Windom Cemetery vandalized

HUTCHINSON, Kan. — The Hutchinson City Council is closing Avenue A Park sooner and opening it later than the rest of the parks in the city in an effort to combat people who are trying to sleep there and leave property behind. 

In addition to the ordinance changing the time of the closure to 11 p.m. to 6 a.m. at Avenue A Park, there will be a regulation issued by the Director of Parks and Facilities. The rest of the city's parks close at midnight and open at 5 a.m.&nbsp;

"It will be along the lines of a park regulation that says, all unattended property present after park hours will be deemed abandoned and discarded by city staff," said City Attorney Paul Brown. "That will apply to all parks and it will be posted."

The reason that an ordinance and a regulation need to be outlined is because governments cannot just take property from people without due notice, as that would be a potential constitutional violation, but they are allowed to control the time, place and manner that public property is used.

"We can't just go down without notice and pick it all up," Brown said. "This is an attempt to address that very subject. We will continue to try and make things better, because that's not what the parks are for."

The Hutchinson City Council approved the ordinance unanimously.

Hutton named Chairman of First National Bank Board

HUTCHINSON, Kan. —&nbsp;Beginning Wednesday, April 17th, Public Works will be performing maintenance on a leaking water line valve in the intersection of West 9th Avenue and North Monroe. Water will be shut down at the locations listed below starting at 4:00 p.m. and is expected to last for approximately 3 hours while the valve is being replaced.

Water will be out on 9th from Monroe to Harrison and on Monroe from 8th to 10th.

As a result of the valve replacement, N Monroe will be closed between 8th &amp; 10th Ave, and W 9th Ave will be closed between Madison and Jackson.&nbsp;

9th and Madison will be closed from 9 a.m. to noon for excavation and from 4:00 p.m. to 8:00 p.m. for valve replacement.

Water outage and road closure Wednesday at 9th and Monroe

HUTCHINSON, Kan. — According to the most recent Census data, “Reno County, KS has a large population of military personnel who served in Vietnam, 1.36 times greater than any other conflict.” Today, there are 3,030 veterans living in Reno County. Of those, 1044 served in the Vietnam War.&nbsp;&nbsp;

In all, 17 Reno County Vietnam Veterans were KIA.&nbsp; One of those 17 was PFC Henry Lee Fisher.&nbsp; Fisher was born on May 31, 1947 in Haven, Kansas to Kermit and Chlodine Fisher. He was the second oldest of four children. 

The Fisher Family are lifelong Haven residents and all four kids graduated from Haven High School with Henry graduating in 1965. Fisher's father proudly served in the Army during WWII so both of his boys chose to follow in his footsteps and serve their country. Upon graduating high school, Fisher enlisted along with two high school buddies. Fisher was rejected the first time due to a hernia that was found during his physical. Perhaps he could have walked away right then but he chose to return to Haven, have the hernia repaired, and went back and enlisted. Fisher joined the Army and became part of the 16th Infantry 1st Infantry Division and was eventually sent to the frontlines of Vietnam. Sadly, he would never return home. He was just 20 years old.&nbsp;

This winter, Fisher’s family worked with KS House of Representatives to pass House Bill 2481 to dedicate the portion of K-96 from the east to west borders of Haven, Kansas as the PFC Henry Lee Fisher Memorial. The family&nbsp;is responsible for raising the $12,000 necessary to complete this project.&nbsp; 

While KDOT does all of the work and maintenance of the highway, the family must pay for the signage.&nbsp;&nbsp;Together, with the help of Vieyra Honors Foundation (VHF), a fundraising event has been planned for Thursday, May 9, 2024 from 7-10 p.m. at the Baker Ballroom located at 17 E 2nd&nbsp;in Downtown Hutchinson with proceeds going toward the PFC Henry Lee Fisher Memorial.&nbsp; 

&nbsp;This event will feature a live performance by Hutchinson’s very own country music singer/songwriter Morgan Wilk, a full taco bar, and a silent auction.&nbsp; Tickets are just $35 and can be purchased online (<a href="http://vieyrahonorsfoundation.org/events" target="_blank">vieyrahonorsfoundation.org/events</a>) or phone (620.960.8215).&nbsp;

This event will not only honor PFC Henry Lee Fisher but all Reno County soldiers who were KIA in the Vietnam War to ensure that their ultimate sacrifice for our freedoms must never be forgotten.

