Shara Gonzales, President and CEO of New Beginnings, Inc., with Isaac Dimitt, Executive Chef/Kitchen Supervisor for New Beginnings, Inc., accepted a check for $10,000 on Wednesday, Feb. 28, 2024, for the New Beginnings Bisonte Food Service Communal Meal Program as part of the&nbsp;Pathways to a Healthy Kansas (Pathways)&nbsp;implementation grant, a Blue Cross and Blue Shield of Kansas (BCBSKS) initiative, in partnership with Heal Reno County and the Substance Abuse Center of Kansas (SACK).&nbsp;Claudio Faundez, Group Sales Advisor with BCBSKS, presented the check with Candace Davidson, Reno County Health Department Health Educator and Heal Reno County.&nbsp;&nbsp;

The Bisonte Food Service Communal Meal Program is designed to provide balanced meals and nutrition education to people in recovery in a communal meal setting, so they can support and sustain their recovery. The Bisonte Food Service is made up of and managed by people who have substance use disorders, are in recovery, and are either graduates of New Beginnings Transitional Jobs Program or are members of Oxford House Chapter 13. The Bisonte Food Service provides dietary meals for the detox and residential treatment unit of SACK and for Horizons Mental Health Center’s Crisis Unit.The Bisonte Food Service will begin developing and implementing a Nutrition for Recovery Program using funds provided by the&nbsp;Pathways to a Healthy Kansas&nbsp;implementation grant consisting of:

$500 for stipends for five Transitional Jobs Program members to develop the program (5x$100.)

$300 for research materials including books.

$3,500 for a communications firm to develop presentation materials, handouts and posters including printing costs.

$3,000 for educational meals accompanying presentations.

$2,700 for horse trough garden beds and start up garden materials including soil, irrigation and seeds or starters for a garden to be built at the SACK site and maintained by people in recovery.

“This is the next step in treatment as we work with people in recovery. There’s a nutritional need and while we’re in treatment facilities, we can start to change the diet for people that are in recovery, or at least in the beginning of their journey into recovery. Every type of substance misused has a nutritional deficiency that comes with it so it’s specific to the drug of choice. The hope is that this is a program that can be copied at other treatment facilities within Kansas,” said Gonzales.

According to the American Addictions Centers, “Proper nutrition can help both the brain and body heal from chronic substance abuse and increase the user’s odds of getting and staying sober.”

As part of the grant, the Bisonte Food Service has agreed to have a written policy that includes nutrition standards that follow evidence-based standards and are specifically focused on the population to be served by the communal meals program. The policy also includes a comprehensive tobacco-free space for any on-site food service program. They commit to continue this effort for at least two years and apply nutrition standards for up to five years if the program is still ongoing for those five years.

New Beginnings receives Pathways grant for their Bisonte Food Service Communal Food Program

HUTCHINSON, Kan.— Republican attorney Gregory Bell will run for District Judge for Division IV of the 27th&nbsp;Judicial District, which covers Reno County. This seat is currently held by the Hon. Patricia Macke Dick, who has decided not to seek reelection.

“I am honored to announce my candidacy for District Judge," Bell stated. "My career has been driven by a commitment to fairness, equality, and the well-being of our community. I am determined to bring these values to the bench, ensuring that our legal system in Reno County is just, fair, and accessible for everyone."

Bell has been an attorney since 1990, practicing in Hutchinson since 1996. His extensive legal experience includes roles as a defense attorney, legal advisor, and litigator, making him uniquely qualified to address the challenges facing the judiciary. He has represented approximately 2,000 children in Child in Need of Care cases in Division IV, and approximately 5,000 children in Juvenile Offender cases in Division IV.

Using 34 years of experience, Bell will use his insight and knowledge to foster a responsive and equitable legal environment for the 27th&nbsp;Judicial District.

“I’ve worked with Reno County families since 1996, and I’m on my 3rd generation of families,” said Bell. “I feel an obligation to continue working with these families to assure that Reno County children are safe, healthy and productive.”

Bell was raised on a farm in Edwards County, and is married to Marsha Potter, who works as a court reporter in the courthouse. Together, they have 5 children and 5 grandchildren.

Her commitment to community involvement reflects her genuine dedication to making Hutchinson a better place for all.

Mills hired as United Way CEO

HUTCHINSON, Kan. — The Hutchinson Chapter of the NAACP will host Dr. Micah Kubic on Thursday evening, March 7th, 2024 as their featured speaker. The meeting will begin at 7:00 p.m. in the basement of the HutchCC Student Union. Dr. Kubic is the Executive Director of the ACLU of Kansas (American Civil Liberties Union). 

