KANSAS CITY —Police investigating a Monday homicide in Kansas City are have identified the victim as 16-year-old Tytus Bridgeford.

Just before 9:30a.m. Monday, police were dispatched to report of a dead body in church parking lot of&nbsp;Dayspring Pentecostal Church at Bannister and Raytown Road, according to Sheriff Daryl Forte'.

First responders found Bridgeford suffering from an apparent gunshot wound.&nbsp;&nbsp;He was pronounced dead at the scene. A passerby saw the victim in the parking lot and called police.&nbsp;

On Wednesday&nbsp; police asked for help to identify the victim who was described as a juvenile black male with braces and black rubber bands. He has a natural hairstyle that is 1-inch long and tapered at the sides, according to police. He also has a scar above his left eye, a vertical scar in the center of the back of his left hand and a circular scar on his left hip.&nbsp;

When he was found, the Bridgeford was wearing 'bone colored' Adidas Yeezy 700 MNVN shoes.

Anyone with information on what happened is asked to contact the TIPS Hotline at 816-474-TIPS or the KCPD homicide.

Homicide victim found in KC church parking lot identified as 16-year-old

OKLAHOMA CITY (AP) — Oklahoma’s top education official ordered public schools Thursday to incorporate the Bible into lessons for grades 5 through 12, the latest effort by conservatives to incorporate religion into classrooms.

The directive sent Thursday to superintendents across the state by Republican State Superintendent Ryan Walters says adherence to the mandate is compulsory and “immediate and strict compliance is expected.”

“The Bible is an indispensable historical and cultural touchstone,” Walters said in a statement. “Without basic knowledge of it, Oklahoma students are unable to properly contextualize the foundation of our nation which is why Oklahoma educational standards provide for its instruction."

The directive is the latest effort by conservative-led states to target public schools: Louisiana required them to post the&nbsp;<a href="https://apnews.com/article/louisiana-ten-commandments-displayed-classrooms-571a2447906f7bbd5a166d53db005a62">Ten Commandments in classrooms</a>, while others are under pressure to&nbsp;<a href="https://apnews.com/article/indiana-lifewise-public-school-religion-d7cf2b67b2ae3b7919e0a21f89ce80c0">teach the Bible</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/lgbtq-book-bans-91b2d4c086eb082cbecfdda2800ef29a">ban books</a>&nbsp;and lessons about race, sexual orientation and gender identity. Earlier this week the Oklahoma Supreme Court&nbsp;<a href="https://apnews.com/article/public-religious-catholic-charter-school-unconstitutional-oklahoma-e4ef414605094313331a39cc645ede8a">blocked an attempt</a>&nbsp;by the state to have the first publicly funded religious charter school in the country.

A former public school teacher who was elected to his post in 2022, Walters ran on&nbsp;<a href="https://apnews.com/article/oklahoma-education-teachers-superintendent-walters-c5c55e473eaeb0c94545c8ae5753149a">a platform of fighting “woke ideology,”</a>&nbsp;banning books from school libraries and getting rid of “radical leftists” who he claims are indoctrinating children in classrooms.

He has clashed with leaders in both parties for his focus on culture-war issues including transgender rights and banning books, and in January he faced criticism for&nbsp;<a href="https://apnews.com/article/oklahoma-education-superintendent-walters-libs-tiktok-raichik-4db2bcb9d8e0582f67329f6879bdf6ba">appointing a right-wing social media influencer</a>&nbsp;from New York to a state library committee.

Walters’ directive immediately came under fire from civil rights groups and supporters of the separation of church and state.

“Public schools are not Sunday schools,” said Rachel Laser, president and CEO of Americans United for Separation of Church and State, in a statement. “This is textbook Christian Nationalism: Walters is abusing the power of his public office to impose his religious beliefs on everyone else’s children. SEDGWICK COUNTY — A Kansas man is accused of selling illegal, homemade fireworks in Wichita.

Just after 11:00am on June 26, officials with the Wichita Fire Department received an anonymous complaint that an individual was illegally selling fireworks from a business in the 3900 block of East Harry in Wichita, according to Wichita Police Captain Aaron Moses.

