WASHINGTON (AP) — Senate Democrats unwrapped a budget resolution envisioning a massive $3.5 trillion, 10-year cascade of federal resources, aiming historic sums at family support, health and education programs and an aggressive drive to heal the climate.

The blueprint released Monday reflects many Democrats’ tilt leftward in the wake of Donald Trump’s presidency and bears the imprint of Senate Budget Committee Chairman Bernie Sanders, I-Vt., a longtime progressive voice now at the hub of the Democratic Party’s power structure in Congress.

Many of its proposals would be financed by raising taxes on the wealthy and large corporations while sparing people earning under $400,000 annually, an oft-repeated Biden pledge and liberal goal. Though party leaders say the measure will be fully paid for, the budget resolution does not require that, instead giving Congress’ tax-writing committees unspecified license to raise money that a summary calls “substantial.”

Meanwhile, senators were nearing approval of a separate&nbsp;<a href="https://apnews.com/article/joe-biden-business-c299d5d2a32188989b58cb5feec12f5d">$1 trillion package financing road, water and other infrastructure projects,</a>&nbsp;a bill with broad support.

The vote on that bipartisan plan was scheduled for Tuesday morning. After that, the Senate will immediately launch votes on the $3.5 trillion plan.

Crucially, congressional approval of the budget outline would let Democrats pass a detailed follow-up bill this fall enacting the blueprint’s proposed spending and tax changes without facing a GOP filibuster that would certainly kill it. It would take 60 votes to end those delaying tactics, an impossible hurdle on a sharply partisan issue in today’s 50-50 Senate.

It is unclear when the House, now on summer recess, will vote on the budget. House Speaker Nancy Pelosi, D-Calif., praised it as “a clear declaration of the value that congressional Democrats place on America’s workers and families.”

The budget outlines expanding Medicare coverage to dental, vision and hearing benefits and lowering the program’s eligibility age below its current 65, though the age reduction would be costly and is considered a long shot to survive. The children’s tax credit, expanded during the pandemic to provide millions of families with $300 monthly checks, would be extended beyond its current 2022 expiration. Other tax breaks for some low-earning workers and for child care would also be renewed.

Unveiled the same day the United Nations warned of a “code red for humanity” because of rapid climate heating, the fiscal plan would unsheathe a vast effort to move the U.S. toward clean energy. That would include a new tax on imported fuels that spew carbon emissions, federal aid for clean energy developers and investments in low-polluting vehicles.

“The question is not complicated,” Sanders said Monday of the budget plan. He asked if lawmakers have the courage to make special interests pay a “fair share of taxes so that we can create millions of good paying jobs for working families, so we can protect our children, protect the elderly, and address the threat of climate change.”

In one illustration of hurdles ahead, around $198 billion of the blueprint’s climate proposals would have to move through the Senate Energy and Natural Resources Committee. That panel is chaired by West Virginia Sen. Joe Manchin, a centrist and staunch defender of his state’s energy interests who has pointedly warned that he supports an energy policy that’s “not elimination, it’s innovation.”

Following the budget outline, the $3.5 trillion spending and revenue bill is certain to cause agita for Democratic leaders as they struggle to find a sweet spot between the demands of their party’s competing progressive and moderate factions, with each having decisive leverage.

Besides the evenly split Senate, which only Vice President Kamala Harris’ tie-breaking vote lets them control, Democrats can lose no more than three votes in the narrowly divided House.

Moderates back the $1 trillion package financing road, water and other&nbsp;<a href="https://apnews.com/article/joe-biden-business-c299d5d2a32188989b58cb5feec12f5d">infrastructure projects&nbsp;</a>that the Senate was on the cusp of approving. Progressives are strongly behind the huge social and environment plan, and each group is worried that disagreements will result in the other scuttling its favored measure.

“We’re going to tell middle-class families, ‘We’re going to make it easier for you to stay there,’” said Senate Majority Leader Chuck Schumer, D-N.Y. He added, “We’re going to tell poorer families, ‘We’re going to make it easier for you to climb into the middle class.’”

