HUTCHINSON, Kan. — DCCCA and Healthy Blue, in collaboration with Kansas Recovery Network and New Beginnings, announce the installation of a new naloxone vending machine coming to Hutchinson. Naloxone, also known as Narcan, is a medication designed to rapidly reverse an opioid overdose. This innovative approach aims to provide immediate first response to opioid overdoses and save lives within the Reno County community. Residents can access the free naloxone by simply entering their zip code. The vending machine will be located at Crossover Recovery Center – 400 W 2nd&nbsp;Ave. A ribbon-cutting ceremony is scheduled for Thursday, February 22 at 11 a.m. to dedicate the official launch.

“Through this partnership, we’re taking a proactive approach to addressing substance use disorders and mental health challengers in our community,” Bryan Baier, President of Healthy Blue. “By combining our resources and expertise, we aim to make a positive impact and provide the necessary tools to those who need them.”

By making it readily available through this vending machine, individuals will have quick access to a life-saving intervention in critical situations.

DCCCA, Healthy Blue to launch naloxone vending machine in Hutchinson

HUTCHINSON, Kan. — The new 1861 Club on the Kansas State Fairgrounds will be unlike anything else they have there now.

"The idea was to find a base source of revenue for the Foundation that we could count on year-round," said James Fisher with the Kansas Fairgrounds Foundation. "That would then allow all of our fundraisers and all of the other money that we go after to go 100% towards projects."

The venue will fill a size gap in the Hutchinson community.

"This venue will seat around 350 people at rounds," Fisher said. "The other venues in town, they max out at about 250 to 300. It's the largest venue in town, so if you have a large wedding or a large corporate event, we'll be that fit for you. In all honesty, the only other buildings that we're competing against in Hutchinson are the other buildings on the fairgrounds. What we're doing is just adding an opportunity for additional rentals."

1861 Club Manager Tami Rife can't wait to show off the new venue when it opens as part of the 2024 Kansas State Fair in September.

"It's going to be a 'wow' factor," Rife said. "When you walk into the doors, you're instantly going to be wowed. We want you to come in. We want you to relax. Have a beverage, have some food, some entertainment and stay a while. When you leave, I want you to take that 'wow factor' thought with you."

Venue will be 'base source of revenue' for Fairgrounds Foundation

PRETTY PRAIRIE, Kan. — The bond projects in Pretty Prairie USD 311 continue. The roof projects have been inspected and the gym project is ready for the next step, as they now have the plans.

"We saw those at the board meeting," said Superintendent Ashley Anderson. "Landmark Architects came down. She had the plans that we got to approve. Then they'll send those to DCS and get all the subcontractors lined out. Hopefully, April, we'll get to break ground and start on that big project."

Between now and then, once it warms up, they can start looking at windows.

"That's the next project," Anderson said. "That starts in March. You're right, they aren't the most glamorous project, but, my goodness, they are so needed. Especially in our grade school, just driving by there, I am so excited to have new windows. Not only for the efficiency, but just for the aesthetics. I think it's really going to spruce up that building."

Pretty Prairie USD 311 approved the bond issue when it was on the ballot in May of 2023.

Bond projects going forward in Pretty Prairie

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said his survey of Midwest Bank CEOs in small towns continues to show struggles.

"Farm income, of course, is not doing well," Goss said. "Agricultural commodity prices are the number one negative coming out from the survey. Likewise, these higher interest rates are cutting into economic conditions for the farm and, for that matter, the banks that report on the farms."

The slowdown seems to mean that there is less money to spend in those rural areas.

"Our retail sales numbers were not good, coming out of the survey," Goss said. "Likewise, housing sales down. The numbers came out from the U.S. government and retail sales for January were not good down 0.8%. That mirrors what we're seeing in our survey."

The profit numbers for farmers tell the tale.

"Profitability's declining, no doubt about it," Goss said. "The USDA projects lower income, farm income for 2024. Our survey, about 44% of the bankers reported worsening farm finances. A high proportion said that they were flat."

Interest rates are up by five percentage points from 18 months to two years ago.

Goss: Rural Mainstreet struggling

HUTCHINSON, Kan. — The Hutchinson Community College Fine Arts Department will host Jazz and Jambalaya on Feb. 22, 7 p.m., at Stringer Fine Arts Center's Galley Theatre. Director of Choral Activities' Neal Allsup said the performance will be set up like a jazz club.&nbsp;

&nbsp;"So if they need to get up and move around or want to dance to one of the pieces or whatever," Allsup said. "It's a wonderful atmosphere for the students to understand that all Jazz performances aren't in a concert hall with a proscenium. That if you are a jazz musician, you will be playing in Jazz clubs too which means that the proximity of the audience will be rather close and people will be eating and drinking around their singing and that sort of thing."