When they got there, they found nothing showing on the outside and entered to investigate. Inside, they found a very light haze of smoke and discovered a rechargeable battery that had overheated and melted in the front room of the home.&nbsp;

Units remained at the scene while the rest of the house, including the attic, was checked for fire extension. It turned out that the problem was limited to the battery and crews ventilated the smoke from the structure.

Reno County Communications and Hutchinson Police assisted at the scene.&nbsp;

Early morning fire call limited to battery

MANHATTAN — Each year Kansas Farm Bureau’s (KFB) Foundation for Agriculture awards scholarships to college students studying in fields that benefit agriculture and rural Kansas. Forty-five recipients were awarded $26,500 in scholarships for the 2024-25 school year.

Over the past decade, the foundation has awarded more than $250,000 in scholarships. Hutch Post area awardees are in bold.

“We’re investing in students today to ensure they become tomorrow’s leaders,” says KFB President and Foundation Chair Joe Newland.

Karlie Albright, Jackson County, was awarded $1,000 for the Frank and Helen Bernasek Memorial Scholarship, a permanent, privately endowed scholarship fund.

Madeline Drake, Pratt County, was awarded $1,000 for the K-State Agricultural Communications and Journalism Scholarship.

Carissa Dalquest, Morris County, is the winner of the $500 Godfrey and Emma Bahr-Miller Memorial Scholarship, a permanent, privately endowed scholarship fund for students attending a college in Kansas and majoring in a subject related to agriculture.

Jonathan Temaat, Logan County, was awarded $500 for the DeWitt Ahlerich Memorial Scholarship, a permanent, privately endowed scholarship fund.

Thaddeus Donley, Ellsworth County, and Hannah Tomes, Sedgwick County, were each awarded $500 from the Lester Crandall Memorial Scholarship, a permanent, privately endowed fund.

Lana Mayfield, Allen County, was awarded a $500 scholarship from the Michael J. Berntsen Memorial Scholarship.

Eight students received $500 scholarships to Kansas technical colleges. They are Braden Bergsma, Sherman County; Cordell Brown, Wichita County; Cole Flory, Douglas County; Rylan Goossen, Gray County; Grant Hervey, Cowley County; Madison McGee, Cowley County; Cody Pierce, Lane County; and Edan White, Kearney County.

Four $1,000 KFB Foundation scholarships were awarded to juniors and seniors enrolled in Kansas State University’s College of Agriculture. They are Nicole Haase, Ellsworth County; August Hulse, Ottawa County; Shelby Spreier, Harvey County; and Aidan Yoho, Woodson County.

Two $1,000 KFB Foundation scholarships were awarded to juniors and seniors enrolled at Fort Hays State University. Recipients are Desiree Littlechild, Trego County; and Ethan McPherson, Riley County.

Twenty-four recipients received $500 scholarships. These students are attending a Kansas college with a Kansas Farm Bureau Collegiate Farm Bureau chapter. Students must be a Collegiate Farm Bureau chapter member.

KFB's Foundation for Agriculture awards $26,500 in scholarships

HUTCHINSON, Kan. — Over the past two weeks, the District has been conducting community meetings to gather public input regarding a master facilities plan that meets the current and future needs of the USD 308 community.

USD 308 facilities community survey is live

RENO COUNTY — Deputies were contacted by the Turon Stitchers, which is a wonderful group of ladies were volunteer their time making quilts. 

 The quilts that they make were donated to the Sheriff’s Office for us to hand out to kids when they are dealing with a difficult situation. 

