HUTCHINSON, Kan. — As it appears that the Federal Reserve will not be cutting interest rates anytime soon, it's important to note that is having a slowing effect on the Midwest economy.

"Higher interest rates are one of the factors cutting into the overall readings," said Creighton University economist Ernie Goss earlier this month prior to the latest data release this week. "Their prognostication capabilities are like everybody's, including mine, limited, it seems. In other words, they are playing a guessing game right now and that's not very comforting."

Goss said the inflation rate will determine their next action.

"How weak is the economy, how strong is the economy, is the inflation rate we're experiencing right now, is it going to stay above 3%?" Goss said.&nbsp;

Core inflation as reported Thursday is at 3.7% annualized, which means at the very least no cuts in rates until late in the year.&nbsp;

Inflation still strong, Fed to hold the line on rates

HUTCHINSON, Kan. — House Speaker Mike Johnson allowed the House to vote separately on foreign aid for Israel, Ukraine and the Indo-Pacific region last week. Kansas First District Congressman Tracey Mann did just that.

"One of the biggest issues facing the country is our southern border," Mann said. "I was disappointing that there was nothing in regard to funding for the border in the bills. That said, I voted for an additional supplemental monies for Israel, about $26 billion. There was another bill that would provide additional funding for Indo-Pacific, Taiwan and various interests we have in that part of the world. I voted for that. There was additional money, another $60 billion for Ukraine. I voted against the Ukraine supplemental bill on Saturday afternoon."

Mann explained his vote against the Ukraine aid.

"We do not want to see Vladimir Putin win," Mann said. "We want Ukraine to succeed. My concern is the lack of oversight and accountability for the monies that we spent so far and the money that we'd be spending here."

Mann did appreciate the opportunity to look at each situation on its own, however.

"I wish we did that a lot more often on a lot of other issues, as well," Mann said. "On spending bills, a lot of things, all sorts of issues, topics, various things get thrown together. Then you've got an up or down decision. I think it's much better public policy when we can divide things up into much smaller pieces."

All of the pieces also passed the Senate and are going to become law once signed by President Biden.

Mann splits votes on foreign aid bills

Today's "Throwback Thursday Collection" takes us to early downtown history, which has seen one significant flood after another from Cow Creek spilling out of its banks.

The first was in 1877, when Hutch was just six years old. These photos were from T.H. Jackson, Lot #43, one of the first photographers here locally. The first photo shows Sherman and Main, looking north, with the First National Bank on the left.

The second photo shows the McKee and Bloom Livery - Sales and Feed Stable at 16-24 W. 2nd.

The third photo shows 2nd and Main looking south at the Empey &amp; Burell signage at 113 N. Main. They were a grocer and bakery. This one required deep search in the newspaper archives to pinpoint the location.

The fourth photo shows what that view looks like today.

 Many attempts were made over the years to fix the flooding problems, from straightening the canal, to constructing the Harsha Canal, culminating with the Cow Creek Diversion Canal in 1955 finally working.

📷 Throwback Thursday: Cow Creek - Vol. 67

NEWTON, Kan. —&nbsp;As part of Newton Public Library's commitment to providing a safe and welcoming environment for all library patrons, the NPL board of trustees has approved updates to the library's Child Supervision Policy.

Starting Wednesday, May 1, children ages 9 to 13 who come to use the library unsupervised must have their own library cards. Children who already have cards will need to come in with a parent or guardian to have a photo taken and added to their library accounts.

Starting Saturday, kids may come in with a parent/guardian during regular library hours to get a library card and/or add a photo to their accounts. "On the other hand, we saw a need for adjustments. More space for kids to use unavoidably meant more space that could be misused. And more kids coming in has made it harder for the staff to track and respond to repeated issues.

"With these policy changes, we believe we are striking the right balance. We are continuing to let tweens and teens use the space, while ensuring that we know who they are and who their responsible adults are."

Art Fair booths just about gone

NEWTON, Kan. — At Tuesday night’s meeting,&nbsp;the City Commission heard Emberhope’s proposal for an expansion on their Newton campus.