Police and fire crews responded to the location together and developed probable cause to believe that illegal fireworks were being sold from that location.&nbsp;

During the investigation, officers developed additional information which led them to a residence in the area of Pawnee and McLean in Wichita. At that residence, officials with the Wichita Police Department Explosive Ordinance team located additional illegal and homemade explosives.&nbsp;

&nbsp;According to online jail records, police booked 64-year-old Phillip Wayne Bess Sr into the Sedgwick County Jail on a requested charge of criminal use of explosives. He met the requirements of a $5,000 bond and is no longer in custody, according to online jail records.

The case will be presented to the district attorney's office for official charges, according to Moses.

Sheriff: 2-year-old drowned at home near Kansas City

ATLANTA (AP) — A raspy and sometimes halting President&nbsp;<a href="https://apnews.com/hub/joe-biden">Joe Biden</a>&nbsp;tried repeatedly to confront&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>&nbsp;in their first debate ahead of the November election, as his Republican rival countered Biden's criticism by leaning into falsehoods about the economy, illegal immigration and his role in the Jan. 6, 2021, Capitol insurrection.

Biden’s&nbsp;<a href="https://apnews.com/article/debate-trump-biden-presidential-campaign-44e71c900a1c4af2bed93041fdfe923d">uneven performance</a>, particularly early in the debate, crystallized the concerns of many Americans that, at 81, he is too old to serve as president. It sparked a fresh round of calls for the Democrat to consider stepping aside as the party's nominee as members of his party fear a return of Trump to the White House.

Biden repeatedly tore into Trump in an apparent effort to provoke him, bringing up everything from the former president's recent felony conviction to his alleged insult of World War I veterans to his weight. The 78-year-old Trump declined to clearly state he would accept the results of the November election, four years after he promoted conspiracy theories about his loss that culminated in the Jan. 6 insurrection, and repeatedly misstated the record from his time in office.

But Biden's delivery from the beginning of the debate drew the most attention afterward. Trump's allies immediately declared victory while prominent Democrats publicly questioned whether Biden could move forward.

"I think the panic had set in,” said David Axelrod, a longtime advisor to former President Barack Obama on CNN, immediately after the debate about Biden's performance. “And I think you’re going to hear discussions that, I don’t know will lead to anything, but there are going to be discussions about whether he should continue.”

Said Van Jones, another Democratic strategist, on CNN: “He did not do well at all.”

Rosemarie DeAngelis, a Democrat who watched the debate at a party in South Portland, Maine, said she felt Biden gave the right answers to Trump but “didn’t have the spark that we needed tonight.”

“That’s going to be the challenge going forward. This is only June, this is the first, but can he sustain?” she said. "That is going to be the challenge.”

Vice President Kamala Harris, speaking on CNN afterward, sought to&nbsp;<a href="https://apnews.com/article/kamala-harris-debate-performance-biden-cnn-ee90f73e2b879f6f711b901e398d861d">defend</a>&nbsp;the president's performance while acknowledging the criticism.

“There was a slow start, but there was a strong finish,” she said.

Asked about his performance in the debate, Biden told reporters early Friday that “I think we did well,” but said he has a “sore throat.” Pressed about Democratic concerns with his showing that he should consider stepping aside, Biden said, "No, it's hard to debate a liar.”

Biden repeatedly lost his train of thought

Biden began the night with a hoarse voice as he tried to defend his economic record and criticize Trump. A person familiar with the matter said Biden was suffering from a cold during the debate, adding that he tested negative for COVID-19.

Biden appeared to lose his train of thought while giving one answer, drifting from an answer on tax policy to health policy, at one point using the word “COVID,” and then saying, “excuse me, with, dealing with,” and he trailed off again.

“Look, we finally beat Medicare,” Biden said, as his time ran out on his answer.

He also fumbled on abortion rights, one of the most important issues for Democrats in this year’s election. He was unable to explain Roe v. Wade, the landmark Supreme Court ruling that legalized abortion nationwide. A conservative Supreme Court with three justices nominated by Trump overturned Roe two years ago.

When asked if he supports some restrictions on abortion, Biden said he “supports Roe v. Wade, which had three trimesters. The first time is between a woman and a doctor. Second time is between a doctor and an extreme situation. A third time is between the doctor, I mean, between the women and the state.”

He added that he thought doctors, not politicians, should make decisions about “women’s health.”

Biden began to give clearer answers as the debate progressed, still with a rasp, and attacked Trump’s record on issues like fighting climate change.

“The only existential threat to humanity is climate change, and he didn’t do a damn thing about it,” he said.