 These quilts have brought brightness to some very dark times for kids, and we are so thankful to this group for providing us with them.&nbsp;&nbsp;

Quilts made for Reno County Deputies to give away

MANHATTAN, Kan. — The American Legion Boys State of Kansas is accepting applications for its 2024 session. The event is set to be held Sunday, June 2, through Saturday, June 8, at Kansas State University in Manhattan. This will be the program’s 32nd consecutive session at KSU and 86th overall.

Traditionally, Kansas Boys State is for individuals who will complete their junior year of high school in the spring just prior to the start of each session. However, the ALBSK program will again expand the pool of applicants for this year’s session to include those who will complete their sophomore year of high school this spring.

The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility to inculcate a sense of individual obligation to community, state and nation. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy.

The cost to attend the Boys State of Kansas program is $375; however, in many instances, sponsors pay the majority of the fees, with the delegate or his family paying $50. Those wishing to attend the 2024 session should visit ksbstate.org to apply. The deadline to apply for the 2024 program is Tuesday, April 30; applications are accepted after that date, but on a space-available basis.

HUTCHINSON, Kan. — For the first time in seven years, the Hutchinson Salthawks baseball team has won four straight games following a sweep of Salina South on Tuesday at Hobart-Detter Field.

The Salthawks won game one in a five inning run-rule victory, 12-0, before winning game two, 5-4.

Hutchinson is now 8-7 on the season and secures its most wins since the 2017 team won nine games. The 2017 team also was the last to win four straight games.

Game 1 (5 Innings): Hutchinson 12, Salina South 0 Cole Bleything pitched a gem for the Salthawks, going all five innings and allowing just three hits to earn the win.

Lakin Franz helped pace the offense with a 2 for 2 ballgame with four RBI. Franz delivered in his first at-bat, driving in three with a double to right field.

Hutchinson also got multi-hit games from Carter Morgan (2 for 3, 3 RBI), Caiden Beavers (2 for 3) and Jack Davis (2 for 3). Landon Parks drove in two with an RBI single in the second inning.

The lone hit for the Salthawks came off the bat of Parks in the second inning.

Salina South jumped out to a 3-0 lead in the first inning, but Hutchinson came back to eventually tie and then take the 4-3 lead after a three-run third inning.&nbsp;

Eastyn Keeler was credited with the win for the Salthawks, going 4 1/3 innings, allowing four runs. Franz recorded the final eight outs on the mound, including getting out of some traffic on the base path in the seventh.&nbsp;

HUTCHINSON, Kan. — The official approval of the contract for new Hutchinson City Manager Enrico Villegas happened at the Hutchinson City Council meeting Tuesday.

"I'm incredibly honored and appreciative of your support and confidence in me to lead this organization," Villegas said. "Throughout this process, I've gotten to know you all fairly well, as well as staff and some of our community partners. I'm very excited to participate in advancing the city forward."

According to the contract as printed in the meeting agenda documents, Villegas will start in Hutchinson on May 29, 2024 and receive a bi-weekly base salary of $6,250 or $162,500 annually and a one time payment of $15,000 for relocation, housing, down payment assistance and related incidentals.&nbsp;He is required to move to Hutchinson within six months of his hire.

"My family and I are also very excited and eager to start the next chapter of our lives here in Hutch," Villegas said. "There's an incredible amount to do here, from family outings to the parks. It's just truly endless. There's a lot of excitement and we're really looking forward to starting."

The City also is going to contribute $6000 a year to the City's 457 plan on Villegas' behalf as deferred compensation.

He will also receive a $500 a month vehicle allowance to use his own vehicle for city business and a $100 a month cell phone allowance.

Villegas has three children with a fourth on the way. Interim City Manager Mary Grace Clements plans to stay and help for as long as Villegas wants her to, but she's already working on getting him in front of the community at large.

"We will set up some town hall meetings in June, depending on availability, in a couple different places," Clements said. "Council has many issues you have raised, as far as listening to, about different ordinances. We want to engage in a work study and talk to the community. We want to also introduce Enrico."

