FINNEY COUNTY—Law enforcement authorities are investigating a Kansas man on multiple charges after chase and violent car crash.

Just after 10:30 Friday, police and fire crews were dispatched to the area of 700 E. Kansas Avenue in Garden City where a vehicle struck a streetlight, according to a media release.

The investigation revealed that a Kia Optima, driven by 29-year-old Cruz Velasquez of Garden City, was westbound on Kansas Avenue when he ran a red light and struck a Nissan Maxima. 

Velasquez then fled the area at a high rate of speed, driving into oncoming traffic and nearly striking more vehicles in the process. 

Velasquez ultimately struck a curb, which caused the Kia to go airborne and strike the stop sign at Old Manor Road and E. Kansas Avenue and the streetlight.

Officers located Velasquez inside the Nature's Way health food store at 701 E. Kansas Plaza. Through further investigation, it was determined that Velasquez was allegedly driving under the influence. Officers took him into custody and transported him to St. Catherine Hospital for evaluation. 

While at the hospital, Velasquez allegedly became combative with an 0fficer before being subdued. The Officer was not injured. No other injuries were reported from the incident. 

Velasquez is being held on requested charges that include DUI - 2nd Time,&nbsp; Battery LEO, Felony Interference LEO, Possession of Opiate, Possession with Intent to Distribute Stimulant, Possession of Drug Paraphernalia,&nbsp; No Valid Driver’s License - 3rd Time, Reckless Driving, Duty of Driver to Give Information and Duty of Driver Upon Damaging Property.

CAPE CANAVERAL, Fla. (AP) — A NASA spacecraft rammed an asteroid at blistering speed Monday in an unprecedented dress rehearsal for the day a killer rock menaces Earth.

The galactic grand slam occurred at a harmless asteroid 7 million miles (9.6 million kilometers) away, with the spacecraft named Dart plowing into the small space rock at 14,000 mph (22,500 kph). Scientists expected the impact to carve out a crater, hurl streams of rocks and dirt into space and, most importantly, alter the asteroid’s orbit.

Telescopes around the world and in space aimed at the same point in the sky to capture the spectacle. Though the impact was immediately obvious — Dart’s radio signal abruptly ceased — it will be days or even weeks to determine how much the asteroid’s path was changed.

“No, this is not a movie plot,” NASA Administrator Bill Nelson tweeted earlier in the day. ”We’ve all seen it on movies like ‘Armageddon,’ but the real-life stakes are high,” he said in a prerecorded video.

Monday’s target: a 525-foot (160-meter) asteroid named Dimorphos. It’s actually a moonlet of Didymos, Greek for twin, a fast-spinning asteroid five times bigger that flung off the material that formed the junior partner.

The pair have been orbiting the sun for eons without threatening Earth, making them ideal save-the-world test candidates.

Dart’s on-board camera, a key part of this smart navigation system, caught sight of Dimorphos barely an hour before impact.

“Woo hoo,” exclaimed Johns Hopkins mission systems engineer Elena Adams. "We’re seeing Dimorphos, so wonderful, wonderful.”

With an image beaming back to Earth every second, Adams and other ground controllers in Laurel, Maryland, watched with growing excitement as Dimorphos loomed larger and larger in the field of view alongside its bigger companion.

A mini satellite followed a few minutes behind to take photos of the impact. The Italian Cubesat was released from Dart two weeks ago.

Scientists insisted Dart would not shatter Dimorphos. The spacecraft packed a scant 1,260 pounds (570 kilograms), compared with the asteroid’s 11 billion pounds (5 billion kilograms). But that should be plenty to shrink its 11-hour, 55-minute orbit around Didymos.

The impact should pare 10 minutes off that, but telescopes will need anywhere from a few days to nearly a month to verify the new orbit. The anticipated orbital shift of 1% might not sound like much, scientists noted. But they stressed it would amount to a significant change over years.

Planetary defense experts prefer nudging a threatening asteroid or comet out of the way, given enough lead time, rather than blowing it up and creating multiple pieces that could rain down on Earth. Multiple impactors might be needed for big space rocks or a combination of impactors and so-called gravity tractors, not-yet-invented devices that would use their own gravity to pull an asteroid into a safer orbit.