The current president and his predecessor hadn’t spoken&nbsp;<a href="https://apnews.com/article/debate-joe-biden-donald-trump-nbc-final-ea9fa49aa1ccf238d3004eb39ed9d8db">since their last debate</a>&nbsp;weeks before the 2020 presidential election. Trump&nbsp;<a href="https://apnews.com/article/joe-biden-donald-trump-inaugurations-302e242646b2bec9838b5e8d9950d164">skipped Biden’s inauguration</a>&nbsp;after leading an&nbsp;<a href="https://apnews.com/article/donald-trump-election-2020-judiciary-presidential-elections-elections-2fec942d0c09bc31858190afbb5d8e42">unprecedented and unsuccessful effort</a>&nbsp;to overturn his loss that&nbsp;<a href="https://apnews.com/article/capitol-siege-panel-hearing-3e3dc618ed8cee37147cf6a792c0c0fa">culminated in the Capitol riot</a>&nbsp;by his supporters.

Trump equivocated on whether he would accept the results of the November election, saying he would accept them if the vote was “fair” and “legal,” repeating his baseless claims of widespread fraud and misconduct in his 2020 loss to Biden that he still denies.

Pressed on his actions on Jan. 6, 2021, Trump was unapologetic.

“On Jan. 6, we were respected all over the world, all over the world we were respected. And then he comes in and we’re now laughed at,” Trump said.

After he was prompted by a moderator to answer whether he violated his oath of office that day by rallying his supporters seeking to block the certification of Biden's Electoral College victory and not acting for hours to call them off as they raided the Capitol, Trump sought to blame then-House Speaker Nancy Pelosi.

Biden said Trump encouraged the supporters to go to the Capitol and sat in the White House without taking action as they fought with police officers.

“He didn’t do a damn thing and these people should be in jail,” Biden said. “They should be the ones that are being held accountable. And he wants to let them all out. And now he says that if he loses again, such a whiner that he is, that this could be a ‘bloodbath’?”

Trump then defended the people convicted and imprisoned for their role in the insurrection, saying to Biden, “What they’ve done to some people that are so innocent, you ought to be ashamed of yourself.”

Trump and Biden entered the night facing stiff headwinds, including a public weary of the tumult of partisan politics and broadly dissatisfied with both, according to polling. But the debate was highlighting how they have&nbsp;<a href="https://apnews.com/article/fact-check-misinformation-election-debate-trump-biden-577507522762aa10f6ee5be3a0ced2bb">sharply different visions</a>&nbsp;on virtually every core issue — abortion, the economy and foreign policy — and deep hostility toward each other.

Their personal animus quickly came to the surface. Biden got personal in evoking his son, Beau, who served in Iraq before dying of brain cancer. The president criticized Trump for reportedly calling Americans killed in battle “suckers and losers.” Biden told Trump, “My son was not a loser, was not a sucker. You’re the sucker. You’re the loser.”

Trump said he never said that — a line attributed to Trump by his former chief of staff — and slammed Biden for the chaotic withdrawal of U.S. forces from Afghanistan, calling it “the most embarrassing day in the history of our country’s life.”

Biden directly mentioned Trump’s conviction in the New York hush money trial, saying, “You have the morals of an alley cat," and referencing the allegations in the case that Trump had sex with a porn actress.

“I did not have sex with a porn star," replied Trump, who chose not to testify at his trial.

Pressed to defend rising inflation since he took office, Biden pinned it on the situation he inherited from Trump amid the COVID-19 pandemic.

Biden said that when Trump left office, “things were in chaos.” Trump disagreed, declaring that during his term in the White House, “Everything was rocking good.”

By the time Trump left office, America was still grappling with the pandemic and during his final hours in office, the death toll eclipsed 400,000. The virus continued to ravage the country and the death toll hit 1 million over a year later.

Trump was asked what he would do to make childcare more affordable. He used his answer to instead boast about how many people he fired during his term, including former FBI Director James Comey, and criticized Biden for not firing people from his administration.

Prior to the debate, about 6 in 10 U.S. adults (59%) said they were “very concerned” that Biden is too old to be president,&nbsp;<a href="https://news.gallup.com/poll/646547/age-issues-working-trump-advantage-pre-debate.aspx">according to Gallup data collected in June</a>. Only 18% had the same level of concern about Trump. The poll found Biden’s age was also causing alarm among some Democrats: 31% said they were very concerned.

