Governor Kelly signs 7 pieces of bipartisan legislation into law

CAMDENTON, Mo. (AP) — A Louisiana man has been charged with second-degree murder in the 1984 killing of a woman in Missouri,

Larry G. Hicks, 78, of Franklin, Louisiana, was charged on Friday in the Dec. 15, 1984, beating death of Diana Lukosius, of Camdenton. Prosecutors said Lukosius was driving home from a party when her car was forced off a road. She was found near her vehicle and died two days later from her injuries.

Hicks, who lived near Lukosius, was named a person of interest in the case in 1989 and was interviewed in Louisiana in 1990, according to a probable cause statement, which does not mention any other contacts with him until last week.

Investigators from Camden County drove to Hicks' home in Louisiana last week. Sheriff's deputies from Louisiana searched his home and had a search warrant for Hicks' DNA, the statement said.

Camden County Prosecutor Caleb Cunningham said in a news conference late Friday that Hicks made admissions that implicate him in the killing, which he called “the most infamous” crime in the county.

Detectives said when they interviewed him, Hicks said he “couldn't say I didn't do it,” according to court documents.

Camden County is working with Louisiana authorities to extradite Hicks to Missouri.&nbsp; Camdenton is located approximately 150 miles southeast of Kansas City.

In a unanimous vote, the Salina City Commission today approved repealing the city's facemask ordinance.

While the repealing ordinance technically will not go into effect until it is published once in the official city newspaper, which most likely would be later this week. Commissioners were told, however, that there was some leeway concerning enforcement between the vote and the repealing ordinance being published.

"We discussed that in terms of the timing of that. From an enforcement standpoint, it would be up to the police department, but we can certainly advise the police department to cease enforcement between your action and publication," City Manager Mike Schrage told commissioners.

Deputy City Manager Jacob Wood told commissioners that private businesses would still be able to require people to wear masks in their establishments.

Prior to the vote, Mayor Melissa Hodges made a statement concerning the city's facemask ordinance, saying that with the new CDC guidance, it was time to repeal the ordinance.

"But as we go forward together in these unprecedented times, let's please keep a few things in mind. The repeal of this ordinance does not change the fact that the CDC recommends unvaccinated people continue to wear masks indoors and maintain social distancing. For the sake of the vulnerable members of our community, like those who are immuno-suppressed or too young to receive the vaccination, if you haven't been vaccinated, please continue to wear your facemasks indoors. But individual businesses and organizations have the ability to require masks in their place of business and that citizens should respect the policies that have been established," Hodges said. "I'd like to offer heartfelt thanks to Salinans who understood the importance of doing their part to limit COVID's effects on our community, who willingly complied with our mask ordinance, and who were vaccinated at their earliest opportunity."

ATCHISON COUNTY —Law enrorcement authorities are investigating a woman for a violent attack on a man.

Just after 1p.m. Saturday, police responded to a disturbance at a home in the 500 Block of North 9th Street in Atchison, according to Police Chief Mike Wilson.

A-47 year old man was struck on the head with a metal bar. He was examined at the scene by EMS but was not transported at that time. Officers took 31-year-old Gabrielle A. Cline into custody on requested charges of aggravated battery as well as criminal damage to a door.

A private vehicle later took the victim to the hospital for treatment, according to Wilson.

Police: Kan. woman accused of hitting man with metal bar

WASHINGTON&nbsp;– U.S. Senators Jerry Moran (R-Kan.) and Roger Marshall, M.D. (R-Kan.) and U.S. Representatives Ron Estes (KS-04), Jake LaTurner (KS-02) and Tracey Mann (KS-01) today sent a letter to Kansas Governor Laura Kelly calling on her to help get Kansans back to work by halting the increased federal unemployment benefits.

Earlier this year, Democrats passed legislation without any support from Republicans that provided an additional $300 per week in federal unemployment benefits, creating a situation where many Americans are better compensated for staying unemployed rather than returning to work. The letter follows the release of a U.S. Department of Labor (DOL) report showing an uptick in the unemployment rate to 6.1% and employers only adding 266,000 jobs last month, despite widespread projections of over one million jobs to be gained in April.