“The dinosaurs didn’t have a space program to help them know what was coming, but we do,” NASA’s senior climate adviser Katherine Calvin said, referring to the mass extinction 66 million years ago believed to have been caused by a major asteroid impact, volcanic eruptions or both.

The non-profit B612 Foundation, dedicated to protecting Earth from asteroid strikes, has been pushing for impact tests like Dart since its founding by astronauts and physicists 20 years ago. Monday’s feat aside, the world must do a better job of identifying the countless space rocks lurking out there, warned the foundation’s executive director, Ed Lu, a former astronaut.

Significantly less than half of the estimated 25,000 near-Earth objects in the deadly 460-foot (140-meter) range have been discovered, according to NASA. And fewer than 1% of the millions of smaller asteroids, capable of widespread injuries, are known.

The Vera Rubin Observatory, nearing completion in Chile by the National Science Foundation and U.S. Energy Department, promises to revolutionize the field of asteroid discovery, Lu noted.

Finding and tracking asteroids, “That’s still the name of the game here. That’s the thing that has to happen in order to protect the Earth,” he said.

Cameras and telescopes will watch the crash, but it will take days or even weeks to find out if it actually changed the orbit.

"This isn’t going to blow up the asteroid. It isn’t going to put it into lots of pieces.” Rather, the impact will dig out a crater tens of yards (meters) in size and hurl some 2 million pounds (1 million kilograms) of rocks and dirt into space.

NASA insists there’s a zero chance either asteroid will threaten Earth — now or in the future. That’s why the pair was picked.

The Johns Hopkins lab took a minimalist approach in developing Dart — short for Double Asteroid Redirection Test — given that it’s essentially a battering ram and faces sure destruction. It has a single instrument: a camera used for navigating, targeting and chronicling the final action. Believed to be essentially a rubble pile, Dimorphos will emerge as a point of light an hour before impact, looming larger and larger in the camera images beamed back to Earth. Managers are confident Dart won’t smash into the larger Didymos by mistake. The spacecraft’s navigation is designed to distinguish between the two asteroids and, in the final 50 minutes, target the smaller one.

The size of a small vending machine at 1,260 pounds (570 kilograms), the spacecraft will slam into roughly 11 billion pounds (5 billion kilograms) of asteroid. “Sometimes we describe it as running a golf cart into a Great Pyramid,” said Chabot.

Unless Dart misses — NASA puts the odds of that happening at less than 10% — it will be the end of the road for Dart. If it goes screaming past both space rocks, it will encounter them again in a couple years for Take 2.

Little Dimorphos completes a lap around big Didymos every 11 hours and 55 minutes. The impact by Dart should shave about 10 minutes off that. Although the strike itself should be immediately apparent, it could take a few weeks or more to verify the moonlet’s tweaked orbit. Cameras on Dart and a mini tagalong satellite will capture the collision up close. Telescopes on all seven continents, along with the Hubble and Webb space telescopes and NASA’s asteroid-hunting Lucy spacecraft, may see a bright flash as Dart smacks Dimorphos and sends streams of rock and dirt cascading into space. The observatories will track the pair of asteroids as they circle the sun, to see if Dart altered Dimorphos’ orbit. In 2024, a European spacecraft named Hera will retrace Dart’s journey to measure the impact results.

Although the intended nudge should change the moonlet’s position only slightly, that will add up to a major shift over time, according to Chabot. "So if you were going to do this for planetary defense, you would do it five, 10, 15, 20 years in advance in order for this technique to work,” she said. Even if Dart misses, the experiment still will provide valuable insight, said NASA program executive Andrea Riley. “This is why we test. We want to do it now rather than when there’s an actual need,” she said.

