OMAHA, Neb. (AP) — A west Omaha high school band director has been arrested, accused of abusing a former student over a three-year period.

The Douglas County Sheriff's Office says an arrest warrant was issued this week for 55-year-old Michelle Bluford, director of the Elkhorn South High School band who has been employed by the district for two decades.

Officials say Bluford was arrested around 7 p.m. Monday on the warrant charging her with felony child abuse.

Investigators believe Bluford groomed a student at Elkhorn South starting in 2017, which led to sexual contact with the student. The sheriff's office said it first learned of the alleged abuse in June and launched an investigation.

Two people were arrested after a short pursuit through a Salina neighborhood early Wednesday.

Just before 2a.m. Wednesday, a Saline County deputy stopped a 2014 Dodge Ram pickup in the 200 Block of S. Penn. It had been reported for suspicious behavior, according to Saline County Sheriff's Captain Jim Hughes

&nbsp;The pickup had allegedly been driving up and down alleys in the neighborhood. In the pickup were Greg Todd, 39 of Salina, and Cady Cole, 23, of Salina, Hughes said.

After talking with the two, the deputy released them and then ran the license plate on the pickup. When he discovered that the license plate was stolen out of Ottawa County, he attempted to stop the pickup once again, but a short pursuit ensued.

The pickup stopped near the intersection of N. Kansas Avenue and E. Elm Street, and Todd and Cole took off on foot, Hughes said. The deputy apprehended Cole nearby. A short time later, another deputy apprehended Todd elsewhere in the neighborhood.

It was determined that the pickup had been reported stolen on June 21 from where it was parked at the Rodeway Inn &amp; Suites, 3932 S. Ninth Street, Hughes said.

Hughes said that during the initial stop, Cole had been driving, but Todd had been driving when the two exited the pickup and fled on foot.

Todd was arrested on the following requested charges, Hughes said.

Registered sex offender caught driving stolen truck in Kansas

SEDGWICK COUNTY —A suspect involved in police chase died in an accident just before noon Wednesday in Sedgwick County.

The Kansas Highway Patrol reported a 2010 Toyota Rav4 driven by Gabriel Christian Seim, 28, Salina, was northbound on Interstate 135 one mile south of Park City.

Wichita Police attempted to stop the Toyota and had been looking for the Seim after a report he might have been involved in drug trafficking, according to Wichita Police Officer Charley Davidson.

Seim failed to stop for police and exited Interstate 135 at 53rd Street North. He failed to stop at the stop sign at the bottom of the ramp, turned eastbound on 53rd St. North at a high rate of speed. 

A 2015 GMC Sierra driven by Nicklaus Alan Davis,&nbsp; 43, Haysville, was northbound on North Hydraulic. The driver stopped at the stop sign at the intersection of 53rd and Hydraulic. 

Siem, fleeing police in the Toyota, failed to stop at the stop sign at the intersection of 53rd and Hydraulic and struck the GMC Sierra as it began to enter the intersection.

Seim, who was not wearing a seat belt, was pronounced dead at the scene and was transported to the Sedgwick County Forensics Center, according to the KHP. EMS transported Davis to Via Christi. 

After the crash, police found possible evidence of drug trafficking in the Toyota, according to Officer Charley Davidson.

Kansas drug suspect dies in crash during police chase

ATCHISON COUNTY, Kan.—Law enforcement authorities are investigating a teen for alleged battery in Atchison.

Just before 11p.m. Tuesday, police responded to a disturbance that had occurred in the 500 block North 9th Street in Atchison involving a group of teenagers, according to Police Chief Mike Wilson

 An 18-year-old girl reported that during the disturbance Blayne Williams, 18, Atchison, struck her in the head with his fists and a handgun. 

The victim was examined by EMS for her injuries but not transported for medical treatment, according to Wilson. Police located and arrested Williams on requested charges of aggravated battery and battery.

SEDGWICK COUNTY —Law enforcement authorities are investigating an alleged accidental shooting and have made an arrest.

