Police and Fire to hold basketball game for BBBS

HUTCHINSON, Kan. —Heartland Credit Union is bringing their Bite of Reality financial literacy fair to the USD 309 Nickerson-South Hutchinson district on Friday.

"It gives them a taste of what it's like for their parents in the real world, said Stephanie Dreiling, CCUFC, CUDE, AVP of Education and Community Development at Heartland Credit Union. "It allows them to have an occupation, a family, a salary, a credit score, debt, and they have to go through an entire month within our simulation and make sure they can stay within their budget."

The goal is to have them feel some of the pressures families feel each month.

"Our leaders are trained to be in character, so we want them to be pushy and salespeople and truly commission-based feelings when they get to a lot of these merchants, which is more of the real world, you know, people really want to upsell," Dreiling said. "That, oftentimes will blow a budget very quickly. There are unexpected events, as well, so we have a fickle finger of fate that gives students an unexpected expense and a windfall, just like in real life, so they can take more funds out of their budgets or add more to it, as well."

HUTCHINSON, Kan. — The Reno County Commission on Monday received an update from County Administrator Randy Partington on the opioid settlement agreements and how much money the county might get.

"Right now, I think, there's an estimate, the most recent estimate, Reno County will get around $140,000 from those opioid settlement funds," Partington said. "We don't know when we'll receive them, whether its today or in 20 years. There may be a gap. It depends on the settlement by each pharmaceutical company and what they agree to. We've received $11,556 right now."

Partington said the health department wants to have input from stakeholders on what to do with the money.

"Seth Dewey with the Health Department, who works on public education, had brought some ideas, thoughts about putting a committee together that would include the city of Hutchinson," Partington said. "The city of Hutchinson will get a similar amount of money, but all of the funds have to be, basically used to, they need to be tied to opioid treatment or abatement of opioids."

Given the long timeline before money may come in, there is no word on when this committee might be put together.

County could start committee on opioid fund use

HUTCHINSON, Kan. — As one of their final actions as a three-person board, the Reno County Commission on Monday approved the burn resolution that had been worked on for much of 2022.

"This took away the 50 feet away from a structure for that recreational burning," said commissioner Ron Hirst. "Also, I had some questions last time we met with regard to the time it took to do the application. I found that not to be a problem."

Hirst is referring to the yearly application to burn that landowners must make once a year before they call in any burns to dispatch.

"I think they've done a good job in putting it together," Hirst said. "We haven't changed a lot of things, just, shall we say, identified some areas that needed to be identified and to make sure that everyone who gets an application knows what it entails."

Commissioner Ron Sellers believes that people will be able to do what is necessary to apply after hearing Hirst's comments.

"This is meant to be kidding you, but if you don't have any problems with the computer application, I think the application must be appropriate for the purpose," Sellers said. "Commissioner Hirst and I have some computer problems at times. We kid each other about those."

The resolution was on the consent agenda and passed unanimously.

Burn resolution approved by commissioners Monday

HUTCHINSON, Kan. — The price tag for the remodel of the 2nd floor of the Peel Center at Hutchinson Community College is going up. On the agenda for Thursday's Board of Trustees meeting is a revision to the bid for that project.

The administration recommends that the board overturn its approval of Harman Huffman’s original bid of $1,287,000 as presented at the December 8, 2022 Board of Trustees meeting and accept the revised low bid from Harman Huffman for the project in the amount of $1,429,000. 

The reason for the increase is that&nbsp;the college was notified by Buck Plumbing that an error had been made in the HVAC bid for the Peel Center remodel.

The project will be partially funded by an American Rescue Plan Act (ARPA) through the Kansas Department of Commerce ($999,786.00) and the remaining portion through capital improvement funds.

The Hutchinson Community College Board of Trustees will hold their regular meeting on  Thursday at 7:00 p.m. in the Justice Theater, Shears Technology Center, Hutchinson Community College at 1300 North Plum, Hutchinson.

Peel Center remodel bid correction on Thursday HutchCC agenda

HUTCHINSON, Kan. — Hutchinson USD 308 Superintendent Dr. Dawn Johnson talked to the Board of Education at their meeting Monday night about attempting to put the meetings for the Facility Steering Committee on the nights of the first board meetings in the month, normally the second Mondays of the month.

