HUTCHINSON, Kan. — With stronger Republican supermajorities in Topeka,&nbsp;Americans For Prosperity Legislative and Coalitions Director Michael Austin hopes that will make the process of tax relief smoother in the coming legislative session.

"There's a number of things that need to be done, particularly on the tax policy side," Austin said. "While it was great that we saw some tax reductions when it came to property taxes, when it came to income tax, it's clear that we need to go further. I mean, the last election really suggested that inflation and cost of living are really what's at the forefront of Kansans minds. When we come back next session, we should really make an effort to go back to trying to get a single flat rate for income tax, and then do what we can to lower property taxes as well."

Property tax relief will likely need to bubble up from the local level though, rather than being sent down from Topeka.

"I really like that idea of putting in a limit on local government spending, because that's really where the problem lies," Austin said. "You know, it's not necessarily in the appraisal values, though I'm sure you'll have listeners that disagree, but when people look at their appraisal values, what are they doing? They're looking at it and they're trying to calculate what that means in terms of taxes. So ultimately, the issue is the amount of money that is spent at that local level, not necessarily your home appraisal. It's the tax and the spending that definitely needs to have a cap put on it."

Keeping the size of government as small as possible is another goal the Republican supermajority can aim for.

"We should have a conversation about putting a spending lid within state government," Austin said. "Not to say that it can't grow at all, but let's have it grow along with the economy. Whether that is growing with GDP or growing with inflation or growing with population growth, put some sort of limit on that spending so that it only rises when the economy is doing well. That way, we could have the excess revenues to not only do further tax cuts, but make these tax cuts sustainable."

HUTCHINSON, Kan. — Blue Cross/Blue Shield of Kansas has issued an additional online resource for Hutchinson Clinic patients who will become out-of network on Jan. 1.

🎧 LISTEN: 'Happening Around Hutch' this weekend

HUTCHINSON, Kan. — Federal Reserve Chairman Jerome Powell said Thursday that the president does not have the legal power to fire or demote him. Creighton University economist Ernie Goss spoke about economists surprise to see Powell answer that question directly.&nbsp; 

"A lot of investors and economists expect him to sort of stay out of that political fray," Goss said. "A battle between the Federal Reserve Chairman Powell and President Trump would not be good for markets out there right now."

Goss anticipates another rate cut in December to follow the one that happened on Thursday.

"When the federal government runs a deficit and they continue to run deficits of two trillion dollars, then you tack on that an extension of the tax cuts, you're talking upward pressure on inflation," Goss said.

Another potential inflation problem could come if President-elect Trump follows through on the tariffs he has said he will put on.

"Most economists are opposed to just a blanket increase in tariffs out there," Goss said. That would put upward pressure on prices, it would be if it's not a negotiating strategy and you implement those you're going to see Retaliation and retaliation would not be good for the agricultural sector."

HUTCHINSON, Kan. — There will be a grand opening for a new exhibit at Strataca on Saturday, Nov. 9 from 5 to 9 p.m.

"We just opened our brand new Topside Exhibit, it was the 'Twister' bus that was actually shown in the original movie," Director of Strataca, Rachel Terry said. "It's an extension of the Underground Vaults and Storage Hollywood Memorabilia Exhibit that we have underground."

The gathering will take place in the Topside Lobby at Strataca, 3650 E. Ave. G. in Hutchinson.&nbsp;The event is free and open to the public.

"Thanks to UVS and Lee Spence, they worked with Warner Bros. Studio, and they were able to get it here," Terry said. "We had to install garage doors on the front of our lobby to get it into the actual lobby. It was quite the process working with Warner Bros. Studio and UVS, but we were able to make it happen."

Terry and her staff at Strataca were amazed to see the bus in person.&nbsp;

"It's really cool," Terry said. "We do have the movie reel showing where it was part of the movie, now I think it's really cool that they have the brand new 'Twisters' movie out, as well."

There will be local storm chasers in attendance to speak, plus other fun things to do.

