Two affordable housing developments planned for Hutchinson have been awarded approximately $1.7 million each in tax credits through Kansas' competitive 9% Low Income Housing Tax Credit (LIHTC) program, helping move the projects closer to construction.
The two developments, Hutchinson Park and Plaza Trails, originally applied for funding in 2025 but were not selected during last year's competitive application process.
Hutchinson Park will include 48 affordable housing units and is planned for a site near 13th Avenue and Lorraine Street, just south of the former Atrium property. Hutchinson Park will feature community building, fitness center and playground.
Plaza Trails will feature 30 affordable housing units and 6 market value units on East Plaza Drive, near Dillons' Marketplace. It will feature a community building, fitness center, community kitchen and a spur to the nearby trail
Hutchinson Park is being developed by Zimmerman Properties, LLC and Plaza Trails by JES Dev. Co., LLC.
The awards are part of the Kansas Housing Resources Corporation's latest round of affordable housing funding. The financing combines resources from the federal Low Income Housing Tax Credit (LIHTC) program, the Kansas Affordable Housing Tax Credit, the HOME Investment Partnerships Program (HOME) and the National Housing Trust Fund (NHTF).
The programs provide financial incentives to developers, nonprofit organizations and communities that commit to building quality, affordable housing across Kansas.
This marks the fourth round of developments to receive state affordable housing tax credits under the Kansas Affordable Housing Tax Credit Act. State tax credits are awarded as an equal match to the federal LIHTC allocation, providing additional financing to help projects move forward.
According to the Kansas Housing Resources Corporation, the additional funding allows more affordable housing units to be developed while increasing access to homes for residents using rental assistance, including Housing Choice Vouchers, and for households with lower incomes.
In addition to the funding provided by the Kansas Housing Resources Corporation, the Hutchinson Community Foundation has pledged low interest loans of $10,001 per unit which in turn will add $840.084. This is a required amount by the State of Kansas to gain an additional 10 points on the application for funding.