The concert will feature HutchCC Vocal Jazz Ensembles, Badinage and Sonance directed by Allsup. The HutchCC Instrumental Jazz Combo, directed by Greg Weis, will also perform.&nbsp;

As of Friday, Feb. 16, Allsup said that the annual event is more than half sold out and only 80 tickets remain. Tickets are $15 a piece and include a meal. Call (620) 665-3503.

HUTCHINSON, Kan. — Salt City Brewing posted on social media Thursday that it was seeking support from the community to call representatives related to Senate Bill 511, a bill to reduce regulation on microbreweries.

"It allows microbreweries to sell their own beer to bars and restaurants and to events," said Democrat Rep. Jason Probst. "Right now, we have the three-tiered system and they can't sell their own beer. They have to go through a wholesaler or distributor. This would allow&nbsp;microbreweries and companies that make hard cider to sell their own product."

Probst said supporters feel restricted by the regulation.

"The wholesalers are largely interested in moving large volume product," Probst said. "They are interested in moving InBev, Budweiser products and not as interested in moving microbrewery products, which is a growing industry. There are more microbreweries every year coming on line. People really enjoy them. They kind of become social gathering places in communities throughout the state. The microbrewery industry is saying, our growth is being limited, because we have to use these wholesalers under current law and the wholesalers are not moving our product."

Probst noted that the three-tier system, even if it could be believed that it provided some safeguards in the past, is not continuing to be useful in the same state where alcohol can literally be sold out a drive-through window now.

"There's no question, I support it," Probst said. "You know, I joke to people that there's no such thing as a free market. There's just a market that is regulated to the advantage of certain industries."

Large companies sometimes like regulation, because they have the competitive advantage of being able to afford the lawyers and lobbyists to massage them to their advantage.

Probst: Microbrewery bill would help growing industry

HUTCHINSON, Kan. — According to Dan Murray with NFIB Kansas, a nationwide survey of NFIB members continues to lag behind its historical average.

"Small business owners expectations for higher sales declined in January," Murray said. "They're still concerned about inflation, still having trouble filling job openings that they have, finding qualified applicants. Our Small Business Optimism in January decreased two points."

The level was at 89.9, marking the 25th consecutive month below the 50-year average of 98. Not having good help means small business owners are working at their business, not on their business.

"The small business owner has to get in there and not only run the books and do marketing and all that, but also run the [business] itself," Murray said.&nbsp; "Small business owners are doing what they normally do, which is roll up their sleeves and get to work."&nbsp;

Open house for Building Trades house Feb. 27

HUTCHINSON, Kan. — With the formal agreement earlier this month to dismiss the Gannon school-finance lawsuit, it's important to remember that the school finance subject has been on the minds of legislators for decades.

"In many ways, you really can go back to 1990," said Mark Tallman with the Kansas Association of School Boards. "It was a lawsuit that created what is essentially the system we have now of base state aid, of a flat amount, of weightings, was put in place then. Then, in the mid 2000s, the Montoy decision was when the legislature basically created, in response to the court, a cost study, which laid out what it believed would be necessary to provide constitutional funding and implemented that over a four year period. At that point, the Supreme Court said, okay, you did what you said you would do. You phased this in. We're dismissing the case. Almost immediately, and there were a lot of other factors we could talk about, the legislature began backing away from that. Because the court had dismissed the case, it took a new lawsuit. That's why Gannon is separate from Montoy where, in effect, everything started over. For the most part, the issues in Gannon were to say, you had kind of set up a system, for both equity and adequacy, based on evidence. The legislature then failed to fund that. The court ultimately found with the plaintiffs, in Gannon. The legislature then did adopt a plan, as we all know, to phase it in over an even longer period, ultimately six years. In this case, the court waited for the whole duration of that to be done."

It's also important to note that the legislature has tried to respond to the changing needs of students over the course of that time.

"Thirty to forty years ago, most of the emphasis was on what we call equity, because of differences in local wealth," Tallman said. "Now, an important part of these decisions might be what we call adequacy, which is saying, are we providing enough to meet the diverse needs of Kansas students. You talk about that complexity. It's important to understand, that complexity, all of that complexity has come about by the legislature responding to new concerns or new cost studies that really are about saying, here's a group of students that traditionally struggles. Maybe they've got special circumstances. How do we provide funding that makes sure we can meet the needs of those kids?"

