COLUMBIA, Mo. (AP) — Two former members of a University of Missouri fraternity have been indicted for a hazing incident that left another student blind and unable to walk or communicate after drinking a liter of vodka.

A Boone County grand jury on Friday indicted former Phi Gamma Delta fraternity members Ryan Delanty and Thomas Shultz, both of St. Louis County, in the hazing of Daniel Santulli, 19, of Eden Prairie, Minnesota, the&nbsp;<a href="https://www.columbiamissourian.com/news/higher_education/felony-charges-filed-against-two-fraternity-members-in-hazing-case/article_81c3e300-ee81-11ec-818f-cb61dfc87bab.html#tncms-source=Top%20Story">Columbia Missourian</a>&nbsp;reported.

Both were charged with felony hazing and misdemeanors of supplying liquor to a minor or intoxicated person. Shultz also faces a felony for tampering with physical evidence in a felony prosecution.

Santulli was pledging the fraternity in October when he was found unresponsive due to alcohol poisoning. Authorities said his blood alcohol content was 0.486, six times the legal limit.

Another member of the fraternity, Alec Wetzler, was charged earlier in June with misdemeanor counts of supplying alcohol to a minor and possession of alcohol by a minor. In May, Santulli's family settled with nearly two dozen defendants in a civil lawsuit.

Felony fraternity hazing: Student left blind, unable to walk

TOPEKA — A foster care program designed to support 
adoptive families may actually discourage adoption. Tina Miller knows 
this all too well.

Miller wanted to adopt foster child Aaron 
Carter, who was non-verbal and autistic. Foster parents are paid a daily
 rate to take care of foster children. For the Millers, that came out to
 around $3,800 a month, and despite that, they paid an additional $500 
to $1,300 a month to look after Aaron. He could never be left alone.

“Had
 my husband and I not had a strong marriage and relationship, I could 
see easily how (Aaron) would cause somebody to get a divorce,” Miller 
said. “He was just so much.”

The Millers were only offered around $800 a month to adopt Aaron, less than a third of what they got for fostering the boy.

“We knew that there was just no way we could swing it,” Miller said.

They
 continued to foster Aaron until another family was interested in 
adopting him. Aaron died during a visit with that other family. The case
 is still being investigated.

The Millers’ case is unusual because families don’t often decline an adoption for financial reasons, foster care staff say.

But
 the Millers aren’t entirely unique. Money is important. And for some 
families, the subsidies they lose means the difference between whether 
they can afford to adopt a foster kid — especially a child with special,
 expensive and ongoing needs. Families who go ahead with adoptions of 
kids with higher needs can find themselves quickly overrun by financial 
problems. The Kansas Department for Children and Families wants to 
change the equation.

Paige Darnall adopted a child even though she
 received significantly less each month from the state. She said taking 
less money will make it harder to afford child care and could mean less 
time off for herself.

“We’re both working parents, so the day care expense was the big struggle,” she said. “There were times it has been difficult.”

Kansas
 caps its adoption subsidy — or monthly financial support to adoptive 
families — at $500 a month. Monthly support for foster families varies 
broadly depending on a child’s needs. Families with basic foster rates 
get around $700 a month while families with the highest need children 
get thousands of dollars a month.

Almost every foster family in 
Kansas is paid less to adopt than they are to foster a child. Families 
with higher needs children can request exceptions to get more financial 
support, yet multiple foster parents and parent support groups say not 
everyone knows that option exists.

“I thought that wasn’t 
particularly fair,” said Josh Kroll, adoption subsidy resource center 
coordinator at the North American Council on Adoptable Children. “If two
 sides are negotiating something and one side knows something is a 
possibility and doesn't share it with the other side, that seems like an
 inequitable position for negotiation.”

Kroll said Kansas’ system 
could be set up better and DCF is trying. The agency is reviewing its 
subsidy structure, said Melinda Kline, deputy director of permanency. 
Kline didn’t say what these changes might be and couldn’t say when they 
might happen.

Depending on the scale of adjustments, DCF could 
need legislative action. The Kansas Legislature adjourned its session 
last month and isn’t expected to return until January 2023. DCF is 
considering creating new exceptions for higher needs children to help 
families in the near future.

