Today's "Throwback Thursday Collection" takes us to the southwest corner of East 4th Avenue and North Pershing, where a long string of service stations began in 1922.

The first photo shows the new Derby Oil Co. service station #4 in 1922, managed by Benjamin Reger, Perry Reger's grandfather.

In 1951, Ralph Canfield bought the property from Richard Zeiset. The second photo shows what the property looked like then.

The third photo shows the station after Canfield added on to it with a garage and rebranded it to the Conoco Company.

In 1958, Canfield completely remodeled the station. The fourth photo shows the grand opening of Canfield's Conoco Service at 735 E. 4th in September 1958.

In 1977, Dillons needed to expand its presence from across the street. Dillons purchased the entire half-block of properties, razed everything and constructed the new Dillons Grocery Store #10 at 725 E. 4th and turned the old store on the north side of the street into the Kwik Shop Offices. The fifth photo shows the 725 E. 4th property today, still Dillons #10 and owned by Dillon Real Estate Co. Inc. c/o Kroger Co., Westborough, Massachusetts.

HUTCHINSON, Kan. — Buhler USD 313 Superintendent Cindy Couchman said a change in cell phone policy at Buhler High is going well.

"Before this year, the students were able to have their cell phones basically out and about as long as the classroom teacher said it was OK, and so some teachers utilized the cell phone in classroom," Couchman said. "Then sometimes kids had them out when they shouldn't have had them out during the hour and probably were not paying attention, but there was probably a little bit of both. This year, they put in a new policy that said you can only have your cell phone out between passing periods and at lunch. And so during the actual class time, the cell phone must be in the book bag in a way and shut off or put on silent. I will tell you, it's gone really well. The students are very cooperative with the policy. We haven't had any discipline issues, any referrals. It's gone very well. The families have been very supportive of it."

She added that real interaction is happening instead.

"Families have been supportive," Couchman said. "Ironically, we even did a look at checkouts at our library of books. And since we've put this policy in, the number of checked out books compared to last year has really risen, and it goes to show you, when they're done with their assignment, instead of just getting out their phone and playing or being on apps, they are now reading. I know our aides in the office have put together more puzzles than they've ever put together in a short amount of time when they're done with their work, so there's some really great benefits. You hear a lot more talking at lunch and a lot more talking in the hallways and kids interacting."

The kids have to help keep each other on task.

"They're just all on the honor system," Couchman said. "They have to keep them away. If the teacher sees them out, they can send them to the office. There is some discipline referrals, but we really haven't had any of that. If the teachers have seen them out and they say, remember that needs to go in your book bag, kids have just not had them out. They know the expectation and as with most people, when you set the expectation, hold them accountable. Most people go along with it because they understand, even the students really can reflect on it and say, yeah, it's probably been a good change for us."

Buhler High cell phone policy succeeding

HUTCHINSON, Kan. — The Hutchinson City Council on Tuesday approved usage of funds from the state revolving loan fund to pay for water line improvements.

"This project involves the replacement of approximately 1.4 miles of six-inch cast iron water line," said Public Works Director Brian Clennan. "It's located generally between 9th and 17th Avenue and between Maple and Cochran. Those water lines were installed between 1922 and 1961 and have had a combined 82 water line breaks on that series of 1.4 miles in their lifespan. To fund this project, the city of Hutchinson is seeking a loan of $1.2 million from the Kansas State Revolving Fund, with an estimated principal forgiveness of $600,000."

The interest on the loan is estimated at 2.36% for up to 20 years.

"We submitted plans to KDHE back in early August," Clennan said. "We expect approval of those plans and specifications to be done around the first of February, which means, we'll be opening bids somewhere in mid-March, with construction beginning around mid-June and wrapping up toward the end of November."

This doesn't fix the overall water line problems in the city, but it's a start.

"We're slowly building," Clennan said. "Ideally, I'd like to be replacing three to three and a half miles a year. That's really where we need to be in order to start catching up to replacing some of that aging infrastructure and helping correct the number of water main breaks. Also, the affordability of our water rates is also important, so trying to walk that balance and have rate increases that are affordable and still have enough money and revenue generated so we can invest in our infrastructure."