The goal is to get official onboarding for Villegas done the week after Memorial Day, so he can be settled in by the first week of June.

Villegas approved as City Manager, speaks to council Tuesday

WASHINGTON, D.C. — Monday, Rep. Tracey Mann (KS-01)&nbsp;<a href="https://www.youtube.com/watch?v=1SroEGRZ70A" target="_blank">called</a>&nbsp;on Congress to pass a comprehensive, five-year farm bill. For the twenty fifth&nbsp;time on the House Floor, Rep. Mann stressed the importance of passing a farm bill that is long enough to provide certainty to agricultural producers and short enough to respond to market changes.

“In the almost five and a half years since the last farm bill was signed into law, the world has drastically changed,”&nbsp;said Rep. Mann.&nbsp;“Since 2018, we have experienced a global pandemic, watched in horror as a war unfolded between Russia and Ukraine, and now Israel and Hamas, and witnessed President Biden’s failed trade agenda cause market fluctuation that no one could have imagined. The livelihoods of American producers and consumers are on the line right now, and that means our food security and national security are on the line too. American farmers, ranchers, and agricultural producers need certainty like never before – and Congress must deliver for them with a five-year farm bill.”

As a member of the House Agriculture Committee, Rep. RENO COUNTY — The Reno County Producers Market, commonly referred to as the Reno County Farmers’ Market, received a check for $25,000 as part of the Pathways to a Healthy Kansas (Pathways) grant, a Blue Cross and Blue Shield of Kansas (BCBSKS) initiative. Participating in the check presentation event were Pam Paulsen, K-State Research and Extension Reno County Horticulture Agent, left, Claudio Faundez, Group Sales Advisor, BCBSKS, Sparkle Faidley, Reno County Farmers’ Market Board of Directors President, Patrick Romm, Professional Relations, BCBSKS, and Candace Davidson, Reno County Health Department and Heal Reno County.

The Reno County Farmers’ Market signed a Memorandum of Understanding with K-State Research and Extension Reno County (KSRE) and Heal Reno County to expand the operations of the Farmers’ Market to provide greater access to affordable fresh and locally grown produce to the residents of Reno County.

The Reno County Farmers’ Market was created in April of 1985 with the mission to provide a place where&nbsp;producers of fresh produce, baked goods, meat products, art and other handmade products could sell directly to consumers. The Reno County Farmers’ Market operates in a city-owned structure located at the southwest corner of Second Avenue and Washington Street. The Reno County Farmers' Market operates Saturday mornings between 7:30 am and 12:30 pm from early May through the last Saturday in October and Wednesdays between 10 a.m. and 1 p.m. from June through the last Wednesday in October.

The funds received from the Pathways grant will be used by the Reno County Farmers’ Market towards the operational and expansion costs to support the ability to accept these programs: Supplemental Nutrition Assistance Program-Electronic Benefit Transfer (SNAP-EBT), Double Up Food Bucks (DUFB)&nbsp;and Seniors Farmers Market Nutrition Program (SFMNP) benefits programs including the creation of a Market Ambassador position to help customers navigate those programs. Marketing and promotional events and outreach materials to promote the market especially to SNAP-EBT, DUFB and SFMNP recipients, low-income families, and underserved audiences. Adding family friendly entertainment and youth related activities to encourage residents with children to shop at the market. Educational materials and demonstrations to provide information on the selection, preparation and preservation of fresh fruits and vegetables from the market. Training new fresh fruit and vegetable vendors to increase their number at the market and development of a public survey to determine why residents are not shopping at the market and what measures can be taken to encourage more residents to do so.

Pathways to a Healthy Kansas is a community grant initiative launched by BCBSKS in 2016. It partners with community coalitions like Heal Reno County to improve active living, healthy eating, and commercial tobacco prevention across the state.

HUTCHINSON, Kan. — The name of the person who died at the Reno County Correctional Facility has been released. 

The Reno County Sheriff's Office identified him as Kenneth Wayne Smith. 

Smith had been booked on a probation violation on a 2022 drug conviction on April 11.

