday, Trump aides typically dismiss critiques and cast the images as humorous.

There is a long history in the U.S. of powerful white figures associating Black people with animals, including apes, in demonstrably false and racist ways. The practice dates back to 18th century cultural racism and pseudo-scientific theories in which white people drew connections between Africans and monkeys to justify the enslavement of Black people in Europe and North America, and later to dehumanize freed Black people as an uncivilized threat to white people.

Thomas Jefferson, author of the Declaration of Independence, wrote in his famous text “Notes on the State of Virginia” that Black women were the preferred sexual partners of orangutans. President Dwight Eisenhower, discussing the desegregation of public schools in the 1950s, once argued that white parents were concerned about their daughters being in classrooms with “big Black bucks.” Obama, as a candidate and president, was featured as a monkey or other primate on T-shirts and other merchandise.

Trump, for his part, has a record of intensely personal criticism of the Obamas and of using incendiary, sometimes racist, rhetoric.

In his 2024 campaign, Trump said immigrants were “poisoning the blood of our country,” language&nbsp;<a href="https://apnews.com/article/trump-hitler-poison-blood-history-f8c3ff512edd120252596a4743324352">similar to what Adolf Hitler said</a>&nbsp;to dehumanize Jews in Nazi Germany.

As the Super Bowl approaches officials warn of fake sports gear

SEDGWICK COUNTY&nbsp;— A suspect accused in the deadly shooting of a Dodge City man is due back in court on Friday.

&nbsp;Ricardo Talavera, 41, will appear in Judge Kathleen Watson's courtroom for a preliminary hearing, according to the Sedgwick County District Attorney's office.

Talavera is charged with involuntary manslaughter and interference with a law enforcement office in the death of 49-year-old Ruben Parga-Quintanar.

Judge could decide today if there is enough evidence for the case to move forward and set a date for his arraignment.

Just before 9a.m. August 1, officers and Wichita Fire Department crews responded to a report of a man down near the entrance to an alley in the 2400 block of North Jeanette in Wichita, according to a media release. When fire personnel arrived, they found Parga-Quintanar with a gunshot wound. He was pronounced dead at the scene at 8:53 a.m.

Early findings in the investigation suggested Parga-Quintanar was shot elsewhere and collapsed after fleeing on a bicycle. As the case progressed, detectives determined he was shot in the alley and then collapsed nearby.

Investigators identified Talavera as a suspect and served a search warrant at his home.&nbsp; On August 6, police arrested him and booked him into the Sedgwick County Jail.&nbsp; He remains jailed on a&nbsp;$1,000,000.00 bond, according to online jail records.

Preliminary hearing for suspect in murder of SW Kansas man

TOPEKA — The Kansas bill that would have&nbsp;<a href="https://kansasreflector.com/2026/02/02/kansas-bill-would-require-kindergarteners-to-be-potty-trained-before-starting-school/">required kindergarteners to be potty trained</a>&nbsp;before starting school stalled in committee.

House Education Committee chairwoman Rep. Susan Estes, a Republican from Wichita, declined to bring the bill up for debate Wednesday. She said she wanted to give school districts more time to find a solution.&nbsp;

“I do think there are some very legitimate concerns,” Estes said. “Parents needing support if they are going through this. But also, how do we make sure that everything is being done in a way that is safe for the educator as well as the student?”&nbsp;

<a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2486/" target="_blank">House Bill 2486</a>&nbsp;garnered double the amount of opponents compared to proponents. Critics worried the bill would leave vulnerable children behind by excluding them from school and urged legislators to leave the decision up to local districts.&nbsp;

Rep. Sherri Brantley, a Republican from Great Bend, introduced the bill to help educators mitigate distractions. It would have required parents to confirm in writing that their child is potty trained before enrolling in school.

Susan Estes, a Republican from Wichita, declined to bring the bill up for debate Wednesday. She said she wanted to give school districts more time to find a solution.&nbsp;</p><p>“I do think there are some very legitimate concerns,” Estes said. “Parents needing support if they are going through this. But also, how do we make sure that everything is being done in a way that is safe for the educator as well as the student?”&nbsp;</p><p><a href="https://www.kslegislature.gov/li/b2025_26/measures/hb2486/" target="_blank">House Bill 2486</a>&nbsp;garnered double the amount of opponents compared to proponents. Critics worried the bill would leave vulnerable children behind by excluding them from school and urged legislators to leave the decision up to local districts.&nbsp;</p><p>Rep. Sherri Brantley, a Republican from Great Bend, introduced the bill to help educators mitigate distractions. It would have required parents to confirm in writing that their child is potty trained before enrolling in school.</p>

Kansas lawmakers hold back school potty training bill to allow time for solutions

PAWNEE COUNTY- Michael EG Reynolds, 69 of Larned, appeared Thursday afternoon before Senior District Judge Nancy Parrish of Topeka, Kansas, to determine whether he is competent to stand trial, according to Pawnee County Attorney Doug McNett. The hearing was conducted via video teleconferencing.