Emberhope President and CEO Nickaila Sandate and consultant Jim Scott described the first phase of a long-term master plan: Hope Estates, a 38-unit affordable housing development designed to serve the community needs for teens aging out of foster care, foster families, and seniors. It will include one-, two-, and three-bedroom apartments in townhouses, duplexes, and a small apartment building.

The organization, which provides supportive services for children and families in child welfare, sees a need for youth aging out of foster care who don’t have housing resources in place and may wind up homeless or incarcerated. Through Hope Estates, Emberhope will provide housing as well as optional supportive services through case management. The development also will help Emberhope begin moving away from a congregate care model and toward a family-oriented model.&nbsp;

Emberhope intends to apply next month to the Kansas Housing Resources Corporation for Low Income Housing Tax Credits for the project. The company requested that the City pledge to waive $80,000 in permit and utility service fees, as the fee waivers would earn their application additional points in the competitive process.

City Commissioners expressed support for the mission of Emberhope and acknowledged the need for services. Amy Brennan brings 27 years of experience in the financial services industry, with 25 years as a commercial lender assisting clients in Hutchinson and South-Central Kansas. HUTCHINSON, Kan. — There will be a special community gathering to discuss the development of a brand-new park in the Grace Arbor Neighborhood, next to the Salvation Army at 7th and Walnut. The meeting will be at the Salvation Army building at 6:30 p.m.

"We're still working on trying to get a lease agreement with the City to build a park there," said Maj. Paul James with the Salvation Army. "I know the neighborhood, Grace Arbor Neighborhood, is excited for that possibility and we recently have done some very preliminary drawings of what the community would like to see there. Of course, the funds always determine what gets built. We're working towards it."

Everyone's input is welcome in shaping this park, and the neighborhood is invited to join together for an evening of collaboration and discussion. The Hutchinson Healthy Neighborhoods Initiative will also provide dinner for those who attend.

Gathering for new park May 7

RENO COUNTY — It appeared from the conversation among the Board of County Commissioners that there may be some distance between them as individuals as to whether the stated budget goal for next year should be a revenue neutral budget or a mill levy neutral budget. 

A revenue neutral budget would involve continuing cuts to departments to keep the same number of dollars spent, in spite of inflation in both material and labor costs for the county. 

A mill-levy neutral budget would be one where the commission would take advantage of any valuation increases to keep the tax rate flat while actually taking in more dollars.

Reno County has been able for the last two years to reach a budget that was revenue neutral.

Reno County Administrator Randy Partington will bring a proposed agenda for that meeting back to commissioners at their next regularly scheduled meeting on May 8.

The work is expected to start around Monday, May 6,&nbsp;and be completed around late May or early June.

During the project, traffic will be controlled by flaggers and a pilot car, and motorists should expect to stop and face a delay of up to 15 minutes.

Pavement Pros, of McPherson, is the primary contractor for the $228,000 project.

The Harvey County Sheriff’s Office has arrested a man for alleged aggravated indecent liberties with a child.

Jerad Carmichael, 38, of Sedgwick, was taken into custody by deputies on Tuesday.

Carmichael is charged with aggravated indecent liberties with a child, aggravated criminal sodomy, and rape.

Carmichael is being held in the Harvey County Detention Center. His bond was set at $750,000.

Sedgwick man arrested on sex crime charges

HUTCHINSON, Kan. — The Hutchinson Zoo on Tuesday announced the passing of 18-year-old American badger, Oscar. 

He was known by Animal Care Staff for his enthusiastic barking during training sessions and by Zoo guests as a big fluffball who loved to lay in the summer sun for hours. "He was a charismatic ambassador for an iconic prairie species and will be greatly missed," the zoo said.

Oscar came to the zoo in 2006 as an orphan and lived under the care of dedicated Zoo staff for the entirety of his long life. The lifespan of an American badger in the wild ranges from 5 to 10 years, with 15 years being the typical maximum in human care. 