Democrats revealed their budget as the Senate was on the cusp of approving the smaller&nbsp;<a href="https://apnews.com/article/joe-biden-business-health-coronavirus-pandemic-804fc9475e440f7f970d6599c242734f">compromise infrastructure measure.</a>&nbsp;That bill, another Biden priority, was garnering significant support from Republicans eager to bring some public works spending to their home states.

But the GOP was united against Democrats’ larger $3.5 trillion plan, calling it laden with overspending and tax increases that would wound the economy and burden families.

With an eye to 2022 elections for congressional control, Republicans were readying amendments that would force Democrats to vote on politically delicate issues including immigration, crime and inflation. They were also amplifying their often-used theme of accusing Democrats of socialism.

“They’ve set out trying to tax and spend our country into oblivion,” Senate Minority Leader Mitch McConnell, R-Ky. “They’ve handed the keys to domestic policymaking to Chairman Sanders and some socialist House members.”

Democrats’ budget blueprint seeks extensions of federal subsidies for people buying health insurance through President Barack Obama’s 2010 health care law, and money would be provided for states that haven’t yet expanded Medicaid coverage. There would be a first-ever federally paid family leave program, and some pre-kindergarten and two years of community college would be tuition-free.

There would also be more money for home health care, housing, job training, child nutrition and Pell Grants to lower-income college students.

It would also open a path for millions of immigrants in the U.S. illegally to move toward citizenship, and allow language strengthening enforcement of labor laws. Such provisions will have to pass muster with the Senate parliamentarian, who can bar provisions that are not primarily related to the budget.

The budget plans additional savings by letting the government negotiate lower prices on the pharmaceuticals it buys for Medicare recipients. It also seeks to strengthen the IRS so it can collect more unpaid taxes, though analysts are wary of the savings lawmakers might claim because estimates of that proposal’s impact vary widely.

The fiscal plan also suggests easing a ceiling on federal deductions people can take for their state and local taxes, a contentious proposal among Democrats. Relaxing those limits is a top priority for high-tax states, such as in the Northeast, but it would cost the government billions annually, making it harder for Democrats to finance other priorities.

The measure has no language extending the federal debt limit, the ceiling on government borrowing that has already expired. The Treasury Department is using accounting maneuvers to keep the government paying its bills, but&nbsp;<a href="https://apnews.com/article/joe-biden-business-9fa48bfe5daeb95179cf539b59c4b7e2">Republicans have vowed to vote against extending the borrowing cap,&nbsp;</a>and that battle will be joined on other legislation.

SEDGWICK COUNTY—&nbsp;The school board for the state's largest school district is not calling for a mask mandate to start the school year. After hearing tearful statements from parents and others, USD 259 board members voted 4-3 Monday night to follow last week's administrative recommendation and strongly encourage every employee and student to wear a face mask as the school year begins, regardless of vaccination status.

In addition, the recommendation will include that all visitors&nbsp; be required to wear a mask when they are inside of school buildings, regardless of vaccination status. Anyone who doesn’t have a WPS-issued identification badge falls within this expectation.

"This recommendation aligns directly with national and state guidelines regarding masking. If we all do our part and model the behavior we want to see from our students, then we will maintain safe schools and allow both staff and students to maximize teaching and learning time in schools, which experts across the country say is the best-possible place for our students to be," according to the Superintendent Alicia Thompson.

Many other Kansas school districts including Topeka, Salina, Hutchinson and Shawnee Mission will require masks.

The Johnson County Commission&nbsp; also voted Thursday&nbsp; for a mask requirement for schools from kindergarten through the sixth grade.&nbsp; Supporters of the mandate said it's crucial to having in-person learning.&nbsp;&nbsp;Full-time learning online is not available this school year.

No mask mandate in state's largest school district 

TOPEKA, Kan. (AP) — The state Supreme Court has upheld the convictions of a northeast Kansas woman serving a “Hard 50” prison sentence for shooting the father of her child six times and setting his body on fire in his mother’s home. 

The court on Friday unanimously rejected arguments from Tria Evans’ attorney that a Douglas County judge shouldn’t have allowed testimony that 34-year-old victim Joel Wales told others he feared Evans would kill him. 

The now 42-year-old Evans was convicted of first-degree murder and arson over Wales’ death in November 2017. She was sentenced to life in prison with no chance of parole for 50 years.