⚾ Baseball Clinic coming up Sunday

HUTCHINSON, Kan. — The City of Hutchinson is thrilled to announce that it has been awarded a $650,000 grant from the Kansas Housing Resources Corporation (KHRC) as part of the Kansas Moderate Income Housing (MIH) Program. In addition, Meyer Landmark, LLC has been awarded $1,200,000 in Kansas Housing Investor Tax Credits (KHITC) for the proposed Landmark Apartments project.

In collaboration with Justin Pregont of Pomeroy Development, Meyer Landmark, LLC, owned by Michael and Laura (Meyer) Dick is set to embark on a transformative $13.5 million adaptive reuse and historic preservation project. This initiative aims to breathe new life into the long-vacant and blighted downtown Hutchinson building, formerly known as the Landmark Hotel, by creating forty new apartment units.

The Landmark Hotel, originally constructed in 1923 and initially known as the Stamey Hotel, holds significant historical value for Hutchinson. Once revered as the premier hotel in the area, boasting a grand lobby and first-floor restaurant, the building has languished in disuse for years.

Laura Meyer Dick, reflecting on the inspiration behind the project, shared, "During my fundraiser calls for the Downtown Master Plan project, someone asked me to consider saving the Landmark Building because of the impacts it would have on Downtown Hutchinson. I could not get that idea out of my head." She continued, "I arranged a tour of the building, and once I was inside, I quickly was able to see past the mess of stripped pipes, wires, and pigeon feathers from years of neglect. I saw the old charm and beauty of this historic building. My husband Michael and I are so excited to execute our vision for what this could be for our community."

Mary Grace Clements, interim City Manager, expressed gratitude for the grant award, stating, "This generous funding from the Kansas Housing Resources Corporation represents a significant milestone in our efforts to revitalize downtown Hutchinson. The Landmark Apartments project will not only restore a cherished historical landmark but also provide much-needed housing options for our community."

HUTCHINSON, Kan. — The Hutchinson Art Association is celebrating its 75th Anniversary in 2024, and they have set a big reception date for July 19th. 

Mark your calendars and come join the fun as they celebrate 75 years of bringing art exhibits to the Hutchinson community. 

Selections from the Hutchinson Art Association Permanent Collection will be on display at the Hutchinson Art Center, 405 N. Washington from June 14th - August 17th in the Main Gallery, with artwork that spans the seven-plus decades of the Hutchinson Art Association.&nbsp;&nbsp;

Founded in the Spring of 1949, the Hutchinson Art Association had no building to call home for its first 27 years. Shows were hung in various places like the Hutchinson Junior College Auditorium, and at the first public library at the Labor Temple at 5th and Main.

in 1949, Marvel Senti arrived. Marvel was hired as the first elementary art teacher in the Hutchinson public school system. Being an artist herself, she was quickly drawn into the Art Association circle and remained an active and essential member until her death many years later.

As the art center prepares to celebrate the 75th anniversary, the Hutchinson Art Association is reaching out to the community for help.

Date set for anniversary reception at Hutchinson Art Center

HUTCHINSON, Kan. — In a social media post on Friday, the Hutchinson Clinic announced the death of one of its physicians.

"It is with great sadness that we share the passing of our beloved ENT physician, Dr. Wade Gaeddert.  He has been a part of the Hutch Clinic family since 2004 and his loss is deeply felt by all of us here," the clinic said.&nbsp;"We are keeping his family, friends, and patients in our thoughts and prayers.  If you have an appointment scheduled with Dr. Gaeddert, someone from our team will be contacting you with next steps."

The circumstances of Dr. Gaeddert's death have not been released.

HUTCHINSON, Kan. — The Hutchinson economy is strong, according to an annual survey from the Hutchinson/Reno County Chamber of Commerce.

"We survey our Chamber members every January," said Chamber CEO Debra Teufel. "We ask them to take a look back at what sales did in the previous year, as well as what employment has done, then do they expect that to be growing? The good news is that most of the respondents said that last year was a pretty solid year. Sales actually increased, by and large. Most of them also have a pretty fair outlook for this year. There were several of the companies that responded that said they feel that this could be a year that they continue to invest in their business, whether that's in physical facilities or in new machinery and equipment."

There are still challenges ahead for local business.

