Kan. — The Reno County reopening plan will be announced Wednesday.

In a release Tuesday night, Reno County Health Officer Nick Baldetti announced that, "robust and thoughtful discussions are ongoing toward the pursuit of sensible and informed decision making in moving Reno County onward. The Reno County Board of Health, Reno County Economic Recovery Task Force, and associated stakeholder groups therein are offering their time, thoughts, and expertise in ensuring Reno County residents are safe, secure, and economically active."

The restrictions proposed by the Task Force prior to Kelly's announcement appeared to move at a faster pace than her original Ad Astra reopening plan. No executive orders restricting business or movement from the state level are in effect from 12:01 a.m. Wednesday until new guidance from the county level is released.

HUTCHINSON, Kan. — A Tuesday morning accident sent one person for medical treatment.

Around 6 a.m. Tuesday, deputies were sent to a 1/4 of a mile North of Illinois Rd on Halstead Rd.

Rhyan Vosburg of Hutchinson reports driving southbound on Halstead Rd when his truck began to fishtail, reportedly due to poor road conditions. Vosburg then over corrected, causing his vehicle to strike the ditch on the east side of the roadway, after striking the ditch, Vosburg's vehicle overturned and came to rest on its roof. 

Vosburg was wearing his seatbelt and no airbags deployed. Vosburg was taken for medical treatment by a friend and his vehicle was towed from the scene.

HUTCHINSON, Kan. — Reno County sales tax collection was positive for the month of May. The total sales tax revenue was $382,900. While it is a drop of about $4,600 from this time last year it is more than $60,000 higher than last month, and the second-best May in at least six years.

It should be noted that sales tax numbers for May reflect shopping for the month of March and does not fully reflect the impact of the pandemic.

Many expected the numbers to still be strong due to mass shopping as people stocked up ahead of any stay at home orders.

HUTCHINSON, Kan. — Hutchinson Regional Medical Center announced that all surgeries and other types of care have resumed.

The hospital says that, even though the COVID-19 crisis continues, members of the community should not be afraid to seek care when it is needed. Those who have chronic illnesses should make an appointment as soon as possible as required timely care is needed to avoid complications.

It has been reported that some patients are hesitant to seek care out of fear their presence might overwhelm and overburden the health care system. Please be assured Hutch Regional is sufficiently staffed and prepared 24/7 to treat all types of patient care.

New visitation guidelines went into effect last week at Hutch Regional. Upon admission, patients are asked to designate one person as a visitor during their hospitalization. No visitors are allowed in hospital units caring for COVID-19 patients or the Emergency Department.

Hutchinson Regional Medical Center now providing all services

HUTCHINSON, Kan. — A Hutchinson man awaiting trial for murder in the August 2019 strangulation death of a Hutchinson woman has filed a motion to dismiss the charges claiming self-defense.

Isaac Ervin is charged with premeditated first-degree murder, aggravated kidnapping, promoting sexual acts and intimidation of a witness in connection with the death of Lora Beth Stratton. Stratton was found beaten in a Hutchinson alley Aug. 23. She died 10 days later in a Wichita hospital.

Ervin has waived his right to a speedy trial and no court date has been set following a continuation of his original June 30 trial date. District Judge Tim Chambers set a hearing on the first motion for 10 a.m. June 17.

Although Ervin admits to strangling Stratton, he claims he was defending himself after Stratton attacked him. During an interview with police, Ervin claimed he was alone with Stratton in an apartment and she became angry because Ervin wasn’t helping her bond her husband out of jail.

The motion states that Ervin took action against Stratton under the state’s “Stand Your Ground” law, “where their use of force against another person was justified in self-defense.”

Deputy District Attorney Tom Stanton said he will have a response to the motion filed later this week.

Another Talk 20 Hutch event set for July 17

HUTCHINSON, Kan. — Stating he would be better off serving Kansans at the state level, First District Congressional candidate Troy Waymaster announced that he is withdrawing from the race. Waymaster is currently Chairman of the Appropriations Committee in the Kansas House of Representatives.

