WASHINGTON — The IRS reminds taxpayers that there is a virtual 
currency question at the top of Form 1040, Form 1040-SR and Form 
1040-NR. It asks: "At any time during 2021, did you receive, sell, 
exchange, or otherwise dispose of any financial interest in any virtual 
currency?"

All taxpayers filing Form 1040, Form 1040-SR or Form 1040-NR must 
check one box answering either "Yes" or "No" to the virtual currency 
question. The question must be answered by all taxpayers, not just 
taxpayers who engaged in a transaction involving virtual currency in 
2021.

Taxpayers who merely owned virtual currency at any time in 2021 can 
check the "No" box when they have not engaged in any transactions 
involving virtual currency during the year, or their activities were 
limited to:

The list below covers the most common transactions in virtual currency that require checking the "Yes" box:

If a taxpayer disposed of any virtual currency that was held as a
 capital asset through a sale, exchange or transfer, they must check 
"Yes" and use Form 8949 to figure their capital gain or loss and report 
it on Schedule D (Form 1040).

If a taxpayer received any virtual currency as compensation for 
services or disposed of any virtual currency that they held for sale to

OLATHE, Kan. (AP) — An 18-year-old Olathe East High School student remains hospitalized in critical condition from injuries he suffered when he was shot during a confrontation at the school, attorneys said Thursday.

Jaylon Elmore&nbsp;<a href="https://apnews.com/article/shootings-education-school-shootings-robbery-kansas-city-33b40af0c849eb7db2accd234dbbb2b7">was charged&nbsp;</a>with attempted capital murder after the March 4 shooting. School resource officer Erik Clark and assistant principal Kaleb Stoppel were shot after they told Elmore they wanted to check his backpack because of a rumor that Elmore had a gun, according to&nbsp;<a href="https://apnews.com/article/business-shootings-kansas-af49bdbb75fa7df79770b541bfd02b9b">an affidavit&nbsp;</a>released Wednesday.

Elmore underwent surgery this week and will remain in the hospital for at least a few more days, his attorney, Paul Morrison, said during a brief virtual hearing Thursday, The Kansas City Star&nbsp;<a href="https://www.kansascity.com/news/local/crime/article259491929.html#storylink=cpy" target="_blank">reported</a>.

The case was continued until March 31. He will remain under guard at the hospital until he is well enough to be taken into custody by the Johnson County Sheriff’s Office.

When he is released, Elmore will be jailed on $1 million bond.

Kan. high school shooting suspect still hospitalized in critical condition

BUTLER COUNTY –&nbsp;The Kansas Bureau of Investigation (KBI) responded to investigate an officer-involved shooting that occurred Thursday afternoon, critically injuring a Leon, Kansas man, according to a media release from the KBI.

Preliminary information indicates that deputies from the Butler County Sheriff’s Office were attempting to serve an arrest warrant on James B. Watts, 53, of Leon. 

Deputies were following Watts’ vehicle when he parked at Vintage Bank at 101 S. Main St., in Leon. They attempted to call Watts out of the vehicle in a controlled manner, but he ignored commands. Watts exited the vehicle armed with a pistol. Deputies continued to give commands for him to drop the gun, but Watts reached the entrance of the bank. When Watts attempted to enter the bank, three deputies fired multiple times toward Watts, striking him several times.

Deputies and EMS rendered first-aid and Watts was transported to a Wichita hospital. After surgery he is in critical, but stable condition.&nbsp;&nbsp;&nbsp;

The KBI will conduct a thorough and independent investigation into this shooting. Once completed the findings will be turned over to the Butler County Attorney for review.

KBI: Suspect hospitalized after Kansas officer shooting

WASHINGTON (AP) — An American man was killed in a Russian attack on the northern Ukrainian city of Chernihiv, where he was seeking medical treatment for his partner. The death of Jim Hill was reported Thursday by his sister.

“My brother Jimmy Hill was killed yesterday in Chernihiv, Ukraine. He was waiting in a bread line with several other people when they were gunned down” by Russian military forces, his sister, Cheryl Hill Gordon, wrote on Facebook. “His body was found in the street by the local police.”

Ukrainian officials reported that 10 people were killed Wednesday in Chernihiv while standing in the bread line.