Oscar lived well beyond his projected lifespan and touched the hearts of thousands of Zoo guests.&nbsp;

Hutch Zoo announces badger death


 HUTCHINSON, Kan. — Hutchinson Community
College has scheduled two days of summer boot camps for this June
geared towards high school students and young adults ages 14 and up.


Boot Camps will be
offered in Ag Diesel, Automation, Computer Drafting, Construction,
Farm &amp; Ranch, Personal Finance, Podcasting, Robotics, Video
Production and Welding. The camps will allow students to participate
in hands-on activities and meet professionals in the various fields.

Participants can
choose to attend a camp either on Tuesday, June 11 or Wednesday, June
12 from 9:00 am – 3:30 p.m. Registration is just $15 for one day or

College has scheduled two days of summer boot camps for this June
geared towards high school students and young adults ages 14 and up.
Boot Camps will be
offered in Ag Diesel, Automation, Computer Drafting, Construction,
Farm &amp; Ranch, Personal Finance, Podcasting, Robotics, Video
Production and Welding. The camps will allow students to participate
in hands-on activities and meet professionals in the various fields.
Participants can
choose to attend a camp either on Tuesday, June 11 or Wednesday, June
12 from 9:00 am – 3:30 p.m. Registration is just $15 for one day or
$25 for both days and includes lunch and a t-shirt. For more

SOUTH HUTCHINSON, Kan. — An event is going on Thursday to commemorate National Crime Victims' Rights Week in Reno County. 

Andrew Davidson with the Reno County Attorney's Office accepted a proclamation for the week at Wednesday's county commission meeting.

"I would like to invite everyone to the South Hutchinson Community Center Thursday, April 25 at 6:30 p.m. for our ceremony and service for victims' rights week," said Davidson.

There is a candle lighting and last year they had a sand pouring ceremony to commemorate victims of crime in Reno County.&nbsp; 

This year's theme is "How would you help? Options, services and hope for crime survivors." The event is sponsored by the Reno County District Attorney's Office, Horizons Mental Health Child Advocacy Center, BrightHouse and the Hutchinson Regional Medical Center SANE/SART Team.&nbsp;&nbsp;

Community candle lighting ceremony is Thursday

RENO COUNTY, Kan. — The Reno County Health Department has seen a few Histoplasmosis cases this year already, so they wanted to send out information about the infection and how to prevent it. 

This is especially important due to the current season, where many individuals are landscaping and the weather is dry and windy. 

What is histoplasmosis? Histoplasmosis is fungal infection that occurs when breathing in spores from a fungus called Histoplasma.  This fungus is found in the environment, especially in soil that has a large amount of bird or bat droppings.&nbsp; &nbsp;

The CDC says most people who breathe in the spores don’t get sick, but those who do may have a fever, cough, and fatigue. Many people who get sick will get better on their own without medication. In some people, such as those who have weakened immune systems, the infection can become severe, especially if it spreads from the lungs to other organs.

Those most at risk, like people with weakened immune systems, those over 55 years of age and infants can protect themselves by the following steps.

1. Avoid certain activities. Avoid projects and activities that can expose you to it, such as cleaning barns or raising birds, especially if you’re at higher risk for disease.

2. Water down the area before you work. Before you dig into soil that can contain the fungus, soak it with water. This can help prevent the spores from being released into the air.

3. Wear a mask. Consider wearing a mask, such as an N95, while participating in high-risk activities.&nbsp;

Histoplasmosis can’t spread from the lungs of an infected person to anyone else.

Kindergarten Meet and Greet Thursday evening

HUTCHINSON, Kan. — As a highlight of Hutchinson Community Foundation’s 35th year of serving Reno County, Match Day, the popular day of community generosity, returns May 1 with a slate of activities planned.

A theme of this year’s Match Day is “Love where you live,” and members of the public are invited to demonstrate their love by coming to the Wiley Building, 100 N. Main St., Hutchinson, from 10 a.m. to 6 p.m. May 1 to give to their choice of 38 Reno County nonprofit organizations. Those gifts will be met proportionately from the community foundation’s $100,000 matching pool. On the last Match Day in 2020, 949 donors raised $411,699 in 24 hours for 34 nonprofits.