Trump allies entered the post-debate spin room triumphant. Trump senior adviser Chris LaCivita called it “the most lopsided win in debate history” and mocked the Biden campaign for saying the president had a cold.

California Gov. Gavin Newsom, a high-profile Democratic supporter of Biden, was pressed on whether he would consider stepping in for Biden. He dismissed the questions, saying, “I will never turn my back on him.”

He said he knows Biden and what he’s capable of and said, “I have no trepidation.”

Biden spent nearly a week at the Camp David presidential retreat preparing for the debate. Shortly before the debate, Biden started selling cans of water labeled, “Dark Brandon’s Secret Sauce,” on his campaign website, mocking the suggestions from Trump and his advisors that he would use drugs to enhance his performance.

Addressing supporters briefly at a watch party near the debate venue, Biden didn’t address his performance directly, but said, “let’s keep going,” and indicated he has no plans to leave the race.

DUBAI, United Arab Emirates (AP)— A ship traveling through the Red Sea on Thursday&nbsp;<a href="https://apnews.com/article/yemen-houthi-rebels-red-sea-attacks-israel-hamas-war-e485b2a54550c96aa82cda5ef96f06d0">reported being hit in an attack</a>&nbsp;likely carried out by&nbsp;<a href="https://apnews.com/hub/houthis">Yemen’s Houthi rebels</a>, a private security firm said, the latest in the campaign targeting shipping over the Israel-Hamas war.

The ship issued a radio call off the coast of the rebel-held port city of Hodeida, saying it had been struck, the private security firm Ambrey said. A warship in the area was responding to the attack, Ambrey added.

It wasn’t clear if anyone was hurt or if the ship was damaged in the assault on the vessel. Neither the British nor U.S. militaries immediately reported the attack.

The Houthis did not immediately claim the attack. However, it can take hours or even days for them to acknowledge their assaults.

Meanwhile, the U.N. Security Council is again demanding that Yemen’s Houthi rebels halt all&nbsp;<a href="https://apnews.com/article/yemen-houthi-rebels-red-sea-attacks-israel-hamas-war-e485b2a54550c96aa82cda5ef96f06d0">attacks on ships</a>&nbsp;in the region and is calling for the conflicts disrupting maritime security to be addressed — without naming the Israeli-Hamas war in Gaza.

The resolution, which also extends the requirement that U.N. Secretary-General Antonio Guterres report monthly on Houthi attacks, was approved Thursday by a vote of 12-0 with Russia, China and Algeria abstaining.

It condemns the Houthis’ ongoing attacks, which the rebels say are aimed at pressuring Israel to end the war in Gaza, and emphasizes the need to address its root causes – “including the conflicts contributing to regional tensions and the disruption to maritime security in order to ensure a prompt, efficient and effective response.”

The Iranian-backed Houthis have targeted more than 60 vessels mainly in the Red Sea by firing missiles and drones. The resolution is a follow-up to one adopted Jan. 10 that condemned and demanded an immediate halt to Houthi attacks. The earlier resolution's requirement for the secretary-general to report monthly to the council on the attacks expires on July 1.

Speaking on behalf of the United States and Japan who sponsored Wednesday’s resolution, U.S. deputy ambassador Robert Wood told reporters after the vote that the measure underscores “the importance of the exercise of navigational rights and freedoms of vessels of all states in the Red Sea” and demands the Houthis immediately halt their attacks.

“These attacks threaten international peace and security with negative implications for global commerce and flows of humanitarian assistance,” he said.

Russia’s deputy U.N. ambassador Anna Evstigneeva said Moscow supports the safety of navigation in the waters adjacent to Yemen including the Red Sea, but she accused the West of using the January resolution to justify its attacks on the Houthis and said the new resolution included similar provisions.

She stressed that the January resolution “cannot legitimize either the aggressive actions of the U.S. so-called coalition and that of their satellites in the Red Sea, or their missile strikes and bombardments targeting the territories of sovereign countries.”

“We urge all participants in the coalition to immediately halt illegal attacks and to transition to political and diplomatic means to reduce tensions in the waters adjacent to Yemen,” Evstigneeva said.

KANSAS CITY —Authorities are working to determine the cause of&nbsp;

Just after 8p.m. Thursday, crews responded to a reported apartment fire in the 4300 block of North Bennington, according to Battalion Chief Michael Hopkins.&nbsp;

First responders found heavy fire from the third floor of a three-story apartment. . Occupants were able to evacuate. A second alarm dispatch was requested and a total of 20 KCFD responded to this incident.