Chernihiv police and the U.S. State Department confirmed the death of an American but did not identify him. Hill was at least the second U.S. citizen to be killed in the conflict, after the killing of journalist and filmmaker Brent Renaud last week.

In poignant posts on Facebook in the weeks before his death, Hill described “indiscriminate bombing” in a city under siege and joked about wanting to appear “feeble-minded” if captured by the Russians.

Under a photo of himself he wrote on March 8: “me unshaven for 10 days. I am actually trying to look as old and feeble-minded (not hard) as possible in case they catch me. I am working on my Rainman accent ‘Oh Boy’...”

Hill, a native of Eveleth, Minnesota, who was living in Driggs, Idaho, identified himself as a lecturer at universities in Kyiv, Ukraine’s capital, and Warsaw, Poland. He said he was in Chernihiv with his partner for her to receive medical treatment.

“We are staying on 3rd floor in Hospital. Most patients in basement bomb shelter. But cold down there and no internet,” he wrote on Feb. 26, two days after the invasion began.

Four days later, he said: “Nobody in Chernihiv is safe. Indiscriminate bombing. ... Ukrainian forces hold city but are surrounded. It’s a siege here. Nobody in. Nobody out.”

At least 53 people had been brought to morgues over the past 24 hours, killed during heavy Russian air attacks and ground fire in Chernihiv, the local governor, Viacheslav Chaus, told Ukrainian TV on Thursday.

Family: American civilian killed in Ukraine died waiting in bread line

KANSAS CITY (AP) — A woman has pleaded guilty to two felony counts for a 2020 fatal hit-and-run during a drag race on a Kansas City street.

Shabazz Frencher, 24, of Kansas City, recently pleaded guilty to drunken driving while intoxicated resulting in death and leaving the scene of a fatal crash. In exchange for her plea, prosecutors dropped charges of driving with a suspended license and involuntary manslaughter.

Prosecutors have said Frencher was drunk and behind the wheel of a friend’s car early the morning of June 19, 2020, when she raced another driver at speeds reaching nearly 100 mph. Frencher fatally hit 23-year-old Zahara Kathawalla as Kathawalla crossed the street, and did not stop or turn around to check on Kathawalla, police said.&nbsp;

Investigators said a friend of Frencher’s who was in the car when Kathawalla was hit yelled at Frencher to stop and repeatedly told Frencher to turn around so they could check on the person hit.

Instead, authorities said, Frencher, eventually parked the car in a neighborhood, ripped off its temporary tag and had her cousin and a friend pick her up at a gas station.

Frencher is set to be sentenced on June 10.

 Upon arrival, officers located a 65-year-old victim. EMS transported him to an area hospital for treatment of non-life threatening injuries.

The investigation revealed, a disturbance occurred between the victim and a known suspect when the suspect fired a shot at the victim and struck him.&nbsp;

Police search for suspect who shot 65-year-old Kan. man

TOPEKA, Kan. (AP) — Conservative Republican lawmakers on Thursday revived a proposal to weaken Kansas’ vaccination requirements for children enrolling in school and day care and to make it easier for people to get potentially dangerous treatments for COVID-19.

The Senate health committee approved a bill that would allow parents to get a no-questions-asked religious exemption from requirements to vaccinate their children against more than a dozen diseases, including measles, whopping cough, polio and chickenpox.

The measure also would limit pharmacists’ ability to refuse to fill prescriptions for the anti-worm treatment ivermectin and other drugs for off-label uses as COVID-19 treatments.

The bill goes next to the full Senate for debate. The Republican majority there also is considering&nbsp;<a href="http://www.kslegislature.org/li/b2021_22/measures/documents/supp_note_sb489_01_0000.pdf" target="_blank">a proposal to greatly limit&nbsp;</a>the power of the state’s public health administrator to deal with infectious diseases and another to&nbsp;<a href="https://apnews.com/article/covid-health-business-judiciary-property-taxes-5c98e22e3ae6760e29a569261da1f560">ban all mask mandates</a>&nbsp;during future pandemics.

“When you put them all together, it’s a lot of negative bills,” said Democratic Sen. Cindy Holscher, of Overland Park.