"If we could keep the first board meeting of the month to consent agenda," Johnson said. "It probably would also mean moving public participation to the second board meeting of the month. We don't often have it, but if we did, if there was a hot topic, keep the first board meeting of the month to kind of consent agenda, put the heavy stuff on the second board meeting of the month, which is kind of how it's been going, then have the three that are on the facility committee, so Lance Patterson, Greg Meredith and Laura Corey would have time to close up the meeting and then travel to wherever they have the meetings at different schools."

The plan would be to have the Steering Committee meet at the different buildings that are being considered for changes.

"The goal would be that we would feed them, we're looking at about 30 people on this steering committee," Johnson said. "We would feed them, about 30 minutes, so 6:30 to 7, roughly, 6:15 to 6:45, we'll still look at what the times are, and then about a 90 minute meeting after that."

There is a lot of interest from parents in serving on the committee so far.

"I do want to make sure that we are, again, representative, in age, gender and ethnicity, location," Johnson said. "We want to make sure that we have a good representation of our community."

"Once a month for about a year," Johnson said. "Then we'll, of course, have reports to the board as that goes through and I'm sure they will, as well."

TOPEKA, Kan. — The Kansas Department of Health and Environment (KDHE) has issued a boil water advisory for the City of Pretty Prairie public water supply system located in Reno County.

Customers should observe the following precautions until further notice:

The advisory took effect on January 9th and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved. KDHE officials issued the advisory because of a water main break causing low water pressure in the distribution system. Failure to maintain required water pressure may put the system at risk for bacterial contamination.&nbsp;

Regardless of whether the public water supplier or Kansas Department of Health and Environment (KDHE) announced a boil water advisory, only KDHE can issue the rescind order following testing at a certified laboratory.

Boil water advisory for Pretty Prairie

TECH welcomes four new board members to operations board in 2023

LINDSBORG, Kan. — The Bethany Oratorio Society will be holding the first Handel’s Messiah rehearsal on Jan. 29 in Presser Hall at 3 p.m. &nbsp;

The rehearsals will be led by Mark Lucas, Associate Professor of Music and Director of Choral Activities &amp; the Bethany Oratorio Society. &nbsp;

Lucas will be joined by President Elizabeth Mauch to give greetings and welcome singers. &nbsp;

Friends and alumni are invited to participate and sing the first Hallelujah of the season with the full orchestra. &nbsp;

“We would love to have all former and new singers join us for a fun start, even if it is just for this one rehearsal,” Lucas said. “We hope for a great turnout to kick off the Bethany Oratorio Society’s 142nd season. This will be the perfect opportunity for new singers to check us out and see if they want to join permanently."&nbsp;

The first Bach St. Matthew’s Passion rehearsal will take place on Tuesday, Jan. 31 in Presser Hall at 7 p.m. and will also be under the direction of Mark Lucas.&nbsp;

All students, high school or college, will receive their music score(s) free of charge.&nbsp;

Every year since 1882, the Bethany Oratorio Society has presented “Messiah” at the college. &nbsp;

McPherson Crimestoppers looking for help to find vandals

HUTCHINSON, Kan. — The new five member Reno County Commission only officially had four members on Monday, because the appointment of John Whitesel in District 4 is still waiting on paperwork.

"We're waiting on a letter being signed by the Governor of Kansas to authorize that," said County Administrator Randy Partington. "On the 24th, he plans to have his swearing in ceremony at the very beginning of the meeting."

Because the other new commissioners did not want the people in District 4 to not have a voice in the leadership of the commission on a technicality, the commission voted 4-0 to table their organizational votes until Whitesel can be seated. Randy Parks and Don Bogner were sworn in on Monday.

Whitesel still waiting on letter from governor

HUTCHINSON, Kan. — Exiting Reno County Commissioner Ron Sellers, in his comments on Monday, said he is glad to have been able to serve and was impressed with his fellow commissioners and with the developments that will continue to take Reno County forward.