Planet Earth is on an asteroid-chasing roll. NASA has close to a pound (450 grams) of&nbsp;<a href="https://apnews.com/article/az-state-wire-asteroids-business-science-3210a89afa93601b008a3df1fe8a2608">rubble collected from asteroid Bennu</a>&nbsp;headed to Earth. The stash should arrive next September. Japan was the first to retrieve asteroid samples, accomplishing the feat twice. Another spacecraft, Near-Earth Asteroid Scout, is loaded into NASA’s new moon rocket awaiting liftoff; it will use a solar sail to fly past a space rock that’s less than 60 feet (18 meters) next year. In the next few years, NASA also plans to launch a census-taking telescope to identify hard-to-find asteroids that could pose risks. One asteroid mission is grounded while an independent review board weighs its future.&nbsp;<a href="https://apnews.com/article/spacex-space-exploration-science-technology-asteroids-89670faaeff6db0690904920d345d257">NASA’s Psyche spacecraft</a>&nbsp;should have launched this year to a metal-rich asteroid between Mars and Jupiter, but the team couldn’t test the flight software in time.

Hollywood has churned out dozens of killer-space-rock movies over the decades, including 1998′s “Armageddon” which brought Bruce Willis to Cape Canaveral for filming, and last year's “Don’t Look Up” with Leonardo DiCaprio leading an all-star cast. NASA’s planetary defense officer, Lindley Johnson, figures he’s seen them all since 1979′s “Meteor,” his personal favorite “since Sean Connery played me.” While some of the sci-fi films are more accurate than others, he noted, entertainment always wins out. The good news is that the coast seems clear for the next century, with no known threats. Otherwise, “it would be like the movies, right?” said NASA’s science mission chief Thomas Zurbuchen. What’s worrisome, though, are the unknown threats. Fewer than half of the 460-foot (140-meter) objects have been confirmed, with millions of smaller but still-dangerous objects zooming around. “These threats are real, and what makes this time special, is we can do something about it,” Zurbuchen said. Not by blowing up an asteroid as Willis’ character did — that would be a last, last-minute resort — or by begging government leaders to take action as DiCaprio’s character did in vain. If time allows, the best tactic could be to nudge the menacing asteroid out of our way, like Dart.

Man sentenced in 'swatting' case that led to Kan. man's death

SEDGWICK COUNTY—Law enforcement authorities investigating a violent attack and have a suspect in custody.

Just before 6:30a.m. Friday, police were dispatched to a stabbing that occurred in the 400 block of West Central in Wichita, according to Officer Chad Ditch. 

While en route to the call, officers learned a neighbor transported the 41-year-old male victim to a local hospital.

The investigation revealed 29-year-old Trey Schulz of Wichita and the victim were in a verbal altercation when Schulz stabbed the victim over 30 times.

Police arrested Schulz on requested charges of attempted murder. 

The victim and Schulz are known to each other, and this is not a random incident. The victim has since been released from the hospital, according to Ditch. Schulz is<a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20069699"> being held on a $150,000 bond</a>, according to online jail records.

On Sept. 9, police arrested Schultz on requested charges of criminal carrying a weapon; bludgeon, sand club knucklee; criminal trespass and drug possession. He had a previous drug conviction in Sumner County in 2015, according to the Kansas Dept. of Corrections.

Authorities investigating the cause of death of a Salina man whose body was found in a central Salina backyard say Adam Guzman died of an accidental overdose, according to a media release from the Salina Police Department.&nbsp;

The move to curtail the objections is part of a larger effort to overhaul the 1800s-era Electoral Count Act and safeguard the integrity of the vote after&nbsp;<a href="https://apnews.com/hub/donald-trump">Trump</a>&nbsp;tried to persuade his Republican allies in Congress to vote against&nbsp;<a href="https://apnews.com/article/joe-biden-wins-white-house-ap-fd58df73aa677acb74fce2a69adb71f9">Democrat Joe Biden’s victory</a>&nbsp;and overturn his 2020 defeat.

Under current law, only one member of the House and one member of the Senate has to challenge a state’s results to trigger votes on that state’s electors in each chamber. If a simple majority in each chamber votes to sustain the objection, that state’s votes can be thrown out.

The House and Senate bills would each raise that threshold substantially, with the House bill requiring a third of each chamber to object and the Senate bill requiring a fifth of each chamber to object. The House legislation,&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-donald-trump-presidential-constitutions-election-2020-32c6ea94829f95d11f7696d2cba542b6">passed last week</a>, would also lay out new requirements for the grounds for an objection.

“It is just too easy to trigger an objection when it only requires one person in each chamber,” says Maine Sen. Susan Collins, a Republican co-sponsor of the Senate version. Eleven GOP senators have signed on to the legislation, which is up for a vote in a Senate committee on Tuesday.