“Over the past several months I have campaigned throughout the Big First, meeting families, small businesses, and individuals who want a Kansas conservative representing them in Congress. They want someone who shares their values, fights for our agricultural interests, and who does not back down from the socialist agenda. Now more than ever due to the Coronavirus, they want someone who will put America back on track and reopen our economy."

“As a family farmer, and someone whose family is deeply involved in the oil industry, I have seen the effects this pandemic has left on families and small businesses, firsthand. It has taken an unimaginable toll; one where it will take a long time to recover." Waymaster said. "My withdrawal does not end my public service. I plan to seek reelection to the Kansas Legislature and be the conservative leader in Topeka that Kansans need now more than ever. The Big First will have many candidates to choose from, and I know they will choose wisely. I will not be endorsing anyone at this time, and I look forward to being a part of the campaign as a voter."

Waymaster says it was not the right time to make a run for the first district seat noting that he and his wife have a small business to run in Russell and are dealing with issues related to the pandemic like everyone else.

BUHLER, Kan. — The Buhler City Council will meet in regular session this evening. The meeting will be held onsite but a very limited amount of seating will be available. 

The Council will make their annual appointments for Chief of Police, City Treasurer, Municipal Judge, City Attorney, and City Clerk. The Council will also elect its President for the year.

Once the housekeeping chores are finished the Council will go over street maintenance projects for the year and hear a presentation from IdeaTek on an antenna project for the company. 

Tonight’s meeting of the Buhler City Council begins at 7 p.m. at the Buhler City offices at 219 N. Main.

HUTCHINSON, Kan. — All eyes are on Cow Creek in Rice and Reno Counties as heavy rains over the weekend could push the creek out of its banks. Flood warnings are in effect for northern Reno County through the week.

The National Weather Service says Cow Creek could reach 10.6 feet by Thursday. At that level most flood-prone areas between Nickerson and Hutchinson will be flooded including 43rd east of Pennington, 56th between Wilson and Pennington and 69th between Wilson and Pennington.

With rain in the forecast for the rest of the week flooding could become a problem in other areas northwest of Hutchinson later in the week.

Cow Creek expected to push out of its banks by Thursday

If Reno County is allowed to make its own policy with regard to mass gatherings, the local health officer says it will be much less stringent than what is currently allowed by the state.

"The plan that was formulated with the Economic Recovery Task Force, we would essentially be in phase two, which would have mass gatherings up to 125 people would be allowed," Nick Baldetti said Tuesday. "Organizers of mass gatherings of more than 125 but less than 250 must provide a plan showing how they would ensure safe conditions."

That doesn't mean local policymakers won't take another look at the situation once their hands are free, or that things would go back to normal as defined before the pandemic.

"I would like to confer with the Economic Recovery Task Force and the Board of Health, as well," Baldetti said. "The reality is that, it is really predicated on the individual. There's an individual accountability as a Reno County constituent to continue to practice social distancing guidelines, mask use, wearing a mask in public, proper hygiene and respiratory etiquette."

It's ultimately about personal responsibility when it comes to slowing the spread.

Evergy announced then a flexible payment plan that allows customers, including those who have been disconnected, to enter a 12-month payment plan toward their past-due balance. The suspension of disconnects is extended through July 15. Evergy will waive late fees and offer the payment arrangement through Dec. 31.

Evergy encourages customers to track and make payments toward their energy usage during this time to avoid balances that are difficult to pay later. For more information about resources to help with bills:

Evergy: Disconnect suspension extended through July 15

Kansas First District Congressman Dr. Roger Marshall urges continued vigilance in personal behavior, even as the economy in Kansas continues to reopen.

"Let's see where we are two weeks from now," Marshall said. "Keep doing what we've been doing. Do the social distancing. Wash your hands regularly. This will be about fundamentals, blocking and tackling, doing the simple things correctly."

Businesses are taking the proper precautions, but it's those common daily public interactions when you're not at home where you have to pay the most attention.