Quick actions limited this fire to three apartments with multiple others suffering water damage.&nbsp; There were several Red Cross requests from this incident. One firefighter was treated on scene for heat related issues.&nbsp; The residents were able to escape and none were injured.

Cause of Kansas City apartment fire under investigation

SALINE COUNTY —A Kansas woman is facing multiple requested charges after a high-speed chase in Saline County.

Just after 3:30a.m. Thursday, a sheriff's deputy attempted to stop a 2020 Ford Explorer for allegedly driving at 70mph on Hohneck Road in a 55mhp zone, according to&nbsp;&nbsp;Saline County Sheriff Roger Soldan.

&nbsp;When the deputy turned around to initiate the stop, the Explorer turned onto Hohneck Road and sped north.

The deputy lost sight of the vehicle in the dust but then&nbsp; found where the vehicle left the roadway, struck a tree, and traveled through a big ditch. "The deputy thought the vehicle rolled so he got out and looked around and found a fluid trail where the suspect SUV returned to the road.

Following the fluid trail, deputies tracked the vehicle back onto Hohneck Road heading north. The pursuit continued west on State Street, where deputies caught up with the vehicle, still leaking the fluid.

Despite damage to the Explorer and the damage to its right rear tire, the suspect continued to evade law enforcement, taking the chase north on Lincoln Road, over to Watkins, and then north on Reese Road. The vehicle finally came to a stop after losing the damaged tire completely.

The driver of the vehicle identified as 31-year-old Kayla Erebo of&nbsp; from Lorraine, was arrested on requested charges including fleeing and eluding law enforcement, driving under the influence (DUI), and leaving the scene of an accident. Additional traffic violations are expected to be included in the full report.

Soldan said the highest speed reached during the pursuit was approximately 80 mph. Erebo was taken to Salina Regional Health Center with minor injuries and later booked into jail.&nbsp;

Kansas woman jailed after leading deputies on high-speed chase

PUEBLO COUNTY —Law enforcement authorities have captured a Kansas man wanted on multiple allegations.

Earlier this week, the Pueblo County Sheriff’s communication center received a tip that 40-year-old Ryan Antalek of Wichita was possibly staying at the Days Inn in Colorado City. 

Kansas authorities had been seeking Antalek, who was considered dangerous, on the warrant and had heightened the search after learning he had made repeated homicidal statements. Antalek also was noted to have a criminal history involving weapons and known to carry firearms.

An unknown suspect entered the Southwest National Bank, 454, South Tracy near Town West, wearing a mask and indicated that he was armed with a firearm. The suspect fled in a vehicle without a tag. Police did not report the amount of cash taken in the robbery.

&nbsp;Police investigators are assisting the Federal Bureau of Investigation on this case. There were no injuries reported.&nbsp;

JEFFERSON CITY, Mo. (AP) — Missouri Gov. Mike Parson said Thursday that he expects the state to put together an aid plan by the end of the year to try to keep the Kansas City Chiefs and Royals from being lured across state lines to new stadiums in Kansas.

Missouri's renewed efforts come after&nbsp;<a href="https://apnews.com/article/kansas-city-chiefs-royals-new-stadiums-3441b3084c8efab00057f593f4d9b95e">Kansas approved a plan</a>&nbsp;last week that would finance up to 70% of the cost of new stadiums for the professional football and baseball teams.

“We’re going to make sure that we put the best business deal we can on the line,” Parson told reporters while hosting the Chiefs' two most recent Super Bowl trophies at the Capitol, where fans lined up for photos.

“Look, I can’t blame Kansas for trying,” Parson added. “You know, if I was probably sitting there, I’d be doing the same thing. But at the end of the day, we’re going to be competitive.”

The Chiefs and Royals have played for over 50 years in side-by-side stadiums built in eastern Kansas City, drawing fans from both states in the split metropolitan area. Their stadium leases run until 2031. But Royals owner John Sherman has said the team won't play at Kauffman Stadium beyond the 2030 season, expressing preference for a new downtown stadium.

Questions about the teams' future intensified after Jackson County, Missouri,&nbsp;<a href="https://apnews.com/article/chiefs-royals-kansas-city-stadiums-e9605296b85e91699441e4ba10e83212">voters in April rejected</a>&nbsp;a sales tax that would have helped fund a more than $2 billion downtown ballpark district for the Royals and an $800 million renovation of the Chiefs' Arrowhead Stadium.