"We will have Lee Spence out, he is the ex-president of UV&amp;S, and he will be giving a speech," Terry said. "Then we actually have a storm chaser coming out from Wichita to give more of an in-depth of what that type of equipment would be used for and we actually will do a free screening of the new 'Twisters' movie that was just released this past summer."

New exhibit from original 'Twister' movie to open at Strataca

HUTCHINSON, Kan. — The 2024 Kansas KIDS COUNT® Data Book has been released. The publication analyzes child outcomes in economic well-being, education, and health indicators.

"We track dozens of indicators about the well-being of children and families in Kansas, and food insecurity is the one indicator that showed the most significant movement," said John Wilson with Kansas Action for Children. "We now are looking at data that shows us that every single Kansas county experienced an increase in food insecurity among kids. We went from roughly one in eight kids experiencing food insecurity to one in five, and this is a pretty drastic increase from 2021 to 2022."

Some of the reductions in federal programs post pandemic may have contributed to the issue.

"During that time, we saw cost-free school meals for every child," Wilson said. "We saw an expanded federal child tax credit that provided monthly payments as opposed to that credit at tax time, and we saw enhanced food assistance benefits during that time, so enhancements to the SNAP program, so those were all federal investments that were made to support the basic needs of people in the United States, so those ended at the same time that the data is showing that sharp increase in food insecurity, and then, of course, yes, the increased cost of groceries due to inflation played a part to that."

One policy piece that the current Kansas administration has been able to keep alive up through this past summer is Summer EBT.&nbsp;

"I appreciate the work that the governor's administration has done to keep those programs going, because we also saw last summer plenty of states that restricted the summer EBT program, and so we're really paying attention to this upcoming legislative session. It's the beginning of a new biennium, and we need to see what direction lawmakers want to take these traditional safety net programs like SNAP food assistance and child care assistance and cash assistance, all those programs that really are small ways to help families meet their basic needs."

It remains to be seen what the new legislative makeup will portend with regard to the extension or change of assistance programs for kids.

Wilson: 2022 data says kids were more food insecure

HUTCHINSON, Kan. — The annual Kiwanis Chili and Soup Fest continues this weekend in Hutchinson.

"It is this Saturday, Nov. 9. It will start at 11 a.m. and go until about 1.30 p.m.," said Dana Hinshaw with Kiwanis. "We have 16 teams that we're very excited about, and there is a lot of competition between those teams. We will have ticket booths. You'll have to buy tickets and you'll get a stamp, and then that means you can participate. So there'll be a ticket booth at Avenue A Park, and there'll be a ticket booth at DCI Park."

"We have the Fire Department has challenged the Reno County Sheriff's Office as well as the City of Hutch Public Works," Hinshaw said. "We're pretty excited about that little competition. We have four banks, First National Bank, Heartland Credit Union, Dillon's Credit Union, and People's Bank and Trust. We have several folks from downtown, Anima Bella, Wildflower Boutique, Apron Strings, Family Community Theater, Gentiva Home Care and Hospice, Salt City Brewery, First Presbyterian Church, and the International Brotherhood of Electrical Workers. And then there's a couple other teams, including APAC Kansas."

&nbsp;The money from the 500 to 750 attendees goes for sampling supplies and then for Kiwanis programs.

"We provide funds, goody bags for Head Start," said Bob Ross with the club. "We adopted Graber Elementary this year for providing classroom with snacks. We do a booth at Hutch Fest. We serve with United Way breakfast whenever United Way is having their breakfast. So we cook the breakfast for them on their workday. We ring bells Salvation Army. It will start at 11 a.m. and go until about 1.30 p.m.," said Dana Hinshaw with Kiwanis. "We have 16 teams that we're very excited about, and there is a lot of competition between those teams. We will have ticket booths. You'll have to buy tickets and you'll get a stamp, and then that means you can participate. So there'll be a ticket booth at Avenue A Park, and there'll be a ticket booth at DCI Park."Tickets are $6 for ages 10 to 110."We have the Fire Department has challenged the Reno County Sheriff's Office as well as the City of Hutch Public Works," Hinshaw said. "We're pretty excited about that little competition. We have four banks, First National Bank, Heartland Credit Union, Dillon's Credit Union, and People's Bank and Trust. We have several folks from downtown, Anima Bella, Wildflower Boutique, Apron Strings, Family Community Theater, Gentiva Home Care and Hospice, Salt City Brewery, First Presbyterian Church, and the International Brotherhood of Electrical Workers. And then there's a couple other teams, including APAC Kansas."&nbsp;The money from the 500 to 750 attendees goes for sampling supplies and then for Kiwanis programs."We provide funds, goody bags for Head Start," said Bob Ross with the club. "We adopted Graber Elementary this year for providing classroom with snacks. We do a booth at Hutch Fest. We serve with United Way breakfast whenever United Way is having their breakfast. HUTCHINSON, Kan. — The Hutch High Salthawks put a complete game together on Thursday night at Gowans Stadium, winning over the Liberal Redskins in 5A playoff action 33-13.