“We want families who select adoption
 to be able to support and care for and meet the needs of the child that
 they adopt,” Kline said.

Other states might offer similar pay to 
foster care rates or they might have a tiered system that shows parents 
how much they could get based on their child’s needs.

The Kansas 
adoption rate is around average when compared to other states. DCF says 
8,769 adopted children receive a subsidy and the average monthly payment
 for April 2022 was $456.74. Subsidies range from $18.72 to $3,500 a 
month.

The adoption subsidy in California, Washington, D.C., and 
Alaska can all exceed $1,000. Wyoming, Missouri and Mississippi offer 
$400 a month or less. Utah’s rates max out at $211, <a href="https://nacac.org/help/adoption-assistance/adoption-assistance-us/all-states-at-a-glance/" target="_blank">according to the North American Council on Adoptable Children.&nbsp;</a>

Minnesota
 recently changed its adoption subsidy structure. The new system has 
multiple tiers that determine what level of need a child has and reduces
 the need for negotiating a rate, something that Kansas does. Under 
Minnesota’s old system, families would be paid half as much to adopt a 
child as to foster that child. Kroll said that causes children to move 
to new families because there isn’t enough support.

He said the new system is “more consistent (and) it can be more equitable.”

Kroll said adoption subsidies are important because foster children have higher needs so parents might need more support.

“Many
 of the children have suffered abuse or neglect — that’s why they’ve 
entered into the foster care system,” he said. “They often have more 
needs even when they get adopted.”

Kan. reviews adoption, foster care subsidies to encourage more adoptions

REHOBOTH BEACH, Del. (AP) — President Joe Biden said Monday that he’s considering a federal holiday on the gasoline tax, possibly saving U.S. consumers as much as 18.4 cents a gallon.

“Yes, I’m considering it,” Biden told reporters after taking a walk along the beach near his vacation home in Delaware. “I hope to have a decision based on the data — I’m looking for by the end of the week.”

The administration is increasingly looking for ways to spare the public from higher prices at the pump, which began to climb last year and surged after Russia invaded Ukraine in February. Gas prices nationwide are averaging just under $5 a gallon, according to AAA.

Biden said members of his team were to meet this week with CEOs of the major oil companies to discuss rising oil prices. Biden lashed out at oil companies, saying they are making excessive profits when people are feeling the crunch of skyrocketing costs at the pump and inflation. But Biden said he would not be meeting the oil executives himself.

“I want an explanation for why they aren’t refining more oil,” Biden said.

The Biden administration has already released oil from the U.S. strategic reserve and increased ethanol blending for the summer, in additional to sending a letter last week to oil refiners urging them to increase their refining capacity. Yet those efforts have yet to reduce price pressures meaningfully, such that the administration is now considering a gas tax holiday. Taxes on gasoline and diesel fuel help to pay for highways.

The Penn Wharton Budget Model released estimates Wednesday showing that consumers saved at the pump because of gas tax holidays in Connecticut, Georgia and Maryland. The majority of the savings went to consumers, instead of service stations and others in the energy sector.

In an interview Sunday on ABC’s “This Week,” Treasury Secretary Janet Yellen expressed an openness to a federal gas tax holiday to give motorists some relief.

Strolling on the beach with his daughter Ashley, granddaughter Naomi, and his granddaughter’s fiancé, Biden stopped frequently to chat with beachgoers who were spending the Juneteenth federal holiday at the beach.

He took a moment to offer assurances about inflation — the consumer-price index increased to a nearly 40-year high of 8.6% in May from the same month a year ago — and growing warnings from economists that a recession may be around the corner.

“We’re going to get though this, guys,” Biden told one group of beachgoers.

Last week, the Federal Reserve stepped up its drive to tame inflation by raising its key interest rate by three-quarters of a point — its largest increase in nearly three decades — and signaled more large rate increases to come.

Former Treasury Secretary Larry Summers told NBC’s “Meet the Press” on Sunday that in his estimation, “the dominant probability would be that by the end of next year we would be seeing a recession in the American economy.”

Biden said he spoke with Summers, who served as treasury secretary in the Clinton administration, on Monday morning.