The measure approved Thursday would require schools to grant an exemption to parents who say vaccinations violate their religious or strongly held moral or ethical beliefs without investigating those beliefs.

<a href="https://apnews.com/article/coronavirus-pandemic-joe-biden-business-health-religion-822d31ed5cd6cdca053f21f4a9a965d9">A law enacted in November</a>&nbsp;granted a similar, broad exemption to workers seeking to avoid COVID-19 vaccine mandates.

“It allows the day care-aged kids’ parents and school-aged kids’ parents to enjoy the same freedom of religion that everyone else would,” said Sen. Mark Steffen, a Hutchinson Republican.

But Sen. Kristen O’Shea, of Topeka, broke with fellow Republicans in opposing the measure and noted Thursday that the committee didn’t have a hearing on weakening childhood vaccination requirements.

She said during a meeting earlier this month: “It’s really scary to think that we’re in a society that’s going to bring back measles and polio and whooping cough, et cetera.”

The committee&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-health-business-kansas-topeka-dd075d06726b819037e64103ca82f288">approved a version</a>&nbsp;of the bill early last month, but it became&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-health-congress-kansas-topeka-eaaad4bdc84fa35fe39749aa3f5b9017">tangled in a dispute over congressional redistricting</a>&nbsp;that involved Steffen. Senate President Ty Masterson, an Andover Republican, sent it back to the committee for what a spokesperson called “some tweaks.”

The measure also is shadowed by&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-health-business-worms-legislature-054e83c1a4d69704b4ed6508c301dd18">a state medical board investigation</a>&nbsp;of Steffen, an anesthesiologist and pain-management specialist from Hutchinson. While Steffen disclosed the investigation and acknowledged trying to prescribe ivermectin, he has said the probe deals with his public statements about COVID-19 and not patient care.

Steffen pushed the previous version of the bill, which would have required pharmacists to fill all prescriptions of drugs for off-label uses in treating COVID-19. Kansas law allows pharmacists not to fill prescriptions they deem inappropriate or potentially harmful.

The U.S. Food and Drug Administration has approved ivermectin to treat infections of lice, roundworms and other tiny parasites in humans. The FDA has tried to debunk claims that animal-strength versions of the drug can help fight COVID-19,&nbsp;<a href="https://apnews.com/article/business-science-health-coronavirus-pandemic-c2b50063ac65943686a4995a6cf230c3">warning that large doses</a>&nbsp;can cause nausea, vomiting, diarrhea, seizures, delirium and even death.

The new version of the bill says pharmacists still can refuse to fill drugs for off-label COVID-19 treatments, unless they object only because it’s for treating the novel coronavirus.

The measure prohibits the state medical board from disciplining doctors over such prescriptions, but the committee dropped a provision that would have made that ban apply at the start of the coronavirus pandemic in March 2020.

Steffen said Thursday that he believes doctors who prescribe ivermectin and other drugs to treat COVID-19 can show that they’re doing what other reasonable physicians would do in similar circumstances. That’s the standard the state medical board uses to determine whether a doctor is providing adequate care.

The store reported that sellers approach buyers with a story meant to tug on your heart strings. "I am trying to get home to my sick Mother but ran out of gas money. She may not make it through the night." Then they offer what looks to be valuable gold necklaces and rings for a fraction of what you think they must be worth. "A customer just left, furious, after being robbed for $140," the store reported.

These items are usually stamped "18k", are magnetic, and have a brassy hue. These people are currently working both WalMart parking lots and convenience stores in Junction City&nbsp;

Junction City Police asked the public to file a police report if you have been victimized.

WASHINGTON —U.S. Senator Josh Hawley has outlined President Biden's Supreme Court nominee Judge Ketanji Brown Jackson's alarming sentencing leniency for sex criminals, especially for those preying on children, according to a statement from his office.

On social media, the senator from Missouri wrote, " I’ve been researching the record of Judge Ketanji Brown Jackson, reading her opinions, articles, interviews &amp; speeches. I’ve noticed an alarming pattern when it comes to Judge Jackson’s treatment of sex offenders, especially those preying on children."

"Judge Jackson has a pattern of letting child porn offenders off the hook for their appalling crimes, both as a judge and as a policymaker. She’s been advocating for it since law school. This goes beyond “soft on crime.” I’m concerned that this a record that endangers our children."

