HUTCHINSON, Kan. — The Hutchinson USD 308 Board of Education will consider changes to its district facility use policy and the selection of a construction manager at-risk during its regular meeting Monday, Oct. 26.
The meeting is scheduled for 6 p.m. at the USD 308 Administration Center, 1520 N. Plum St.
One of the primary action items is an update to the district's facility use policy, which was last adopted in December 2008.
District officials are recommending separating the facility use fee schedule from the policy, allowing the board to adjust rental fees as costs change without having to revise the entire policy. Day-to-day scheduling procedures would be handled administratively.
Abby Stockebrand is scheduled to present the proposed policy changes and provide board members with an initial look at a new facility use fee schedule. The fee schedule is expected to return for approval at the board's Nov. 9 meeting.
Under the proposed fee structure, facility users would be divided into three categories: district-sponsored activities, approved community benefit organizations and general users.
District activities, booster clubs and parent-teacher organizations would continue to receive free facility use, while approved community benefit organizations would qualify for reduced rates. Other organizations and groups hosting revenue-generating events would generally pay higher rates.
Proposed hourly rates for community benefit organizations range from $15 for most elementary school gymnasiums to $40 for the Salthawk Activity Center. General users would pay between $30 and $80 for those facilities.
Outdoor facility rates would include $30 per hour for community benefit organizations using the Don Michael Field turf and $60 for general users. The Performing Arts Center would cost $50 per hour for qualifying community organizations and $100 for general users.
Additional charges could apply for custodial services, maintenance, technical assistance and other staffing needs.
The proposed policy also outlines insurance requirements, supervision responsibilities, scheduling priorities and restrictions on facility use. District-sponsored educational programs and activities would retain first priority.
Board members are also scheduled to consider selecting a construction manager at-risk, or CMAR, based on recommendations from a selection committee. The meeting agenda does not identify the company recommended for approval.
Under its superintendent consent agenda, the board will consider a $33,780 Cisco network switch licensing upgrade and a 2026-27 interagency agreement with the Reno County Education Cooperative for early childhood special education programs.
Other items include approval of the September treasurer's report, gifts to district schools and minutes from the Oct. 12 meeting.
The board is also scheduled to enter executive sessions to discuss personnel matters and potential items for 2026-27 contract negotiations. A personnel report is listed for approval following the closed-door discussions.
The meeting is open to the public, with an opportunity for public comments. Speakers are asked to limit their remarks to five minutes.