If the bills are consolidated into one measure that becomes law, it will do away with a tradition that has become increasingly popular as Congress has become more polarized.

Democrats have objected the last three times that Republicans were elected — twice against George W. Bush and once against Trump — but in each of those cases the Democratic candidate had already conceded the election.

The stakes were raised considerably in 2021, when Trump and his allies were actively trying to thwart Biden’s win, with a strategy to throw out Biden electors in Congress and the support of a violent mob that broke into the Capitol, interrupted the joint session and threatened the lives of lawmakers and&nbsp;<a href="https://apnews.com/article/mike-pence-electoral-vote-d27490021b4203087043df1939b82f8b">Vice President Mike Pence</a>.

House Administration Chairwoman Zoe Lofgren of California, the Democratic sponsor of the House bill with Republican Rep. Liz Cheney of Wyoming, said the bill would protect the voters’ will from “frivolous” objections and more sinister efforts.

“If you want to object to the vote, you better have your colleagues and the Constitution on your side,” Lofgren said just before the bill passed. “Don’t try to overturn our democracy.”

At the 2021 joint session, two GOP senators —&nbsp;<a href="https://apnews.com/article/capitol-siege-2022-midterm-elections-biden-presidential-texas-b87d4001f2d03df10fa050af5b0b1239">Ted Cruz of Texas and Josh Hawley of Missouri</a>&nbsp;— joined a larger group of House Republicans in objecting to Biden’s electoral votes in Arizona and Pennsylvania, two swing states that Trump had won in the 2016 election but lost in 2020. Both the House and the Senate voted to certify Biden’s win in those states in the hours after the rioters had&nbsp;<a href="https://apnews.com/article/docs-expose-depth-january-6-capitol-siege-chaos-fd3204574c11e453be8fb4e3c81258c3">injured police officers</a>, rampaged through the Capitol and sent lawmakers running for their lives. But eight senators and almost 140 members of the House voted to sustain the objections.

Congress had only held such votes twice since the enactment of the Electoral Count Act 135 years ago. In 1969, two Democratic senators joined a member of the House to object to the vote of one elector in North Carolina during the certification of Republican Richard Nixon’s victory. In 2004, Democratic Sen. Barbara Boxer of California and Rep. Stephanie Tubbs Jones, D-Ohio, objected to President George W. Bush’s electors in Ohio over what they said were voting irregularities.

In both cases, the House and the Senate rejected the objections.

In several other instances, members of the House have lodged objections without the support of a senator. In 2000, several members of the Congressional Black Caucus objected to Bush’s electors in Florida after the Supreme Court had forced a halt to vote-counting in that state and decided the election. Vice President Al Gore, whom Bush had defeated, gaveled the objections down as he presided over the session.

In 2016, several Democrats stood and objected to Trump’s win over Democrat Hillary Clinton but no senator joined, and Vice President Joe Biden dismissed them. Like Gore, Clinton had already conceded defeat.

Members on both sides of the Capitol have been working on the revisions to the Electoral Count Act since the 2021 insurrection, saying the law’s vague language was not robust enough protection against Trump’s overt attempts to subvert the will of the people. The bills would also clarify that the vice president’s role is solely ceremonial and try to prevent states from creating slates of illegitimate electors, as Trump’s allies tried to do.

The House bill is more expansive than the Senate bill, and the two sides will eventually have to resolve their differences into a single measure. That includes the House language with new grounds for any objection, which would restrict the process even further.

Under the House legislation, no member could make an objection unless it fell under a strict set of parameters that relate to the Constitution — that the state is not validly a state, if the state submits too many electoral votes or if a candidate is not eligible, for example.

House Republicans argued against the legislation by saying it was a political attack on Trump, noting the frequent Democratic objections over the years. It only received nine Republican votes, all from members who are not returning to the House next year.

Rep. Jamie Raskin, D-Md., responded that if lawmakers believed there had been too many objections in the past, “you should absolutely be supporting this legislation.”

Hawley, who was photographed raising a fist to pro-Trump protesters outside the Capitol ahead of last year’s joint session, said in an interview that he is “skeptical” of the effort to change a law that has been in place for so many years.