"You're probably not going to catch the coronavirus at work," Marshall said. "Where you're going to catch it is when you stop and get a cup of coffee at the gas station. Let's keep on our Ps and Qs here."

Even if you do get sick, though, coronavirus is not often fatal.

"If you're under the age of sixty and you're healthy, I would think the morbidity, the mortality from the corona is probably about the same as the seasonal flu," Marshall said. "We don't close down the schools over that. I think the mortality for children approaches zero."

This is all under the assumption that we continue the preventative measures in terms of infection control that have been started at the beginning of the onset of the pandemic with regard to hygiene.

The Hutchinson City Council approved application for a CDBG-CV grant designed to help small businesses during a special meeting Tuesday morning.

"It is vitally important that we get this application submitted this week," said city planner Ryan Hvitlok. "We're working with SCKEDD, who is the one who has really been the expert on this and has worked all weekend, really on getting this application ready. If awarded, we anticipate a short 14 to 21 day city application window, because really we want to get these funds in the hands of these businesses."

If awarded, there will be a pool of $285,000 available to a combination of businesses with 50 or fewer employees. The city has applied for $300,000 in grant money. $15,000 of that will go to SCKEDD for administration, because the City does not have anyone trained to do the administration themselves, and the state hasn't offered a class that an employee could go to in a couple of years to do that. SCKEDD was the low bidder in a competitive bid process that closed last week.

"The Chamber did do a survey, they came up with about 30 total potential businesses that could take advantage of this," Hvitlok said. Nine of those are in the really small, the one to five employees, 21 would be in the six to 50 employees. That equates to about 398 low to medium income jobs, some real impact here in our community."

No city matching funds are required. Because of the amount of funds available the city plans to award grants of $10,000 to the businesses with five employees or under and $20,000 to those with six to 50 employees on a first come, first served basis until funds are exhausted. Those applications would go before a board first for approval before coming to the City Council. 

"They will have to maintain some records and be open that, if the Department of Commerce decides that they want to do a visit and an audit, that paperwork we would need in hand," Hvitlok said. "That's what SCKEDD, if they are awarded, would help us with."

The City Council would then have final approval of the awardees at a future meeting.

Throughout the uncertainty of the last two and a half months, I have tried to focus on the blessings in my life. Our home is perfectly remote for social distancing. Without children, we don’t have the added pressures of home schooling. Both of our incomes are dependent on an essential industry. I count myself lucky and am thankful for all we have.

However, human nature always finds a way to plant the seeds of desire for something more. Some people might call it ambition; I prefer to think of it as hope.

When these ideas take root, my mind is filled with what ifs and thoughts of how life could be better. When my desires get a little overly zealous, my partner Marc is always ready to help ground me with a gentle reminder, “wants are unlimited.” This is our way of taking a moment to reset and appreciate what we have right here and now.

Two weeks ago, my wish list was fuller than I realized.

I was waiting somewhat impatiently to start the first real upgrades we have done to our house and increase our level of creature comfort. Last Memorial Day straight-line winds broke several windows on our porch and house. Since we were bringing in someone to work on the house, we decided to refinish our old, splintered hardwood floors and modernize our bathroom to include a shower-tub combo.

My body was in almost constant pain because of an injury to my lower back. I dreamed of what life would be like when I could just get it fixed.

Living 800 miles away from my childhood home, I always miss my family and am constantly dreaming of reasons to visit home or get them to Kansas for a visit.

Even at work, I had dreams about how much I would be able to accomplish over the summer when my new intern started.

Like I said, my wish list was full, and you can probably guess where this is going. The cliché, “be careful what you wish for,” has summed up my life in the last two weeks.

First, I received a fast-tracked approval from the insurance company for back surgery. One of the tradeoffs for the procedure meant I had to stop taking anti-inflammatory medicine a week before the procedure.

We got a surprise call from our contractor, the day before this cut-off, letting us know he could get us in early and wanted to start in two days. This meant moving all our possessions out of two-thirds of our home, without the comforts of medicine.

