HUTCHINSON, Kan. — Reno County Commissioners on Monday are set to consider the next steps in advancing the proposed Salt Lick Golf and Hunting Resort development through STAR Bond project plans and multiple Community Improvement District hearings.
According to the May 18 special session agenda packet, commissioners will consider Resolution 2026-14, which would provide notice for a June 24 public hearing on three separate STAR Bond project plans connected to the Salt Lick development.
County documents state the county previously approved creation of the Salt Lick STAR Bond Project District through Resolution 2026-12. The upcoming hearing would be the next procedural step required under the STAR Bond Act before the county could adopt the three project plans.
The public hearing is scheduled for June 24 at 9 a.m. in the Veterans Room at the Reno County Courthouse.
Planning commission documents included in the packet state the Salt Lick development is envisioned as a mixed-use tourism and entertainment destination that could include golf facilities, hunting facilities, lodging, restaurants, retail uses and associated public and private infrastructure.
The agenda packet states the three STAR Bond project areas collectively cover hundreds of acres generally located west of North Victory Road, north of East 4th Avenue, east of Buhler Road and south of East 30th Avenue.
Commissioners are also expected to consider three separate Community Improvement District resolutions tied to the Salt Lick project.
The Phase I CID proposal would establish a 2% CID sales tax within the district for up to 22 years to help finance portions of the first phase of the project. County documents estimate the Phase I project cost at approximately $3.2 million, plus financing costs.

Documents state Phase I improvements could include a golf course, clubhouse, putting course and practice range, lodging buildings and cabins, a cart barn, maintenance facility and supporting infrastructure.
The packet also includes proposed resolutions for Salt Lick Phase II and Phase III Community Improvement Districts, which would similarly require public hearings before final consideration.
County officials stated there would be no negative fiscal impact to Reno County associated with the resolutions currently under consideration.
The Reno County Commission special session is scheduled for 8 a.m. in the Veterans Room at the Reno County Courthouse.