“My concern is that it’s going to look like to Republican voters that Democrats can object as much as often as they want,” the Missouri Republican said, noting the objections in 2000, 2004 and 2016.

“As soon as Republicans do, they change the law,” Hawley said. “I can promise you, that will be the perception.”

Still, 11 Republican senators have signed on to the Senate bill, enough to break a filibuster and pass the bill in the 50-50 Senate.

Pennsylvania Sen. Pat Toomey, who is retiring, was the latest GOP senator to sign on to the legislation last week.

“The poor drafting of the 1887 Electoral Count Act endangered the transition of power from one Administration to the next,” Toomey said when he announced his support.

“Unfortunately, in the over 100 intervening years, individual Democratic and Republican members of Congress have occasionally attempted to exploit the ambiguities in this law to cast doubt on the validity of our elections, culminating in the debacle of January 6, 2021," he said. "It is past time Congress act.”

Bills would curtail objections at future Jan. 6 vote counts

A Salina man was not injured early Sunday morning when his SUV was shot at while he was sitting inside.

At approximately 12:50 a.m. Sunday, the 37-year-old had just pulled into his driveway in the 800 block of Osage Avenue when two black Chevrolet Impalas turned west off of Broadway Boulevard onto Franklin Street. The two vehicles slowed down as they approached his residence. Then he heard what sounded to be a gunshot and the rear window of his 2007 GMC Yukon shattered, according to Salina Police Captain Paul Forrester.

The man ducked down in the front seat of the vehicle as the shots continued to be fired. Forrester said the first vehicle continued shooting as it turned south onto Osage Avenue. The second vehicle continued west on Franklin Street.

Officers located 23 spent shell casings from a .223 rifle. Numerous rounds struck the vehicle and some also struck the house, Forrester said.

The 37-year-old's two daughters, ages 15 and 8, were inside the house but were not injured, Forrester said.

A 30-year-old Salina man who was visiting a neighbor, called police later to report that the bumper of his 2020 Audi had been shot. Forrester said the man had no connection to the 37-year-old.

By LESLIE EIKLEBERRY Salina PostA Salina man was not injured early Sunday morning when his SUV was shot at while he was sitting inside.At approximately 12:50 a.m. Sunday, the 37-year-old had just pulled into his driveway in the 800 block of Osage Avenue when two black Chevrolet Impalas turned west off of Broadway Boulevard onto Franklin Street. The two vehicles slowed down as they approached his residence. Then he heard what sounded to be a gunshot and the rear window of his 2007 GMC Yukon shattered, according to Salina Police Captain Paul Forrester.The man ducked down in the front seat of the vehicle as the shots continued to be fired. Forrester said the first vehicle continued shooting as it turned south onto Osage Avenue. The second vehicle continued west on Franklin Street.Officers located 23 spent shell casings from a .223 rifle. Numerous rounds struck the vehicle and some also struck the house, Forrester said.The 37-year-old's two daughters, ages 15 and 8, were inside the house but were not injured, Forrester said.A 30-year-old Salina man who was visiting a neighbor, called police later to report that the bumper of his 2020 Audi had been shot. Forrester said the man had no connection to the 37-year-old.Damage to the bumper was estimated at $500. Kansas man died after off-road, motocross track crash

OSAGE COUNTY—Law enforcement authorities and the Kansas Fire Marshal's office investigating a home explosion and fire in Osage County have identified the victim as&nbsp;62-year-old Timothy L. Howey.

Just before 7p.m. Saturday, the Osage County Sheriff’s Office received 911 calls of a possible house explosion at 11600 S. Indian Hills Road, near Carbondale, according to Osage County Sheriff Chris Wells.

First arriving deputies reported that the house was destroyed and was on fire. Howey, who lived at the residence, was transported from the scene by a Lifesave Air Ambulance to University of Kansas Medical Center where he remains in critical condition, according to the sheriff's office.

Just after 9p.m. on Sept. 24, officers investigated an altercation that had occurred in a parking lot in the 700 block Kansas Avenue, according to Police Chief Mike Wilson.

 A 39-year-old victim reported being threatened by a man she did not know who was holding what appeared to be a handgun. The victim saw an officer on patrol nearby and notified him.