The day before surgery, I welcomed my summer intern and informed her she would have a chance to prove her independence and initiative right off the bat because I would be out for a week.

Additionally, my parents offered to come spend the week after my surgery helping care for me and working on some smaller projects around the house to compliment the construction crew’s efforts.

The last two weeks have been full of activity, painful at times, and a great reminder that life rarely works out in a convenient or easy manner. However, if you can weather the storms and get through all the chaos, things typically work out in the end … or at least you have a good story to tell.

A good sense of humor and a healthy amount of gratitude may be the secret to a life well-lived.

The self-administered COVID-19 nasal swab test provided by WalMart and eTrueNorth that is performed by the individual in their vehicle has moved to the Hutchinson Walmart parking lot at 1905 East 17th starting today. 

Those interested in being tested need to visit www.DoINeedaCOVID19test.com to see if eligible for testing and to make an appointment. To be tested, individuals must have a scheduled appointment and be present in a vehicle.

The regular schedule will Mondays, Wednesdays and Fridays weekly, from 7 a.m. to 9 a.m. The site is open Tuesday, May 26, from 7 a.m. to 9 a.m. and will resume its regular schedule on Wednesday, May 27.

None of the self-administered tests done in Reno County thus far have come back positive. Reno County Health Department director Nick Baldetti recommends that residents use their primary care provider to be tested, as those tests are administered by medical professionals.

A state grant that Hutchinson is going for could help as many as 30 businesses in the city.

According to the grant application for the CDBG-CV grant that will have a public hearing Tuesday morning in a special meeting&nbsp; at 9 a.m. of the Hutchinson City Council, nine businesses that would be eligible have fewer than five employees and 21 have between 6 and 50 employees.

Surveyed businesses reported anywhere from a 30% to an 80% drop in sales since March. One example is Metropolitan Coffee, who had to temporarily close both of their locations and lay off all staff.

Also, Wifco steel products is looking at potentially reducing their workforce by 40 employees once PPP funds are exhausted, as sales and demand have not increased.

The application says, "These business owners are out of options and need funding assistance to continue to operate, as many are without other options. Without the help of CDBG-CV many of these business owners may have to close their doors for good."

The City plans to distribute CDBG-CV grant funds via an application process with applications based on first come/first served. If the number of applications exceeds the amount of funds available, those who did not get federal money and those who have the most low income employees will come first.

The initial application deadline will have a timeline of 14 to 21 days to award grants to businesses in a timely manner, should the grant be awarded.

State grant could help up to 30 businesses, if not awarded, some will close

Kan. —According to the Monday situation report from the Reno County Health Department, there is only one active case of COVID-19 in the county, a Reno County correctional facility inmate tested last week. All people that have come in contact with that person have been tested and come back negative. 

As of Monday, 1261 people in the county have been tested, with just 43 positive results and 1218 negatives. The positive test rate is at 3.41%. Taking out the Walmart tests, where there have been no positives thus far, the positive test rate is 3.88%. Officially, 2.01% of the county's population has been tested.

The next update from the Kansas Department of Health and Environment will come on Wednesday.

Reno County inmate remains only case in county

ORLANDO, Fla. — Siemens Gamesa Renewable Energy announced that it is under new leadership in the North American Onshore segment. Shannon Sturgil was named CEO effective June 1. He will be based out Orlando, Florida. Sturgil succeeds José Antonio Miranda, who will return to Spain. 

Sturgil brings more than 20 years of experience with Siemens where he held a number of sales and marketing roles with ever-increasing responsibilities in the energy industry. Most recently he was the head of Power Systems Sales for Siemens Energy, Inc., which included sales responsibility for all generation, transmission and distribution, service, and battery storage technologies.

Siemens Gamesa names new North America CEO

HUTCHINSON, Kan. — The Cosmosphere had a virtual presentation with former astronaut and Kansas native Steve Hawley, who was part of the space shuttle crew that launched the Hubble Space Telescope 30 years ago in April. 

Hawley says he never imagined getting to fly three shuttle missions including two connected to the Hubble project.