Senator warns of Biden's SCOTUS pick and child porn offenders

TOPEKA — Sen. Caryn Tyson says public schools and legislators for too long have ignored complaints from teachers who feel compelled to pay for classroom materials out of their own pockets.

Tyson, a Republican from Parker, told members of the Senate Education Committee this week that she and her husband donate money so teachers can purchase books and other items for students. Anybody who talks to teachers knows this is a problem, Tyson said, and she is tired of not seeing anything happen to address the problem.

“Our teachers, for some reason, they feel like they’re not respected, or second class citizens of Kansas. And that is not true,” Tyson said. “They have more impact on our lives than almost any other person that we interact with, besides family members and friends.”

One of Tyson’s proposals, which would give teachers a $250 income tax credit, already passed the Senate after being included in a bundle of other tax cuts in&nbsp;<a target="_blank" href="http://kslegislature.com/li/b2021_22/measures/sb282/">Senate Bill 282</a>. The annual cost to state revenue would be about $10.4 million, based on the 44,000 teachers in the state.

The education panel held a hearing Monday on Tyson’s other plan, contained in&nbsp;<a target="_blank" href="http://kslegislature.com/li/b2021_22/measures/sb528/">Senate Bill 528</a>, which would require school district to reimburse teachers for up to $250 in personal expenses for classroom supplies.

“We shouldn’t have to do this through legislation,” Tyson said. “But yet, here we are.”

Lobbyists for school boards and teachers opposed the reimbursement because it doesn’t cover many of the items teachers routinely buy, and it would force districts to redirect funding that otherwise would go toward teacher salaries and benefits.

Republicans on the committee pushed back on the idea that schools couldn’t find a way to set aside $10 million from the billions in funding they now receive from the state.

Sen. Renee Erickson, R-Wichita, recalled a time as a business teacher when the school decided to cut copy paper from the budget but still found a way to pay for administrator cellphones. She pointed out the public schools are expected to receive an additional $102 million in the upcoming school year as part of a court-mandated settlement agreement over school funding.

“It seems to me with all of the talk about teachers being unhappy, teachers being stressed out, trying to retain and recruit teachers, taking approximately 10% of the increase of funding isn’t too much to ask our school districts to prioritize what students and teachers need,” Erickson said.

Under the proposed legislation, teachers could be reimbursed for documented purchases of school supplies that are intended to be used within the current school year. The bill excludes the purchase of food, beverage or equipment.

Lauren Tice Miller, of the Kansas National Education Association, said a national study indicated the average teacher spends $459 out of pocket every year on items that often include food, clothing and hygiene products.

If legislators want to help educators with out of pocket expenses, Tice Miller said, they should appropriate the extra $10 million and earmark it for this purpose. Otherwise, she said, the pool of money that would be used to pay for classroom supplies would deny teachers a pay increase or would be unavailable to offset the rising costs of health care.

“We believe it creates a situation of robbing Peter to pay Peter,” she said.

Mark Tallman, of the Kansas Association of School Boards, said he wasn’t aware of any district that doesn’t already provide school supplies or an opportunity for reimbursement.

“Teachers are very generous,” Tallman said. “If they see they want to buy something for a child or they want to do something more special for their room, the cost doesn’t hold them back. And then, understandably, they can be kind of frustrated.”

Sen. Molly Baumgardner, a Louisburg Republican who serves as chairwoman of the Education Committee, lamented the way school cafeterias dispose of leftover food instead of packaging it for students to take homes. That way, she reasoned, teachers wouldn’t feel compelled to buy food for kids.

Baumgardner encouraged local districts to find solutions for teachers who have to pay for their own classroom supplies.

“We continue to hear — not hear politely from teachers, that would be nice — but we continue to be hammered by teachers that there is no help coming from the Legislature for their out-of-pocket expenses,” Baumgardner said.

Bill would force school districts to repay Kan. teachers for classroom supplies

The Saline County Sheriff's Office is investigating as arson an early Wednesday morning fire that destroyed a wooden bridge in the northern part of the county.