After hearing the testimony of the court-assigned forensic evaluator and arguments of counsel, Judge Parrish found Reynolds not competent to stand trial. Based on this finding, the Court then entered an order directing the Defendant to be committed to the Secretary of the Kansas Department of Aging and Disability Services (KDADS) for up to ninety (90) days for competency restoration treatment.

A five-day Jury Trial was scheduled to commence February 23, 2026. The matter is now stayed until such time as the Court finds the defendant has regained competency.

Under Kansas law, a person is “incompetent to stand trial” when such person is charged with a crime and, because of mental illness or defect is unable: (1) To understand the nature and purpose of the proceedings against such person; or (2) to make or assist in making such person's defense.

Reynolds is charged with one count of Intentional Murder in the Second Degree, one count of Aggravated Assault with a Deadly Weapon, and one count of Criminal Possession of a Firearm. The charges stem from a joint investigation by the Pawnee County Sheriff’s Department, the Kansas Bureau of Investigation (KBI) and Coroner Dr. Lyle Noordhoek into the shooting death of Dr. Tomas Garza, 52 of Larned, on March 30, 2024. Reynolds was taken into custody at the scene without incident at the time of the alleged incident.

Rather than the State Security Hospital, which is on the campus of Larned State Hospital, the State anticipates Reynolds will be transferred to Osawatomie State Hospital to receive the court ordered treatment. At the time of his death, Dr. Garza served as the medical supervisor for Larned State Hospital.

Following the hearing, Judge Parrish denied the defendant’s request to reduce the bond finding Reynolds currently poses a danger to himself or others if released. The defendant will remain in the custody of the Pawnee County Sheriff pending his transfer to a psychiatric facility.

Pawnee County Attorney Douglas McNett represented the State at the hearing. Reynolds was represented by David McDonald of Platte City, Missouri.

Judge rules on competency of suspect in murder of Kansas doctor

KANSAS CITY—Law enforcement are investigating another homicide in Kansas City.

Just before 9:30p.m. Wednesday, officers were dispatched to a shooting in the 1800 block of East Front Street, according to KCPD Sergeant Phil DiMartino.

Upon arrival officers located a victim in the parking lot of Bally's KC Casino identified as 18-year-old&nbsp;Aundre Harris Jr. suffering from gunshot wounds. They began performing lifesaving measures and ordered KCFD EMS to the scene. Medics transported Harris to a local hospital, where he died a short time later.&nbsp;

This is being investigated as a homicide. A subject of interest was taken into custody on scene pending further investigation. The preliminary information revealed there was a disturbance between multiple individuals inside the casino. That disturbance subsequently led to an altercation in the parking lot where shots were fired and Harris was struck. Detectives and crime scene personnel canvassed the scene for physical evidence, witnesses, and surveillance footage.&nbsp;

Police: Teen killed after fight inside KC area casino

JOHNSON COUNTY—Police are asking for the public's help to identify jewelry theft suspect.

According to Overland Park Police, two individuals are suspected of committing felony theft from a jewelry kiosk at the Oak Park Mall.

The alleged theft occurred just after 7:30p.m. January 8. Two suspects entered a retail kiosk located at the Oak Park Mall,&nbsp; W.95th and Nieman after regular business hours. 

Once inside the kiosk, the suspects selected a significant number of necklaces before leaving the scene on foot.

 Both suspects are described as Hispanic males in their twenties. Police have no suspect vehicle information.

Police working to ID Kansas jewelry theft suspects

TUCSON, Ariz. (AP) — “Today” show host&nbsp;<a href="https://apnews.com/hub/savannah-guthrie">Savannah Guthrie's</a>&nbsp;brother on Thursday renewed the family's plea for their mother's kidnapper to contact them, hours after an Arizona sheriff said investigators don't have proof&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-nancy-042abd04a6d87e14eecb22f0bc2893d1">Nancy Guthrie</a>&nbsp;is alive but believe “she's still out there.”