UPDATE: Inmate who died in Reno County custody identified

RENO COUNTY — According to Captain Steve Lutz with the Reno County Sheriff's Office, deputies and staff from the Hutchinson Animal Shelter removed 49 animals from a Nickerson residence late last week.

The removal stemmed from a call to check welfare on animals on April 11.

Sheriff's officers tried to contact someone that day, but couldn't get a hold of anyone. They finally contacted a person who left the home the next day.

A search warrant was served and a total of 49 animals were taken out of the residence. The details of the case are being sent to the Reno County Attorney's Office for review.

All animals taken in are being treated for upper respiratory sickness and being evaluated for other diseases. Some of the animals were microchipped, and if those owners can be found, they will be notified.&nbsp;

Dozens of animals taken from Nickerson residence

HUTCHINSON, Kan. — Residents of Hutchinson are urged to take note of the fees associated with property maintenance violations, as enforced by the City of Hutchinson.

"There's an ordinance," said Interim City Manager Mary Grace Clements. "If the grass gets higher than 12 inches, you are required to mow it. It's not that we're driving around looking for trouble. We don't have people out scouring areas, but if there's complaints and things, you could get a notice of violation, where you're on notice, you have 10 days to get your yard mowed."&nbsp;

Violators of tall grass and weed ordinances will be subject to the following charges:

Mowing charge: $100.00 per minimum 1-hour session 

"If there's maybe someone who is elderly or ill, we're going to want to be able to communicate with them," Clements said. "Let them know, what is the issue. We do have churches, we have school groups that are always looking for projects, to go out and to help folks. It's not like we're going to turn a blind eye. We have to have some control and some process to make sure we maintain the city in a manner that we expect."

City: Mowing violations need to be dealt with

HUTCHINSON, Kan. — The Hutchinson Horticulture Club is holding its annual Plant Sale on Saturday&nbsp; from 8 a.m. to 2 p.m. at Dillon Nature Center.

"They are in pots," said Betty Taylor with the Horticulture Club. "Our regulations for our club members is, they have to be well settled into that pot, meaning they can't go out and dig it up the night before and put it in the plant sale. It has to be nicely established, so that we know our customers are getting good plant material for their yards."

The event is a public fundraiser to support the club as it funds the annual Gathering for Gardeners.

"On the Gathering for Gardeners, we usually spend $1500 to $2000," Taylor said.

If you haven't planted your vegetable garden, it's not too late, and the club's sale is a great place to start.

"It's actually a little early for peppers, in particular," said James Taylor with the club. "It really is too early to be planting those, even tomatoes, another week or so would be best."

Hutchinson Horticulture Club plant sale Saturday

HUTCHINSON, Kan. — Hutchinson Recreation Commission announces the hiring of two new members to its leadership team and a promotion within the team.

Kelsey Loutensock started at Hutch Rec as the Aquatics and Special Events Manager on April 1.  She comes to Hutch Rec with past parks and recreation experience at Hesston Recreation, where she was the Assistant Recreation Director/Aquatics Director. Loutensock attended both Hesston College and Tabor College, where she received a bachelor’s degree in sports management.

In her role at Hutch Rec, Loutensock is responsible for the daily operations of Salt City Splash Aquatic Center, as well as the implementation of various community events and assistance in community festivals.  Her office is located at Hutch Rec Downtown, 17 E. 1st Ave.

“I’m looking forward to serving the Hutchinson community, as well as building relationships with co-workers, patrons, and community members. I hope to bring new ideas and offerings at the pool to expand opportunities for a wide variety of patrons,” Loutensock says. “Serving a community in the recreational environment brings me much joy.”

Loutensock and her husband live in Hesston with their two goldendoodle dogs, Archie and Wrigley. They enjoy traveling, spending time outdoors, and going to sporting events, with a lifetime goal of seeing all 30 Major League Baseball stadiums.