In April, the U.S. economy was projected to add close to one million jobs, building on the momentum of increasing vaccinations and over 900,000 jobs added in March. However, the April jobs report from the U.S. Department of Labor shows that only 266,000 jobs were added nationally, despite over 8 million jobs being available across the country. The extension of the generous $300 per week in additional federal benefits until September, when coupled with the extended state benefits, provides a lucrative government incentive to stay home despite clear signs that the economy is recovering and life is trending toward normal.

The continuation of the additional federal unemployment compensation benefits means that, on average, recipients are earning $15-20 per hour to stay home. For many in the hospitality or restaurant industries, these extended temporary benefits provide more than or equal to what an employer can offer. Other sectors of the economy, such as manufacturing, construction, and transportation, are also feeling the impacts of these generous federal incentives. Unemployment insurance was never meant to be a permanent salary replacement, rather the benefit is meant to provide temporary assistance to those who had involuntarily lost their jobs while they searched for new employment opportunities.

After months of pandemic related stay-at-home orders and government-imposed lockdowns, businesses are ready to reopen and welcome back customers, but are unable to incentivize workers to return to the job. Vaccination rates are increasing across the country, and in Kansas the coronavirus case count is only 7% of what it was in January of this year. With the sharp decline in new cases nationally, the Centers for Disease Control recently announced that fully vaccinated Americans do not need to social distance or wear masks indoors. Kan. GOP delegation: End increase in unemployment benefits 

KANSAS CITY (AP) — A Kansas City-area man was charged with second-degree murder in the shooting death of his girlfriend in December.

Brandon McDaniel, 26, Independence, was also charged with armed criminal action in the death of Oriana Starr, the Jackson County Prosecutor's office said Friday.

Prosecutors said McDaniel's mother notified police that her son said he shot and killed his girlfriend on Dec. 16. He claimed the shooting was in self-defense after Starr wrapped a cord around his neck during a fight, prosecutors said.

McDaniel was arrested in Arkansas in January on a parole violation warrant.

Prosecutors asked for $250,000 bond. Online court records do not name an attorney for McDaniel.

KC-area man charged with murder of his girlfriend

TOPEKA, Kan. (AP) — A Kansas House member was charged Monday with three counts of misdemeanor battery over his behavior toward students while working as a substitute teacher.

The charges against Republican state Rep. Mark Samsel, of Wellsville, arose from a student reporting an April 28 incident involving Samsel. He was arrested the next day and released on $1,000 bond. His first appearance in Franklin County District Court by video conference is scheduled for 8 a.m. Wednesday.

Franklin County Attorney Brandon Jones declined to comment after filing the charges. Samsel did not immediately return telephone and email messages seeking comment.

Kansas law says battery is either causing bodily harm to another person or physical contact with someone else “in a rude, insulting or angry manner,” and is punished by up to six months in jail.

One video provided by a parent of Wellsville students from that day, which the parent said was shot by students, showed grabbing a boy, pushing him against a wall and telling him, “I could put the wrath of God on you right now,” before the boy breaks free and runs away, yelling.

Other videos showed Samsel talking about suicide, sex, masturbation, God and the Bible.

Kan. lawmaker charged over incident while working at school 

LAWRENCE, Kan. (AP) — The University of Kansas says graduation for the class of 2021 will be held this coming Sunday. The school had to cancel graduation ceremonies on Sunday because of the threat of severe weather and lightning. Chancellor Douglas Girod announced Monday the ceremonies are now scheduled for this coming Sunday afternoon at Memorial Stadium. They will be held at the same time as graduation for the class of 2020, which was canceled last year because of the coronavirus pandemic. Further details of the graduation ceremonies will be released later.

The university called off all three ceremonies for the class of 2021 amid worries about lightning. It marked the second straight year the university had to call off commencement. 

The 2020 ceremonies were postponed after the onset of the coronavirus pandemic. The class of 2020 is scheduled to celebrate its commencement next Sunday. Class of 2021 KU graduates still made the most of the day. 

Students and their families congregated for photos, and graduates took turns walking through the Campanile.