Just after 8 p.m. Tuesday, police responded to a shooting call at the apartment complex in the 500 block of North Nims in Wichita, according to Officer Charley Davidson. 

Upon arrival, officers located 19-year-old Jyrez Ricks of Wichita in the parking lot who had been shot. Ricks was pronounced deceased on the scene, according to Davidson.

The investigation revealed 21-year-old Jordan Williams was handling a handgun inside the apartment occupied by Ricks and three other adult friends. The gun accidentally discharged, striking Ricks.

Police contacted Williams on the scene and arrested without incident on a requested charge of involuntary manslaughter.

Davidson reminded the importance of practicing gun safety.

• Always store guns unloaded and security locked;

• Use a gun case, gun safe, or lockbox for safer storage;

• Store ammunition in a separate location; and

• Talk to your children about gun safety.

If you find a gun, leave it alone and tell an adult;

• Ask your parents about proper gun safety.

Police: 19-year-old Kansas man dies after gun accident 

SHAWNEE COUNTY —Law enforcement authorities are investigating the cause of a house fire in Topeka.

Just before 5a.m. Wednesday, crews responded to the fire in a home at 4031 SE Mercier Street, according to Fire Marshal Todd Harrison.

When they arrived, firefighters found smoke and flames coming from the split level house and began an offensive fire attack.

&nbsp;A search of the single family dwelling revealed there were no occupants at home at the time of the fire.&nbsp;

Investigators determine the fire cause to be intentionally set, according to Harrison. The estimated dollar loss – $45,000.00; of which $40,000.00 is associated with structural loss and $5,000.00 associated with contents loss.&nbsp;&nbsp;Working smoke detectors were not located within the home, according to Harrison.

Treasury, and the Bureau of the Fiscal Service announced today they have
 disbursed more than 2.2 million additional Economic Impact Payments 
under the American Rescue Plan.

Today's announcement covering the most recent six weeks of the effort
 brings the total disbursed so far under the American Rescue Plan to 
more than 171 million payments. They represent a total value of more 
than $400 billion since these payments began rolling out to Americans in
 batches <a href="https://www.irs.gov/newsroom/irs-begins-delivering-third-round-of-economic-impact-payments-to-americans">on March 12</a>.

Here is additional information on the last six weeks of payments, 
which includes those with official payment dates through July 21:

The IRS will continue to disburse Economic Impact Payments on a 
weekly basis. Ongoing payments will be sent to eligible individuals for 
whom the IRS previously did not have information to issue a payment but 
who recently filed a tax return, as well to people who qualify for 
"plus-up" payments.

Special reminder for those who don't normally file a tax return

Although payments are automatic for most people, the IRS continues to
 urge people who don't normally file a tax return and haven't received 
Economic Impact Payments to file a 2020 tax return to get all the 
benefits they're entitled to under the law, including tax credits such 
as the <a href="https://www.irs.gov/newsroom/recovery-rebate-credit">2020 Recovery Rebate Credit</a>, the <a href="https://www.irs.gov/credits-deductions/advance-child-tax-credit-payments-in-2021">Child Tax Credit</a>, and the <a href="https://www.irs.gov/credits-deductions/individuals/earned-income-tax-credit-eitc">Earned Income Tax Credit</a>.

IRS: 2.2M more COVID stimulus checks sent to Americans

BEIJING (AP) — China rejected an accusation by the Biden administration and Western allies this week that Beijing is to blame for a hack of the Microsoft Exchange email system and complained Chinese entities are victims of damaging U.S. cyberattacks.

A foreign ministry spokesman demanded Washington drop charges announced Monday against four Chinese nationals accused of working with the Ministry of State Security to try to steal U.S. trade secrets, technology and disease research.

The announcement that the Biden administration and European allies formally blame Chinese government-linked hackers for ransomware attacks increased pressure over long-running complaints against Beijing but included no sanctions.