The American Civil Liberties Union of Kansas is a non-profit organization dedicated to protecting the civil rights and liberties of all people living in Kansas. They work in the state legislature, the courts, and local communities to ensure that those who threaten the civil liberties of Kansans are met with stark resistance. They work for policy change to expand and strengthen civil liberties, provide legal counsel, and act as an ally and an advocate for people who are denied the rights guaranteed to them by the U.S. Constitution and Bill of Rights. 

It is their mission to protect and defend the constitutional rights and civil liberties of every individual in Kansas regardless of creed, race, religion, gender identification, or class. Our efforts are focused on serving and defending reproductive rights, racial justice, LGBTQ+ rights, First Amendment rights, immigrant rights, voting rights, criminal justice reform, and privacy rights. 

The ACLU of Kansas protects the civil rights of segments of our population that have traditionally been marginalized, including women, people of color, lesbians, gay men, bisexuals, transgender and queer, people, currently and formerly incarcerated people, people with disabilities, immigrants, and the poor. NAACP to host ACLU Kansas Executive Director

HUTCHINSON, Kan. — Hutchinson Mayor Greg Fast said the council will be busy Tuesday, even though their formal agenda for the meeting is short.

"We have two city manager candidates that we're going to interview on Tuesday," Fast said. "One from out of state, one from in state, and possibly a third that we may bring in for an interview from two states away. As I always tell people, I'm always hopeful that we find a good one. Fast was tongue in cheek with the another year comment, but leadership in all areas is tough to find these days.

"We, as a council, have a couple people behind the scenes helping us that do this kind of work for a living that have some ties to Hutchinson and you know, one of the things we talk about is the candidate pool is really small in general, not just for the Hutchinson job, but for other jobs. There seems to be a lot of the top jobs available right now. I think that we struggle in hiring, all the way from the bottom of the scale. I think that's in every sector, not just the municipality sector."

Growing talent within all levels of city government for people who already work and live here is a key component of filling those positions.

"We are working hard to get them the training to set them up for success," Fast said. "They are just getting by at this time. I think that we have made some headway in hiring staff. We are going to cultivate those relationships and set them up for success."

It will depend on whether the council feels the need for additional interviews or not to determine how quickly a decision can be made.

Fast: Tuesday important in city manager search

The 2023 severe weather season in Kansas could be best described in one phrase: drawn out. This was something we forecasted last season and was due in large part to the transition from a La Niña (cooling of the waters in the Equatorial Pacific) to a brief neutral period (neither warm nor cool waters) to a burgeoning El Niño in the same region.

Overall, it was another muted tornado season for Kansas, with 44 occurring. That number is a staggering 46.6% lower than the 30-year average of 81. Nine of the 44 (or roughly 20.45%) tornadoes last season came from Chase County, including two EF-2 tornadoes during a localized tornado event on the evening of April 19.

Putting it all together, the four years from 2020-23 is the 19th the quietest tornado period for Kansas since the 1950s, with 155 tornadoes documented. The quietest period? You have to go back to the four years from 1975-1978, when only 77 tornadoes were reported.

By contrast, the four-year stretch from 2005-2008 was the busiest for Kansas, with 563 twisters reported, including the infamous Greensburg tornado.

SWPW: 2023 in review

HUTCHINSON, Kan. — Advocacy groups are being told that there will be a hearing on Medicaid Expansion at the Kansas Statehouse this session, but Hutchinson Democratic Rep. Jason Probst is skeptical.

"I'll not hold my breath until I actually see the hearing happen," Probst said. "Over the years, we've had these performance based hearings, where we have a roundtable discussion or we bring in people to talk about the issue, but never with the actual intention to work a bill, or to actually advance the policy or have a actual discussion about it. I'm going to reserve my judgment and my hope on that, until I actually see it happen."

Kansas has been behind most of the rest of the country in terms of expanding Medicaid. Probst supports the idea.

"We're one of ten states now that hasn't done this," Probst said. "It only hurts our communities, our healthcare infrastructure and our residents. There's a lot of false narrative out there about who benefits from this and who doesn't. The bottom line is, this is a tool we can use to try to shore up the healthcare system and it's a tool we can use to support people in our state who are working, but who are working at jobs that don't provide health insurance."

Part of the issue in previous sessions regarding healthcare policy more generally is that legislative leadership didn't want to see other healthcare bills amended to become Medicaid Expansion vehicles.

"There's a lot of healthcare policy that has been bound up, for the last several years, because of this overwhelming fear from the majority leadership to allow a discussion on Medicaid Expansion," Probst said. "They are so fearful of getting that in front of the members in an open dialogue, that we have actively avoided updating some parts of healthcare law that really need to be done. That's really frustrating. Medicaid Expansion is really, really important, but its not the only issue that we need to be addressing in the world of healthcare."