Police arrested Kyle A. Lawley, 32, Atchison, on requested charges of aggravated assault. Police also recovered a pellet gun resembling a handgun at the scene, according to Wilson. 

In 2021, police arrested Lawley on requested charges of domestic battery, violating a protection order and a bond violation, according to online jail records.

KANSAS CITY—Law enforcement authorities and school district officials are investigating a substitute school teacher for allegedly sending inappropriate messages to students.

On Tuesday, a school resource officer in the Kansas City suburb of Belton received information from a student regarding inappropriate social media messages and videos received by the student from a substitute teacher, according to a media release from police.

 This officer, along with members of the Belton Police Investigations Division and with the cooperation from the Belton School District began an investigation which uncovered additional victims. 

 In the early morning hours Wednesday, the suspect was detained by the Bates County Sheriff’s Office as a person of interest in this case. 

 The suspect was extradited back to the Belton Jail at that time. On 9-21-2022, the Cass County Prosecutor’s Office filed the following charges against 42-year-old Jason L. Carey of Enticement or Attempted Enticement of a Child, Felony; Child Molestation, 2nd Degree Felony; 2 Counts of Furnishing Pornographic Material or Attempt to Furnish Pornographic Material to a Minor, Misdemeanor

Carey is currently being held without bond in the Cass County Jail.Although charges have been filed, this continues to be an ongoing investigation and additional charges may be filed as more information is obtained.

KC-area teacher sent inappropriate videos to students

SEDGWICK COUNTY— Wichita Police K9 Major and his handler Officer Kevin Dykstra assisted U.S. Marshals this week in apprehending a violent and dangerous fugitive from Texas who was staying in a Wichita hotel, according to a media release from police.

U.S. Marshal's requested Dykstra and K9 Major assist with apprehending 48-year-old Demetrius T. Carter of Lancaster, TX. Demetrius was wanted on an outstanding Texas warrant for Aggravated Assault. 

He was also found to have a Sedgwick County Warrant for distribution of cocaine in addition to an extensive criminal history in Kansas, Oklahoma, and Texas involving robbery, aggravated assault of a law enforcement officer and multiple firearm offenses.

Officers located Carter at a hotel in the 300 block of S. Webb in Wichita and attempted to take him into custody. After seeing the officers, Carter tried to run back into his hotel room but was quickly apprehended by K9 Major.

EMS transported Carter to an area hospital for treatment of minor injuries prior to being booked into the Sedgwick County Jail for his outstanding warrants. Officers also located an AR-style rifle inside his hotel room, which he is prohibited from carrying due to his status as a convicted felon.

Kan. police K9 helps U.S. Marshals catch wanted cocaine dealer 

NEW YORK (AP) — Sharply rising cases of some sexually transmitted diseases — including a 26% rise in new syphilis infections reported last year — are prompting U.S. health officials to call for new prevention and treatment efforts.

“It is imperative that we ... work to rebuild, innovate, and expand (STD) prevention in the U.S.,” said Dr. Leandro Mena of the U.S. Centers for Disease Control and Prevention in a speech Monday at a medical conference on sexually transmitted diseases.

Infections rates for some STDs, including gonorrhea and syphilis, have been rising for years. Last year the rate of syphilis cases reached its highest since 1991 and the total number of cases hit its highest since 1948. HIV cases are also on the rise, up 16% last year.

And an international outbreak of monkeypox, which is being spread mainly between men who have sex with other men, has further highlighted the nation's worsening problem with diseases spread mostly through sex.

David Harvey, executive director of the National Coalition of STD Directors, called the situation “out of control.”

Officials are working on new approaches to the problem, such as home-test kits for some STDs that will make it easier for people to learn they are infected and to take steps to prevent spreading it to others, Mena said.

Another expert said a core part of any effort must work to increase the use of condoms.

“It's pretty simple. More sexually transmitted infections occur when people are having more unprotected sex,” said Dr. Mike Saag, an infectious disease expert at the University of Alabama at Birmingham.

Syphilis is a bacterial disease that surfaces as genital sores but can ultimately lead to severe symptoms and death if left untreated.