Court rejects Kan. woman's appeal in ex-boyfriend's murder

COWLEY COUNTY —Law enforcement authorities are investigating a suspect on numerous drug charges after an arrest.

Just before 8:30p.m. August 5, police responded to a report of possible drug activity at Windsor Court Apartments, 305 E. Windsor Road in northeast Arkansas City, according to a media release.

The report included a description of a vehicle known to police from previous calls at that location. When officers&nbsp; arrived, they contacted a man sitting in the driver’s seat, later identified as 20-year-old David David. While speaking with him, they observed alleged criminal activity inside the vehicle, which was searched. 

Police located numerous illegal substances and also items associated with their sale. Police obtained a search warrant and executed it at David’s residence at 510 North A Street. Investigators found more illegal substances and items associated with their sale.

Police arrested David on requested charges of one felony count each of possession of a controlled substance, possession with intent to distribute cocaine, possession with intent to distribute marijuana within 1,000 feet of school,  no drug tax stamp and use of a communication device to arrange a drug sale.

He also was arrested on suspicion of one misdemeanor count each of consumption of alcohol by a minor, possession of drug paraphernalia and unlawfully obtaining a prescription-only drug.

David was transported to and booked into the Cowley County Jail in Winfield on a bond of $23,300.

Police catch Kan. man selling drugs from his car

JEWELL COUNTY —Another in a series of earthquakes shook north-central Kansas Monday.&nbsp; 

Just before 2:30p.m., a quake that measured a magnitude 3.5 struck approximately six miles southeast of Esbon.&nbsp; The Kansas Geological Survey reported the quake measured a magnitude 3.9.

Monday's quake follows magnitude 2.4 quake on July 29 and a magnitude 3 quake August 4.&nbsp; There are no reports of damage or injuries.

The Kansas Highway Patrol reported a 2021 Honda Odyssey driven by&nbsp;Hucke, Carol Sue Hucke, 71, Parsons, was eastbound on Kansas 47 at Elk Road.

The minivan&nbsp; turned left in front of a westbound 2011 Freightliner semi driven by Caili Wen. 49, Arcadia, California.

A passenger in the van identified as Charles Edward Greer, 71, Humboldt, was pronounced dead at the scene. EMS transported Hucke to Labette Health and Wen to Neosho Memorial Hospital. Greer was not wearing a seat belt, according to the KHP.

Kansas man dies, 2 injured after crash with a semi

SEDGWICK COUNTY—A Kansas man accused of shooting three others made his first court appearance in the case Thursday.

Andres Garza-Cabral, 20, Wichita, was&nbsp;charged with 3 counts of aggravated battery, criminal carrying of a weapon, and transporting an open container of alcoholic beverage, according to the Sedgwick County District Attorney's office.&nbsp;&nbsp;

At 11:55 p.m.&nbsp; August 1, police responded to a shooting call at a home in the 1800 block of North Piatt in Wichita, according to Officer Charley Davidson.

Officers located Garza-Cabral in a vehicle in the 600 block of West 11th&nbsp;street and arrested him without further incident.&nbsp; Inside the vehicle, officers located an open container of alcohol, a handgun, and illegal drugs.

&nbsp;Garza-Cabral is being held on a bond of $350,000. His next court appearance is scheduled for August 12, according to the district attorney.

The Wichita Eagle reports that email exchanges it obtained through an open records request show none of the water samples health officials took from the splash park at Tanganyika Wildlife Park had animal-linked contamination. 

A health department official wrote in one email that results of water samples taken June 19 and sent to the Centers for Disease Control and Prevention help rule out the animals at the park. 

Health officials have said that eight people who visited the park on June 11 contracted Shigella, a bacteria that spreads from person-to-person through exposure to contaminated feces.

WASHINGTON (AP) — The Pentagon will require members of the U.S. military to get the COVID-19 vaccine by Sept. 15, according to a memo obtained by The Associated Press. That deadline could be pushed up if the vaccine receives final FDA approval or infection rates continue to rise.