Severe weather forecast prompts KU to call off, reschedule  2021 commencement

JACKSON COUNTY—Authorities investigating the fatal home explosion and fire in rural Jackson County say propane caused the disaster, according to&nbsp;&nbsp;Jackson County Sheriff Tim Morse.

Just after 6p.m. May 10, callers notified the Jackson County Sheriff's office of a large explosion that could be heard over 10 miles away, according to Morse.

Rescue units responded to the residence located at 27284 Q.4 Road three miles north of Holton or ¾ of a mile northeast of Jackson Heights School.&nbsp;First responders found the home to be completely leveled and on fire. 

Deputies located an injured woman outside the residence. She was was airlifted to a Kansas City hospital with serious injuries, according to Morse.

 Responders later located a man dead outside the residence. He was identified as 61-year-old Billy "Lu" Griffiths of Holton.&nbsp;It is believed that the home owners had been working on remodeling the residence, according to Morse.

On Friday, an area around the residence was excavated to allow officials to investigate. According to Morse, the explosion was not the result of a criminal act. A large&nbsp; amount of propane is believed to be missing from the propane tank, which potentially leaked into the residence. 

It is believed that an unidentifiable leak occurred inside the residence. Little to no part of the residence remains intact. This makes the investigation even more challenging.

Officials do not k unknown what source ignited the explosion Both victims were inside the residence at the time of the explosion.&nbsp;

The body of&nbsp;Billy "Lu" Griffiths of Holton underwent an autopsy, and investigators will be reviewing those results when they become available, according to Morse. Further testing and investigation is expected to be conducted by the home owner’s insurance company.

Police: Suspects paid in fake cash, hit Kan. man with handgun

A vehicle stolen in central Salina Friday morning was found burning in eastern Saline County that night.

Shawn Blazier, 38, of Salina, told police that between 6-8 a.m. Friday, his 1992 Ford Mustang was stolen from in front of his garage behind his residence, according to Salina Police Captain Paul Forrester.&nbsp; The Mustang was a Fox body, painted primer black. There were approximately $1,000 worth of clothes and a LG cellphone in the vehicle as well. 

Blazier told police that two acquaintances had spent the night at the house and that the keys to the car had been on the coffee table. Total loss was estimated at $2,950.

At approximately 7:30 p.m. Sunday, Saline County Sheriff's deputies were sent to the 8400 block of E. Cloud Street, where they found the Mustang on fire, Saline County Sheriff Roger Soldan said this morning. Soldan said it appeared that the Mustang had driven through water over the roadway before catching fire.

According to Forrester, a witness reported giving two people a ride to Salina prior to the vehicle being reported to be on fire. The car was a total loss, he added.

WASHINGTON — The Internal Revenue Service and the U.S. Department of 
the Treasury announced today that the first monthly payment of the 
expanded and newly-advanceable Child Tax Credit (CTC) from the American 
Rescue Plan will be made on July 15. Roughly 39 million households — 
covering 88% of children in the United States — are slated to begin 
receiving monthly payments without any further action required.

IRS and Treasury also announced the increased CTC payments will be 
made on the 15th of each month unless the 15th falls on a weekend or 
holiday. Families who receive the credit by direct deposit can plan 
their budgets around receipt of the benefit. Eligible families will 
receive a payment of up to $300 per month for each child under age 6 and
 up to $250 per month for each child age 6 and above.

The American Rescue Plan increased the maximum Child Tax Credit in 
2021 to $3,600 for children under the age of 6 and to $3,000 per child 
for children between ages 6 and 17. The American Rescue Plan is 
projected to lift more than five million children out of poverty this 
year, cutting child poverty by more than half.

Households covering more than 65 million children will receive the 
monthly CTC payments through direct deposit, paper check, or debit 
cards, and IRS and Treasury are committed to maximizing the use of 
direct deposit to ensure fast and secure delivery. While most taxpayers 
will not be required to take any action to receive their payments, 
Treasury and the IRS will continue outreach efforts with partner 
organizations over the coming months to make more families aware of 
their eligibility.