“There’s nothing inevitable about a recession,” Biden said.

Just after 4p.m. Sunday, police responded to report of a shooting in the 400 Block of NE 14th Street, according to a media release.&nbsp; EMS transported a 43-year-old victim to the hospital in for treatment of serious injuries.&nbsp; Police identified a 16-year-old suspect and took them into custody.&nbsp;

Kansas Gov. Laura Kelly's release claiming the lowest unemployment rate in Kansas history is correct, but that may not necessarily mean completely positive things for the overall economy, according to conservative economist Michael Austin.

"Her report of Kansas reaching the lowest unemployment in history is true, but it coincidentally forgets to mention it's because Kansas is seeing the share of Kansans either working or looking for work is 66.5% as of May."

That's far less than the highest share of 71.5% coming out of the Great Recession.&nbsp;

"The Kansas unemployment rate isn't low because the economy is great," Austin said. "It's low because a growing number of Kansas folks are just unhappy."

Part of it is because the same amount of work continues to buy less.

"If the Kansas economy was doing well, then wages should grow faster than inflation," Austin said. "The pay raise that you get should outpace what we're seeing at the pump, what we're seeing at a checkout. Instead, Kansans wages have fallen for the last seven months."

The participation rate isn't as low as it has been, however. The 10-year low for the labor force participation rate was 65.9 percent in June 2020.

Economist: Low Kansas unemployment number needs context

Kansas City has reason to celebrate. After years of constructing a 
bid to host a portion of the 2026 World Cup, FIFA officials announced 
that the city will be one of 11 host cities in the United States.&nbsp;

GEHA Field at Arrowhead Stadium will be the host venue for Kansas 
City’s portion of the series and will undergo some upgrades to 
accommodate the games, which Kansas City Mayor Quinton Lucas <a href="https://twitter.com/QuintonLucasKC/status/1537795545158270977?s=20&amp;t=YnWfIvWVc9mlWK2Pzz4H7A">said</a> will cost around $50 million.

The city’s position geographically and within the national soccer 
scene uniquely positioned it as an opportune host city, officials said 
at a party to watch the international announcement. The United States, 
Mexico and Canada put in a joint bid to host the games.&nbsp;

Kansas City was one of 16 cities in the final running to host at 
least a portion of the World Cup.&nbsp; Western region cities hosting games 
include Vancouver, Canada, Seattle, San Francisco, Los Angeles and 
Guadalajara, Mexico.&nbsp;

Other central region cities include Dallas, Atlanta, Houston, Mexico 
City and Monterrey. Eastern region host cities are Toronto, Boston, 
Philadelphia, Miami and New York.&nbsp;

It’s unclear how many games Kansas City will host. Bid director 
Katherine Holland said Thursday afternoon that representatives from host
 cities will soon travel to New York to get more information on hosting 
the games.&nbsp;

The 2026 World Cup will be a historically significant series; 48 
nations will participate in the games, up from the 32 that have in the 
past participated.&nbsp;

Kansas City began bidding to host the games in 2017, Holland said.&nbsp;

“We drummed up support from states surrounding Kansas and Missouri 
and the games will be hosted in Kansas City at Arrowhead, but this is 
really a bid to represent and celebrate the region as a whole,” Holland 
said. “I think that the investment that has gone into growing the game 
of soccer over the past decade certainly justifies us being a sort of 
soccer capital of America.”&nbsp;

Holland pointed to the consistent expansion of the game in Kansas 
City and recent news that Kansas City’s professional women’s soccer 
team, the Kansas City Current, will soon open a new training facility 
and break ground on a <a href="https://www.espn.com/soccer/united-states-nwsl/story/4682999/kansas-city-currents-new-nwsl-playbook-a-%24135m-investment-in-the-future">stadium to host the team</a>.&nbsp;

Other recent investments in the city, such as the new $1.5 billion 
terminal at Kansas City International Airport, scheduled to open in 
2023, also separated Kansas City from other cities in the running, 
leaders said.