“I will seek the president’s approval to make the vaccines mandatory no later than mid-September, or immediately upon” licensure by the Food and Drug Administration “whichever comes first,” Defense Secretary Lloyd Austin says in the memo to troops, warning them to prepare for the requirement.

He added that if infection rates rise and potentially affect military readiness, “I will not hesitate to act sooner or recommend a different course to the President if l feel the need to do so. To defend this Nation, we need a healthy and ready force.”

Austin’s decision comes a bit more than a week after President Joe Biden told defense officials to develop a plan requiring troops to get shots as part of a&nbsp;<a href="https://apnews.com/article/joe-biden-business-health-coronavirus-pandemic-cddff9258b54e15213e06112fdbe456a">broader campaign to increase vaccinations in the federal workforce</a>. It reflects similar decisions by governments and companies around the world, as nations struggle with the highly contagious delta variant that has sent new U.S. cases, hospitalizations and deaths surging to heights not see since the peaks last winter.

Austin said in his memo says that the military services will have the next few weeks to prepare, determine how many vaccines they need, and how this mandate will be implemented. The additional time, however, also is a nod to the bitter political divisiveness over the vaccine and the knowledge that making it mandatory will likely trigger opposition from vaccine opponents across the state and federal governments, Congress and the American population.

It also provides time for the FDA to give final approval to the Pfizer vaccine, which is expected early next month. Without that formal approval, Austin would need a waiver from Biden to make the shots mandatory.

Troops often live and work closely together in barracks and on ships, increasing the risks of rapid spreading. And any large outbreak of the virus in the military could affect America’s ability to defend itself in any national security crisis.

The decision will add the COVID-19 vaccine to a list of other inoculations that service members are already required to get. Depending on their location around the world, service members can get as many as 17 different vaccines.

Austin’s memo also said that in the meantime, the Pentagon will comply with Biden’s order for additional restrictions on any federal personnel who have not been vaccinated. Those restrictions will include wearing masks, social distancing and travel limits.

According to the Pentagon, more than 1 million troops are fully vaccinated and another 237,000 have received one shot. But the military services vary widely in their vaccination rates.

The Navy said that more than 74% of all active duty and reserve sailors have been vaccinated with at least one shot. The Air Force, meanwhile, said that more than 65% of its active duty and 60% reserve forces are at least partially vaccinated, and the number for the Army — by far the largest service — appears to be closer to 50%.

Military officials have said the pace of vaccines has been growing across the force, with some units — such as sailors deploying on a warship — seeing nearly 100% of their members get shots. But the totals drop off dramatically, including among the National Guard and Reserve, who are much more difficult to track.

Some unvaccinated service members have suggested they’d get the shot once it’s required, but others are flatly opposed. Military officials have said that once the vaccine is mandated, a refusal could constitute failure to obey an order, and may be punishable under the Uniform Code of Military Justice.

Army guidance, for example, includes counseling soldiers to ensure they understand the purpose of the vaccine and the threat the disease poses. The Army also notes that if a soldier “fails to comply with a lawful order to receive a mandatory vaccine, and does not have an approved exemption, a commander may take appropriate disciplinary action.”

Military service officials have said they don’t collect data on the number of troops who have refused other mandated vaccines, such as anthrax, hepatitis, chicken pox or flu shots over the past decade or more. And they weren’t able to provide details on the punishments any service members received as a result of the refusal.

Officials said they believe the number of troops refusing other mandated vaccines is small. And the discipline could vary.

Also, service members can seek an exemption from any vaccine — either temporary or permanent — for a variety of reasons including health issues or religious beliefs. Regulations involving the other mandatory vaccines say, for example, that anyone who had a severe adverse reaction to the vaccine can be exempt, and those who are pregnant or have other conditions can postpone a shot.

Some have argued that those who have already had the virus — and have antibodies — are immune and thus should not have to get the shot. It’s not clear how the military will act on those types of assertions.

According to defense officials, some senior military leaders have expressed support for making the vaccine mandatory believing it will help keep the force healthy. Military commanders have also struggled to separate vaccinated recruits from unvaccinated recruits during early portions of basic training across the services in order to prevent infections. So, for some, a mandate could make training and housing less complicated.