Tim Shaffer started at Hutch Rec as the Youth Services Coordinator on March 8. He comes to Hutch Rec with past parks and recreation experience at the City of Wichita’s Park &amp; Recreation department, working at the Lynette Woodard Recreation Center as the recreation assistant. Schaffer graduated from Wichita State University in 2020 with a bachelor’s degree in sports management and competed on their track and field team.

In his role at Hutch Rec, Shaffer is responsible for the coordination and implementation of youth programs, including summer camps, after-school programs, youth enrichment programs, adaptive recreation programs, and youth special events. His office is located at Hutch Rec Downtown, 17 E. 1st Ave.

“I am excited to advance my career by learning from everyone in the organization and providing services to the community,” Shaffer says.

Shaffer is originally from Leavenworth but grew up in Conway Springs. He currently lives in Wichita and enjoys going to country concerts.

Hutch Rec also announces the promotion of Jeff Conaway to Senior Center Manager at Hutch Rec’s Senior Center at Elmdale Park, effective March 25.

Conaway began his career at Hutch Rec as a youth sports coordinator in 2018. In his new role as Senior Center Manager, he is responsible for assuring quality programs and services at Elmdale, including food service, wellness programs, enrichment activities, and special events. He is also responsible for the management of the facility. Conaway’s office is at the Hutch Rec Senior Center at Elmdale Park, 400 E. Ave. E.

“What excites me about working at Hutch Rec is the strong team assembled here,” Conaway says. “Each staff member is really passionate about their divisions.”

Conaway lives in Hutchinson and has three children and 11 grandchildren. He enjoys spending time with family and friends, attending Kansas State football games, and is an avid upland bird hunter.

He comes to Hutch Rec with past parks and recreation experience at the City of Wichita’s Park &amp; Recreation department, working at the Lynette Woodard Recreation Center as the recreation assistant. Schaffer graduated from Wichita State University in 2020 with a bachelor’s degree in sports management and competed on their track and field team.In his role at Hutch Rec, Shaffer is responsible for the coordination and implementation of youth programs, including summer camps, after-school programs, youth enrichment programs, adaptive recreation programs, and youth special events. His office is located at Hutch Rec Downtown, 17 E. 1st Ave.“I am excited to advance my career by learning from everyone in the organization and providing services to the community,” Shaffer says.Shaffer is originally from Leavenworth but grew up in Conway Springs. He currently lives in Wichita and enjoys going to country concerts.<figure>

 </figure>Hutch Rec also announces the promotion of Jeff Conaway to Senior Center Manager at Hutch Rec’s Senior Center at Elmdale Park, effective March 25.Conaway began his career at Hutch Rec as a youth sports coordinator in 2018. In his new role as Senior Center Manager, he is responsible for assuring quality programs and services at Elmdale, including food service, wellness programs, enrichment activities, and special events. He is also responsible for the management of the facility. Conaway’s office is at the Hutch Rec Senior Center at Elmdale Park, 400 E. Ave. E.“What excites me about working at Hutch Rec is the strong team assembled here,” Conaway says. “Each staff member is really passionate about their divisions.”Conaway lives in Hutchinson and has three children and 11 grandchildren. Hutch Rec announces hiring of two new leadership team members; promotion of staff

HUTCHINSON, Kan. — The Hutchinson/Reno County Legislative Forum is set to convene on Saturday, April 20th, offering residents an invaluable opportunity to hear directly from their elected representatives. Hosted at the Stringer Fine Arts, located at 600 E. 11th Avenue, the forum will run from 9:00 a.m. to 10:30 a.m.

This event serves as a platform for community members to ask questions and gain insight into legislative initiatives directly impacting Hutchinson and Reno County. Legislators invited to participate include Senator Mark Steffen, Representative Paul Waggoner, Representative Jason Probst, Representative Michael Murphy, and Representative Joe Seiwert.

"We encourage all residents of Hutchinson and Reno County to join us for this important event," stated Debra Teufel, Hutchinson/Reno County Chamber President/CEO. "This forum provides a unique opportunity for dialogue between our community and those elected to represent us in Topeka."