&nbsp;Kansas City Chiefs owner Clark Hunt and Sporting Kansas City 
principal owner Cliff Illig were honorary co-chairs of the bid team. 
Chiefs quarterback Patrick Mahomes, Royals catcher Salvador Perez and 
Sporting Kansas City captain Matt Besler were honorary bid captains.&nbsp;

World Cup expected to draw massive spending to metro area

Lucas pointed to the job creation that hosting some of the games could bring to the region.&nbsp;

“Our team effort to bring the 2026 World Cup to Kansas City has 
culminated in today’s success as we prepare to be one of few American 
cities selected to host the largest sporting event in the world,” Lucas 
said in a press release.&nbsp;

“The World Cup will bring jobs to our residents, will generate

 global stage what we’ve known for some time: Kansas City is the soccer

the mayor added.&nbsp;

Part of the requirements in submitting a bid included a sales tax 
exemption for tickets. Missouri Senate Minority Leader John Rizzo, 
D-Independence, <a href="https://www.senate.mo.gov/22info/BTS_Web/Bill.aspx?SessionType=R&amp;BillID=71259767">sponsored the bill </a>that would do so for Kansas City’s ticket sales.&nbsp;

Any potential loss of revenue, though, would be outweighed by tourism
 to the area and job creation involved with preparing Kansas City for 
the cup, Rizzo said.

“[The bill] shows a near $700 million in positive economic impact. To
 the state of Missouri, it’s just an opportunity for Kansas City to show
 itself off to the world stage,” Rizzo told The Beacon. “I don’t even 
know if you can quantify that economically as to what that means for the
 region. And not just even the city or state, but throughout the entire 
Midwest.”&nbsp;

 by the University of Tennessee Knoxville examining the potential 
impact&nbsp; estimated 160,000 fans traveling into the Nashville area if the 
city were to host four games. The study estimated nearly $700 million in
 visitor spending and $185.5 million in earnings for Tennessee workers.

Rizzo pointed to the investment into Kansas City, supported by the 
restaurant and entertainment industries, that helped accelerate the 
metro’s growth.&nbsp;

“I think it’s the perfect culmination of all the things that the city
 of Kansas City has been working on really truly for the last 20, 30 
years,” he said. “The industry that has just fully embraced downtown 
Kansas City. It is a dynamic town that has reaped the rewards of massive
 investment.”&nbsp;

Missouri Lt. Gov. Mike Kehoe, a Republican, said in a news conference
 at Kansas City Power and Light District after the announcement that 
Kansas City’s successful bid was a result of bipartisan collaboration 
led by Rizzo and Rep. Jonathan Patterson, R-Lee’s Summit.&nbsp;

“These rock stars up here that helped you… a Republican and a 
Democrat…who worked together to get this thing done,” Kehoe said. “It’s 
here because Missouri has great sports fans. We have great sports 
franchises. From the General Assembly and the governor of the state of 
Missouri, Gov. Parson, we’d like to welcome the World Cup here in 
2026.”&nbsp;

bid to host a portion of the 2026 World Cup, FIFA officials announced 
that the city will be one of 11 host cities in the United States.&nbsp;GEHA Field at Arrowhead Stadium will be the host venue for Kansas 
City’s portion of the series and will undergo some upgrades to 
accommodate the games, which Kansas City Mayor Quinton Lucas <a href="https://twitter.com/QuintonLucasKC/status/1537795545158270977?s=20&amp;t=YnWfIvWVc9mlWK2Pzz4H7A">said</a> will cost around $50 million. The city’s position geographically and within the national soccer 
scene uniquely positioned it as an opportune host city, officials said 
at a party to watch the international announcement. The United States, 
Mexico and Canada put in a joint bid to host the games.&nbsp;<figure>

KANSAS CITY —Law enforcement authorities are investigating a fatal shooting on Father's Day in Wyandotte County and have a suspect in custody.

Just after 2p.m. Sunday, police were dispatched to reported shooting at a home in the 300 block of North 8th Street, according to a media release.

When officers arrived, they discovered a girl in her late teens. EMS transported her to an area hospital. She died just after 7:30p.m.

Police have not released the name of the suspect or the teen victim.

Police: Kansas girl dies after shooting on Father's Day

WICHITA – A federal grand jury in Wichita returned an indictment last week charging a Kansas man with one count of bank robbery.