"Thank you, Chairman Friesen and Commissioner Hirst for the atmosphere that you have given the county the last few years," Sellers said. "While we always didn't agree, which we shouldn't, we always were able to leave the table appreciating the other's view on an issue. I hope the county is better off due to our last four years of effort."

Sellers believes some of the work County Administrator Randy Partington is still in the middle of will really help his successors and the public to know what's going on, if they want to.

"He's presently working on what is called a digital budget book, which will be helpful to all, administration, commissioners and the public at large, due to the fact that this information will be available to anybody on an ongoing basis," Sellers said. "I'm very impressed with the first parts of this, and I think everybody within the county will be very glad when this digital budget book is available."

Sellers also thanked the workers of the county for their service to their fellow citizens and to him.

"I did not know when I started this position, that we were fortunate to have such an excellent management group and great Reno County employees," Sellers said. "The group serves the citizens very well. Many excellent departments and directors."

Sellers particularly highlighted the contributions of the County Clerk's office and of County Administrator's administrative associate, Shonda Arpin.

KDOT approves bids for upcoming projects

HUTCHINSON, Kan. — The Rise Up Reno Youth Empowerment Summit is a free event taking place on Monday, Jan. 16 from 8 a.m. to 3 p.m. at Hutchinson High School for 5th through 8th graders from the area. The main speaker will kick off the day.

"Dominic Miller, he's a former NFL player," said student leader Elijah Pettigrew. "He's going to come bring a message. It's going to be mostly about making good choices, how to be a positive role model in your community. He's obviously been on a big stage, been in the NFL, so he's got some experience being in front of people and spreading positivity through that."

The point of the summit is to let upper elementary and middle school kids see that you can have fun and be in a positive environment with older kids.

"I was fortunate enough to get the opportunity to lead last year, as well," Pettigrew said. "It was actually the only group of all guys and it was a lot of fun. I was the only guy leader, so we all bonded over that, kind of made things competitive with the girls. It was a fun opportunity."

Rise Up Reno is all about helping kids know that there are people out there to support them in making positive choices.

"We do a lot of things to help set kids up for success," said Carla Smith with Rise Up Reno. "Including that one mentor, that one person that might meet with kids when they are younger and help them learn to read or help them practice skills. Then, when they are in middle school or high school, getting them into these leadership groups. From there, we want to give some parenting support."

If you have a 5th through 8th grader who is not having school on the 16th, no matter the district, they can come, just get them to Hutch High by 8 a.m., so they can hear Miller speak.

Youth Empowerment Summit to feature former NFL player

HUTCHINSON, Kan. — Creighton University economist Ernie Goss says the interest rate hikes the Federal Reserve continues to make are having an effect.

"We're seeing it across the economy," Goss said. "Not seeing it so much in the job market. Even in the Mid-America region and in Kansas, the overall job numbers are looking reasonably well. In other words, the unemployment rate is down at really good levels. The issue, of course, is the shortage of workers."

Goss still sees that as residual effects from COVID relief.

"The labor force in Kansas and in the region is down," Goss said. "Some of that is just due to the government providing a lot of support and a lot of incentive. Incentivizing individuals to not come back to work, even at this late stage."

Goss said the Fed is prepared for a little bit of an issue with unemployment.

"Their prediction is for the unemployment rate to rise to 4.5% by the end of 2023. I think it's going to be higher than that. We're seeing, of course, in Kansas, you've got about 1100 workers less in the labor market today than you had pre-pandemic, that would be Feb. 2020."

Goss expects another, smaller, quarter-percent rate hike from the Fed on Feb. 1.

HUTCHINSON, Kan. — The Hutchinson Land Bank Board of Trustees will meet Tuesday afternoon. The 2022 annual report will be the major part of the agenda.

On that report, the Land Bank entered into an agreement on December 6th with New Beginnings for a First Right of Refusal on 3 Land Bank properties: 8th &amp; Walnut, 7th &amp; Maple and 915 East Avenue A. 

New Beginnings agreed to maintain the properties until purchased which will save the Land Bank mowing charges and make great in-fill lots for their Tiny Home program.

Also, on December 6th the Land Bank agreed to sell 12 feet of the west boundary of 539 East Ave. A to a neighbor accomplishing that neighbor's goal of a driveway and still leaving approx. 70 feet frontage by 125’ Deep lot for the Land Bank to market for infill housing.