“The United States ganged up with its allies to make unwarranted accusations against Chinese cybersecurity,” said the spokesman, Zhao Lijian. “This was made up out of thin air and confused right and wrong. It is purely a smear and suppression with political motives.”

“China will never accept this,” Zhao said, though he gave no indication of possible retaliation.

China is a leader in cyberwarfare research along with the United States and Russia, but Beijing denies accusations that Chinese hackers steal trade secrets and technology. Security experts say the military and security ministry also sponsor hackers outside the government.

On Monday, U.S. authorities said government-affiliated hackers targeted American and other victims with demands for millions of dollars. Officials alleged contract hackers associated with the MSS engaged in extortion schemes and theft for their own profit.

Microsoft Corp. blamed Chinese spies for the Microsoft Exchange attack that compromised tens of thousands of computers around the world. The British foreign secretary, Dominic Raab, on Monday called that “a reckless but familiar pattern of behavior.”

Also Monday, the<a href="https://www.justice.gov/opa/pr/four-chinese-nationals-working-ministry-state-security-charged-global-computer-intrusion"> Justice Department announced charges</a> against four Chinese nationals who prosecutors said worked with the MSS to target computers at companies, universities and government entities. “China firmly opposes and combats any form of cyberattacks, and will not encourage, support or condone any cyberattacks,” Zhao said.

Citing what he said was Chinese cybersecurity research, Zhao accused the U.S. Central Intelligence Agency of carrying out hacking attacks on China’s aerospace research facilities, oil industry, internet companies and government agencies over an 11-year period.

Those attacks “severely compromised” national and economic security, Zhao said.

“China once again strongly demands that the United States and its allies stop cyber theft and attacks against China, stop throwing mud at China on cybersecurity issues and withdraw the so-called prosecution,” he said. “China will take necessary measures to firmly safeguard China’s cybersecurity and interests.”

The defendants are accused of stealing trade secrets and confidential business information.

Unlike in April,&nbsp;<a href="https://apnews.com/article/joe-biden-ap-top-news-moscow-coronavirus-pandemic-elections-4c368f4734d5d1c5938645aa09641c79">when public finger-pointing of Russian hacking&nbsp;</a>was paired with a raft of sanctions against Moscow, the Biden administration did not announce any actions against Beijing. Nonetheless, a senior administration official who briefed reporters said that the U.S. has confronted senior Chinese officials and that the White House regards the multination shaming as sending an important message.

President Joe Biden told reporters “the investigation’s not finished,” and White House press secretary Jen Psaki did not rule out consequences for China, saying, “This is not the conclusion of our efforts as it relates to cyber activities with China or Russia.”

Even without fresh sanctions, Monday’s actions are likely to exacerbate tensions with China at a delicate time. Just last week, the U.S. issued separate stark warnings against transactions with entities that operate in China’s western Xinjiang region, where China is accused of repressing Uyghur Muslims and other minorities.

Then on Friday, the administration advised American firms of the deteriorating investment and commercial environment in Hong Kong, where China has been cracking down on democratic freedoms it had pledged to respect in the former British colony.

The European Union and Britain also called out China. The EU said malicious cyber activities with “significant effects” that targeted government institutions, political organizations and key industries in the bloc’s 27 member states could be linked to Chinese hacking groups. The U.K.’s National Cyber Security Centre said the groups targeted maritime industries and naval defense contractors in the U.S. and Europe and the Finnish parliament.

In a statement, EU foreign policy chief Josep Borrell said the hacking was “conducted from the territory of China for the purpose of intellectual property theft and espionage.”

The Microsoft Exchange cyberattack “by Chinese state-backed groups was a reckless but familiar pattern of behaviour,” U.K. Foreign Secretary Dominic Raab said.

NATO, in its first public condemnation of China for hacking activities, called on Beijing to uphold its international commitments and obligations “and to act responsibly in the international system, including in cyberspace.” The alliance said it was determined to “actively deter, defend against and counter the full spectrum of cyber threats.”