Today's announcement represents the latest collaboration between the 
IRS and Bureau of the Fiscal Service—and between Treasury and the White 
House American Rescue Plan Implementation Team—to ensure help quickly 
reaches Americans in need as they recover from the COVID-19 pandemic. 
Since March 12, the IRS has also distributed approximately 165 million 
Economic Impact Payments with a value of approximately $388 billion as a
 part of the American Rescue Plan.

receive a payment of up to $300 per month for each child under age 6 and
 up to $250 per month for each child age 6 and above.The American Rescue Plan increased the maximum Child Tax Credit in 
2021 to $3,600 for children under the age of 6 and to $3,000 per child 
for children between ages 6 and 17. The American Rescue Plan is 
projected to lift more than five million children out of poverty this 
year, cutting child poverty by more than half.Households covering more than 65 million children will receive the 
monthly CTC payments through direct deposit, paper check, or debit 
cards, and IRS and Treasury are committed to maximizing the use of 
direct deposit to ensure fast and secure delivery. While most taxpayers 
will not be required to take any action to receive their payments, 
Treasury and the IRS will continue outreach efforts with partner 
organizations over the coming months to make more families aware of 
their eligibility.Today's announcement represents the latest collaboration between the 
IRS and Bureau of the Fiscal Service—and between Treasury and the White 
House American Rescue Plan Implementation Team—to ensure help quickly 
reaches Americans in need as they recover from the COVID-19 pandemic.

Shortly after 4p.m. Sunday, officers responded to a disturbance in the 600 block South 5th Street in Atchison involving a subject threatening a 51-year-old victim with a knife, according to Police Chief Mike Wilson.

Officers located 51-year-old Kelley J. Rutledge as he ran from the scene. Police took him into custody and he was booked into the Atchison County Jail on requested charges of aggravated assault. The male victim was not injured, according to Wilson.

MISSION, Kan. (AP) — Children are having their noses swabbed or saliva sampled at school to test for the coronavirus in cities such as Baltimore, New York and Chicago. In other parts of the U.S., school districts are reluctant to check even students showing signs of illness for COVID-19.

Education and health officials around the country have taken different approaches to testing students and staff members — and widely varying positions or whether to test them at all as more children give up virtual classrooms for in-person learning. They note that the virus might otherwise elude detection since young people with the virus often are asymptomatic and most teachers have been vaccinated.

But many school administrators and families, weary of pandemic-related disruptions, see little benefit in screening children, who tend not to become as sick from COVID-19 as adults. Meanwhile, each positive test that turns up at a school can trigger quarantine orders that force students back into learning from home.

In Nebraska, Superintendent Bryce Jorgenson said he doubts parents with children in the Southern Valley Public School District would embrace school-based virus tests. His rural, 370-student district eliminated its mandatory&nbsp;<a href="https://apnews.com/article/coronavirus-pandemic-health-education-abb64bd20748bd95aea2a5e2017704fd">mask policy&nbsp;</a>in March.

“I can tell you right now, I would say that not just in our district, but in many districts around, there is not an appetite for that at all,” he said of ongoing screening. “I don’t know as a leader, too, if I want to get into testing kids because we don’t test kids for any other virus, really.”

Elected officials in Iowa and Idaho made their opinions known by turning down millions in federal aid for voluntary COVID-19 testing in schools.

“Here’s your $95 million back,” Iowa&nbsp;<a href="https://apnews.com/article/iowa-health-coronavirus-22ef463b6ff766281d3a0dbf613d518c">Gov. Kim Reynolds,</a>&nbsp;a Republican, declared on Fox News after commenting that in her view, President Joe Biden “thinks that COVID just started.”

In Idaho, the state House of Representatives rejected $40.3 million in offered funding.

“Schools are not medical facilities, and we shouldn’t want to place that responsibility and liability on our schools,” Republican state Rep. Tammy Nichols said in an email. “That is why we have medical facilities and staff who are licensed, certified and insured to handle those things.”

Experts are divided about how worthwhile it is to test for the coronavirus inside schools as more people are vaccinated and confirmed cases decline.

Joshua Salomon, a professor of medicine at Stanford University who supports screening students, said the procedure could help curb outbreaks involving more contagious variants.