According to court documents, on June 2, Roland K. Vandenberg, 55, allegedly robbed Emprise Bank in the 4800 Block of South Broadway Street in Wichita.

Officers learned that a suspect had entered the bank, demanded money, then left the bank northbound on Broadway.

Officers located a man matching the suspect description in the area. He was identified as Vandenberg.&nbsp; Police&nbsp;<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20073955">booked him into&nbsp;</a>the Sedgwick County Jail on a requested charge of robbery. He is no longer in custody, according to online jail records.

The Federal Bureau of Investigation (FBI) is investigating the case.

In the ad that features soldiers storming a house, Greitens asks voters to "join the MAGA crew and get a RINO hunting permit."

In March, Greitens, speaking to reporters in Jefferson City after filing for the primary, said he doesn't need the support of “RINOs” — Republicans In Name Only — to win the nomination.

The Overland Park Fire Department says in a news release that fire crews from Overland Park and Lenexa were called to the home around 1:30 a.m. Monday and found the home ablaze. 

Firefighters also learned that people were trapped inside. Firefighters immediately searched the home while working to extinguish the fire and found two people inside who had died and third person injured. 

The injured person was rushed to a hospital and later listed in stable condition. Officials have not released the names of those killed and injured. The cause of the fire is being investigated.

NEW YORK (AP) — The U.S. on Saturday opened COVID-19 vaccines to infants, toddlers and preschoolers.

The shots will become available this week, expanding the nation’s vaccination campaign to children as young as 6 months.

Advisers to the Centers for Disease Control and Prevention recommended the vaccines for the littlest children, and the final signoff came hours later from Dr. Rochelle Walensky, the agency’s director.

While the Food and Drug Administration approves vaccines, it’s the CDC that decides who should get them.

The shots offer young children protection from hospitalization, death and possible long-term complications that are still not clearly understood, the CDC’s advisory panel said.

The government has already been gearing up for the vaccine expansion, with&nbsp;<a href="https://apnews.com/article/covid-science-health-government-and-politics-152ad81fe8b76025772f0659e521acee">millions of doses ordered</a>&nbsp;for distribution to doctors, hospitals and community health clinics around the country.

Roughly 18 million kids will be eligible, but it remains to be seen how many will ultimately get the vaccines. Less than a third of children ages 5 to 11 have done so since vaccination opened up to them last November.

The vaccines use the same technology but are being offered at different dose sizes and number of shots for the youngest kids.

Pfizer’s vaccine is for children 6 months to 4 years old. The dose is one-tenth of the adult dose, and three shots are needed. The first two are given three weeks apart, and the last at least two months later.

Moderna’s is two shots, each a quarter of its adult dose, given about four weeks apart for kids 6 months through 5 years old. The FDA also approved a third dose, at least a month after the second shot, for children with immune conditions that make them more vulnerable to serious illness.

In studies, vaccinated youngsters developed levels of virus-fighting antibodies as strong as young adults, suggesting that the kid-size doses protect against coronavirus infections.

However, exactly how well they work is hard to pin down, especially when it comes to the Pfizer vaccine.

Two doses of Moderna appeared to be only about 40% effective at preventing milder infections at a time when the omicron variant was causing most COVID-19 illnesses. Pfizer presented study information suggesting the company saw 80% with its three shots. But the Pfizer data was so limited — and based on such a small number of cases — that experts and federal officials say they don’t feel there is a reliable estimate yet.

Yes, according to the CDC. While COVID-19 has been the most dangerous for older adults, younger people, including children, can also get very sick.

Hospitalizations surged during the omicron wave. Since the start of the pandemic, about 480 children under age 5 are counted among the nation’s more than 1 million COVID-19 deaths, according to federal data.

“It is worth vaccinating even though the number of deaths are relatively rare, because these deaths are preventable through vaccination,” said Dr. Matthew Daley, a Kaiser Permanente Colorado researcher who sits on the CDC’s advisory committee.

In a statement Saturday, President Joe Biden urged parents to get them for their young children as soon as possible.

Either one, said Dr. Peter Marks, the FDA’s vaccine chief.

“Whatever vaccine your health care provider, pediatrician has, that’s what I would give my child,” Marks said Friday.