That hackers affiliated with the Ministry of State Security were engaged in ransomware was surprising and concerning to the U.S. government, the senior administration official said. But the attack, in which an unidentified American company received a high-dollar ransom demand, also gave U.S. officials new insight into what the official said was “the kind of aggressive behavior that we’re seeing coming out of China.”

The majority of the most damaging and high-profile recent ransomware attacks have involved Russian criminal gangs. Though the U.S. has sometimes seen connections between Russian intelligence agencies and individual hackers, the use of criminal contract hackers by the Chinese government “to conduct unsanctioned cyber operations globally is distinct,” the official said.

Dmitri Alperovitch, the former chief technology officer of the cybersecurity firm Crowdstrike, said the announcement makes clear that MSS contractors who for years have worked for the government and conducted operations on their behalf have over time decided — either with the approval or the “blind eye of their bosses” — to ”start moonlighting and engaging in other activities that could put money in their pockets.”

Given the scope of the attack, Alperovitch said it was “puzzling” that the U.S. avoided sanctions.

“They certainly deserve it, and at this point, it’s becoming a glaring standout that we have not,” he said.

He added, in a reference to a large Russian cyberespionage operation discovered late last year, “There’s no question that the Exchange hacks have been more reckless, more dangerous and more disruptive than anything the Russians have done in SolarWinds.

A spokesperson for the Chinese Embassy in Washington did not immediately return an email seeking comment Monday. But a Chinese Foreign Ministry spokesperson has previously deflected blame for the Microsoft Exchange hack, saying that China “firmly opposes and combats cyber attacks and cyber theft in all forms” and cautioning that attribution of cyberattacks should be based on evidence and not “groundless accusations.”

SHAWNEE COUNTY—Law enforcement authorities are investigating a suspect caught during an alleged crime.

Just before 5:30 a.m. Tuesday, a police officer was patrolling the area of SW 12th Street and SW Fairlawn Avenue in Topeka when he observed a man underneath a bus that was parked at the First Lutheran Church, according to police spokesperson Gretchen Spiker.

The suspect later identified as 39-year-old Kenneth E. Guenther appeared to be cutting a catalytic converter from the vehicle.

The officer attempted to make contact with the suspect, who fled on foot. Police located Guenther a short time later and took him into custody. He is being held on requested&nbsp;charges that include Theft &gt; $1,500 &lt; $25,000 All Other Criminal damage to property; Felony Flee or attempt to elude; Commission of any felony and Flee or attempt to elude; police road block.

Kan. man caught before he cut catalytic converter from bus

WICHITA, Kan. (AP) — The Kansas House speaker's office says conservative Republican state Rep. Ron Howard of Wichita has died. He was 67. 

The speaker’s office and fellow legislators said Howard died Tuesday from a lengthy illness. Howard missed most of the GOP-controlled Legislature’s annual session this year but returned to Topeka in early May to help Republicans override Democratic Gov. Laura Kelly’s veto of income tax cuts. Supporters had just enough votes for the necessary two-thirds majority in the House. 

Howard was a former employee of aircraft manufacturer Boeing when he began serving in the House in January 2019 after unseating a Democratic incumbent in 2018.

SALINA —Multiple charges have been requested for a Salina teen, including battery of a law enforcement officer, after an alleged incident Tuesday afternoon.

Just before 3p.m., an officer was dispatched to Saint Francis Ministries, 509 E. Elm in Salina for the report of a 15-year-old girl damaging cars there, according to Salina Police Captain Paul Forrester.

 When the officer arrived, she saw the teen throwing rocks at a silver 2021 Chevrolet Impala owned by Saint Francis Ministries.

The officer told the girl to stop, but instead, the girl ran. After a short distance, the officer caught up with the girl, who then allegedly hit the officer in the chest, knocking off her body camera, Forrester said. The girl then allegedly stomped on the body camera.