The Hutchinson Land Bank acquired five new properties at the 2022 Reno County Tax Sale on October 21, 2022. Vacant lots on East Ave E, South Elm, East Harvey Street and East Avenue F.

Another corner lot on West Avenue A near the Martinez Trail was purchased by the Land Bank.

The full report will be presented to the board Tuesday at 3p.m. at the Hutchinson City Hall, Executive Conference Room at 125 E. Avenue B.

Land Bank board to go over annual report

HUTCHINSON, Kan. — StartUp Hutch is still looking for owners for the Growing Rural Businesses training StartUp Hutch is bringing to Reno County later this month in collaboration with NetWork Kansas and the WSU Center for Entrepreneurship. 

The program will run for eight weeks on Thursday evenings, beginning Jan. 26, from 5:30 p.m. to 8:30 p.m.&nbsp;Over 335 businesses have been served through this program in 19 different counties.

Growing Rural Businesses is less than a month away

HUTCHINSON, Kan. — The Reno County Sheriff's Office positively identified the body that was found on the west edge of Hutchinson on Tuesday, Dec. 20 as missing person Leonard Anthony Williams.

The 67-year-old Williams was first reported missing back on October 9, and when reporting his disappearance, the office said he was last seen in the area of Fun Valley.

The Sheriff's office said the investigation continues and did not release any additional information.

Neighborhoods announce Annual Meetings; New neighborhood announces special meeting to select name

INMAN, Kan. —The Inman USD 448 Board of Education is partnering with the Kansas Association of School Boards as the board searches for the district’s next superintendent.

The Board of Education will have a special meeting Tuesday night, Jan. 10 at 7:30 p.m. at the Inman High School library for the board and KASB to go over focus group information related to the superintendent search.

Current leader Scott Friesen will retire on June 30, 2023.

Applications for the vacancy are due&nbsp;January 16, 2023. Screening of superintendent applicants begins January 17, 2023. The district plans to make a hire in February 2023, with the new person's contract to start July 1, 2023.

Friesen is an Inman native and graduated in 1985 and served as junior high and high school principal before becoming superintendent.

USD 448 board to hold special meeting Tuesday in Supt. search

I’ve got the perfect New Year’s resolution for Kansas legislators: no more lobbyist-authored bills.

Last year, Kansas lawmaking was marked by two dramatic “fails,” both involving lobbyist-authored acts. One of them failed, the other passed, and both were problematic.

First came the anti-abortion “Value Them Both” amendment, sent to the voters by the Legislature and rejected by 18 percentage points in August. Closely watched nationally and even overseas, the campaign and contained many controversies, including its confusing ballot language. 

“VTB” opponents even suggested that the language was deliberately confusing—highly legalistic and not clear at all about the amendment’s intent, which was to authorize the Kansas Legislature to criminalize abortion in nearly all circumstances, which they had the votes and the plans to do, perhaps even calling themselves into special session right after the vote, had it passed.

Oddly, the amendment itself was not written by the Kansas Legislative Research Department (KLRD). Despite making major changes to the state constitution, legislators allowed two anti-abortion interest groups to write the ballot language. By contrast, the staff of the KLRD are nonpartisan professionals. The bills, bill summaries and other proposals they write are not based upon their own, personal political views. Rather, KLRD staff draft legislation as requested by legislators. Not lobbyists or politicians, KLRD are experienced experts in the state constitution, existing federal, state and local laws, court rulings, laws in other states, and other background needed to write good legislation. With so much at stake this summer, why did the legislators ignore the KLRD and have interest groups draft the amendment ins

Lobbyist-authored bills cause even more problems when they pass. Last year’s authorization of sports betting illustrates this perfectly. An exposé by the New York Times illustrated these problems. Not only were key legislators showed with gifts, but a provision was slipped into the legislation that has resulted in Kansans reaping almost none of the promised tax revenue so far. This “carry over” provision allows the gambling companies to write off the costs of offering free bets to get new customers hooked on their product. It also allows them to carry forth these losses to future years. The NYT reporter found that the whole bill was in fact written by the gambling industry. Had it been drafted by the KLRD, they easily could have red-flagged this loophole. In September and October, the two largest online sports betting providers paid less than $42,000 in state taxes on $247 million of activity. This figure started to rise later in the year, but is still paltry compared to what the state could have collected. A similar bill failed to pass in Missouri— not due to the public interest, but because of infighting among pro-betting interest groups.