The doses haven’t been tested against each other, so experts say there’s no way to tell if one is better.

One consideration: It takes roughly three months to complete the Pfizer three-shot series, but just one month for Moderna’s two shots. So families eager to get children protected quickly might want Moderna.

Pediatricians, other primary care physicians and children’s hospitals are planning to provide the vaccines. Limited drugstores will offer them for at least some of the under-5 group.

U.S. officials expect most shots to take place at pediatricians’ offices. Many parents may be more comfortable getting the vaccine for their kids at their regular doctor, White House COVID-19 coordinator Dr. Ashish Jha said. He predicted the pace of vaccination will be far slower than it was for older populations.

“We’re going see vaccinations ramp up over weeks and even potentially over a couple of months,” Jha said.

CAN CHILDREN GET OTHER VACCINES AT THE SAME TIME?

It’s common for little kids to get more than one vaccine during a doctor’s visit.

In studies of the Moderna and Pfizer shots in infants and toddlers, other vaccinations were not given at the same time so there is no data on potential side effects when that happens.

But problems have not been identified in older children or adults when COVID-19 shots and other vaccinations were given together, and the CDC is advising that it’s safe for younger children as well.

The CDC has said people may consider waiting about three months after an infection to be vaccinated.

Officers found one victim identified as Alfredo Campa-Vasquez, 28, of Topeka. He was pronounced dead at the scene.

As a result of the investigation police arrested 30-year-old Nancy Cervantes of Topeka and booked her on a requested charge of Reckless 2nd Degree Murder.

KANSAS CITY (AP) — Health officials said Saturday that they had identified what is likely to be the first case of monkeypox in Missouri.

Officials said the probable case of monkeypox was found in a Kansas City resident who had recently traveled out of state. That person didn't need to be hospitalized.

State and local health officials are waiting for the federal Centers for Disease Control and Prevention to confirm the results. Meanwhile, officials are notifying people who may have been in contact with the infected person.

The disease that first causes flu-like symptoms before progressing to a rash on the face and body is commonly found in parts of central and west Africa. But this year, 1,880 infections have been reported in more than 30 countries where monkeypox isn't typically found.

Most of those cases have been found in Europe, but the CDC said Saturday that 113 cases of monkeypox have been found in the United States.

The Kansas Highway Patrol reported a 2021 Jeep Renegade driven by Eric Lee&nbsp;Karpierz, 19, Lansing, was eastbound in 18000 Block Eisenhower Road five and and one half miles west of Lansing.

&nbsp;The Jeep traveled left of center at a high rate of speed and struck a westbound 2012 Suzuki 250X driven by Eric Lee Chappell, 40, Leavenworth. 

Both vehicles traveled to the east and came to a rest in the ditch north of Eisenhower Road.

Chappell was pronounced dead at the scene. Karpierz and a 17-year-old passenger in the Jeep were properly restrained and not injured.&nbsp;Chappell was not wearing a helmet, according to the KHP.

SHAWNEE COUNTY—Authorities are working to determine the cause of a fire that destroyed a Kansas home.

Just before 7p.m. Sunday, fire crews were dispatched to a house fire 509 NE Paramore Street in Topeka, according to Fire Marshal Alan Stahl.

As they arrived, fire crews observed heavy fire and smoke coming from several sides of the home. Crews initially started a defensive fire attack and eventually transitioning to an offensive fire attack.&nbsp;

The occupants were not home.&nbsp; The estimated total damage is $26,390 a total loss; $25,890 loss. There were no injuries. There were no working smoke detectors in the home, according to Stahl.

SEDGWICK COUNTY —A Kansas felon faces new allegations from the United State's Attorney.

Eric Salsbery,63, of Wichita was indicted on one count of possession with intent to distribute cocaine base, one count of possession with intent to distribute cocaine, one count of possession of counterfeit currency, and one count of possession of a firearm by a convicted felon.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is investigating the case.

Salsbery has previous convictions that include forgery, drugs, endangering a child, criminal use of a weapon, DUI and driving while suspended, according to the Kansas Dept. of Corrections.