All gifts will benefit the organizations’ endowed funds.

“Match Day has always been about building the long-term sustainability of local nonprofit organizations by helping to build their endowed savings accounts,” said Aubrey Abbott Patterson, community foundation president and CEO. The support from strong endowments helps nonprofits spend more time focused on their missions, she said.

As extra incentive to come to the Wiley Building, hourly prize grants will be given throughout the day, drawn from the previous hour’s donors contributing in person. Organizations can also earn prize grants if they have the most individual donors.

The following activities are also planned:

· Happening all day: Giving stations, placemaking demonstrations from the Wiley Building through DCI park, arts and crafts activities, music and sound provided by B.Epic! Events, photobooth, window and chalk art displays by Kara Vaughn, socializing areas provided by Sleep Shoppe and Furniture Gallery and Pools Plus, Ideatek Wi-Fi

· 10 a.m. to noon: Daylight Donuts, live radio remote

· 11 a.m. to 1 p.m.: Gambino’s Pizza, live musical performances atop the Historic Fox Theatre marquee

· 1 to 3 p.m.: Pies from Carolyn’s Essenhaus provided by People’s Bank and Trust

· 3:30 to 5 p.m.: Ice cream provided by Heartland Credit Union, family philanthropy activities, May Day basket-making by Absolutely Flowers

Match Day back May 1

TOPEKA, Kan. — In honor of Earth Week, U.S. Department of Agriculture (USDA) Rural Development Kansas State Director Christy Davis announces more than $5.3 million for seven clean energy projects to lower energy bills, expand access to domestic biofuels and create jobs and new market opportunities for Kansas farmers, ranchers and businesses.

“The USDA is helping expand access to clean energy and fueling options that promote energy independence and save Kansans money,” Davis said. “We are excited to partner with farms and small businesses to address energy solutions, economic growth and keep rural communities strong.”

The details of the Hutch Post area projects are:

A $44,940 grant will help purchase and install a 35 kilowatt solar array for Flint Hills Designs LLC of Newton. The project is estimated to replace 52,111 kilowatt hours per year, enough energy to power four homes.

A $572,968 grant will help purchase and install a 445 kilowatt solar array for White's Kingco, Inc., a grocer in Kingman and Lindsborg. The project is estimated to replace 637,326 kilowatt hours per year, enough energy to power 60 homes.

The Rural Energy for America Program (REAP) helps agricultural producers and rural small business owners expand their use of wind, solar, geothermal and small hydropower energy and make energy efficiency improvements. These innovations help increase their income, grow their businesses, address climate change and lower energy costs.

USDA continues to accept REAP applications and will hold funding competitions quarterly through Sept. 30, 2024. The funding includes a dedicated portion for underused renewable energy technologies.

TOPEKA, Kan. — The Kansas Bureau of Investigation (KBI) recently provided the 2023 Kansas Civil Asset Forfeiture Report to the Kansas Legislature.

Civil asset forfeiture is a procedure that authorizes law enforcement agencies to seize and forfeit property and cash that was obtained with proceeds from, or used to facilitate, certain criminal activity. Once a forfeiture proceeding concludes, the forfeited property or funds may be used for permissible law enforcement operations, or to further public safety objectives.

The KBI collects and reconciles the submitted information and reports it to the Kansas Legislature, and the public, in an effort to improve transparency about the forfeiture process.This annual report covers the period of January 1, 2023 to December 31, 2023. It includes approximately $3.91 million in seized property, and approximately $2.38 million in forfeited property. For 2023, all Kansas law enforcement agencies were compliant with requirements of the KSASFA.A breakdown of seizure and forfeiture activity by agency is provided, as well as information on forfeiture fund expenditures. Detailed information pertaining to reported seizures such as the location, the associated criminal offense, and the age, gender, race and ethnicity of the owner or possessor is included.