Many economists assert that while stadiums may boost tax revenue in their immediate area, they tend to shift consumer spending away from other entertainment and seldom generate enough new economic activity to offset all the public subsidies.

Parson said “the Kansas City Chiefs and Royals are big business,” comparing them to large companies that have received public aid such as Boeing, Ford and General Motors. But he added that any deal “has to work out on paper, where it’s going to be beneficial to the taxpayers of Missouri.”

“I think by the end of this year, we’re going to have something in place” to propose for the stadiums, Parson said.

Missouri’s still undefined plan likely would require legislative approval, but Parson said he doesn’t anticipate calling a special legislative session before his term ends in January. That means any plan developed by Parson’s administration in partnership with Kansas City area officials also would need the support of the next governor and a new slate of lawmakers.

Now that Kansas has enacted a financing law, discussions between the sports teams and the Kansas Department of Commerce could start at any time, but the agency has no timeline for finishing a deal, spokesperson Patrick Lowry said Thursday.

Just after noon, emergency crews responded to East Rolling Hills at Milford Lake after report of a man struck by a boat propeller while in the water, according to a media release from&nbsp;Geary County Emergency Management.

Bystanders on scene treated the man until emergency personnel arrived. He was flown by Lifestar Air Ambulance to a Wichita Hospital for further treatment.

&nbsp;Kansas Wildlife and Parks is in charge of the investigation of the incident.&nbsp;

TOPEKA — The Kansas secretary of state said Monday the presidential preference primary in March cost nearly $2 million less than anticipated by the Kansas Legislature due to lack of competitive races in the major political parties and disinterest among the state’s voters.

Only 9% of registered Kansans took part in the presidential primary election that cost taxpayers $2.78 million, Secretary of State Scott Schwab said. He said the 2023 Kansas Legislature budgeted $4.7 million to host the state’s third presidential primary.

“At the time the estimate was made, it was anticipated that there would be a larger pool of candidates still participating in the primary by the time Kansans went to the polls,” Schwab said.

Campaigns for the Democratic and Republican party nominations for president had been resolved by the time Kansas conducted its post-Super Tuesday preference primary. While there were four GOP and four Democratic candidates on ballots in Kansas, the only active campaigners were former President Donald Trump and President Joe Biden. Trump and Biden had already secured enough delegates to win nominations.

Biden received 83.6% of the vote among registered Kansas Democrats against Dean Phillips of Minnesota, Jason Palmer of Maryland and Marianne Williamson of California. None of the other candidates received more than 3.4%. More than 4,400 participants, or 10.3% of participants, wrote in other names.

Trump prevailed in the Republican primary in Kansas with 75% of the vote. Former United Nations Ambassador and South Carolina Gov. Nikki Haley secured 16%, Florida Gov. Ron DeSantis had 2.6% and Ryan Binkley of Texas received 0.5%. In addition, candidates not on the ballot pulled down 5.2%.

It was the third time since 1980 that Kansas conducted a presidential primary. In the past, Kansas allowed the two major parties to conduct caucuses to determine partisan preferences in presidential contests. The state would return to the caucus format in 2028 unless lawmakers approved an alternative.

The legislative path to the 2024 Kansas presidential primary was rocky. The Kansas Senate voted 28-12 to conduct and finance presidential preference primaries. The Kansas House rejected the bill 56-64, in part, due to the price tag of $4 million to $5 million. On the next day in April, the GOP-controlled House reversed course and adopted the bill 86-32. Gov. Laura Kelly signed the measure two weeks later.

Motivation among Republican legislators endorsing creation of a presidential primary was Trump’s 2016 loss in Kansas caucus voting to U.S. Sen. Ted Cruz of Texas.

Rather than caucuses organized and financed by the state’s two largest political parties, all Kansas taxpayers shared in cost of the 2024 presidential primary whether they voted or not.

“This is taking the taxpayers’ money and giving it to the Republican Party and the Democratic Party,” said Fort Scott Republican Rep. Trevor Jacobs, who voted against the primary twice.

Schwab said the Legislature’s appropriation enabled counties to be reimbursed for direct expenses associated with the presidential primary. He said the event was an opportunity for county officials to prepare for the Aug. 6 primary election and the Nov. 5 general election.