Saline County Sheriff Roger Soldan said this morning that a motorist driving on Interstate 70 first reported the fire just after 3:30 a.m. Wednesday. As it turned out, the fire actually was on a wooden bridge that connected some farmland with the "T" intersection of N. Simpson Road and Campbell Road, a short distance south of the interstate.

The fire completely destroyed the wooden planks of the bridge owned by Saline County and is believed to have damaged a wall of the box culvert underneath. Loss was estimated at $6,000. Soldan said investigators believe the fire was started with an accelerant.

Sheriff: Fire that destroyed Saline County bridge was arson

WASHINGTON&nbsp;– U.S. Senators Jerry Moran and Roger Marshall and U.S. Representative Tracey Mann on Thursday urged U.S. Secretary of Transportation Pete Buttigieg to require SkyWest to continue its contracted level of service to four Kansas airports until a new carrier can be secured, according to a media release from Moran's office.

Last week, SkyWest announced it would be ending air service to Dodge City, Hays, Liberal and Salina in the near future. The Department of Transportation recently announced their intent to bar SkyWest from ending its contract until replacement carriers could be found.

The district's school board appointed a committee last fall to review all school mascots. District spokesman Edwin Birch says the committee focused last week on changing the Apache mascot name at Arrowhead Middle School. 

The Kansas City Star reports Birch said the name could be considered offensive by stereotyping Native Americans as aggressive or savages. Birch said the district plans to gather feedback on a possible new mascot name.

Kansas middle school drops Apaches mascot

MOSCOW (AP) —A Moscow court announced it has extended the arrest of WNBA star and former three-time Big 12 player of the year Brittney Griner until May 19, according to the Russian state news agency Tass.

Griner was detained at a Moscow airport in February after Russian authorities said a search of her luggage revealed vape cartridges. They were identified as containing oil derived from cannabis, which could carry a maximum penalty of 10 years in prison.

“The court granted the request of the investigation and extended the period of detention of the U.S. citizen Griner until May 19,” the court said, according to Tass.

The United States embassy in Moscow did not immediately return calls from The Associated Press seeking comment.

The 31-year-old Griner, one of the most recognizable players in women’s basketball, has won two Olympic gold medals with the U.S., a WNBA championship with the Phoenix Mercury and a national championship at Baylor. She is a seven-time All-Star and three-time Big 12 Player of the year at Baylor.

Griner has played in Russia for the last seven years in the winter, earning over $1 million per season — more than quadruple her WNBA salary. She last played for her Russian team UMMC Ekaterinburg on Jan. 29 before the league took a two-week break in early February for the FIBA World Cup qualifying tournaments. She was arrested in Moscow upon returning to Russia.

Manhattan— Authorities are investigating the cause of a fire in an apartment in Manhattan.

Just before 4:30 a.m. Thursday, the Manhattan Fire Department was dispatched to 2215 College Avenue building Q for a report of a structure fire, according to&nbsp;Assistant Fire Chief Sam Dameron.

Upon arrival, crews found a three-story apartment building with smoke coming from the second floor. 

The fire was controlled by the sprinkler system and crews finished the extinguishment. No one was home in the apartment at the time of the fire however, one cat was found deceased due to smoke inhalation. Loss is estimated at $1,000 to contents and $1,000 to the structure, according to Dameron.

Just before midnight Sunday, police responded to the 200 block of North Walnut Street in Coffeyville after report of a shooting, according to a media release. Officers located a juvenile gunshot victim of Chanute, Kansas. 

EMS transported the victim to a local hospital and they were pronounced deceased.

Police sought one person of interest for questioning.

Police: Kan. man arrested after child dies in weekend shooting

TOPEKA, Kansas — State lawmakers find themselves on the verge 
of legalizing marijuana for medical use, but with stricter rules than 
the way cannabis has been cleared for use in other states.

The 
Kansas House passed a legalization bill last year. The Senate stood 
poised to start work on it in the opening weeks of the current session, 
but Republican Senate President Ty Masterson abruptly pulled the bill 
from the calendar.

Now the Senate Federal and State Affairs 
Committee has begun three days of hearings on the measure, a signal that
 the conservative Republicans controlling the Legislature have blessed 
tightly regulated legalization.