“Whoever is out there holding our mother, we want to hear from you. We haven’t heard anything directly,” Camron Guthrie said in a video posted on social media.

“We need you to reach out and we need a way to communicate with you so we can move forward,” but first the family needs to know the kidnapper has their mother, he said, echoing a statement his famous sister read the day before.

Five days into the&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-0d6b55fd24f54b2526fd5f8894a52ff2">desperate search</a>&nbsp;for 84-year-old Nancy Guthrie, authorities have not identified any suspects or persons of interest, Pima County Sheriff Chris Nanos said.

Authorities think she was&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-6c7b78d17d7b647c64f71f64ecaecf8b">taken against her will</a>&nbsp;from her home in Tucson over the weekend. DNA tests showed blood found on Guthrie’s front porch was a match to her, the sheriff said.

“Right now, we believe Nancy is still out there. We want her home,” Nanos said at a news conference earlier Thursday. He acknowledged, however, that authorities have no evidence she’s OK.

Investigators said they are taking seriously notes seeking ransom that were sent to some media outlets.

It's unclear if all of the notes were identical. Heith Janke, the FBI chief in Phoenix, said details included a demand for money with a Thursday evening deadline and a second deadline for Monday if the first one wasn't met. At least one note mentioned a floodlight at Guthrie's home and an Apple watch, Janke said.

“To anyone who may be involved, do the right thing. This is an 84-year-old grandma,” Janke said.

At least three media organizations reported receiving purported ransom notes, which they handed over to investigators. Authorities made an arrest after one ransom note turned out to be fake, the sheriff said.

A note e-mailed Monday to the KOLD-TV newsroom in Tucson included information that only the abductor would know, anchor Mary Coleman told CNN.

“When we saw some of those details, it was clear after a couple of sentences that this might not be a hoax,” she said.

The sheriff said it’s possible Nancy Guthrie was targeted, but if she was, investigators don’t know if that’s because her daughter is one of television’s most visible anchors.

Authorities say any decision on whether to fulfill ransom demands ultimately is up to the family.

A day earlier, Savannah Guthrie and her siblings released a&nbsp;<a href="https://apnews.com/article/savannah-guthrie-nancy-guthrie-mom-missing-88e8731270d05e6e667730d2ed8633d3">message to her mother’s kidnapper</a>, saying they are ready to talk but want proof their mom is still alive. There's been no response to their pleas so far.

Investigators gave a more&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mom-missing-nancy-adaa8af43efe04c252a52616d9037a05">detailed timeline</a>&nbsp;from the hours after Nancy Guthrie was last seen Saturday night. She was eating dinner and playing games with family members before one of them dropped her off at her home in a upscale neighborhood that sits on hilly, desert terrain, the sheriff said.

About four hours later, just before 2 a.m. Sunday, the home’s doorbell camera was disconnected, Nanos said. But Guthrie did not have an active subscription, so the doorbell company was unable to recover any footage.

Software data recorded movement at the home minutes later, the sheriff said, acknowledging that the motion could have come from an animal.

Then at 2:28 a.m. the app on Guthrie’s pacemaker was disconnected from her phone.

Guthrie&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-74d845b070fefe2d94cb92d655308e91">was reported missing</a>&nbsp;shortly before noon Sunday after she didn’t show up at a church.

While she is able to drive and her mind is sharp, the sheriff said she has difficulty walking even short distances. She also requires daily medicine that's vital to her health, he has said.

A sheriff’s dispatcher said during the search Sunday that Guthrie has high blood pressure, a pacemaker and heart issues, according to audio from&nbsp;<a href="https://www.broadcastify.com/">broadcastify.com</a>.

Investigators searched in and around Guthrie’s home again for several hours Wednesday.

Authorities are bringing more resources and people into the investigation, and the FBI announced Thursday it was offering up to $50,000 for information. A day earlier, President Donald Trump posted on social media that he was directing federal authorities to help where they can.

Savannah Guthrie has hosted “Today” — NBC’s flagship morning show — for more than a decade and had been set to co-anchor&nbsp;<a href="https://apnews.com/article/savannah-guthrie-olympics-host-nbc-mary-carillo-94c13d18ac30129cc37e6990ac2c31f1">the network’s coverage</a>&nbsp;of Friday’s opening ceremony for the Winter Olympics. For now, she's staying close to her mother's home.