“The final cost of the primary shows that our trained county election professionals were able to conduct this election efficiently, on time and under budget,” he said.

Kansas’ poorly attended presidential preference primary cost state taxpayers $2.78 million

ATCHISON COUNTY —Law enforcement authorities are investigating a Kansas sex offender on new requested charges after an arrest.

On Tuesday, police arrested 33-year-old Danny E. Groshong of Atchison, according Police Chief Mike Wilson.

Groshong is in custody on a Kansas Department of Corrections detain order for parole violation and a District Court warrant for failure to appear in court.&nbsp;

In February of 2023, police arrested Groshong during a traffic stop on requested charges of no vehicle tag, no vehicle insurance, driving without a license, and possession of methamphetamine, marijuana, and drug paraphernalia.&nbsp;

He has previous convictions for rape of a child under the age of 14 and aggravated indecent liberties. He's been listed as a registered offender since 2011, according to the Kansas Dept. of Corrections.

Kansas sex offender back in jail on new allegations

WASHINGTON (AP) —&nbsp;<a href="https://apnews.com/hub/us-supreme-court">The Supreme Court</a>&nbsp;cleared the way Thursday for Idaho hospitals to provide emergency&nbsp;<a href="https://apnews.com/hub/abortion">abortions</a>&nbsp;for now in a procedural ruling that left key questions unanswered and could mean the issue ends up before the conservative-majority court again soon.

The ruling&nbsp;came a day after an opinion was briefly posted on the court's website accidentally and quickly taken down, but not before it was obtained by Bloomberg News.

The final opinion appears largely similar to the draft released early. It reverses the court's earlier order that had allowed an Idaho abortion ban to go into effect, even in medical emergencies.

It does not resolve the issues at the heart of the case, meaning the same justices who voted to&nbsp;<a href="https://apnews.com/article/abortion-supreme-court-decision-854f60302f21c2c35129e58cf8d8a7b0">overturn the constitutional right to abortion</a>&nbsp;could soon be again considering when doctors can provide abortion in medical emergencies.

The premature release marked the second time in two years that an abortion ruling went out early, though in slightly different circumstances. The court’s seismic ruling ending the constitutional right to abortion was leaked to Politico.

The ruling came in a case filed against Idaho by the Biden administration, which argued that doctors must be allowed to provide emergency abortions under a federal law when a pregnant woman faces serious health risks.

Idaho had pushed back, arguing that its law does provide an exception to save the life of a pregnant patient and federal law doesn't require expanded exceptions.

Doctors in Idaho said that the law wasn't clear on when they could provide abortions in emergencies, forcing them to airlift pregnant women to other states for emergency care on several occasions since the high court had allowed the ban to go into effect in January.

The justices found that the court should not have gotten involved in the case so quickly, and a 6-3 majority reinstated a lower court order that had allowed hospitals in the state to perform emergency abortions to protect a pregnant patient’s health.

The opinion means the Idaho case will continue to play out in lower courts, and could end up before the Supreme Court again. It doesn't answer key questions about whether doctors can provide emergency abortions elsewhere, a pressing issue as most Republican-controlled states have moved to restrict the procedure in the two years since the high court overturned Roe v. Wade.

In a similar case, the state of Texas also argued that federal health care law does not trump a state ban on abortion and the New Orleans-based 5th U.S. Circuit Court of Appeals&nbsp;<a href="https://apnews.com/article/abortion-life-of-mother-texas-appeal-83770a43f44c908d81b5fa0dfc0d87e4">sided with the state</a>.

The Idaho ruling doesn't appear to affect that finding. The Biden administration has appealed the case in Texas, leaving another avenue for the issue to appear before the high court. The justices are unlikely to even consider whether to take up the Texas case before the fall.