Kansas House leadership may hold the hearings, but unless Speaker Dan Hawkins changes his position, or another health care bill gets amended on the floor, it's extremely unlikely that it will get past that point.

Medicaid Expansion may get hearings, but will it be heard? Probst has doubts

HUTCHINSON, Kan. — Shawn Steward with AAA Kansas told Hutch Post that the trend from the last few weeks regarding gas prices is continuing.

"We've started to see those gas prices go up at the pumps," Steward said. "Both national and state averages have jumped a pretty good amount, up seven cents nationally and up five cents in Kansas over the past week."

"Right now, we're seeing some rise in demand for gasoline here, domestically, according to the latest reports and also supply has tightened up a bit," Steward said. "Plus, crude oil prices have gone up recently, as well. We're in the $80 a barrel range right now, approaching $80 for West Texas Intermediate Crude, after recently, we had been fluctuating in the mid 70s."

Area counties are on either side of the state average, which was $2.93 as of Friday.

"This is generally a time when we start seeing demand rise," Steward said. "As the weather improves, we head toward spring break, as far as road trips and then we head toward summer vacation time, as well."

In addition, summer blend gasoline costs a little more to refine than the winter blend, so that has a little upward pressure on prices as the switchover happens in the mid to late spring.

Prices at pump continue upward trend

HUTCHINSON, Kan. — After climbing above growth neutral for December and January, the Creighton University Mid-America Business Conditions Index, a leading economic indicator for the nine-state region stretching from Minnesota to Arkansas, slumped below the 50.0 growth neutral threshold for February.

"The manufacturing sector is just moving sideways to a bit down," said economist Ernie Goss. "The inflation numbers coming out from the Bureau of Labor Statistics was also not good, showing more inflationary pressure, which means we're going to be stuck with higher interest rates a bit longer than most investors and most economists expected."

Trade numbers were very weak for the month with new export orders sinking to 23.9 from January’s 35.8.

"Trading, particularly in Asia, and also, of course, Europe, we're seeing our trading partners going through, most of them are in an economic downturn," Goss said. "That's particularly true for China, Japan, Europe, Germany is not doing well. That's being telegraphed back to this part of the country."

Manufacturers are shortening their supply chains, if possible, after COVID-19 showed how hard it can sometimes be to get raw materials.

"Some of those companies, those manufacturers, are moving back to the U.S.," Goss said. "Of course, that doesn't take place very quickly. It's taking time. We're seeing things just not as strong as we'd like to see. When it's all said and done, when we've got a little distance between 2023 and the first part of 2024, I think we'll say that manufacturing was indeed in a recession. It was not a deep recession."

RENO COUNTY — Reno County property owners likely received their valuation notices in the mail over the weekend, and Reno County Appraiser Michael Plank wants to remind them that his office's job is to reflect actual value, as the market sets the value.

"Everything we do is statutory," Plank said. "It's all state law. It's all driven by Topeka. For residential property, we look at sales, we look at sales comparisons. Statutorily, again, we have to value every single property in the county every single year. We're valuing ones that have sold versus ones that haven't sold. We use the ones that have sold to tell us what the real estate market looks like, to give us an idea of the value of the ones that haven't sold. It's an appraisal principle called comparable sales. We have replacement cost, for commercial and industrial, we have an income approach to value that we can utilize, and so we generally look at all those where we can and then select one that we think is most appropriate, and then select a value that we think is most appropriate."

Also, it's important to note that valuation is one variable in the tax equation, the other is the mill levy.&nbsp;A "mill" is equal to $1 for every $1,000 of assessed property value.

"The ones who set the mill levy are generally more your local elected officials, your city councils, your school boards, your county commissions," Plank said.&nbsp; "If you're in the rural areas, your fire districts, townships, entities like that. They set the mill levies, they set their budgets, which determines the mill levies, they take a formula and our valuation is a part of that formula. We are a part of the process."

Appraisers are not supposed to have an adversarial relationship with property owners, and Plank wants you to know that they want questions asked so they get it right.

"We're county employees," Plank said. "We're residents of Reno County. We're taxpayers, too. We live and work and play here, as well. Just give us a call. If you have questions about your property, or even about any other specific property, it's all public information. Give us a call. Ask your questions. We'll do our best to try and answer them. We're happy to talk to folks. We're happy to help educate folks on the process, whether it's the valuation process or the taxation process, or whatever questions they may have, and if we don't know the answers, we'll tell you that and we'll say, you know, give us a chance to figure that out and we'll give you a call back."