“Basically, it gives you an insurance policy against things we may not be able to anticipate,” Salomon said. “The virus has really kind of caught us off guard in a few instances.”

But Dr. Monica Gandhi, a professor of medicine at the University of California, San Francisco, said the nation’s vaccination program makes the tests less useful because immunized individuals are so much less likely to get infected. At the same time, she said, false positives in school settings carry significant consequences when they cause a return to online learning.

Screening tests have played a key role in reopening plans for schools in New York City and liberal-leaning states like California and Massachusetts.

Some districts, like Baltimore City Public Schools, use so-called pooled testing methods that combine multiple samples from students in kindergarten to eighth grade; a positive result leads to everyone in the pool being quarantined. The district is using individual saliva-based PCR tests to screen its high school students..

“By doing this screening testing, you can actually catch the cases early, and that is really effective at preventing transmission,” Cleo Hirsch, who oversees the testing in Baltimore’s public schools, said.

In Chicago, surveillance testing for COVID-19 was part of the district’s reopening agreement with the teachers union. For elementary students who are at least 10, the district tests a percentage at random, focusing on zip codes with the most confirmed COVID-19 cases. The district tests a sampling of high school students citywide. The tests require parental consent.

In Massachusetts, which also relies on pooled testing, the collected data indicates a positivity rate within schools of 2 cases for every 1,000 people, said Russell Johnston, a senior associate commissioner at the state’s Department of Elementary and Secondary Education.

“That just again gives us enormous confidence in the mitigation strategies that we have available in the schools,” he said.

Oregon is beginning to pilot testing of unvaccinated school employees and plans to expand the health surveillance effort to children attending overnight summer camp before deciding how to proceed in the fall. Some school administrators have expressed trepidation about adding surveillance testing, state epidemiologist Dr. Dean Sidelinger said.

“COVID has added 12 new challenges every hour for them on top of everything else they were already burdened with,” Sidelinger said. “So many of them just kind of, I think instinctively, said, ’No, you cannot ask us to do another thing.’”

In Minnesota, the 8,500-student Edina Public Schools has quarantined hundreds of close contacts of students with positive results. The district began a “Test The Nest” surveillance program at its high school and middle schools in mid-March in an attempt to identify individuals without symptoms who are carrying the virus, spokeswoman Mary Woitte said.

But Nicole Schnell, of the group Edina Parents 4 Progress, opposes the expanded testing, saying a single positive case can lead to massive disruptions.

Schnell said her daughters, age 15 and 18, spent two weeks quarantined in the fall and another two weeks in the spring despite testing negative because they were considered close contacts of people who were infected. Her 17-year-old son decided to keep attending classes virtually because he didn’t want to risk a potential exposure that might force him to miss the spring baseball season.

“I have seen firsthand effects of keeping kids out of society,” Schnell said, adding that one of her children was diagnosed with depression after being quarantined. “We are not just talking about out of school. We are talking about out of any sport that they play, out of any activity, out of anything outside, out of seeing their friends, because of a potential positive exposure.”

The patrol said in a post on Twitter that an “apparent suicidal” person was at the park with a gun. Highway patrol spokesman Sgt. Andrew Bell said the person called 911 and said he had a gun and wanted to confront officers at the park.

He approached the Grandview officers aggressively before two officers fired their weapons at him, Bell said.

No officers were injured. The investigation into the shooting is ongoing, the patrol said.

Highway patrol spokesman Sgt. Andrew Bell said the man called 911 and said he had a gun and wanted to confront officers at the park about two miles east of Interstate 49 and north of Highway 150.

Bell said the man with a gun approached officers aggressively before two officers fired their weapons at him.

The man was taken to a hospital, but details about his condition were not immediately available Sunday. No officers were injured.

Teen dies after being shot by police at KC-area park

The head of the Centers for Disease Control and Prevention on Sunday defended the decision to ease mask-wearing guidance for fully vaccinated people, stressing that increasing political pressure had nothing to do with the abrupt shift in guidelines.