Hutchinson stopped Liberal on a fourth down and then converted on their own fourth down in the red zone for a Jeremiyah Gaitho Karanu seven-yard touchdown and a 7-0 Salthawk lead.

After another Salthawk stand, Kade Smith sprinted down the near sideline for an 86-yard score and it was 14-0 Hutchinson with 11:32 before halftime.

Liberal's best play of the night was at the 10:39 mark of half number one when freshman quarterback Tevin Cotter found James Fieser for a 65 yard strike to cut it to 14-7.

Hutchinson bounced back with a pass of their own from Levi Kepler to Tayshaun Williams, but Williams was flagged for unsportsmanlike conduct and therefore the long extra point was missed and it was 20-7 Salthawks with 6:05 to go in the half.

Taysen Runyon hit a pair of field goals, one to close out the first half and another with 2:38 to go in the third quarter and Hutch led 26-7 at that point.

Liberal's final score of the night was Cotter to Fieser again from six yards out, but they missed the two point try and it was 26-13.

Hutchinson closed out the scoring for the night with a Levi Kepler pass to Terrell King. After Runyon's PAT, it was 33-13 and that was the final.

Smith ran 24 times for 245 yards and the one TD. The Salthawk defense held Liberal to just 93 yards rushing and the Salthawks outgained the Redskins 406-275.

Hutchinson is now 8-2 and advances to play the winner of Friday night's game between Great Bend and Hays. Liberal closes out its season at 7-3.

Today's "Throwback Thursday Collection" takes us to the northwest corner of East Sherman and North Poplar.

Edward Wilcox owned a hardware store in Topeka in 1871. When he heard that C.C. Hutchinson was starting a new town along the proposed Santa Fe Railway expansion to the southwest, he decided to move.

In January of 1872, he came to the young city. Only five businessmen preceded him. He built a new hardware store as well as a large two-story home. The first photo shows that home at 134 E. Sherman after construction.

He was also the postmaster from 1874 through 1882 and a city councilman from 1880 through 1885. After Ed's death, his daughter Nettie lived there until 1909.

In 1913, it was turned into an apartment house and was known as the Bachelor's Roost.

In 1917, Johnson &amp; Sons undertakers bought the house and converted it to a funeral home. The second photo shows that conversion.

The third photo shows a funeral in process about 1930.

The fourth photo shows the facility with neon signage about 1935.

About 1990, Johnson &amp; Sons built a new facility at 300 E. 30th, sold the original property to the Foundation of Life Ministries and converted it to the McGee Chapel. The fifth photo shows that entity in January 2017.

On March 15, 2019, the chapel burned down. The sixth photo shows the aftermath of that fire.

The seventh photo shows the 134 E. Sherman property today, owned by Scott Marchall and now known as the Salty Cycles Park.

HUTCHINSON, Kan. — The City of Hutchinson is going to put additional visibility on the signs in school zones for schools close to arterial streets.

"We have Morgan up there, which has Adams right beside it," said Gregg DeGarmo with engineering. "Graber, which has 17th, Allen Magnet School, which is on Monroe and then HMS-7, which is on Avenue A. HMS-8 and Hutch High School are both on arterials and they don't have any type of signals for crosswalks or anything at this time. We're looking at the signs for Graber and Allen Magnet School and then HMS-7 and HMS-8 to begin with."