New syphilis infections plummeted in the U.S. starting in the 1940s when antibiotics became widely available. They fell to their lowest ever by 1998, when fewer than 7,000 new cases were reported nationwide. The CDC was so encouraged by the progress it launched a plan to eliminate syphilis in the U.S.

But by 2002 cases began rising again, largely among gay and bisexual men, and they kept going. In late 2013, CDC ended its elimination campaign in the face of limited funding and escalating cases, which that year surpassed 17,000.

By 2020 cases had reached nearly 41,700 and they spiked even further last year, to more than 52,000.

The rate of cases has been rising, too, hitting about 16 per 100,000 people last year. That's the highest in three decades.

Rates are highest in men who have sex with men, and among Black and Hispanic Americans and Native Americans. While the rate for women is lower than it is for men, officials noted that it's has been rising more dramatically — up about 50% last year.

That ties to another problem — the rise in congenital syphilis, in which infected moms pass the virus on to their babies, potentially leading to death of the child or health problems like deafness and blindness. Annual congenital syphilis cases numbered only about 300 a decade ago; they surged to nearly 2,700 last year. Of last year's tally, 211 were stillbirths or infant deaths, Mena said.

The increases in syphilis and other STDs may have several causes, experts say. Testing and prevention efforts have been hobbled by years of inadequate funding, and spread may have gotten worse — especially during the pandemic — as a result of delayed diagnosis and treatment. Drug and alcohol use may have contributed to risky sexual behavior. Condom use has been declining.

And there may have been a surge in sexual activity as people emerged from COVID-19 lockdowns. “People are feeling liberated,” Saag said.

The arrival of monkeypox added a large additional burden. CDC recently sent a letter to state and local health departments saying that their HIV and STD resources could be used to fight the monkeypox outbreak. But some experts say the government needs to provide more funding for STD work, not divert it.

Harvey's group and some other public health organizations are pushing a proposal for more federal funding, including at least $500 million for STD clinics.

Mena, who last year became director of the CDC's Division of STD Prevention, called for reducing stigma, broadening screening and treatment services, and supporting the development and accessibility of at-home testing. “I envision one day where getting tested (for STDs) can be as simple and as affordable as doing a home pregnancy test,” he said.

Another group of people that has to apply for a refund is those who completely paid off their loan balance during the pandemic. At the beginning of September, Baum called her loan servicer and asked for a refund.But because of the uncertainty, she is planning to save that money until the Department of Education confirms her debt has been canceled.“I’m going to hold on to that refund until I absolutely see $0 in my student loans,” Baum said.WHEN IS THE DEADLINE TO APPLY?The&nbsp;<a href="https://studentaid.gov/debt-relief-announcement/one-time-cancellation">deadline to apply for a refund</a>&nbsp;is December 31, 2023. However, Welbeck recommends that you apply for a refund before you apply for debt forgiveness.“If you apply first, you can process the refund to get your money back, and then that balance in your account is canceled,” Welbeck said.The application process for loan forgiveness is expected to take four to six weeks.The Department of Education is offering a subscription page&nbsp;<a href="https://www.ed.gov/subscriptions">where you can sign up to be notified</a>&nbsp;when the application is open.HOW MUCH CAN I GET REFUNDED?You can get a refund for the entire amount you paid during the payment freeze, according to the Department of Education. However, you can choose a lower amount.You might pick this option if, during the pandemic, you paid enough to get your debt below the maximum amount of forgiveness. You could get a partial refund, then apply to have your remaining debt wiped out.Say you had $15,000 worth of debt remaining at the beginning of the payment freeze and have since paid $8,000, but qualify for $10,000 in debt relief. You might decide to ask for a refund of just $3,000. Then, your debt balance will be exactly $10,000, and you can apply for maximum loan forgiveness.WHEN WILL I GET MY REFUND?Borrowers should expect to receive their refund six to 12 weeks after requesting it, according to the Department of Education. But you might want to double-check with your loan servicer.McParland’s loan servicer told her that she should see her refunded amount in 30 to 45 business days, but Baum was told that it would take 60 to 70 business days to see her money back in her bank account.IS THE REFUND TAXABLE INCOME?It is not yet clear if the refunded money will be considered taxable income.