She joined her two siblings in an emotional plea on social media Wednesday to say they're ready to talk to whoever sent the ransom notes.

“We need to know without a doubt that she is alive and that you have her. We want to hear from you and we are ready to listen. Please reach out to us,” she said while fighting off tears.

With her voice cracking, she addressed her mother directly, saying the family was praying for her and that people were looking for her. She was flanked by Camron and their sister, Annie.

“Mamma, If you’re listening, we need you to come home. We miss you,” Annie Guthrie said.

DNA tests showed blood found on Guthrie’s front porch was a match to her, the sheriff said.</p><p>“Right now, we believe Nancy is still out there. We want her home,” Nanos said at a news conference earlier Thursday. He acknowledged, however, that authorities have no evidence she’s OK.</p><h2>Demands for ransom</h2><p>Investigators said they are taking seriously notes seeking ransom that were sent to some media outlets.</p><p>It's unclear if all of the notes were identical. Heith Janke, the FBI chief in Phoenix, said details included a demand for money with a Thursday evening deadline and a second deadline for Monday if the first one wasn't met. At least one note mentioned a floodlight at Guthrie's home and an Apple watch, Janke said.</p><p>“To anyone who may be involved, do the right thing. This is an 84-year-old grandma,” Janke said.</p><p>At least three media organizations reported receiving purported ransom notes, which they handed over to investigators. Authorities made an arrest after one ransom note turned out to be fake, the sheriff said.</p><p>A note e-mailed Monday to the KOLD-TV newsroom in Tucson included information that only the abductor would know, anchor Mary Coleman told CNN.</p><p>“When we saw some of those details, it was clear after a couple of sentences that this might not be a hoax,” she said.</p><p>The sheriff said it’s possible Nancy Guthrie was targeted, but if she was, investigators don’t know if that’s because her daughter is one of television’s most visible anchors.</p><p>Authorities say any decision on whether to fulfill ransom demands ultimately is up to the family.</p><p>A day earlier, Savannah Guthrie and her siblings released a&nbsp;<a href="https://apnews.com/article/savannah-guthrie-nancy-guthrie-mom-missing-88e8731270d05e6e667730d2ed8633d3">message to her mother’s kidnapper</a>, saying they are ready to talk but want proof their mom is still alive. She was eating dinner and playing games with family members before one of them dropped her off at her home in a upscale neighborhood that sits on hilly, desert terrain, the sheriff said.</p><p>About four hours later, just before 2 a.m. Sunday, the home’s doorbell camera was disconnected, Nanos said. But Guthrie did not have an active subscription, so the doorbell company was unable to recover any footage.</p><p>Software data recorded movement at the home minutes later, the sheriff said, acknowledging that the motion could have come from an animal.</p><p>Then at 2:28 a.m. the app on Guthrie’s pacemaker was disconnected from her phone.</p><h2>Search enters a fifth day</h2><p>Guthrie&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-74d845b070fefe2d94cb92d655308e91">was reported missing</a>&nbsp;shortly before noon Sunday after she didn’t show up at a church.</p><p>While she is able to drive and her mind is sharp, the sheriff said she has difficulty walking even short distances. She also requires daily medicine that's vital to her health, he has said.</p><p>A sheriff’s dispatcher said during the search Sunday that Guthrie has high blood pressure, a pacemaker and heart issues, according to audio from&nbsp;<a href="https://www.broadcastify.com/">broadcastify.com</a>.</p><p>Investigators searched in and around Guthrie’s home again for several hours Wednesday.</p><p>Authorities are bringing more resources and people into the investigation, and the FBI announced Thursday it was offering up to $50,000 for information. A day earlier, President Donald Trump posted on social media that he was directing federal authorities to help where they can.</p><h2>Savannah Guthrie's emotional plea</h2><p>Savannah Guthrie has hosted “Today” — NBC’s flagship morning show — for more than a decade and had been set to co-anchor&nbsp;<a href="https://apnews.com/article/savannah-guthrie-olympics-host-nbc-mary-carillo-94c13d18ac30129cc37e6990ac2c31f1">the network’s coverage</a>&nbsp;of Friday’s opening ceremony for the Winter Olympics. According to KCPD Sergeant Phil DiMartino, a blue Jeep Cherokee was&nbsp; westbound on 43rd and entered the intersection at Paseo from a stop sign. A northbound white Chevrolet Equinox traveling at a high rate of speed struck the Jeep. The Jeep rolled and the driver was ejected from the vehicle. 

