County commission sets date for Salt Lick STAR Bond public hearing

HUTCHINSON, Kan. — Reno County Commissioners took steps Wednesday toward advancing several key economic development initiatives, including a proposed STAR Bond district tied to a large-scale tourism project, housing incentives in South Hutchinson, and adoption of countywide strategic priorities.

A major focus of the discussion centered on the proposed Salt Lick Golf & Hunting development, a destination-style resort planned on approximately 620 acres in Reno County. The project would feature multiple golf courses, lodging, dining, and outdoor recreation amenities designed to attract multi-day visitors.

Developers outlined a phased approach to the project, emphasizing that Phase One would establish a fully operational destination experience from the outset. Plans call for construction of the “Salt Lick Dunes Course,” an 18-hole championship golf course routed through the area’s natural sand dunes, with a targeted opening during the 2027 golf season.

Phase One would also include a clubhouse designed to serve as a central gathering space for visitors. The facility is expected to feature food and beverage options, including a partnership with SPIN Pizza Concepts to develop a unique dining experience tailored to the site.

In addition to the course and clubhouse, the initial phase includes a full practice range and training facilities, along with approximately 48 lodging units. Developers say the goal is to offer a complete, immersive experience from day one — allowing guests to stay, dine, and play without needing additional phases to be completed.

To support the development, commissioners are considering establishment of a STAR Bond district, which would allow project infrastructure and development costs to be financed through future sales tax revenue generated on-site.

A public hearing on the proposed STAR Bond district has been scheduled for May 13 at 9 a.m. in the Veterans Room of the Reno County Courthouse.

Commissioners also approved moving forward with a housing incentive partnership with the City of South Hutchinson. The board authorized staff to draft an agreement providing $63,000 in county incentives to support construction of new residential units.

According to South Hutchinson City Administrator Jeff Schenk, the targeted development area is an infill project where the city already owns the land and has infrastructure in place, allowing construction to begin quickly.

Plans call for development of seven to nine single-family homes, along with the potential for one to two duplex units. The homes are expected to be priced at $250,000 or higher, targeting workforce and middle-income buyers — a segment local officials say remains in short supply.

Under the proposed structure, Reno County would contribute $7,000 per unit, while South Hutchinson would provide $5,000 per unit in matching funds, along with additional incentives such as reduced utility costs. Officials say the program is designed to reduce development risk and accelerate the availability of new housing.

The housing initiative aligns with Reno County’s long-term goal of adding 90 to 100 housing units annually through 2035 to stabilize supply and meet demand.

In addition to development items, commissioners reviewed and moved toward adopting strategic priorities identified during a February planning retreat. Those priorities include maintaining a competitive workforce, limiting property tax growth, improving operational efficiency, and strengthening economic development efforts.

County leaders also highlighted ongoing challenges, including inflationary pressures and workforce recruitment, while emphasizing the importance of pursuing grants and alternative funding sources to minimize the impact on taxpayers.