Navy officials said last week that there has been only one case of COVID-19 hospitalization among sailors and Marines who are fully vaccinated. In comparison, the Navy said there have been more than 123 hospitalizations “in a similarly sized group of unvaccinated sailors and Marines.” It said fewer than 3% of its immunized troops have tested positive for COVID-19.

The other military services did not provide similar data.

STANTON COUNTY—Authorities are investigating the cause of a fatal home explosion and fire in Johnson City in southwest Kansas.

Just after 10a.m. Saturday, fire crews responded to the explosion at a home in the 300 Block of Lake Street in Johnson City, according to Stanton County Sheriff Jason Stewart.

First responders found the body of a woman who died. An air-medical transport flew a man from the home to a Wichita hospital for treatment, according to Stewart.&nbsp;

Grant County fire crews assisted Stanton County in putting out the fire. Names of the victims have not been released.&nbsp;Both victims had lived in the community for a number of years, according to the sheriff.

Six legislative leaders agreed to have the same number of town hall meetings that lawmakers held ahead of the last redistricting in 2012. Their first three sessions Monday came ahead of the release of the census data they need to do the job and with Republicans facing accusations that they are rushing the hearings.&nbsp;

Democrats have complained the GOP-controlled Legislature is stifling participation by scheduling the hearings over just five days. Republicans say the meetings are just a first step. Census data for cities and counties is to be released Thursday.

5 days of town hall meetings on Kan. redistricting underway

MONTGOMERY COUNTY —Authorities have identified a man who drowned over the weekend in a southeast Kansas lake.

Just before 7 p.m., Friday, the Montgomery County Sheriff’s Office along with Independence EMS and Independence Rural Fire, responded to the Elk City Lake State Park swimming area for a man who went under water and never resurfaced, according to Sheriff Ron Wade.

Deputies learned Thomas Crittenden, 70,&nbsp; of Independence, Kansas had jumped off the boat they were on, and into the water. Deputies learned Crittenden went under and never resurfaced. 

Kansas Wildlife and Parks Game Warden Division were contacted and responded to the scene to assist in the search. The search continued through the late hours of the night. 

Just after 5:30p.m. Saturday, first responders located Crittenden's body. This is the second drowning at the city lake this year, according to Wade.

Family member recovering from vaccination? Paid leave credit available from IRS

WASHINGTON (AP) — Federal employees who need to certify their vaccination status under a new policy instituted by President Joe Biden intended to encourage COVID-19 shots will face disciplinary action and potentially criminal prosecution if they lie on the form.

The Biden administration on Friday unveiled the&nbsp;<a href="https://www.saferfederalworkforce.gov/downloads/CertificationVaccinationEmployees.pdf" target="_blank">attestation form</a>&nbsp;that employees will need to fill out confirming whether they have been fully vaccinated against the virus, adding legal teeth to the president’s mandate. Federal employees won’t be following the honor system but will instead be required to acknowledge that making a “knowing and willful false statement on this form can be punished by fine or imprisonment or both.”

The Associated Press obtained a copy of the form which was distributed Friday to agency leadership and points of contact for COVID safety protocol implementation.

Under Biden’s policy, those who are not vaccinated or choose not to complete the form will will be subject to mandatory mask-wearing and social distancing requirements and will be ineligible for official travel in most cases.

The effort is part of the White House’s push to make it more difficult for eligible Americans to remain unvaccinated against the coronavirus.

With the exception of those seeking to “obtain a public service or benefit,” visitors to federal office-buildings, including the White House, will be required to fill out the form before visiting, according to the federal policy.

Vaccination form for federal workers adds penalties for lies

SHAWNEE COUNTY—Law enforcement authorities&nbsp; are investigating a wanted suspect arrested after nearly a 7-hour standoff.

Just after 2:30 a.m. Sunday, police responded to the 800 block of SW Lincoln on a check welfare call reference a possible violent domestic situation, according to Lt. Kelvin Johnson.

 An adult female victim was able to get out of the residence and informed officers what had happened. 

A man identified as 27-year-old Trent Robbins, was in the house, but refused to come out or speak with officers and barricaded himself inside. Police learned Robbins&nbsp; was also actively being sought by the Topeka Police Department reference a shooting that occurred during the early morning of July 30, according to Lt. Johnson.