Where possible, the water lines will be placed behind the curb so they don't have to tear up streets, except where lines tie in.

TOPEKA&nbsp;— Governor Laura Kelly announced on Wednesday the dates for the second round of local consult meetings to gather input on strategies for implementing the 2022 Kansas Water Plan. The September meetings will build on the first round of local consult and Regional Advisory Committee meetings held earlier this summer. HUTCHINSON, Kan. — According to Wednesday statistics from AAA Kansas, prices at the pump are beginning to favor drivers.

"We are heading into a typically lower demand season for driving and gasoline usage," said Shawn Steward with AAA Kansas. "Here in Kansas, the average is $3.02 a gallon."

Reno County has the lowest average in Kansas at $2.78 a gallon.

"We're definitely seeing a trend in lower prices at the pump," Steward said. "Right now, nine states have an average under $3 per gallon. Kansas is just out of that, being the 10th lowest price in the country."

The fundamentals look good to see a continued price slide, if nothing else changes.

"Right now, crude oil prices are quite low," Steward said. "We're just under $70 a barrel for West Texas Intermediate. That's the lowest we've seen in quite some time."

More than half of the price of a given gallon of gas is based on how much the underlying crude oil costs.

HAVEN, Kan. — City of Haven Public Works Director Steve Carmichael provided citizens with some positive news regarding recent power issues at the City Council meeting on Tuesday at Haven City Hall.

Community members have voiced their opinions on social media throughout the past several weeks after several brownouts and/or blackouts following any storms or high winds.

"We've been working really hard on the power issue for the last two weeks. I had Tim Goldson come in and help. He is the utilities director for the City of Kingman. He volunteered his time to come up and walk our system, drive our system, and he did it twice. He found some tiny little things in the city, nothing that was causing the blinks. He brought one of his line crews up on the last day and they went through and changed out some insulators and just took care of some small things."

Carmichael is pleased with how things turned out with the help of Evergy.

"Initially we thought it was a lightning strike, but after talking with Evergy when they came out and fixed it and stuff, we think maybe our gremlin up ahead finally exploded, so it's all been replaced," Carmichael said. "Other problems that we found on Evergy's line when we drove it, that we've been hounding Evergy about, they came out and fixed that."

Carmichael is hopeful the problem has been fixed and won't need to be addressed in the future.

"Let's cross our fingers that that was what the blinking was," Carmichael said. "The blink is literally a needle in a haystack to try and find, until something majorly goes bad. The problem was we looked in our haystack and they looked in their haystack, and we're still just looking for that needle in a haystack that I think we may have got some ground covered on that. I assure you that it wasn't due to a lack of effort. We'll continue to cross our fingers and hope."

Haven power issues resolved

HUTCHINSON, Kan. — The Hutchinson City Council on Tuesday gave approval for a series of Hutchinson projects in the amount of $4.34 million, along with the approval of general temporary notes in the amount of $1.615 million.

"While we were preparing to bond this, we realized bonding costs may be higher," said Hutchinson City Finance Director Angela Richard. "First on the agenda is to approve the resolution to start the bonding process and then the next two items will amend prior ordinances to authorize higher bonding, because of those projected bonding costs."

Richard also found out that if the city has to pay for the Atrium tear-down itself, it will require another type of financing.

"The bond sale is scheduled to be Oct. 15, with council approval on Oct. 16," Richard said. "Then, we anticipate to close the bonds on Nov. 12. One of the items that you might be thinking about is, why am I not waiting until we find out what's going to happen with the Atrium to bond that project with these, as well? That, according to our legal counsel, would probably be taxable general obligation bonds. These are tax exempt. It would have to be a different sale."

We'll do kickstands up at 10:30 a.m.," said Brubaker. "Some stops include Nickerson Community Center, Shane Love Insurance in Arlington, Shep Chevrolet in Haven, the Veterans Memorial out in South Hutch, and we'll end up Bretz Injury Law, where we'll do a lunch raffle, door prizes and a draw for the winners."

&nbsp;The
entry fee is $25 a hand or $50 for 3 hands with donations also being
accepted. All street-legal vehicles are welcome to participate.