The girl was taken into custody and transported to Salina Regional Health Center, where she was admitted, Forrester said. The girl allegedly spit on an officer and a nurse at the hospital, he added. The teen faces charges of Felony damage to property, Two counts of battery of a law enforcement officer, Battery, Interference with a law enforcement officer

The Impala sustained more than $1,000 in damage, including a broken window and dents, Forrester said

TOPEKA — A bat sent for testing has come back positive for rabies in Shawnee County, according to the Shawnee County Health Department.

Officials are&nbsp; encouraging area residents to be aware of the signs and symptoms of rabies and the steps to take if exposure is suspected. Rabies is a fatal but preventable viral disease that is typically transmitted by raccoons, bats, skunks and foxes.

The first symptoms of rabies include general weakness or discomfort, fever or headache, and may last for days.&nbsp; Discomfort or itching of the bite site, progressing within days to symptoms of cerebral dysfunction, anxiety, confusion and agitation may then develop. Progression of the disease may result in delirium, abnormal behavior, hallucinations and insomnia. Once a person begins to exhibit signs of disease, survival is rare.

The Kansas Department of Health and Environment (KDHE) offers the following tips to help prevent rabies:

Rabies vaccination is a four shot series over 14 days. The first shot must be administered through a primary care office or emergency room, which is known as day zero. Shots are received on day zero, the third day, seventh day and fourteenth day. The remainder of the series can be obtained at the SCHD’s immunization department at 2115 SW 10th&nbsp;Avenue; questions about receiving the vaccination can be made by calling the SCHD immunization department at 785-251-5700. If a person has not previously been vaccinated against rabies, they may also need to receive a human rabies immune globulin (HRIG) vaccination at the time of the first vaccination of the series.

An attorney for four former Circle of Hope Girls Ranch students, identified only as Jane Does, said that the settlement amounts are confidential.

The four former students sued the school's owners shortly after two dozen girls were removed from the Humansville-area school last year during an investigation into the abuse allegations.

The owners, Boyd and Stephanie Householder, together face more than 100 criminal charges including statutory rape, sodomy, physical abuse and neglect.

Boyd Householder faces 80 charges, including statutory rape and statutory sodomy. His wife has been charged with 22 counts, most involving abuse or neglect of a child. They both pleaded not guilty in March.

The plaintiffs in the civil suits allege they were raped, thrown against walls, forced to eat until they vomited and starved by the Householders.

A Missouri law dating to 1982 exempted religious residential care facilities from state licensure requirements. Republican Gov. Mike Parson last week signed a&nbsp;<a href="https://apnews.com/article/michael-brown-business-government-and-politics-bd92fb70f530938fc54c5a0a3bc50418">bill</a>&nbsp;into law to regulate the unlicensed schools.

LIBERTY, Mo. (AP) — The owners of a former Christian reform school for girls in southwest Missouri are charged with more than 100 counts alleging they sexually, emotionally and physically abused girls for years.

Sixteen former residents of the Circle of Hope Girls Ranch in Cedar County say Boyd and Stephanie Householder frequently restrained them with handcuffs, whipped them with belts, taped their mouths shut and struck or punched them for minor offenses such as drinking from a spring or singing.

Several of the charges allege Boyd Householder, 71, sexually abused the girls.

Attorney General Eric Schmitt said during a news conference Wednesday that the alleged victims also said they were forced to shovel manure for hours on end, stand with their noses against a wall while handcuffed for days at a time, and were locked in rooms without beds or lights.

“There are no words that I can say here today to describe the mixture of great sadness, horror, disgust and sympathy that I feel about these reports of cruel and almost unbelievable abuse and neglect,” Schmitt said. “We intend to do everything in the power of this office to get justice for these victims.”

Schmitt said Boyd Householder also told at least seven girls the “proper way” to commit suicide, and he's accused of forcing a girl to drink at least 220 ounces of water, run a mile until she vomited and then run again.

The Householders were charged Tuesday and are being held in the Vernon County Jail.

Boyd Householder faces 79 felony and one misdemeanor charge, including several counts of statutory rape, statutory sodomy, and abuse and neglect of a child. Stephanie Householder, 55, was charged with 22 counts, most involving abuse or neglect of a child. Her charges do not involve sexual contact.