The Topeka Police Response Team and Crisis Negotiators were called to the scene and just after 9:00 a.m., Robbins surrendered to law enforcement and was booked into the Shawnee County Department of Corrections on requested charges of Aggravated Domestic Battery, Felon in Possession of a Firearm, Aggravated Battery, Unlawful Discharge of a Firearm in the City Limits, Criminal Damage to Property and Felony Obstruction.

The rare bipartisan momentum was holding steady, a reflection of the bill’s popularity and the eagerness of senators to show voters back home they can deliver. One of the biggest investments of its kind in years, the package promises to unleash billions of dollars to upgrade roads, bridges, broadband internet, water pipes and other public works systems undergirding the nation.

Senators easily overcame another 60-vote hurdle on a vote of 68-29. Kansas Senators Jerry Moran and Roger Marshall voted against the measure. Missouri Republic Senator Roy Blunt voted with the majority.

Final votes could drag into early Tuesday as a single GOP senator, Tennessee’s Bill Hagerty, refused to relent on the mandatory debate time.

Majority Leader Chuck Schumer, D-N.Y., stressed to colleagues that they could proceed the “easy way or the hard way,” as the Senate slogged through its second consecutive weekend session.

“We’ll keep proceeding until we get this bill done,” Schumer said.

The Infrastructure Investment and Jobs Act would provide what Biden has called a “historic investment” in public works programs, the first part of the president’s his rebuilding agenda. As many as 20 Republicans are expected to join Democrats in the evenly split Senate for what would be a robust final tally. If approved, it would go to the House.

“We’re on the cusp of seeing that move through the Senate,” Transportation Secretary Pete Buttigieg said on “Fox News Sunday,” citing “a remarkable coalition” that includes business, labor and lawmakers from both parties. “I think we’re about to get this done.”

Once voting wraps up, senators immediately will turn to the budget outline for&nbsp;<a href="https://apnews.com/article/joe-biden-business-825739838a790668b2d2855a72821d56">a $3.5 trillion package</a>&nbsp;of child care, elder care and other programs that is a much more partisan undertaking and expected to draw only Democratic support.

Despite the momentum, action ground to a halt over the weekend when Hagerty, an ally of Donald Trump, forced the Senate to run out the clock on debate time, refusing to consent to speeding up the process.

Hagerty, who had been Trump’s ambassador to Japan, was leading the effort to take as much time as needed to debate and amend the bipartisan bill, in part because he wants to slow the march toward Biden’s next big bill, which plans $3.5 trillion for child care, an expansion of Medicare for seniors and other so-called soft infrastructure needs.

Trump called Hagerty on Sunday morning, said a person familiar with the call who requested anonymity to discuss it. Hagerty said later Sunday in a speech on the Senate floor that he was trying to prevent a “socialist debt bomb” of new government spending.

The former president has been publicly critical of the bipartisan bill and criticizing Biden and the senators from both parties who support it, though it’s unclear whether Trump’s broadsides will have much sway with Republican senators. He celebrated Hagerty’s stand in a statement Sunday.

Senate Republican leader Mitch McConnell, R-Ky., has so far allowed the bill to progress, despite the name-calling and criticism coming his way from Trump. “This is a compromise,” McConnell said.

As the weekend standoff dragged on, Republicans who helped negotiate the compromise spoke up Sunday commending the former president for having sparked infrastructure talks when he was in the White House even if those bills never panned out.

Sen. Rob Portman of Ohio, the lead Republican negotiator, said it’s time overdue to improve the nation’s public works systems.

“The American people deserve to have good roads and bridges and infrastructure to drive on, travel on,” he said.

Another negotiator, Sen. Mitt Romney, R-Utah, acknowledged that no compromise is perfect, but doing nothing when there was a bill before them was not an option.

“Every president in the modern era has proposed an infrastructure package,” he said. “This was an effort to say let’s break the logjam.”

Biden, who was spending the weekend in Delaware, said the bipartisan package offers an investment on par with the building of the transcontinental railroad or interstate highway system.

Senators have spent the past week processing nearly two dozen amendments to the 2,700-page package, but so far none has substantially changed its framework.