The driver of the Jeep was transported to a local hospital with critical injuries. The front seat passenger of the Jeep was transported to a local hospital with non-life-threatening injuries. The driver of the Chevrolet was uninjured in the collision.

Police were notified the driver of the Jeep was pronounced deceased by hospital staff on Thursday morning, according to DiMartino.

&nbsp;The investigation, to include suspected impairment of the Chevrolet driver, is ongoing.&nbsp;&nbsp;This is fatality #6 compared to #5 at this time last year in Kansas City, Missouri. Police did not release the name of the victim.

Intelligence confirmed the vessel was transiting along known narco-trafficking routes in the Eastern Pacific and was engaged in narco-trafficking operations. 

Two narco-terrorists were killed during this action. No U.S. military forces were harmed.&nbsp; This is the second deadly strike since the&nbsp;raid that captured Venezuelan President Nicolás Maduro. On January 23, the U.S. carried out a deadly strike on a vessel accused of trafficking drugs in the eastern Pacific Ocean.

🎥 US carries out another deadly strike on a drug boat 

TOPEKA, Kan. — Kansas lawmakers are considering legislation aimed at preventing potentially dangerous defendants from being released from custody after being found incompetent to stand trial and not meeting the standards to be involuntarily committed.

On Feb. 4, 2026, Leavenworth County Attorney Todd Thompson joined prosecutors, representatives of the Attorney General’s office, and lawmakers in testifying before the Senate Committee on Judiciary in support of Senate Bill 374. The measure would amend state criminal procedure laws governing how courts evaluate, treat, and monitor defendants ruled incompetent, including rules for inpatient and outpatient treatment, certification of competency, and involuntary commitment.

Supporters say the bill would close what has become known as the “competency loophole,” which can allow defendants facing criminal charges to be released because of gaps in existing commitment statutes. Addressing the issue has become a priority for the Kansas County and District Attorneys Association.

This bill is about putting public safety first,” Thompson said. “We have statutes that don’t always give courts the information and tools they need to keep dangerous individuals in custody to receive treatment.”

Prosecutors around the State have worked together for months to draft legislation to fix this problem.&nbsp;&nbsp; State Senator Jeff Klemp introduced the bill last week, relating to a case within his district.&nbsp;

The U.S. Supreme Court has found that defendants who are found incompetent to stand trial and it is not foreseeable that they will become competent can have their case dismissed. If a medical professional does not find that person to be a harm to self or others, that person cannot be involuntarily committed either.&nbsp;When those two things happen, a person pending serious charges could be released back to the public. Prosecutors argue that the gap creates a risk to public safety.

Supporters pointed out cases in other states where similar laws have been revised, as well as an incident in Riley County, Kansas, in which a defendant charged with attempted murder was released after being deemed incompetent and then ended up murdering someone.

“We don’t want to wait for another tragedy before we act,” Thompson said, “and we have several pending cases that this could happen if we don’t fix this loophole.”

Several prosecutors and state officials testified in favor of the bill, including Johnson County District Attorney Steve Howe, Sedgwick County Deputy District Attorney Aaron Breitenbach, Deputy Attorney General Jessica Domme of the Kansas Attorney General’s Office, and Shawnee County District Attorney Mike Kagay, who also submitted written testimony.

Supporters of the legislation say SB 374 would provide clearer legal authority for courts and mental health providers to treat defendants while protecting the public.

The bill remains under review by the Senate Judiciary Committee.

According to court records, Kansas City police responded to a restaurant on a reported shooting on Jan. 31, and located the first victim in the parking lot, suffering from a gunshot wound to his face. He was transported to a nearby hospital and is in stable condition. Officers located the second victim unresponsive on the floor inside the restaurant and was declared deceased.&nbsp;

Based on surveillance video from inside the restaurant, the first victim left his backpack on a table to speak with an employee at the counter. Watson, dressed in a red hood and black coat, and another unknown individual arrived at the restaurant and sat down at a table next to the first victim’s items. 