Kan. felon accused of selling cocaine, having counterfeit cash

BUTLER COUNTY—Law enforcement authorities and emergency crews on Sunday located the body of a woman reported missing along the Walnut River after an ATV crash in Butler County, according to a statement from the sheriff's office.

Just before 3:30 a.m., Saturday, friends and family reported 21-year-old Carley Bullard was missing when an ATV she was on traveled off a bank near the Walnut River south of Augusta.

Authorities have released no additional details.

KANSAS CITY (AP) — As the Supreme Court appears on track to overturn the constitutional right to abortion, progressive prosecutors around the U.S. are declaring they won't enforce some of the most restrictive and punitive anti-abortion laws that GOP-led states have waited years to implement.

The move is sure to rankle Republican lawmakers and governors, with about half the states poised to ban abortion if Roe v. Wade — the 1973 decision establishing a constitutional right to abortion — is weakened or overturned. Many of those Republican-led states have abortion clinics nestled in the large metro areas represented by Democratic district attorneys.

Anti-abortion laws in the U.S. largely shy away from explicitly punishing pregnant women and instead tend to target physicians, who could face loss of their medical license and lengthy prison sentences for performing the procedure illegally. But some abortion restrictions would penalize those who assist in an abortion and others could require women who secured the procedure to testify against those who helped her.

Yet enforcement of these laws will fall largely onto the shoulders of district attorneys, who&nbsp;<a href="https://apnews.com/article/crime-tampa-tennessee-nashville-787cae9774f5fa36797ce89bb25932a7">wield wide discretion</a>&nbsp;over whom to charge with crimes. Currently, it's not unusual for prosecutors elected in Democratic counties to voice their resistance to bringing charges under various GOP-backed mandates— ranging from voting restrictions, limits on certain protest activity, laws aimed at LGBTQ people, and restrictions on mask requirements throughout the COVID-19 outbreak.

In 2020, more than 70 prosecutors from blue districts around the country publicized that they wouldn’t bring charges under increasingly stringent laws that states have passed against abortion because they “should not and will not criminalize healthcare decisions.”

And so far, a growing number of prosecutors elected in Democratic counties are promising they won’t pursue the criminal charges that have been tucked inside the harshest of abortion restrictions.

Michigan has become a particular battleground over who will enforce the state's abortion laws. Seven Democratic prosecutors there have vowed they won't enforce the state's long-dormant ban on the procedure, while two Republican prosecutors have joined abortion opponents in seeking to overturn the recent suspension of the 1931 statute.

The law, which makes it a crime to assist in an abortion, has had no practical effect for decades since abortion was legalized nationwide.

“Those archaic statutes are unconstitutionally and dangerously vague, leaving open the potential for criminalizing doctors, nurses, anesthetists, health care providers, office receptionists — virtually anyone who either performs or assists in performing these medical procedures. Even the patient herself could face criminal liability under these statutes,” the prosecutors from the Detroit, Lansing, Flint and Ann Arbor areas wrote in a letter.

In GOP-controlled Tennessee, Nashville's Democratic District Attorney Glenn Funk issued a statement just hours after the leaked draft opinion was published in early May. Funk promised he would stand by his previous position not to prosecute medical practitioners who perform an abortion nor any pregnant woman seeking the procedure.

“I am appalled that this assault on a woman’s personal health decisions is in jeopardy. I stand by my prior statement," Funk said, a day before he won the Democratic primary election against two opponents who declined to state whether they would charge doctors.

Funk's longtime resistance to enforcing the state's abortion laws, as well as several others, has already sparked pushback from Tennessee Republican leaders. Late last year, the General Assembly passed a law allowing the attorney general to intervene in local cases — which includes abortion charges. The law permits the state’s legal chief to ask the Tennessee Supreme Court to appoint a temporary prosecutor when the district attorney has “peremptorily and categorically” refused to charge a case.

To date, the attorney general's office says it has not exercised the new law. Meanwhile, the state's top Republican leaders — who oversee every major political office — have remained mum on Funk's defiant stance, and his office has declined to answer follow up questions.

The National Right to Life Committee, which advocates for abortion restrictions, has developed model legislation in the event Roe is overturned that would, among things, authorize state attorneys general to file charges in abortion cases if local prosecutors refuse.