"How it works is there are five different stops and we have these buckets of chips and there's one chip and each bucket for each card and a deck of cards," Brubaker said. "You draw one out. They mark it down on a hand that you take around with you, and at the end, we look at, you know, what all cards are there and whatever makes up the best poker hand will will win."

The winning hand
will receive 25%, the second best hand will receive 15%, and the
worst hand will receive 10%. The remaining 50% will be donated to the
Reno County Veterans’ Memorial.&nbsp;

Poker run Saturday to benefit Veterans' Memorial

HUTCHINSON, Kan. — Carla Stanfield with the United Way of Reno County is excited about the kickoff of the 24-25 campaign this Friday.

"We'll be out on street corners waving to passersby in the morning drive time all throughout the community down into South Hutch, really just as that visible moment to let folks know, hey, we're out again," Stanfield said. "We're asking you to support this nonprofit work in our community and for business leaders to know that you're going to have a volunteer showing up in your place of business in the next couple of weeks."

The goal for the new campaign is $1.3 million.

"That's our goal this year to support 21 agencies, and actually it's 33 programs inside of those agencies," Stanfield said. "Some agencies receive funding for only one program, like Meals on Wheels. That's all they do, so they get funding for that particular program, but Interfaith Housing, for example, has four programs that receive United Way community donated dollars."

There are many ways to give to nonprofits in the community.

"I love to offer lots of solutions for folks, so we can do a one-time gift," Stanfield said. "You can mail us a check. That's absolutely doable. You can hop on our website and make a one-time gift on a credit card or through an automated payment out of a bank account. I think one thing that's really unique about United Way and the reason we do have so many businesses that choose to participate with us is we allow a payroll deduct option where folks are able to give a reoccurring gift out of their paycheck pre-tax, so it does give you a little lift when it comes tax time."

But, even if you don't have money to give, you can still help.

"As a volunteer, if you can give your time, that's very valuable in the nonprofit community. There is the Volunteer Center here locally. I call them our matchmakers for volunteerism. They will put you in a place that can use your skills and your time. You can also be an advocate, and I think lots of folks when they hear advocacy think political advocacy, and that's one way to be an advocate, but you can also just be an advocate for something that you're passionate about. Maybe it's getting involved in your school PTO. Maybe it's sitting on a civic group. Perhaps it's just engaging in your friends circle in a way that says, hey, y'all, we need to get involved in XYZ because we're passionate about it. So really, truly, I say look for that opportunity to be plugged in in your community."

HUTCHINSON, Kan.&nbsp;— The City of Hutchinson has installed the temporary traffic signals on Main Street for the upcoming Kansas State Fair.&nbsp;

The lights have been installed at 20th and Main, along with 23rd and Main. 

The temporary signals will be set to flash mode until Sept. 6, allowing traffic to adjust to the changes. The lights will be set to regular operation from Sept. 6 through Sept. 20.&nbsp;

The reasoning for the temporary traffic signals is to help control possible congestion issues for the upcoming Kansas State Fair, which runs Sept. 6-15.&nbsp;

Ranger Road closed

HUTCHINSON, Kan. — Hutchinson Community College President Dr. Tricia Paramore has known for a long time that she wanted to lead in higher education.

"When I was in graduate school at the University of Kansas, my aspiration was to go into higher education teaching and then ultimately administration," Paramore said. "I had a mentor who was really just a great model for me going into a provost type of position and then ultimately a university president and I thought at one point that's what I want to do. So I started off using my degrees in biology and genetics as a faculty member here at the college in 1996. It's when I was hired and did that for about 10 years. I loved it. I still think teaching is the best gig in higher education and then about 10 years in I had the opportunity to become the department chair, which is kind of like what most people think of as a dean, right? Most schools call it a dean position and was in that position for about 17 years and then almost two years ago I moved into the role of the vice president of academic affairs and then this summer I began as the president and you know that president position opened up a little sooner than I was expecting, but here we are."

Paramore said she loves the people she works with, but the students are what get her up in the morning to go to work.

"I love being around the students," Paramore said. "When they started coming back in mid late July, I was like, yeah, here we go. This is why we're here and it really kind of keeps the focus on our purpose, which is to help them."