Appraiser: Market sets values for residential property

The shows include a retrospective by Hutchinson painter Don Fullmer; paintings by Patricia Scarborough of Geneva, Nebraska; mobiles by Scott Brown of Hutchinson; and&nbsp;New to Us: Recent Acquisitions to the Sandzén Gallery's Permanent Collection.

The Midwest Art Exhibition was founded in 1899 by three local Lindsborg artists – Birger Sandzén, Carl Lotave, and G. N. Malm – as a complement to the annual Messiah Festival&nbsp;held at Bethany College. Today, it represents the longest running annual art exhibition in Kansas and&nbsp;primarily features works by artists invited by the Sandzén Gallery or from the Gallery's permanent collection.

Hutchinson, Kansas native Don Fullmer is a painter whose works are the creative culmination of a lifelong quest and desire for knowledge. Fullmer's education includes a 1974 B.F.A. from the University of Kansas, as well as a 1976 M.A. and 1977 M.F.A. in painting from the University of Iowa. He has used this formal training as a starting point to create a long career as a working painter.

This year, Symphony in the Flint Hills is excited to welcome Katharine McPhee as the guest vocalist performing with the Kansas City Symphony. McPhee became a household name in 2006 during Season 5 of AMERICAN IDOL. Since then, she's starred in multiple shows on television, film, and Broadway, and performed to sold-out crowds around the world. Her recordings have topped charts in multiple genres, including pop, jazz, and adult contemporary.&nbsp;&nbsp;

HUTCHINSON, Kan. — The Hutchinson City Council must be planning to spend quite a bit of time discussing city manager matters at its meeting on Tuesday, as coming off of the council and staff retreat over the weekend, there are just consent agenda items to be dealt with on Tuesday. 

Those include the subsidy contracts with&nbsp;Family Community Theatre, Inc., the&nbsp;Hutchinson Municipal Band Association and Reno Choral Society.

The council will also be asked to approve a 2024 Encroachment Agreement with Black Hills Energy to allow the concrete parking lot to be built at the trailhead of the Bad Bobby Helfrich Trail. The council will also be asked for approval of the appointment of Nicole Mantz of the Hutchinson Zoo to the Visit Hutch Advisory Board.

ANDOVER, Kan. — The Hutchinson Salthawk girls will travel to Andover tonight to take on the #1 seed in 5A west Trojans in the class 5A Sub-State championship game. Tip off is scheduled for 5 p.m.

🎧🎥🏀 GBB: Hutch High travels to Andover for sub-state championship

GREAT BEND, Kan. — The Hutchinson Salthawks opportunity to return to Emporia and the class 5A State Tournament came to an end in Great Bend Friday night as the Panthers answered a late Salthawk run to defeat the Salthawks 69-54.

Great Bend returns to the state tournament for the first time in 14 years.

The contest looked like it would be a low scoring affair in the first quarter as Hutch tied it up 2-2 with 4:39 to go in the first quarter before Great Bend went on a 8-0 run to lead by six at the half 23-17.

Hutchinson defeated Great Bend back in January 71-61, but Great Bend had the Salthawks number this night to win their eight straight game and punch their ticket to Emporia.

Hutchinson (16-6) was led by junior guard Terrell King's 21 points along with senior Jax Heneha's 16 points. &nbsp;Taishaun Govain and Devon Spiller each had six points each. Tai Clark added two and Julian Smith was held to three points.

Hutch cut the lead to 11 late in the contest but a missed three point attempt by Spiller led to another Panther run with sophomore Ian Premer leading the way with 23 points for high point honors. &nbsp;Great Bend's Maddox Spray scored all of his 21 points in the second half. Jacob Hall added 13 for the bulk of the Great Bend scoring. Hutchinson was 5-of-13 at the line, while Great Bend went 24-for-31 in the win.

Hutch High's six seniors consisting of Daylee VanSyckle, Julian Smith, Devon Spiller, Jay Lewis, Tai Clark and Jax Heneha have seen a lot of wins over their four years at Hutch High, pus two trips to state before the possible return was cut short by Great Bend.

The Panthers (17-5) draw the top seed and undefeated Maize South Mavericks on Wednesday at a time to still be determined in Emporia.

RICE COUNTY —One person was injured in an accident just before 5:30 p.m. Friday in Rice County.

The Kansas Highway Patrol reported a 2019 Dodge Durango driven by&nbsp; Cameron G. Beakley, 42, Sterling was southbound on 8th Road just south of Avenue B. The driver made an evasive maneuver to avoid a deer in the roadway. The SUV left the roadway and struck a ravine embankment.

EMS transported Beakley to the Rice County Hospital. The KHP did not report seat belt usage details.