More amendments have been offered as senators seek to revise a section on cryptocurrency, a long-shot effort by defense hawks to add $50 billion for defense-related infrastructure and a bipartisan amendment to repurpose a portion of the untapped COVID-19 relief aid that had been sent to the states. But it’s unclear if they will be considered for votes.

Senators have found much to like in the bill, even though it does not fully satisfy liberals, who view it as too small, or conservatives, who find it too large. It would provide federal money for projects many states and cities could not afford on their own.

An analysis of the bill from the Congressional Budget Office drew concerns, particularly from Republicans. It&nbsp;<a href="https://apnews.com/article/joe-biden-business-38067e7b0076de167c783941c1debd85">concluded that the legislation would increase deficits by about $256 billion</a>&nbsp;over the next decade.

But the bill’s backers argued that the budget office was unable to take into account certain revenue streams — including from future economic growth. Additional analysis released Saturday by the budget office suggested infrastructure spending overall could boost productivity and lower the ultimate costs.

Paying for the package has been a pressure point throughout the months of negotiations after Democrats objected to an increase in the gas tax paid at the pump and Republicans resisted a plan to bolster the IRS to go after tax scofflaws.

Unlike Biden’s bigger $3.5 trillion package, which would be paid for by higher tax rates for corporations and the wealthy, the bipartisan package is funded by repurposing other money, including untapped COVID-19 aid, and other spending cuts and revenue streams.

The House is in recess and is expected to consider both Biden infrastructure packages when it returns in September.

Kan. Senators vote no; Biden's $1T bill closer to passage

CAMDEN COUNTY, MO. —A Kansas man died in an accident just before 7p.m. Sunday in Camden County, Missouri.

The Missouri State Highway Patrol reported a 2021 Polaris Rzr XP4 1000 driven by Ronald T. Weems, 54, Sunrise Beach, Mo., was westbound on Turn Bridge Lane west of Grand Point Boulevard.&nbsp;

The ATV was traveling too fast for conditions, according to the MSHP. It traveled off the right side of the road, overturned and struck a tree. 

Lake West EMS transported passengers identified as Neil A. Reams, 51, and Beth D. Reams, 48, both of Overland Park, Kansas to Lake Regional Hospital where he was pronounced dead.

MU Air Care transported Weems to University Hospital for treatment of serious injuries.

Kan. man dead, 2 injured after ATV overturns, strikes tree

LEAVENWORTH —Law enforcement authorities investigating a fatal weekend hit and run have made an arrest. 

A 27-year-old female suspect is in custody and police located the suspect vehicle in connection with a hit and run accident on Saturday that killed a Kansas teen who was hit while riding a bicycle, according to Leavenworth Chief Pat Kitchens.

LEAVENWORTH, Kan. (AP) — Police say a Kansas teenager hit by a vehicle while riding her bicycle has died. 

The 16-year-old Leavenworth girl on Saturday was taken to the University of Kansas Medical Center with life-threatening injuries. 

She later died. Police have not yet identified the teenager. Investigators believe the girl was riding her bike when she was hit from behind. Police say the driver fled in a silver SUV or station wagon, possibly a Subaru Outback. Police are searching for the driver. The vehicle likely has significant front-end damage.

Update: Arrest made; Kan. teen hit by SUV while bicycling dies

WICHITA, KAN. – A Kansas man pleaded guilty to one count of Wire Fraud and one count of Aiding and Abetting Wire Fraud, according to the United State's Attorney.

In June 2020, Donald Cook, 65, Fort Scott, took part in a scheme to defraud the state governments of Arizona, Texas, and Ohio. Cook admitted he knew that an individual, identified in court documents only as “A.T.”, was falsely using other people’s identities to apply for state unemployment benefits. Cook allowed “A.T.” to deposit the fraudulently obtained funds totaling approximately $25,500 in his bank account.&nbsp; Cook then transferred money to “A.T.”

Cook faces up to 20 years in prison for Wire Fraud and up to 20 years in prison for Aiding and Abetting Wire Fraud. A federal district court judge will determine any sentence after considering t he U.S. Sentencing Guidelines and other statutory factors. This case was investigated by the Federal Bureau of Investigation.