Paramore wants to help the whole school chart a direction. It's not a job she wants to do alone.&nbsp;

"I've had a number of opportunities where folks have said, Hey, what do you want to do with this? What direction do you want to go with this? What do you see as this, you know, for this initiative, whatever it may be. My approach is, is typically, well, what about we, is it just what I want to do or is it what we want to do as an institution? Let's get some other people around the table who have some voice and impact on this and talk about what we would like to do rather than just what Tricia wants to do."

Paramore told the staff when they came back for fall classes in August that she wants the institution to push forward, but it may still take a while to see exactly what that looks like.

My approach is, is typically, well, what about we, is it just what I want to do or is it what we want to do as an institution? Let's get some other people around the table who have some voice and impact on this and talk about what we would like to do rather than just what Tricia wants to do."Paramore told the staff when they came back for fall classes in August that she wants the institution to push forward, but it may still take a while to see exactly what that looks like.

HUTCHINSON, Kan. — Hutchinson/Reno County Chamber of Commerce CEO Debra Teufel knows there have been some ups and downs with employment in the area, but she's optimistic about their efforts.

"I would say we continue to fill what I would call a leaky bucket," Teufel said. "I was looking back at some of those announcements just in the last year, but then going back five years. You know, last year, the closure of Sunoco Paper Mill lost over 100 jobs in the community. Then with Sleep Haven closing their doors and ProPack this year, and then the layoffs that had occurred at Siemens that they're trying to bounce back from. Prior years, you know, Kansas Protein Foods came in and filled the hole where CH Foods had closed. So that was a net, you know, gain, I guess, once KPF came in, but with the Eaton closure and then we brought KMS in behind that, but KMS operating in the Eaton facility and then the company that operates in one of the former Eaton facilities on the frontage of Airport Road, those were not near the jobs that Eaton had once held in this community. So it's constantly filling that leaky bucket."

There has been some good progress in some areas, however.

"Superior Boiler continues to grow," Teufel said. "They took on a new facility. They're working with us on a relocation plan to bring people in for their jobs. The GUNBROS announcement this year, the Haven Steel Edition this year that's going to be embarking on an expansion in Haven. The last couple of years, Graphic Impressions, First Team, JW Machine, DCI, I mean the list can go on and on of companies that have added jobs, but we are constantly trying. To us, that's the churn of an economy. Companies come and go and we have to work to backfill them and I think we have done a great job of backfilling facilities. I didn't even mention Bold 3PL. My goodness, they're in over a half million square feet of space here now and they would love to have more."

They are still looking for a tenant for the spec building in the industrial park.

"We have had over 15 site visits in the last year and some of those have looked at the spec building, some of those have been here because of the new large industrial site and they are across the board in a spectrum of things that I think are all waiting for the next move in our economy," Teufel said. "I've said election years are a weird year because people are have money sitting on the sidelines waiting to see which way it could go, but these kinds of projects would create really good jobs. They are anything from ag equipment manufacturers to what I would call industrial equipment manufacturing to some biochemical projects to even some wind energy suppliers."

Who wins in November and which sectors of the economy grow as a result could help determine which of those candidates may go forward in Hutchinson.

HUTCHINSON, Kan. — Trooper Chad Crittenden with the Kansas Highway Patrol talked to Hutch Post about the special enforcement campaign that is going on now through Labor Day. 

"Usually around the holiday weekends or major holidays, KDOT provides additional overtime for step funding," Trooper Crittenden said. "It's where we have a lot more troopers or officers all around the state, highly visible out there, but we are taking strict enforcement out there, just ensuring and trying to get that education out there. We try to do it through social media first and give the warnings that way, but again, we have to ensure that people are not impaired out on our roadways, not using their phones in ways they shouldn't be, and especially enforcing the speed and occupant protection violations."

Speed violations in particular have been a point of emphasis for the patrol on social media, as they have been showing a lot of tickets for going over 100 miles per hour in recent months.

"A lot of times what we fail to understand is our cars have limitations, us as humans and drivers have limitations, and just because that speedometer can go up to 100 plus miles an hour doesn't mean that we can react to it," Crittenden said. "You know, reaction time is drastically changing the faster you go. You can't respond, your vehicle won't respond the way you think it should at those speeds, and that's when we see these severe injuries and fatality crashes happen when the unexpected does."