Stephanie Householder is accused of restraining students and allowing her husband to have continued contact with several girls after he physically assaulted them.

“With 16 victims so far, we believe this to be one of the most widespread cases of sexual, physical and mental abuse practiced against young girls in Missouri history,” Schmitt said.

He declined to say the ages of the victims who have come forward, describing them only as girls and young women. Circle of Hope closed in August after investigators removed about two dozen girls. Many of the girls were sent to the home from out-of-state.

The charges came after an investigation by law enforcement in Cedar County and elsewhere that started when former residents of the home made allegations against the Householders on social media. Cedar County Prosecutor Ty Gaither asked Schmitt's office to help with the investigation in mid-November.

Online court records do not name attorneys for the Householders.

The Householders told The Kansas City Star in September that the allegations were lies prompted by their estranged daughter and girls who lived at the ranch who have not been successful in life.

“They’re angry and they’re bitter, and they want to blame somebody,” said Stephanie Householder. “They feel like they’re victims, and they just want to take their anger out on somebody."

Schmitt said the investigation continues and urged anyone who was a victim or knows of further cases of abuse to contact his office.

Under Missouri law, faith-based boarding schools such as Circle of Hope are not subject to state oversight and are not required to be licensed. Circle of Hope described itself as a school that used the Bible to teach the girls proper behavior.

After The Star published an investigation of faith-based homes last year, Democratic Rep. Keri Ingle, of Lee’s Summit, and Republican Rep. Rudy Veit, of Wardsville, introduced identical bills that would require some regulation of these unlicensed schools.

The Missouri House Committee on Children and Families unanimously passed those measures last month and they are expected to be considered by the full House.

Abuse claims against Christian boarding school settled

TOPEKA — Kansas lawmakers plan to hold 14 town hall meetings across the state to gather opinions this summer and fall on how the Legislature should redraw political boundaries next year.

Six legislative leaders agreed to have the same number of town hall meetings that lawmakers held ahead of the last redistricting in 2012.

On Monday, The Kansas Hispanic and Latino American Affairs Commission, the Kansas African American Affairs Commission, and the Kansas Commission on Disability Concerns sent a joint letter to the Kansas Redistricting Committee outlining steps it should take to ensure constituent participation, transparency, and accessibility during the redistricting process, according to a media release from the governor's office.

The state must redraw congressional, legislative and State Board of Education districts every 10 years to reflect shifts in the population. The Republican-controlled Legislature plans to tackle the work next year and have new lines in place for the June 2022 candidate filing deadline.

Lawmakers in both parties expect Johnson County, the state’s most populous county, to pick up seats in the Legislature and western and southeast Kansas to lose them. They’re also expecting a contentious debate over redrawing the state’s four congressional districts.

Kan. commissions urge transparency in redistricting process

WASHINGTON (AP) — Senate Republican leader Mitch McConnell implored&nbsp;<a href="https://apnews.com/article/joe-biden-health-government-and-politics-pandemics-coronavirus-pandemic-8318e3f406278f3ebf09871128cc91de">unvaccinated Americans</a>&nbsp;Tuesday to take the COVID-19 shot, issuing a stark and grave warning of a repeat of last year’s rising caseloads and shutdowns if people refuse to protect themselves from the coronavirus.

McConnell urged Americans to ignore the “demonstrably bad advice” coming from pundits and others against the vaccines. As cases&nbsp;<a href="https://apnews.com/article/business-health-pandemics-coronavirus-pandemic-c053fae3d462705c39e3ffcd612d8a50">skyrocket</a>, he noted that nearly all the new virus hospitalizations in the U.S. are among people who have not been vaccinated.

“If there is anybody out there willing to listen: Get vaccinated,” McConnell, R-Ky., said at his weekly press conference at the Capitol.

“These shots need to get in everybody’s arms as rapidly as possible or we’re going to be back in a situation in the fall that we don’t yearn for — that we went through last year,” he said. “This is not complicated.”