“I’m delivering the science as the science is delivered to the medical journals. And it evolved," CDC Director Rochelle Walensky said on FOX News Sunday. “I deliver it as soon as I can when we have that information available.”

Under the new guidelines released last week, fully vaccinated people — those who are two weeks past their final dose of a COVID-19 vaccine — can quit wearing masks outdoors in crowds and in most indoor settings and give up social distancing.

However, partially vaccinated or unvaccinated people should continue wearing masks, the agency said. The guidance also still calls for masks in crowded indoor settings including buses, airplanes, hospitals, prisons and homeless shelters.

The sudden change sparked praise from those eager to return to pre-pandemic life, particularly those who see the new guidelines as a way to reopen workplaces, schools and other venues that went dark during the pandemic.

Yet concerns have been raised from those who say there's no easy way for businesses and others to determine who is fully vaccinated and who is not. Instead, many will have to rely on an honor system as many states and communities have already been lifting mask mandates amid improving virus numbers and as more Americans have been shedding face coverings after getting shots.

“I would imagine within a period of just a couple of weeks, you’re going to start to see significant clarification of some of the actually understandable and reasonable questions that people are asking,” Dr. Anthony Fauci, the face of the U.S. government’s pandemic response, said on Face the Nation.

The timing of the change has also faced questions. Just days earlier, Walensky had defended the agency's strict mask guidance in front of a Senate committee where some Republicans on the panel described the CDC's guidance as “unworkable.”

When pressed about the quick turnaround on the agency's stance on mask wearing, Walensky said the agency was not giving in to pressure but instead needed time to review evolving science.

“I can tell you it certainly would have been easier if the science had evolved a week earlier and I didn’t have to go to Congress making those statements. But I’m delivering the science as the science is delivered to the medical journals,” she said.

To date more than 156 million Americans, or more than 47% of the population, have received at least one dose of COVID-19 vaccine, and more than 121 million are fully vaccinated.

Walensky cautioned that even with the new guidelines, it was still too early to “declare victory,” but added that she was “cautiously optimistic" about the pandemic.

“We have to remain humble. We’ve had way too many curveballs in this pandemic come to us. But I am really cautiously optimistic that we are in a good place right now, that cases continue to come down,” she said.

But, she added, even though the guidance has changed, “there’s no need for everybody to start ripping off their masks."

“There is no mandate to take it off. What we’re saying is, now this is safe," she said. “Work at your own speed, work with your own family and your own businesses to remove them when necessary."

CDC director defends decision to ditch masks

OSBORNE COUNTY— Heavy weekend rain up to 8 inches in some areas caused flooding in small towns along the Paradise Creek in portions of Osborne, Rooks and Russell County. 

In the Osborne County community of Natoma, there is no school Monday but the elementary school will be open for kids that need a place to go while parents are cleaning things up, acccording to USD 399. to&nbsp; A few teachers and some high school girls will be there to help with activities for the kids.

In Russell County flood waters caused significant damage to the shoofly detour on the Kansas Highway 18 bridge project at Luray, according to the Kansas Department of Transportation. Access to U.S. 281 via K-18 will remain unavailable for the foreseeable future.&nbsp;

In the Osborne County community of Natoma, there is no school Monday but the elementary school will be open for kids that need a place to go while parents are cleaning things up, acccording to USD 399. to&nbsp; A few teachers and some high school girls will be there to help with activities for the kids.<figure>

Anyone who needs more time to file can get it. The easiest way to do so is through the&nbsp;<a href="https://www.irs.gov/filing/free-file-do-your-federal-taxes-for-free">Free File</a>&nbsp;link on IRS.gov. In a matter of minutes, anyone, regardless of income, can use this free service to electronically request an extension on&nbsp;<a href="https://www.irs.gov/forms-pubs/about-form-4868">Form 4868, Application for Automatic Extension of Time to File U.S. Individual Income Tax Return</a>.

Taxpayers are reminded, however, that an extension of time to file is not an extension of time to pay. To get the extension, taxpayers must estimate their tax liability on this form and pay any amount due. Tax payments are generally due by the May 17 filing deadline, and taxpayers should pay as much as they can to avoid possible penalties and interest.