The signs are less expensive than they used to be, but there is still an expense.

"The signs we're looking at actually have flashing beacons, to alert traffic as to what's going on and why," said Cecil Weible, acting Public Works Director. "It's going to be the same signage. We're not changing the zones in any way. It's just bringing more attention to them and then one other thing is, because there is a cost, each of these signs are going to be solar paneled. They are going to be nice, bright, you'll be able to see them, but they are going to be about $5000 per sign."

A reminder that fines double in school zones, so please watch your speed.

School zone signs approved 

HUTCHINSON, Kan. — Prairie Hills Middle School students are getting the chance to volunteer and make their school better.

"It's the second year we've done it and we've started it up just in the last week or two," said Buhler USD 313 Superintendent Cindy Couchman. "What they do is the students get to sign up for various jobs around the Prairie Hills Middle School. And in fact, there are 144 students who are interested in these jobs and it's volunteer time. Let's make sure that we understand that we're not paying them to do it, but there are three different sessions throughout the year and 144 kids are interested in helping out around Prairie Hills Middle School. And the jobs vary from celebrating birthdays and birthdays of the students by decorating their lockers. They help with the athletic director, setting up for events. They are library aides, teacher aides. They help with traffic control before school and after school. There's greeters in the morning. There's lunchroom leaders. There are bulletin board designers. There's pledge leaders and window washing and happy helpers and math tutors. It just goes on and on. In fact, I think there are 20 job opportunities that these 144 students are participating in."

This gives them a chance to learn skills they might not otherwise in the regular classroom.

"We're very thankful for Mrs. Abby Thompson, who's the middle school principal, and Mrs. Ashley Bunting, who is also a teacher there that helps lead these, and between Mrs. Bunting and Mrs. Thompson, that's a lot to organize and they don't get paid for it. They do this on their own time after school to give these students the soft skills. So many students don't have the opportunity to have jobs anymore."

"What they do is the students get to sign up for various jobs around the Prairie Hills Middle School. And in fact, there are 144 students who are interested in these jobs and it's volunteer time. Let's make sure that we understand that we're not paying them to do it, but there are three different sessions throughout the year and 144 kids are interested in helping out around Prairie Hills Middle School. And the jobs vary from celebrating birthdays and birthdays of the students by decorating their lockers. They help with the athletic director, setting up for events. They are library aides, teacher aides. They help with traffic control before school and after school. There's greeters in the morning. There's lunchroom leaders. There are bulletin board designers. There's pledge leaders and window washing and happy helpers and math tutors. It just goes on and on. Reno County 2024 General Election results as of 4 a.m. Wednesday

HUTCHINSON, Kan. — Creighton University economist Ernie Goss said there are still supply chain issues out there even as the rest of the economy tries to get back to normal after the COVID-19 pandemic.

"We asked supply managers about the biggest risk factor going forward, and over and above, by a large degree, almost 40% said supply chain disruptions were the big issue," Goss said. "Now, of course, this is even without the longshoreman strike, which is coming up again in January, they pushed it out to January, past elections, that's 17 East Coast and Gulf Coast ports."

Goss also has concerns about the federal government continuing to borrow and spend.

"We've had several years since the pandemic of overspending by the federal government, and we're going to have to pay the price for that, and also overstimulation by the Federal Reserve," Goss said. "Now we're seeing some of the outcomes of that where they raised interest rates, but early on they actually increased the money supply, and that was a big stimulus. Now we've got to pay the price, and that's, unfortunately, looking into 2025, that's not that good."

It's not that he thinks the spending habits of the federal government will change at all.

"We're just seeing there's no appetite out there, even among the public, to cut the debt," Goss said. "That's not going to happen."

It remains to be seen if the election results from Tuesday have an impact on the larger policy direction of the country, and if so, in what direction.

HUTCHINSON, Kan. — Major Paul James with the Salvation Army in Hutchinson is clear. The need is still great, and they actually are still behind their goal in fundraising and have been since last year.