The first victim went back to his table and appeared to be looking for something and then asked an employee to call his phone. Shortly after, Watson started arguing with the first victim and appeared to be clutching something in his coat. Watson walked past the first victim, hit him in the face, and pulled out a rifle, pointing it at the first victim.&nbsp;

Watson then brought the gun down and started walking out of the restaurant. The first victim continued to yell at Watson and approached him. Watson spit on the first victim, who spit back at him. The defendant fired one shot, striking the first victim in the cheek. The bullet traveled through the first victim’s cheek and struck the second victim, who was standing at the counter.&nbsp;

Detectives connected Watson to the crime scene through surveillance footage and information he provided a nearby business for a rewards program.&nbsp;

A search warrant was executed for Watson’s residence and detectives found a red hoodie in his room matching the description from surveillance video.&nbsp;

A Jackson County judge set Waatson's bond to $250,000 cash only.&nbsp;

On Thursday, the FBI arrested Derrick Callella in Hawthorne, California, according to the U.S. Department of Justice.

Callella has been charged via a criminal complaint filed in federal court for transmitting a demand for ransom in interstate commerce, and without disclosing his identity, utilizing a telecommunications device with the intent to abuse, threaten, or harass a person.

These charges are in connection to a case in May 2022 when information from a financial card was taken from a 31-year-old victim in St. Joseph and used to make five separate purchases at an Atchison retail store totaling $169.50.&nbsp; &nbsp;She met the requirement for bond and is no longer in custody, according to online jail records.

Jurors have awarded $8.3 million to the family of a Kansas foster teen who died in 2021 after he was held facedown for 39 minutes in a juvenile intake center while in the throes of a mental health crisis.

Five juvenile officers in Sedgwick County either used excessive force on&nbsp;<a href="https://apnews.com/article/cj-lofton-mental-health-crisis-48a306275d2cbe19da6539e0a4eb6563">Cedric “C.J.” Lofton</a>&nbsp;or failed to intervene, the jurors decided Wednesday after a trial in federal court in Wichita.

John Marrese, an attorney for Lofton’s brother and the estate, said Thursday that he was pleased that jurors rejected arguments that the death stemmed from “excited delirium,” a controversial diagnosis discredited by&nbsp;<a href="https://apnews.com/article/excited-delirium-police-deaths-acep-4760e3cbed181503a2ac747ed5afeef6">major medical associations</a>. Critics say it was often used to justify excessive force by police.

“It’s a good development in the world of prolonged prone restraint in terms of a jury acknowledging how dangerous it is and the fact that it can be fatal,” Marrese said.

Sedgwick County, which employed the officers named in the suit, said in a news release Wednesday that it was reviewing the verdict and discussing next steps.

Lofton died in a hospital on Sept. 26, 2021, just one day before his 18th birthday.

The final autopsy declared his death a homicide. But Marc Bennett, the district attorney, said in the months that followed that the state’s “stand-your-ground” law prevented him from pursuing charges of involuntary manslaughter because staff members were protecting themselves.

Lofton's mental health deteriorated after he traveled to Texas for his grandmother's funeral, with the teen telling a foster brother that he thought his classmates were murderous robots, Bennett wrote in a report.

Lofton's foster father drove him to a mental health provider, but the teen ran off. When Lofton returned home at 1 a.m. the following day, the foster father called Wichita police, the report said.

Officers then spent nearly an hour trying to persuade Lofton to let them take him to a mental hospital, body camera video showed. But the 5-foot-10, 135-pound (1.7-meter, 61-kilogram) teenager refused to budge.

Ultimately, officers decided to take him forcibly, restraining him in something called the WRAP, a device comprised of a locking shoulder harness, leg restraints and ankle straps.

A sergeant then determined he was too combative to go to the hospital, so officers transported him to the Sedgwick County Juvenile Intake and Assessment Center instead, the report showed.

After the WRAP restraint was removed, Lofton&nbsp;<a href="https://apnews.com/article/kansas-wichita-72306786c90addb96280d1738d931ad8">scuffled</a>&nbsp;with staff, who shackled Lofton’s ankles and put him on his stomach on the floor. Paramedics rushed to the facility after staff noticed he wasn't breathing, but he died two days later.

Jury awards millions to Kan. family for in-custody death of teen at juvenile center

KANSAS CITY—Law enforcement are investigating another homicide in Kansas City after a decision by the medical examiner's office.

Just after 3:30a.m. on July 3, 2025, police were dispatched to the 1800 block of Woodland in Kansas City, Missouri, on a reported sound of shots call.&nbsp; As officers arrived, they located an adult male victim, later identified as 63-year-old&nbsp;Randy D. McKinney, suffering from unknown trauma, according to KCPD Captain Jake Becchina. McKinney was transported to a local hospital with what were considered life threatening injuries.&nbsp;

Assault Squad detectives responded and began conducting an investigation.&nbsp; On July 14, investigators received information McKinney died of his injuries, but it could not be determined at the time of death if it was a homicide. However, members of the KCPD Homicide Unit took over the case until an official determination could be made by medical examiners.