“I had never been to Houston, never been to the space center, never met an astronaut and I thought it would be absolutely cool if I could do that,” Hawley said with a chuckle. “They flew me down and I got to meet some astronauts and went through a week of interviews and physicals and all of that stuff. I felt like I had won the lottery.”

Hawley says, originally, he was going to get to fly with Apollo 16 astronaut John Young, but one day in January of 1986 changed all that.

“We were initially assigned John Young as our commander. That was an honor, of course,” Hawley recalls. “The Challenger accident changed all of that as crew assignments were redone after we returned to flight.”

Hawley says launching Hubble had its own challenges for the shuttle crew.

“Hubble was large, it took advantage of the volume of the payload bay. Hubble was also fairly massive, it weighed about 24,000 pounds,” Hawley said. “One complication was, as you began to move it further away from the center of gravity of the orbiter, the automatic flight control system (aboard the shuttle) became unstable. And so we had to develop a way to maneuver the orbiter.”

While Hubble had some problems at the beginning, Hawley says it was a great scientific achievement. He noted that, with technology today, they are taking photographs from 30 years ago and making new discoveries about the galaxy and beyond.

Pickleball drop-in hours start Wednesday, May 27, and will be offered weekly from Monday through Friday, 1 p.m. to 4 p.m. Drop-in fees are $2 a person and participants must bring their own pickleball equipment. Individuals are asked to practice safe social distancing.

Hutch Rec to open arena gyms on Tuesday

HUTCHINSON, Kan. — A traveling memorial dedicated to the thousands of men and women who died while fighting the war on terrorism is coming to the Kansas State Fair Sept. 11-20.&nbsp;

The photographic war exhibit will honor more than 5,000 of the nation’s military personnel who have lost their lives since Sept. 11, 2001.&nbsp;

The 32 towers include both military and personal photos and will be displayed at Lake Talbott. About 80 Kansans who died in Iraq and Afghanistan are memorialized on the 10-foot towers.

With all four sons volunteering to serve their country, Bill and Evonne Williams of Omaha, Nebraska, created Remembering Our Fallen in 2010 as an homage to Nebraska’s servicemen and women. In 2017, the couple unveiled a nationally-focused traveling exhibit at the Lincoln Memorial in Washington.&nbsp;

With the fair kicking off on Sept. 11, officials wanted a way to pay tribute to the innumerable sacrifices made by the nation’s military and their families.

In 2017, the couple unveiled a nationally-focused traveling exhibit at the Lincoln Memorial in Washington.&nbsp;With the fair kicking off on Sept. 11, officials wanted a way to pay tribute to the innumerable sacrifices made by the nation’s military and their families.

9/11 memorial coming to fair

HUTCHINSON, Kan. — Hutchinson Regional Medical Center took time Thursday to congratulate longtime employee Terri Downing. Downing has been at the job for 55 years.

Downing works in the central supply office and currently does date record entry in the department. Downing started in housekeeping in April of 1965 and was originally at the old St. Elizabeth's Hospital before the two city hospitals merged to the current facility. 

Downing says it is the only job she has had and started shortly after graduation from Pretty Prairie school.

A special reception was held for Downing on Thursday.

Terri Downing honored for 55 years of service

HUTCHINSON, Kan. — Reno County Commissioners will have more budget matters to go over during Tuesday's meeting.&nbsp;

The board will hear budget requests from economic development, arts and humanities, the 4-H Fair, and the extension office. Like the City Council, the commissioners will hold a public hearing and then seek approval for filing a CDBG grant to help small businesses deal with the pandemic. The funds would provide $300,000 of relief.

The board will also hear reports from County Elections Clerk Jenna Fager and a report from Sheriff Darrian Campbell on the positive COVID-19 case in the county correctional facility.

The meeting will start with the weekly report from Emergency Management Director Adam Weishaar and Health Department Director Nick Baldetti on the pandemic.

Tuesday’s meeting begins at 9 a.m. at the Reno County Courthouse.