Masterson said he wasn’t opposed 
to legalization. Rather, he said, he wanted to make sure that bill was 
written tightly enough to guard against doctor-shopping and other 
tactics that allow people to get the drug on flimsy claims of medical 
need.

“There is some legitimate medical benefit to the derivatives
 of the cannabis plant,” Masterson said in a pre-session interview with 
the Kansas News Service. “The final hurdle is: What is a legitimate way 
to deliver it.”

Thirty-seven states have adopted medical marijuana programs. Recreational use is legal in 18 of them.

The
 Kansas legislation would allow doctors to recommend cannabis for 
chronic pain and the treatment of 22 specific diseases or conditions, 
including AIDS, cancer, multiple sclerosis, glaucoma, Parkinson’s 
disease and ulcerative colitis.

Patients suffering from other 
chronic or terminal conditions that a doctor believes would respond to 
cannabis could also be eligible.

Sam Jones, a Wichita lawyer, says the drug is a safer alternative to opioids and other prescription medications.

“The medical benefits are legitimate and verifiable,” he said.

They’re backed by studies that are growing in number as more states legalize medical cannabis.

Treatment options are limited by the bill. It prohibits smoking and vaping, allowing only edibles, oils, tinctures and patches.

Several
 people who testified in support of the bill urged lawmakers to remove 
the prohibition on smoking and vaping, including Jack Mitchell, the 
owner of a medical marijuana dispensary in Kansas City, Missouri.

He said states that started with similar restrictions have abandoned them.

The bill establishes a rigorous process for doctors who want the option of recommending cannabis and their patients.

Doctors
 would have to obtain certificates from the Kansas Board of Healing Arts
 to recommend medical marijuana to patients. They would also be required
 to submit annual reports detailing the drug’s effectiveness.

Patients
 and their designated caregivers would have to go through a doctor to 
obtain the drug. The physician would submit an application on their 
behalf to the Kansas Department of Health and Environment.

Patients
 approved to use the drug would get a secure identification card for a 
fee of $50. Veterans and low-income Kansans would pay only $25. Then 
they’d buy the drug at state-licensed cannabis dispensaries.

Disabled
 Army veteran Johnathan Lewis, from Missouri, told the Senate committee 
that medical marijuana lessens the chronic pain he suffers from injuries
 that required the amputation of one of his legs. And, he said, it helps
 him to be “an actual functioning member of society.”

Some 
supporters of the overall bill urged lawmakers to change provisions they
 said could lead to problems standing up a cannabis industry in Kansas.

Heather
 Hobbs Steppe, the president of the Kansas Cannabis Chamber of Commerce,
 said the high cost of licenses needed to cultivate, process and sell 
medical marijuana could limit its availability in rural areas.

“In order to have a successful program,” she said, “it’s going to have to … work in all four corners of the state.”

That, Steppe said, requires a program that “supports small businesses and family farmers.”

High
 licensing fees, she said, will drive up costs to consumers who might be
 forced to go back to the black market to obtain the drug.

The bill sets several milestones for establishing the rules and regulations needed to make the program operational.

If the measure passes and all those deadlines are met, medical marijuana would be available in Kansas by January 2024.

Squad members estimate this brick would have been broken down into approximately 10,000 tablets resembling oxycodone.

This fentanyl arrived in Kansas City from California and was headed to Alabama. We believe the markings indicate a shipping destination. Suspects are facing charges.

The DEU intercepts fentanyl or fentanyl-laced pills weekly. It is a dangerous and growing issue nationwide. On Tuesday night,&nbsp;two KCPD officers went to the hospital for a possible fentanyl exposure during an arrest. The officers are fine.

The Federal Trade Commission’s 
first-ever report on e-cigarette products paints a disturbing picture of
 surging e-cigarette sales and advertising that are likely to damage the
 health of America’s youth.

The report, which is based on 
industry data provided for the years 2015 to 2018, shows that total 
e-cigarette sales, including both disposable units and those using 
changeable cartridges, increased more than six-fold from $304.2 million 
to $2.06 billion in those three years alone. The sales of fruit and 
other flavored e-cigarette cartridges preferred by youth increased 
seven-fold over that time, and nicotine concentrations in disposable 
e-cigarette products also increased. 