Last week, homicide detectives received information from the Jackson County Medical Examiner’s Office that the manner of death has been ruled a homicide as a result of blunt force trauma.

&nbsp;The homicide total reflected in the Daily Homicide Analysis for 2025 will change from 138 to 139.

Medical examiner: Man's death in July in KC was a homicide

SEDGWICK COUNTY —On Thursday morning, the Sedgwick County Zoo reported a&nbsp;wild bird showing potential signs of Highly Pathogenic Avian Influenza (HPAI) had been found on zoo grounds, according to the a social media report from the zoo.

The zoo sent samples out for conclusive testing.

Out of an abundance of caution for the health and safety of their birds, the zoo is increasing their HPAI biosecurity protocols while awaiting the final results.

What this means for your visit: The Australia/South America walk-through habitat is temporarily closed

 Flamingos, storks, cranes, and penguins will not be visible as often.

Signs of bird flu reported at zoo in Kansas

In the heart-wrenching video posted on social media Wednesday, she acknowledged hearing media reports about a ransom letter.</p><p>“We are ready to talk. However, we live in a world where voices and images are easily manipulated,” Savannah Guthrie said while reading from a prepared statement. “We need to know without a doubt that she is alive and that you have her. We want to hear from you and we are ready to listen. Please reach out to us.”</p><h2>The search for Nancy Guthrie</h2><p>She was last seen Saturday night when she was dropped off at her Tucson home by family after having dinner with them, the sheriff’s department said.&nbsp;<a href="https://apnews.com/article/savannah-guthrie-mother-missing-arizona-tucson-74d845b070fefe2d94cb92d655308e91">She was reported missing</a>&nbsp;about 14 hours later on Sunday after she didn’t show up at a church.</p><p>Guthrie has limited mobility, and officials don’t believe she left on her own. A sheriff’s dispatcher said during the search Sunday that Guthrie has high blood pressure, a pacemaker and heart issues, according to audio from&nbsp;<a href="https://www.broadcastify.com/">broadcastify.com</a>.</p><p>The neighborhood’s desert terrain can make looking for people difficult, said Jim Mason, longtime commander of a search-and-rescue team in Maricopa County that isn’t involved in the search. He said it can be hard to see into areas dense with mesquite trees, cholla cactus and desert brush.</p><p>“Some of it is so thick you can’t drive through it,” Mason said.</p><h2>Purported ransom notes</h2><p>At least three media organizations have reported receiving purported ransom notes that they handed over to investigators. The sheriff’s department has said it was taking the notes and other tips seriously but declined to comment further.</p><p>A note emailed Monday to the KOLD-TV newsroom in Tucson included information that only the abductor would know, anchor Mary Coleman told CNN. It also included a dollar amount and a deadline, she said.</p><p>“When we saw some of those details, it was clear after a couple of sentences that this might not be a hoax,” she said in an interview aired Wednesday.</p><p>The family posted their plea after police searched in and around Nancy Guthrie’s home for several hours Wednesday.</p><p>Investigators returned for the follow-up investigation after being at the home earlier in the week for a couple of days, said Kevin Adger, a spokesperson for the Pima County Sheriff’s Department. We miss you,” Annie Guthrie said.</p><h2>Nation prays for Nancy Guthrie</h2><p>President Donald Trump posted on social media that he was directing federal authorities to help where they can, after the White House said he spoke with Savannah Guthrie on Wednesday.</p><p>A couple hundred people prayed and placed lit candles on an altar during&nbsp;<a href="https://apnews.com/video/vigil-held-at-tucson-church-for-kidnapped-mother-of-nbc-today-show-host-savannah-guthrie-7139ba07fe7b4c1c978b70d24a9e9e0a">a vigil at a Tucson church</a>.</p><p>Jeremy Thacker had tears in his eyes as he described the heartbreak and helplessness. He worked with Savannah Guthrie at an Arizona news station. They shared losing their fathers at a young age, and his own sister was kidnapped when he was young.</p><p>Thacker said he knew Nancy Guthrie to be sharp, grounded and earnest.</p><p>“We’re all holding our breath,” Thacker said.</p><p>___</p>