 </figure>The ruling&nbsp;came a day after an opinion was briefly posted on the court's website accidentally and quickly taken down, but not before it was obtained by Bloomberg News.The final opinion appears largely similar to the draft released early. It reverses the court's earlier order that had allowed an Idaho abortion ban to go into effect, even in medical emergencies.It does not resolve the issues at the heart of the case, meaning the same justices who voted to&nbsp;<a href="https://apnews.com/article/abortion-supreme-court-decision-854f60302f21c2c35129e58cf8d8a7b0">overturn the constitutional right to abortion</a>&nbsp;could soon be again considering when doctors can provide abortion in medical emergencies.The premature release marked the second time in two years that an abortion ruling went out early, though in slightly different circumstances. The court’s seismic ruling ending the constitutional right to abortion was leaked to Politico.The ruling came in a case filed against Idaho by the Biden administration, which argued that doctors must be allowed to provide emergency abortions under a federal law when a pregnant woman faces serious health risks.Idaho had pushed back, arguing that its law does provide an exception to save the life of a pregnant patient and federal law doesn't require expanded exceptions.Doctors in Idaho said that the law wasn't clear on when they could provide abortions in emergencies, forcing them to airlift pregnant women to other states for emergency care on several occasions since the high court had allowed the ban to go into effect in January.The justices found that the court should not have gotten involved in the case so quickly, and a 6-3 majority reinstated a lower court order that had allowed hospitals in the state to perform emergency abortions to protect a pregnant patient’s health.The opinion means the Idaho case will continue to play out in lower courts, and could end up before the Supreme Court again. It doesn't answer key questions about whether doctors can provide emergency abortions elsewhere, a pressing issue as most Republican-controlled states have moved to restrict the procedure in the two years since the high court overturned Roe v. Wade.In a similar case, the state of Texas also argued that federal health care law does not trump a state ban on abortion and the New Orleans-based 5th U.S. Circuit Court of Appeals&nbsp;<a href="https://apnews.com/article/abortion-life-of-mother-texas-appeal-83770a43f44c908d81b5fa0dfc0d87e4">sided with the state</a>.The Idaho ruling doesn't appear to affect that finding. The Biden administration has appealed the case in Texas, leaving another avenue for the issue to appear before the high court. The justices are unlikely to even consider whether to take up the Texas case before the fall.___

Supreme Court sidesteps ruling on emergency abortion access dispute

WYANDOTTE COUNTY —Detectives are currently investigating a fatal shooting in Wyandotte County.

On Wednesday evening, police were dispatched to a shooting in the 4900 block of Steele Road, according to a media release.

First responders discovered a man outside a home, the victim of apparent gunshot wounds. He was pronounced deceased on scene. Two adult victims were transported to an area hospital with serious, but non-life threatening injuries, not caused by gunfire.

This incident is under investigation by the KCKPD Major Case Unit.&nbsp;This is the 13th homicide of the year in Kansas City, Kansas.

 </figure>Highlights from Senator Marshall’s interview include:&nbsp;On the effects of the drought for Kansas water conservation:&nbsp;MARSHALL:&nbsp;We've shared the same drought for 10 of the last 15 years, then we have this aquifer underneath us, this aquifer of water…So we're trying to figure out, how do we conserve this water? Because of the drought, we're using the water faster than we can replenish it. We use this water to grow our crops as well as to nourish our animals. So we're trying to pick out the best conservation practices.MARSHALL:&nbsp;As we put the final touches on the farm bill, we want to make sure we're spending that money wisely, and capture what's working good and get rid of the bad.BENNET:&nbsp;It is a major issue, and I've been very pleased to have the opportunity to work with Senator Marshall across the political aisle now for years on legislation that recognizes that nobody's making any more water…I think as Senator Marshall said, there's not a lot that divides us on these issues.&nbsp;BENNET:&nbsp;You know, this border between Kansas and Colorado – drought does not recognize that border, wildfires do not recognize our borders. It's critical for us to find ways to work together to support farmers and ranchers, by the way, just like we did years and years ago, when the heart of this part of our country was subjected to the Dust Bowl. We’ve got to deal with it as seriously as people dealt with it back then.On Threat of Chinese ownership of U.S. farmland:&nbsp;MARSHALL:&nbsp;Food security is national security. We take it for granted as Americans, but it is vitally important to our security. That's why we want to elevate the Secretary of Agriculture onto the CFIUS Committee, which evaluates foreign investments, and it goes way beyond the land and agriculture.MARSHALL:&nbsp;I'm probably more concerned about the food production. China owns about a fourth of our pork production, Brazil about a fourth of our beef production as well, the processing part of that food chain. So it goes way beyond just the land. Very concerned about all this –&nbsp;food security is national security.BENNET:&nbsp;I have deep concern about it, both in terms of its proximity to military bases, but also its integration into our economy as well, as a member of the Intelligence Committee. This is something that we're focused on and worried about, and I think we're going to find Republicans and Democrats who can support this effort together, and make sure that the American people at least understand the degree to which Beijing is trying to own our land in a strategic way that helps them, but may not help us.