“The Commission’s inaugural e-cigarette 
report paints a disturbing picture, especially with e-cigarettes driving
 an unprecedented increase in youth use of tobacco products,” said 
Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “The
 data show that this increase coincided with dramatic spikes in the 
market share of flavored products, higher concentrations of nicotine, 
and an industry attempt to evade a ban on free sampling.”

In October 2019, <a href="https://www.ftc.gov/news-events/press-releases/2019/10/ftc-study-e-cigarette-manufacturers-sales-advertising-promotional">the Commission issued identical orders under Section 6(b) of the FTC Act</a> to six of the largest domestic e-cigarette manufacturers:

While the FTC has collected information on 
traditional cigarette and smokeless tobacco sales and advertising 
expenditures for many years, this was the first time it sought 
information related to e-cigarettes. The orders asked about e-cigarette 
sales and advertising and promotional activities for 2015 to 2018. The 
report issued today presents an aggregated and anonymized summary of the
 information the six companies provided to the Commission.

Total Sales. The data collected show a dramatic increase in <a href="https://www.ftc.gov/news-events/news/press-releases/2022/03/federal-trade-commissions-first-report-e-cigarette-sales-advertising-reveals-disturbing-trends">e-cigarette </a>sales
 in general between 2015 and 2018 (from $304.2 million to $2.06 billion,
 respectively), as well as a similarly dramatic increase in the sales of
 cartridge e-cigarette systems such as Juul’s. The companies sold $260 
million worth of such cartridge systems in 2015, with sales growing to 
$1.969 billion in just three years.

Flavored E-Cigarette Sales.

dramatic increase in flavored products raises serious concerns that such
 products might have maintained or increased youth use of e-cigarette 
products.” It notes that a 2018 survey of high school students 
nationwide found that more than two-thirds of e-cigarette users used 
flavored products and that research shows that young people identify 
flavors as a primary reason they use e-cigarettes. This was a significant increase from 
2016, when a national survey of high school and middle school students 
found that just 31% said that the availability of “flavors such as mint,
 candy, fruit, or chocolate” was the primary reason they used 
e-cigarettes. In addition, 81% of adolescents said they used flavors the
 first time they tried e-cigarettes. Increasing Nicotine Concentration.
 The report also reveals a large increase in the concentration of 
nicotine in disposable e-cigarettes sold between 2015 and 2018. In 2015,
 disposable products on average contained 25 mg of nicotine per ml of 
e-liquid. This concentration increased nearly 60% to 39.5 mg/ml in 2018,
 increasing their addictiveness. Cartridge-based e-cigarettes contained 
even higher nicotine concentrations, with the most popular products 
having concentrations between 51 and 61 mg/ml, while the sale of 
nicotine-free cartridges was negligible. The report stated that, “Increased use of e-cigarette <a href="https://www.ftc.gov/news-events/news/press-releases/2022/03/federal-trade-commissions-first-report-e-cigarette-sales-advertising-reveals-disturbing-trends">products with high nicotine concentrations </a>raises
 serious public health and safety concerns for users . . . including 
youth and young adults, who are uniquely at risk for long-term, 
long-lasting effects, including nicotine addiction, from exposing their 
developing brains to nicotine.”Advertising and Promotion.
 Finally, the report provides detailed information on advertising and 
promotional expenditures by domestic e-cigarettes manufacturers between 
2015 and 2018. The Commission found that spending on advertising and 
promotion more than tripled in three years, from $197.8 million in 2015 
to $643.6 million in 2018. The Commission stated that “the increased 
advertising and promotion raise public health concerns,” as public 
health authorities have concluded that e-cigarette advertising exposure 
is one of several factors that has contributed to the recent surge in 
youth e-cigarette use. The report finds that spending on 
free or deeply discounted e-cigarette products more than doubled between
 2015 and 2018, with some companies evading the FDA’s 2016 ban on free 
e-cigarette samples by offering products for $1 or a similar amount. The report also states that price 
discounts paid to retailers or wholesalers to reduce the price of 
e-cigarettes to consumers increased 14-fold between 2015 and 2018, and 
spending on celebrity endorsers, social media influencers, brand 
ambassadors, and others to promote e-cigarettes products increased even