"Workforce is a challenge for everyone," Teufel said. "We are not immune to it. They kind of rated their workforce based on soft skills and basic skills required for the job. Most businesses feel like they can train people for the actual technical aspects of the job, but they want folks to have soft skills when they come in. That's the reason we do some of the programs we do with the schools to prepare young people for those jobs."

Good people are as difficult to find as they have ever been in Reno County.

"We are at really historic unemployment lows," Teufel said. "That's a good thing, by one measure, but it does almost feel like we are at full employment. The most recent number from the Kansas workforce system shows we're at 2.2% unemployment, which equates to about 650 individuals that are qualifying for unemployment of some form in Reno County. That is down from, last year, we were hovering in the 3% range. To hit 2.2%, I would say is almost a historic low. We may have hit it one other time since I've been here in Reno County. When I came here in 2016, we were in the 5.5% range."

This is as low as unemployment has been since April 2022.

Chamber survey: Businesses want to grow, need people

HUTCHINSON, Kan. — If your family would like some assistance enjoying the Cosmosphere, you may consider coming to the museum during the time of docent-led tours. That includes this Saturday, Feb. 17.

This will be offered every other Saturday at 11:00 a.m. and 2:00 p.m., where experienced and insightful docents will enlighten and entertain you on your journey through the Hall of Space Museum.&nbsp;

Hall of Space admission is required, however, Reno County residents get in free to the Hall of Space Museum.

Docent-led Cosmosphere tours continue Saturday

HUTCHINSON, Kan. — Kansas First District Congressman Tracey Mann explained his vote on the impeachment of&nbsp;Alejandro Mayorkas,&nbsp;Secretary of the Department of Homeland Security. He voted in favor of sending the articles over to the Senate. The vote was 214-213.

"It baffles me a little bit that it was so close," Mann said. "To me, it's an easy decision. The Constitution gives the House of Representatives the sole power of impeachment. It states that civil officers of the U.S. can be impeached for treason, bribery or other high crimes and misdemeanors. When you look at Secretary Mayorkas, what's happening with the southern border, his willful decisions not to comply with our nation's immigration laws, breaching the public trust of the Congress and the American people, it's unfortunate that it's to this point. Something must be done, though."

The Senate is set to take up the impeachment trial on Feb. 26.

"Since Biden came into office, we've had 8.3 million folks come into the country illegally," Mann said. "Today, there are at least a dozen things the President could do that would not completely solve the problem, but we would see the numbers plummet."

Mann gave some examples of action the administration could take.

"The Border Patrol tells us that if the President would just reinstate remain in Mexico and also end catch and release, they think that illegal immigration would drop overnight by as much as 70%," Mann said. "That's something the President should have done two years ago and could do today."

The Remain in Mexico policy, when it was in force, required migrants seeking asylum to remain in Mexico until their US immigration court date.

HARVEY COUNTY—A Kansas man avoided injury in a small plane mishap just after 1 p.m. Thursday in Harvey County.

The Kansas Highway Patrol reported a 1991 Robbins Wesley&nbsp;RV-4 Fixed Wing Aircraft piloted by Sidney O. Mead, 71, Wichita, was flying from Eisenhower Airport to Newton City County Airport when the engine failed and would not restart.

The pilot landed the aircraft in a field, on its wheels, with no damage to the aircraft and no injury.

Engine failure: Small plane forced to land in Harvey Co. field

HUTCHINSON, Kan. — The Hutchinson City Council will approve the 2024 Residential Street Maintenance project bid at their meeting on Tuesday.

The area of the project is the portion of the city east of K-61 highway for 2024.

The City contracts for both Crack Seal and Chip Seal as part of the yearly maintenance.

Crack Seal: The first and most economical line of defense for pavement preservation is sealing the cracks to help prevent water from getting into the street. Crack sealing involves cleaning out and placing a hot applied asphalt-based sealer in the cracks.

Chip Seal: This involves spraying a thin film of heated asphalt emulsion on the road surface, followed by the placement of small aggregate (chips). The chips are then compacted into the asphalt layer and excess chips are swept from the surface over the next few days.

The total approved 2024 CIP budget for the 24-02 Residential Street Maintenance was $1,390,000.00. The crack seal portion of the project at $290,000.00 and the Residential Street Resurface budget at $1,100,000. The difference of $89,940.00 is expected to be paid by existing funds in the Residential Street Resurface Reserve.

Staff recommends that the council approve the low bid of Circle C Paving and Construction in the amount of $1,479,940.00.

The Hutchinson City Council meets at 9 a.m. Tuesday at City Hall.