Speaking of Missouri, another bill that passed there last year illustrates the depths to which these lobbyist-authored bills can sink. By making it a crime to sleep on public land without authorization, Missouri essentially criminalized homelessness—without providing any additional support for affordable housing. This awful bill was literally cut and pasted off the Internet by its sponsor—and the interest group that posted it was not even in-state.

Kansas and other states employ nonpartisan professionals to draft legislation, for a reason. The debacles here and in neighboring states last year all point to the same conclusion: legislators should resolve right now not to propose or pass any lobbyist-written legislation in 2023 or afterwards.

Insight Kansas: No More Lobbyist-Written Bills

HARVEY COUNTY—One person was injured in an accident just before 11 a.m. Saturday in Harvey County.

The Kansas Highway Patrol reported a 2022 Hino Truck driven by Kendall Damaricus&nbsp;Talley, 24, Wichita,&nbsp;was stopped, facing eastbound, at the stop sign on 125th Street at Broadway.

The truck crossed Broadway in front of a 1969 GMC pickup driven by Ty Michael Carlson, 24, Newton. The pickup traveled off the the roadway to the right to avoid a collision and collided with the truck.

EMS transported Carlson to Newton Medial Center. Talley and a passenger in the truck were not injured. Carlson was not wearing a seat belt according to the KHP.

Newton man hospitalized after 2-vehicle crash

YODER, Kan. — The Yoder Thrift Shop is holding a customer appreciation event on Saturday, Jan. 7.&nbsp;

The event is to mark the milestone of the thrift shop returning $100,000 to the community in the past two years.

According to Michell Yoder with the store they have helped the Haven food bank, Youthrive, Hands of Christ, Share Haiti and other community interests, like local fire victims.

All items for sale have been donated. The hours for the Saturday event are from 9 a.m. to 4 p.m.

MCPHERSON, Kan. —&nbsp;Fantastic model train exhibits will be the sight to see on Jan. 14 and 15 at the Model Train Convention and Expo presented by the McPherson County MakerSpace in McPherson.&nbsp;&nbsp;

Train enthusiasts can stock up on model railroad supplies offered by a number of local vendors, as well as help the McPherson County MakerSpace raise funds for a number of local organizations.&nbsp;&nbsp;

The Model Train Convention and Expo, and its sponsors have seen a few hiatuses. &nbsp;

“It started back in about ‘94. It stopped from about 2010 to 2021,” Kelly Bruce with the McPherson County MakerSpace said. “We started it back up in 2022, and now 2023.” &nbsp;

The 2023 Model Train Convention and Expo will have around five or six exhibits this year under the direction of the&nbsp;McPherson County MakerSpace.

“Five or six layouts of different scales, everything from O-Gauge all the way down to N Scale-size,” Bruce said. “We have vendors where you can buy, sell, swap with the vendors, possibly with some of the exhibits.” &nbsp;

A few of the vendors will include Spring Creek Model Trains from Deshler, Nebraska, and Toy Depot out of Hutchinson.

Other than vendors with scale model kits, there will be others with memorabilia, T-shirts, and items train-related, but not necessarily model trains. &nbsp;

“We also have the McPherson Trolley that is going to be taking people from our location over to the McPherson Museum, where they have an H0 (modeling scale) layout inside of the museum, and that’s all included in the entry,” Bruce said.

The H0 Scale replica is actually a model of McPherson.&nbsp; &nbsp;

Entry to the Model Train Convention and Expo will be $7 for everyone 10 and older. &nbsp;

Concessions will be available at the expo.&nbsp;

Kelly Bruce believes the Model Train Convention and Expo has a historical significance. &nbsp;

“I think there’s a&nbsp;real importance to keep this going,” Bruce said. “A lot of the older gentlemen I talk to at these shows, a lot of them, worked for the railroads.” &nbsp;