We've cut staff to continue to try to serve the most people that we can or hours of our staff. We're a skeleton crew at The Salvation Army, so we ask for your patience for that. But our heart is to, how can we serve those in need? It's hard to turn people away. We're looking forward to doing our best again this year."

They are also looking for volunteers, if you don't have extra cash to give, but do have time available.&nbsp;

"Have a heart for people, that's the number one," James said. "You don't want a grouch to meet you at the door. That's really a big part of it, just you have a heart for people. That matters the most. We have different opportunities, whether it's answering a phone, if you have a financial background, we, as you know, you mentioned it for me as well. We serve, I think we're about 90 individuals that we are the representative payee. We manage their bills. We make sure they have spending money. We balance all that, make sure they're in a house and all those things are covered and their bills are paid on time. That takes up a bulk of a lot of my staff's time is just managing that. We have one less staff member. So now we're all, how can we make that work? If you have a financial background and you're retired and you're like, you know, I have time to spend. And actually one of our staff members, she was retired and then she hired on with us part-time and she's amazing with that. If you have that, but if you can shake your hand, we have bell ringing opportunities coming up soon."

Financial and volunteer need still great at Salvation Army

HUTCHINSON, Kan. — Hutchinson City Manager Enrico Villegas, Reno County Administrator Randy Partington and South Hutchinson City Administrator Jeff Schenk are working together where they can to move the entire area forward. One place where they are sharing resources is in housing.

"Enrico had met with me and had ideas about how the city and county can work together on housing," Partington said. "There was some development that the city was looking at, Hutchinson was looking at working on. The question was, how can the county be a partner? Because Enrico knows and Jeff knows that, you know, Reno County wants to be a partner with both cities and all cities in Reno County. Before the meeting, we talked about how can the economic development funds that Reno County has and has not been spending all of it in the budgeted year. How can we use some of that for housing? Housing is definitely an economic development item."

This is where the idea of a county-wide grant program came from, and though the final touches are not done on that yet, it provides an opportunity for all county communities to share in bringing people here.

"It's taken some revisions," Villegas said. "It's not polished yet. But it stands to benefit all municipalities in Reno County, not just Hutchinson. So Haven, South Hutch, etc. If they want to participate in this, they can. It really stands to benefit everyone in Reno County."

South Hutchinson is still building out the infrastructure to be more involved in programs like this in the future.

"We are still working on building incentive programs and learning all of the different programs," Schenk said. "South Hutch has kind of been a little bit chaotic in the past and hasn't always played really well with everybody across the river. And so kind of we're just rebuilding that kind of community feel and becoming well, all playing nice in the sandbox."

The three managers meet or email fairly often to discuss ongoing projects so that they can go to their governing bodies informed about how each other is approaching development.

Leaders in Hutch, South Hutch, Reno County working together

HUTCHINSON, Kan. — The Hutchinson City Council approved the bonding of the demoltion project for the Atrium Hotel at their meeting Tuesday.

According to agenda documents, the City of Hutchinson will incur certain demolition expenses related to the demolition of an unsafe and dangerous structure, the Atrium, prior to closing on the bonds.

This project is different in that the city is not creating a capital asset, but instead removing one. Charter Ordinances allow the creation of capital assets. In order to bond this project, counsel advised the city to use Home Rule.

The Ordinance before the council approved the project and bonding costs up to $1,200,000. If the costs are less than that, the city does not have to bond the full amount.

The project costs include the bid awarded to Kansas Concrete LLC and an estimated contingency.

Even though this is a necessary next step, it doesn't really speed up the timeline of the potential reuse of the property much. 

According to discussion at Tuesday's meeting, the earliest that any delinquency would happen as a result of the assessment being added to Joshua Joseph's property taxes if he doesn't pay any part of it is in 2026 and then it would take three years of such delinquency before it would go to a sheriff's sale.

The asbestos remediation is going on right now and once that is done the actual demolition will likely take one to three months, but then it will likely stay as a vacant lot for a few years, unless Mr. Joseph decides to pay what he then would owe and then get approval to build on it.
